Section 1: Introduction Outline The International Quidditch Association (IQA) is happy to present this bid package which contains information to bid on: • IQA World Cup 2020 • IQA Continental Games 2019 • IQA European Games 2019 • IQA Pan American Games 2019 • IQA Oceanic & Asian Games 2019 Section 3, covering the IQA’s events, will go more into details about each of these events, listing hotel nights and attendance. Section 5 will discuss the details of what must be submitted to the IQA with each bid. Important Dates Initial bids will be accepted until July 31, 2018. Site visits at two finalist sites for each event will be conducted throughout August and September, and will be fin- ished by September 30, 2018. The IQA will deliberate following site visits and inform the winning bidders by October 24, 2018, with a public announcement no later than November 1, 2018. While the 2019 Games will be the first iteration of the Pan American Games and Oceanic & Asian Games, the two previous iterations of the IQA European Games and three prior IQA World Cups have been successful tournaments. All events will take place from June until August (in 2019 for Continental Games and 2020 for World Cup), although dates within these months are flexible to allow for bidding organizations to present the best bid. Where possible, bids should avoid regional exam times, significant regional events, and holidays, as all these events may impact the participation of many of our athletes and teams. © International Quidditch Association, 2018 02
Partnerships Bids will be accepted from: • Local governments, • Event planning organizations, • Community groups, and • National governing bodies. Bids may be submitted simultaneously for multiple events, although dates must be specified for each event. Regardless of organization submitting the bid, all countries who are bidding for any event must have a National Governing Body (NGB) for quidditch that is a member in good standing with the IQA. Countries can submit multiple bids per location, so long as it is submitted in conjunction with an NGB. Bids will be evaluated by and events will be organized in partnership with the IQA, which governs the sport of quidditch worldwide. Countries submitting bids must ensure that their government has ratified, ac- cepted, acceded to, or approved the UNESCO International Convention against Doping in Sport (link), and that their national anti-doping association complies with World Anti-Doping Code (2015) published by World Anti-Doping Agency (link). Countries that do not meet these requirements will not be considered as host nations. © International Quidditch Association, 2018 03
Section 2: About Quidditch The IQA is the international governing body for the sport of quidditch. It values gender equity and equal access to sport. The IQA works with National Govern- ing Bodies (NGBs) throughout the world to promote the expansion and devel- opment of quidditch, and provide opportunities for athletes to compete at elite international levels. The IQA looks to support our athletes of all genders and sexualities and promote inclusive sporting experiences. Quidditch is an exciting, fast-paced, full-contact sport. A quidditch team consists of up to 21 athletes with 7 players per team on the field at any one time. Each player must keep a broom between their legs at all times. The ‘four maximum’ rule of quidditch states that there may be no more than four players of the same gender on pitch at one time, ensuring the sport is inclusive to all genders and that gender diversity is always maintained on the field of play. Section 3: The IQA’s Events IQA World Cup Previous hosts: 2012: Oxford, England 2014: Burnaby, Canada 2016: Frankfurt, Germany 2018 (upcoming): Florence, Italy The IQA World Cup is a biannual tournament open to elite international competi- tion teams selected by any of the IQA’s eligible National Governing Bodies around the world. It is the premiere international quidditch event. The IQA World Cup will include over 550 athletes, plus support staff, volunteers and fans from more than 30 nations, and the IQA expects over 30 teams to participate in the IQA World Cup 2020. The IQA’s most recent World Cup in 2016 saw 21 teams competing for glory. Elite quidditch athletes travelled thousands of air miles from the United States, Austra- lia, South Korea, and Brazil, among other nations, to compete in Frankfurt, Germa- ny, for the four day event. In partnership with Deutscher Quidditchbund and the City of Frankfurt, the event was a resounding success for local business, competing teams, and the sport itself. It received global news coverage and extremely posi- tive feedback. More than 1,300 spectators attended the event and the livestream reached 30,000 unique views during the event weekend and the following week. The IQA World Cup also contributes to local businesses: athletes, officials, and fans will stay in local hotels, social events will be held at local venues and restau- rants, and food vendors will be present at the multi-day tournament. The event is broadcasted worldwide; hundreds of news outlets from the BBC to the Guardian report on the IQA World Cup. The IQA World Cup 2020 will take place over 5 days (with flexibility). During these 5 days, the tournament itself and accompanying activities, such as training ses- sions, exhibition games, and workshops will take place. Bidders should prepare for up to 900 athletes and team staff, in addition to tournament volunteers. Given 4-person hotel rooms, this will be 225-275 room nights at the peak, and 1200- 1400 room nights over the event. © International Quidditch Association, 2018 05
IQA Continental Games The IQA Continental Games take place biannually, offsetting the IQA World Cup. International and regional teams from countries in each continental region com- pete to provide high-level competition regularly around the globe and allow teams a chance to compete between IQA World Cup years. Continental regions are determined by the IQA by team density and identifying reasonable travel dis- tances for our members. At the most recent 2017 European Games in Oslo, Norway, teams from 15 Euro- pean nations met to compete. Over 200 athletes attended from Europe and the event attracted volunteers from as far away as the United States and Australia. News coverage was provided throughout Europe and helped the development of teams from around the area. The IQA seeks to build on the success of last year’s tournament. IQA European Games 2019 Previous hosts: 2015: Sarteano, Italy 2017: Oslo, Norway The IQA expects attendance from at least 15 international teams from throughout Europe. Quidditch is currently played in over 20 European nations, and most will field a team for this competition. This event will take place over 4 days, and will include workshops, education sessions and exhibition games in the days before the two-day international competition. Bidders for the IQA European Games may be in Iceland, the United Kingdom, mainland Europe, or Turkey. Bidding nations do not need to be members of the European Union or any other European body. Bidders should prepare for up to 400 athletes and team volunteers, in addition to tournament volunteers. Given 4-person hotel rooms, this will be 110-125 rooms booked at its peak, and 400-475 room nights for the event. © International Quidditch Association, 2018 06
IQA Pan American Games 2019 The IQA expects attendance from at least 10 teams from North and South Amer- ica at the inaugural IQA Pan American Games in 2019. While most teams will be national teams (eg. Team Brazil), nations will have the chance to submit regional teams to ensure more even competition and development for both more estab- lished and more novice nations. This event will take place over 4 days, and will include workshops and education sessions for attendees, and exhibition games, in the days before the two-day international competition. Bidders for the IQA Pan American Games may be located anywhere in North, Cen- tral, or South America, or the Caribbean. Bidders should prepare for up to 400 ath- letes and team volunteers, in addition to tournament volunteers. Given 4-person hotel rooms, this will be 110-125 rooms booked at its peak, and 400-475 room nights for the event. IQA Oceanic & Asian Games 2019 The IQA expects attendance from up to 10 teams from Oceania and Asia at the inaugural IQA Oceanic & Asian Games in 2019. While most teams will be national teams (eg. Team South Korea), there will be the possibility for regional teams to ensure more even competition and development for both more established and more novice nations. This event will take place over 3 days, and will include work- shops and education sessions for attendees prior to the two-day international competition. Bidders should prepare for up to 270 athletes and team staff, in ad- dition to tournament volunteers. Given 4-person hotel rooms, this will be 60-80 rooms booked at its peak, and 250-280 room nights for the event. Bidders for the IQA Oceanic & Asian Games may be throughout any Oceanic or Asian nations. © International Quidditch Association, 2018 07
Section 4: Bid Process The bid process will be made of two stages: Initial Bids and Site Visits. Initial Bid During the Initial Bid phase, the IQA will welcome Initial Bid packages which must include all the information listed below in this bid package. Initial Bids will enable the IQA to select the top bids for site visits, and must be a full representation of what the country can offer. The Initial Bid process will ensure bids meet the basic needs of the IQA and allow the IQA to work with all bidders to ensure the best bids possible. During this phase, all bids will be welcomed including the informa- tion listed below. Please note that cities or other organizations who wish to bid for the World Cup must have the backing of the IQA-recognized National Governing Body for the region/country. The details of the partnership between the bidding organization and the NGB will be negotiated if the bid is successful; past events have seen the NGB assisting with media coverage, providing volunteers, or doing other tasks that require a number of volunteers who are fluent in the local language. Regard- less of the specific arrangement the IQA must be able to rely on the support of the NGB in addition to the bidding organization. The IQA will then name two finalists for each event to conduct a site visit. To submit an initial bid, the information listed in Section 5 of this bid manual must be submitted to the IQA. The information may be submitted using the form found in Appendix 1, or in any other format as long as all information is included. Bids must be submitted in PDF format to events@iqasport.org. Site Visits World Cup, European Games, and Pan American Games Finalists will be expected to organize travel (including costs) and welcome at least two IQA representatives, chosen by the IQA, for a site visit of all locations listed in the bid including the fields, accommodations, potential social venues, etc. During the Site Visits, the IQA will endeavour to send representatives from the same con- tinent as the bid location. Bidders who receive a Site Visit will be expected to pro- vide: © International Quidditch Association, 2018 08
• Hotel accommodation at one of the hotels in the bid for 2 nights, with no more than 2 individuals per hotel room • Flights from the airport nearest each IQA representative to the airport recommended for travel in the bid package • Tours of all sites listed in the bid and meetings with managers or other appropriate personnel at each location • A meeting with all bid organizers near the end of the Site Visit Oceanic and Asian Games Due to the smaller nature of the event and development level of the majority of NGBs in the region, there will not be a requirement for finalists in for the Oceanic and Asian Games to cover flight costs of IQA representatives. However, finalists will be expected to organize travel and welcome at least two IQA representa- tives, chosen by the IQA, for a site visit of all locations listed in the bid including the fields, accommodations, potential social venues, etc. Bidders who receive a Site Visit will be expected to provide and cover costs of: • Hotel accomodation at one of the hotels listed in the bid for 2 nights, with no more than 2 individuals per hotel room • Tours of all sites listed in the bid and meetings with managers or other appropriate personnel at each location • A meeting with all bid organizers near the end of the Site Visit IQA representatives conducting site visits may not accept more than 30 Euros worth of gifts and will not accept any inappropriate entertainment. Following all site visits, the IQA will deliberate and select the final location. © International Quidditch Association, 2018 09
Bid Timeline The timeline for the bid process is as follows: Initial Bids: Until July 31, 2018. Site Visits: Until September 30, 2018. Winning bidder informed: No later than October 24, 2018. Section 5: Initial Bid To submit an initial bid, a document containing the following information must be submitted to the IQA. The information may be submitted using the form found in Appendix 1, or in any other format as long as all information is included. This section will also outline what is preferred and what is mandatory, therefore even if a bidding organization is using the form in Appendix 1 the IQA recommends a close reading of this section as well. Bids must be submitted in PDF format to events@iqasport.org no later than July 31, 2018, at 23:59 UTC. Questions may be directed to the IQA Events Department at events@iqasport.org. General Information • The name of the submitting organization or city • The name, title, and contact information for the bid’s point of contact • Must be fluent in English and local language, if different • The address of the site(s) offered and distance between them if applicable • Venues will not be considered if there is more than 1km between the furthest pitches • The name, title, and contact information for the facility’s point of contact and language(s) spoken by this person • Preference will be given to bids with facility contacts who speak English • The dates offered for the event, between June 1 and August 31 in 2019 for Continental Games and in 2020 for World Cup (or a selection of dates the IQA may choose between) • A list of languages spoken by a majority of locals in the host city • Historical weather data for the proposed weekend(s) • City population and major tourist attractions • Descriptions of any assistance available to help teams obtain travel visas © International Quidditch Association, 2018 11
• Preference given to bids that will assist teams with travel visas - teams may be attending from countries around the world Information on the Venue • The total size of playing surface in metres squared, and a description of the playing surfaces (i.e. football pitches, baseball pitches, multisport fields, etc.). • A description of the play surface (turf or grass, etc.) • Preference given to bids that have artificial turf, or grass if there is unlikely to to be rain during the event • The number of pitches that can be comfortably placed on the playing surface. Pitches must be 44 m by 66 m, with no more than 1km between furthest pitches and at least 3 m of space between pitches if multiple pitches will be on one field. • Minimum 8 pitches to bid for World Cup; preference given to bids with at least 9 pitches • Minimum 4 pitches to bid for European Games or Pan American Games, preference given to bids with at least 5 pitches • Minimum 3 pitches to bid for Asian and Oceanic Games, preference given to bids with at least 4 pitches • Descriptions of available restroom, changeroom, and shower facilities, and their distance from the area of play • Preference given to bids that will accommodate no more than 2 teams per changeroom • Preference given to bids with public washrooms in the facilities to accommodate all or most spectators • A plan and allocated space for a player’s village for use during non-play- ing times, or information about changing room space adequate for the © International Quidditch Association, 2018 12
minimum number of teams identified in the event overviews in Section 3 • The availability of a room that can be dedicated as a tournament office • Preference will be given to bids that include space for a tournament office • Description of the accessibility of restroom facilities, indoor, and outdoor space (for spectators/fans in wheelchairs, athletes using crutches, etc.) • Bids for Continental Games must include at least 2 accessible restrooms and bids for World Cup must include at least 4 accessible restrooms (either an accessible stall in a multi-stall restroom, or an accessible single stall restroom), or include plans for an adequate number of portable toilet stalls that will be accessible • Preference will be given to bids proposing fully accessible facilities • Description of any grants provided by local or other organizations that may help cover costs of sign language interpretation into local sign language(s) or International Sign • The availability of (high-power current) electricity on site • The availability, quality, and coverage of wifi on-site or potential for high-quality wifi as possible • Bids must include the minimum bit-rate provided to broadcast video in uplink (in kilobits per second) • The availability, quality and cost for mobile data at the location • An estimate of the maximum allowed capacity of all offered spaces • The athletic venue(s) listed in the bids must have a minimum allowed capacity of 3000 people for Continental Games and 4000 people for World Cup • A description of parking spaces available at the tournament site including number and location of accessible parking spaces • The availability of storage space for use both during the tournament, and prior to the tournament to receive shipped materials • Information about food and beverage stations already on-site or a plan © International Quidditch Association, 2018 13
and allocated space for food and beverage vendors, including plans for food appropriate for competing athletes • Bids must include plans for healthy food for athletes, vegetarian options, and child-friendly options • Preference given to bids that include plans for gluten-free and/or vegan options in addition to the above options • Security measures already in place and description of the fencing around the tournament site • Bids must include fencing around the athletic venue with dedicated entry points • Preference will be given to bids that include plans for overnight security over the course of the tournament • Spectator seating, lights, scoreboards and other amenities on-site, or availability of rental spectator seating if there is not built in seating for all pitches • Preference will be given to bids that have lighting on at least one field • Preference will be given to bids that have built-in spectator seating for at least one pitch • Photographs and maps showing the space and amenities described Other Relevant Information • A description of nearby hospitals and a first aid plan on-site, including: • the number of ambulances available at the pitch at all times, • languages spoken by the majority of medical professionals, and • cost for first-aid/EMT/other level of medical coverage accepted by the NGB for its national tournaments © International Quidditch Association, 2018 14
• Snapshot of any relevant sporting event previously hosted at the location • Snapshot of any relevant sporting events previously hosted by the bidding organization • Description of types of accommodation appropriate for the room nights listed in Section 3, including average rates, room occupancy options, total capacity, distance from the tournament site, and available amenities (breakfast, wifi, pool and fitness center, etc.). • Preference will be given to bids that suggest accommodation under 3km from the tournament venue, or within 20km of the tournament venue if a transportation plan is included • Preference will be given to bids that include accommodation discounts for athletes and volunteers • Availability and description of at least one venue that can host a social event, and minimum age to enter the proposed venue. • For World Cup, the venue must have a capacity of at least 800 individuals • For European Games, the venue must have a capacity of at least 600 individuals • For Pan American Games and Oceanic and Asian Games, the venue must have a capacity of at least 500 individuals • Preference will be given to bids that suggest venues under 5km from the majority of accommodation, or within 20km of the majority of accommodation if a transportation plan is included • A description of pubs, restaurants, and clubs within 15 kilometers of the tournament site with space to accommodate 500-700 people • A detailed outline of public transportation options from nearest international airports or train stations to the event site, as well as options between host accommodation and the event site, including estimates of cost and travel time © International Quidditch Association, 2018 15
Finances and Support Bids must be able to offer guaranteed financial support including potentially covering the costs or offering reduced field/facility rental fees. Preference will be given to bids with higher values of financial support. There must be a minimum level of monetary or in kind guarantee for all bid packages. The IQA will require at least 5,000 Euros in value for the IQA World Cup, 4,000 Euros in value for the European Games and Pan-American Games, and 1,000 Euros in value for the Oceanic & Asian Games. Initial bids must include: • Rental fee for tournament venue for duration of proposed tournament dates • Details descriptions of financial support or value-in-kind available from: • The bidding organization • The city • Other local organizations • Potential for support from bidding organizations in media promotion, financial support, waived costs and fees, etc. Additional Requriements For serious consideration, Initial Bid Packages should also provide: • A binding offer from the facilities listed in the bid presenting all potential costs • A detailed plan to defray costs of the event from IQA and participating © International Quidditch Association, 2018 16
teams, whether through financial support, waived fees and costs, or value in kind • Detailed descriptions of existing partnerships, agreements, or other events taking place in the same area around the same time that may affect IQA’s ability to organise the event, and suggestions to work around the risk • A list of potential event sponsors and vendors, and any steps already taken to ensure their participation • Local logistical service providers and rental businesses with whom the bidder has had positive experience, if applicable • Proposed involvement of local community • Bids will be seen favourably if they involve local LGBTQ+ advocacy organizations or local or national organizations promoting gender equity in sport. • Where there are Indigenous nations that are not the predominant culture in the proposed host country, bids will be seen favourably if they include proposed partnerships with local Indigenous communities and permissions to host the tournament on Indigenous homelands.
