Invitation to Tender: Misean Cara Website Development Introduction Misean Cara is a faith-based development organisation of 88 Irish religious congregations and lay missionary organisations working in over 50 countries. Our Members live and work long-term with marginalised and vulnerable local communities in some of the world’s most impoverished and disadvantaged regions in the areas of education, health including HIV/AIDS, income generation, environmental sustainability, and human rights. We are seeking proposals for the development of a new website that showcases the work of Misean Cara, tells the story of our members and those they work with, and demonstrates the significant impact of the projects we fund across the world. The website should have a strong visual impact, demonstrate our focus on impact and results, be easy to use for audiences across the globe, and encourage users to connect with and support the work. Our current website is: www.miseancara.ie Objectives The key objectives of the website design and development are as follows: 1. Marketing platform: Usage of website as a platform to market what MC does through clear and simple user journeys, providing audiences with impact driven information using visually clean, compelling imagery and visuals / infographics highlights our Unique Selling Point (Missionary Approach to Development) 2. Strong governance focus: Ensure its layout provides transparency around key information regarding the governance, administration and implementation of public and private money, codes of conducts etc 3. Strong call to action: showing how users can further engage with the work of the organisation, and its members, keep up to date on news and information, and most critically that it facilitates quick and easy donations from the public. 4. Innovation: Apply fresh modern and the latest website design innovations to be applied including the ability to easily use and navigate, both from a from a front-end user perspective and for those administering and publishing content on the site. Audiences There is a broad range of audiences for consideration reflecting several significant and broader stakeholders of the organisation. Given that the work of Misean Cara is funded largely through Irish Aid, all members of the Irish public have a stake in what we do, as do the communities and partners we serve across the globe. This list is not in order of priority but are all important audiences. It is however worth noting that the age profile of most of Misean Cara | March 2021
our audiences would be older (and frequently motivated by faith); this is important mainly from a functionality point of view but also in the design. The under-30 demographic is not currently a key audience for Misean Cara, and we would not see the website being designed with such an audience in mind. The following are specific audience groups that the site must appeal to: • Our Members: • They must see themselves clearly represented on the site, with stories and impact metrics reflecting the achievements they are making for the people and communities they serve. They must see the values and ethos of their work in the site and that it is representative of the diverse communities and sectors they work in • Members must have quick and easy access to a dedicated, easy-to-navigate, password-based member portal (the Members’ Resource Hub), which itself is easy to manage in terms of updating content • Media: Members of the media need to be able to quickly find the key information about the organisation and members, including impact metrics, reporting, overviews of work being carried out, and accountability across various facets. They should be able to see the strong stories of impact that may inspire other coverage • International Development Community: NGOS and Umbrella network groups. They need to see the professional value that we and our members bring to development work, that we work in partnership, and that we take a long-term approach to development issues. They need to see the evidence base and rigorous research underpinning the work. • Institutional Supporters incl Irish Aid: They need to see the impact we are having and how their support does or can make a difference in the lives of communities. They need to see professionalism, accountability, transparency, and strong governance, as well as suitable acknowledgement of those who support this work. • Foundations & Corporates: They should quickly be able to see the value that their current or future support can bring to the development of work on the ground, through the evidence of the capacity building work carried out by Misean Cara and its members, as well as the ongoing improvement of lives. • General Public: The public needs to see how we spend the public funds we are entrusted with and the value that Misean Cara is creating with these funds, they need to connect with the human impact of the work quickly and easily, and see how their continued support, both directly and indirectly, improves lives for real people around the world. Structure The following are key areas of the site in terms of the main navigation. There will be a need to create strong interlinking between these overall structural pillars: Top-Level Navigation: • What We Do: Focussing on the 5 key thematic areas that Misean Cara supports (Education, Health, Livelihoods, Human Rights, and Capacity Development), as well as emergency response work as it arises. The thread of the Missionary Approach to Development (long term commitment and working in partnership should be threaded through these aspects. • Who We Are: Featuring detailed information about the organisation, its membership, its governance, and management (including interactive Annual Reports section), team members, board members, codes & polices, and recruitment opportunities. • Resources (Public): A compilation of publicly published learning and reports, that should be presented in a visually engaging manner that will allow for ease of downloading • Member Login: Bringing members (only) to a secure location for Project Management and access to project cycle resources • DONATE BUTTON: Bringing the visitor to the donation section of the site, providing options for once-off donation, ongoing support, legacy giving, and corporate or philanthropic giving Further content sections on homepage (i.e., as portals) include: • Where We Work: Accessible map section showcasing the diverse geographic range of the work, providing context for each country when clicked, as well as the members working there and the projects Misean Cara is supporting. This content must be developed in such a way that it can accommodate updates by staff • Stories of Change: A key aspect of the site is to showcase, through frequent posts, the human impact of the work of Misean Cara members. These stories will be as text and image, audio and/or video content and should create a strong connection to the work and feature a call to action for support • Our Impact: Providing an infographic overview of the impact that the organisation has across a wide range of metrics including funding allocations, projects, lives improved across various issues areas, number of members. This information should be presented in a dynamic and engaging way and also include a strong call to action for support. This content must be developed in such a way that it can accommodate updates by staff. • Latest News: Post category sharing the latest news and updates from Misean Cara and its membership Homepage Footer These content areas are proposed to be found at the bottom of the homepage in the footer: • Contact Us: Providing the organisation contact information, map location, opening hours and contact form Misean Cara | March 2021
• Media Enquiries: Specific section for press queries, resources, and information • Privacy Policy • Cookie Policy • Feedback & Complaints Functionality • User Friendly CMS: The website is updated frequently, and the backend content management system needs to be clear and intuitive for administrative users to navigate and update • Dynamic Content: There are key facts, figures and text reference that will occur in content throughout the site, these should feature in a central repository that can be updated once and reflected across the site • Fast load times and efficiency: The site will be accessed from locations internationally with varying levels of internet speed therefore the site should be built so that it is not burdensome to load for slower connections, particularly for users accessing it from locales with highly constrained or poorer internet speeds (i.e., in developing countries). • CRM compatibility: integration options with high end CRM systems is important, with contact forms and donations integrated with our Salesforce CRM. • Optimised for mobile and tablets and consistent cross browser display for desktop version. • SEO optimisation and user-friendly capabilities on the content management system to monitor and adjust as required • Social Cards: For all posts and pages to have easily set social media descriptions and images for sharing on all relevant platforms • Accessibility: The website should meet WCAG 2.1 accessibility guidelines with a view to upgrading to version 2.0 when it is published. • GDPR compliance: is critical and must meet the highest possible standards in relation to user controls over cookies and data collection etc. • The site should support translation functionality: the site is to be provided in English, with the ability for multilingual automated translation. • Newsletter integration and popup: There should be ease of integration with the new CRM system for webhooks to capture newsletter signups, and for the option for the popup display of signup forms • Search Functionality: should deliver an autocomplete relating to key site tags and categories, and should deliver an organised results page by site area, with page extracts of relevant wording display. • Interactive Map functionality: To display an engaging and interactive map that will allow users to see the various impact, members and projects in the various locales around the world. • Video, audio and multimedia content: The site should allow easy embedding of video content from related hosting services (such as YouTube and Vimeo), as well as allowing for clever display of interactive content such as impact data and timelines • Annual Report subsections: The site should allow the attractive and engaging display of subsections for each annual report which we now deliver as a digital resource. • Archiving: We should be able to set reminders on posts and pages to notify admin after a period of time that it has not been updated, and this content should also be easily archived, allowing us to keep the site fresh and current • Security: Site security should be fully ensured, with Two-factor Authentication provided for administrative access, monitoring for intrusion attempts, regular scanning for malware, and secure protocols used for the site and its functions (such as donations, contact forms, etc). • Future-proofed - flexible enough to allow for easy amendments and adjustments into the future Look & Feel In the design and development of this site, we welcome proposal for refreshes to our visual identity (remaining within the current corporate colour palette) in order to ensure the site is as current as possible. Guiding principles beyond our visual presentation would be: • Bright and Positive: We embrace a bright and positive visual identity, reflective of the innovative, impactful, and optimistic nature of our members and those they serve to bring about a better world. • Colourful and Diverse: Our visual style is informed by the places and cultures we work with and needs to be reflective of the vibrancy that is so reflective in these societies • Image Driven: Our visual style is driven by showing strong and bold imagery of those we work with to ensure that they and their local context is front and centre through photography and video and is very focussed on people. Deliverables and Timeline We are seeking the following phases of deliverables: • Initial validation meeting with the successful tenderer to discuss structure and design based on Misean Cara’s needs; agree timeline and sign-off criteria • Creation of 3 proposed Mock-up Designs based on the brief (to include restyling of associated, existing portal dashboard (1) to match the new site) • Creation of Site Wireframe Structure • Development of draft site in production environment • Amendment to site based on feedback • Full testing of site functionality • Creation of a brief staff manual and training for key staff on backend use of site • Deployment to live environment We will be appointing the successful tenderer agency week commencing 24th May. We plan to launch the site in September 2021. Please respond in the proposal as to whether this timeline is possible and, if not, what alternative can be offered. Budget The estimated budget for this project is €12,000-€15,000 inclusive of VAT. Proposals Tenders are welcomed from experienced companies or individuals who can facilitate and deliver this work. Please respond to this brief with the following: • An outline proposal for the work above (please ensure you have covered approaches to GDPR compliance, CRM Integration, and Web Accessibility clearly within your proposal) • Links to view 3-5 examples of previous work and testimonials that illustrate experience delivering similar projects • CVs and bios of team members who will be working on the project • A proposed project plan and schedule breakdown. • Quotation in Euros, inclusive of VAT, including all costs associated with the work such as preparation time and any expenses as required. Please also include your expected payment schedule. Misean Cara shall not accept any responsibility for any expenses or loss which may be incurred in the preparation of a Tender. Selection Criteria 1. We will evaluate tenders, using the criteria set out below, based on the information provided in the proposals at the time that they are submitted. 2. A shortlist of tenderers will then be required to present their proposal in a virtual meeting. These will also be assessed and scored using the same criteria below, and a final decision made based on the outcome of the presentation meeting. Any tenderer who declines to present will be deemed to have removed themselves from the competition. 3. Both the initial proposal score and presentation score will be included in the overall final awarding of the tender. The successful applicant will be notified within two weeks of this decision.
