Annual Report 2017-2018 Dr Pradip Kumar Bhattacharya welcomed all the members present. The President Dr Atul Kulkarni called the meeting to order. 1. Apologies Nil 2. Condolences Dr Anurag Kishore, Agra Dr K A Ramasubramani Raja, Tamilnadu Dr Rohit Shah, Nashik Dr Kirandeep Chetia, Jorhat and Dr C Jayesh, Coimbatore One minute silence was observed in respect of departed souls. 3. Presidential citation Dr Atul Kulkarni - with awardees having to leave, the distribution of Presidential citation will be taken up first. The Presidential citation certificates were given to awardees. Dr Shivakumar Iyer, Dr Kapil Zirpe, Dr Pradip Kumar Bhattacharya, Dr Abhinav Gupta, Dr Yash Javeri, Dr Pradeep Rangappa, Dr Rajesh Chawla, Dr Deepak Govil, Dr B D Bande, Dr Mohan Mathew, Dr K Vinodan, Dr Suresh G Nair, Dr Srinivas Samavedam, Dr Susruta Bandyopadhyay, Dr Subhash Todi, Dr Vijaya Patil, Dr Vandana Agarwal, Dr Subhal Dixit, Dr Sriram Sampath, Dr N Ramakrishnan, Dr Banani Poddar and Dr Jayant Shelgaonkar were these awardees. Dr Atul Kulkarni informed about contribution of each awardee. Dr Atul Kulkarni appreciated Dr R K Mani for his fantastic job for the journal. Dr R K Mani will be sent his Presidential citation certificate by post. 4. Confirmation of the Minutes of the last Annual General Body meeting held on 6th February 2016 at Agra. The minutes of the last AGM were confirmed. Dr Manish Munjal and Dr Jayant Shelgaonkar proposed and Dr Subhal Dixit, Dr Yash Javeri, Dr D K Singh, and Dr Dhruva Chaudhry seconded and minutes were passed. 5. Business arising out of the minutes of last AGM It was proposed by Dr Rajesh Pande and seconded by Dr Yatin Mehta, Dr Y P Singh and Dr Rahul Pandit and passed. 6. General Secretary`s report General Secretar’s report was proposed by Dr Yash Javeri and seconded by Dr Jayant Shelgaonkar and Dr Anand Dongre and passed. 7. Report of Indian College of Critical Care Medicine It was informed that this report was presented at AGM of Indian College of Critical Care Medicine held yesterday. 8. To confirm the Audited statements of accounts for the year 2015 – 2016 The passing of accounts was proposed by Dr Rahul Pandit and Dr Subhal Dixit and seconded by Dr Palepu Gopal and Dr Rajesh Pande and passed. 9. Report of the IJCCM Dr Atul Kulkarni informed that it is being tried to change the publisher. The IJCCM expenses are very high and income from it is very less. The objective is to not make profit; but there should be at least a breakeven. The new publisher is expected by next Executive Committee meeting. 10. To declare the election results for 2017-2019 Dr Pradip Kumar Bhattacharya informed the election results. The Electronic elections were successfully held this year also. Nominations were invited for the post of 1 President – Elect, 1 Vice President, 1 General Secretary, 1 General Secretary - Elect,1 Secretary, 1 Treasurer and 4 Executive Committee Elected Members. The following members were elected unopposed: 5

To appoint the auditors for the financial year 2016 - 2017. Dr Pradip Kumar Bhattacharya informed that we will continue with the current auditors - Ranka Dargar and Co. 12. Presentation of the report of the Organising Secretary for 24th ISCCM Criticare 2018 at Varanasi. Dr D K Singh presented report of Criticare 2018, Varanasi. Dr D K Singh invited all members to Criticare 2018. Dr D K Singh thanked Executive Committee, President and General Secretary for opportunity given to ISCCM Varanasi branch for hosting prestigious Criticare 2018 conference. He informed about Organizing Committee. Dr D K Singh - initially conference planned at Banaras Hindu University (BHU). Keeping in view the interest of delegates, later on the Executive Committee decided to hold conference at Hotel. It is being planned to hold conference at Hotel Ramada and Hotel Clark. Dr D K Singh informed about attractions of Varanasi and the available infrastructure. Dr D K Singh thanked members and informed them to plan early. Good hospitality arrangement will be made available. He concluded his presentation. The members applauded the presentation. Dr Atul Kulkarni invited Dr Kapil Zirpe to officially launch Criticare 2018 website. Dr Kapil Zirpe - Dr D K Singh and Varanasi team will do a wonderful conference. Dr Kapil Zirpe informed that the workshops will be on 7th and 8th March 2018. The main conference will be held on 9th to 11th March 2018. Dr Kapil Zirpe informed about selected 10 international faculties and their specialities. Dr Kapil Zirpe - at present 6 popular workshops are declared. He is open to more workshops, but they should be financially and logistically viable. Dr Kapil Zirpe on behalf of Organizing Committee and ISCCM Executive Committee invited all members to Criticare 2018. He requested members to publicize Criticare 2018 for attendance in large numbers. Dr D K Singh - members can register for Criticare 2018 at ISCCM counter during present conference. 6
Annual Report 2017-2018 Dr A K Baronia informed members about hard efforts taken by him for the recognition of Critical Care as DM program. The responsibility of scientific program is a bigger platform for him in society and he requested for help of all members for doing the best. Dr A K Baronia thanked members. The members applauded Dr A K Baronia. 13. Criticare 2017 conference Dr Atul Kulkarni thanked Dr Mohan Mathew, Dr Vinodan and Dr Suresh G Nair for their fantastic job for Criticare 2017, Kochi conference. 14. Distribution of various prizes, awards and certificates The Young talent hunt certificate was given to winners - Dr Sukhen Samanta, Dr Cuckoo Sarah Kuruvilla, Dr Pradip Balasaheb Dalvi and Dr Abhijit Bagde. For ISCCM Day Poster competition - First prize - (i) Tushar Sontakke and Bharat Jagiasi and (ii) Dr Vandana Saluja and Dr Gagan Pal Singh Second prize - (i) Dr Yesha Atulchandra Chauhan and (ii) N Sunil Kumar. Third prize - (i) Subhra Sen (ii) Sonali Vadi (iii) Anuj Clerk (iv) Dr Rakesh Garg and Dr Wasim Hoda (v) Dr Sai Saran P V and Dr Mohan Gurjar and (vi) Dr Krishna Baradol were given their prize and certificate. E poster prize - First prize - Dr Badri Prasad Das Second prize - Dr Varun Byrappa and Third prize - Dr Prasoon Gupta were given prizes. The Best Branch award (Metro) - ISCCM Chennai branch was declared as best branch and the Best Branch award (Metro) was handed over to senior members of ISCCM Chennai branch. The Best Branch award (Non Metro) - ISCCM Pune branch was declared as best branch and the Best Branch award (Non Metro) was handed over to senior members of ISCCM Pune branch. ISCCM Pune branch has won Best Branch award for consecutive fourth year. 15. General Secretary remarks Dr Pradip Kumar Bhattacharya informed about activities done during the year. The guidelines for conference and workshops are almost ready. They will be implemented after final discussion. The MOU has been signed with ESICM and ISCCM has started working with them. Dr Atul Kulkarni is President of ASSARC society and Dr Kapil Zirpe will take over as President of said society in 2018. Branch Management system (BMS) has been launched. BMS will improve the participation and contribution of branches. The Student management system is being developed and it will start soon. Many projects have been launched by Dr Atul Kulkarni. Dr Kapil Zirpe as a President will continue them. The initiatives taken will show good results in 1 to 2 years. 16. Installation of President Dr Atul Kulkarni thanked all Executive Committee members for peaceful functioning and their contribution. He wished for a fruitful tenure of Dr Kapil Zirpe and Dr Yatin Mehta. He wished for a great success for Criticare 2018, Varanasi conference also. Dr Atul Kulkarni thanked all members. The members applauded Dr Atul Kulkarni. Dr Atul Kulkarni congratulated new President Dr Kapil Zirpe and handed him ISCCM President`s medal. The members applauded. Dr Pradip Kumar Bhattacharya congratulated new General Secretary Dr Subhal Dixit for taking over the charge. Dr Kapil Zirpe individually invited all new Executive Committee members to dais and introduced them to members. He welcomed new Executive Committee members. 7
I S C C M Dr Kapil Zirpe - The new Executive Committee will do well and maintain glory of ISCCM. He thanked the members. The members applauded. Dr Yash Javeri appreciated leadership of Dr Atul Kulkarni. The members will require guidance of Dr Atul Kulkarni in future as well. Dr Atul Kulkarni acknowledged all the office staff for their work and support provided over a period of his long tenure in Executive Committee. Dr Atul Kulkarni informed about all office staff - Mr Vimal Merchant, Mrs Sunita Shukla, Ms Yashaswi Sharma, Ms Supriya Kamble, Ms Shabana Sayyed, Mr Prasanna Shinde and Mr Mahesh Waghela to members. The members applauded office staff. With no other business remaining, the meeting was declared as closed by Dr Atul Kulkarni and it ended with a vote of thanks to the chair. Annual Report 2017-2018 24TH ANNUAL REPORT OF THE INDIAN SOCIETY OF CRITICAL CARE MEDICINE JANUARY 2017 TO DECEMBER 2017 The Executive Committee of ISCCM takes great pleasure in presenting the 24th Annual Report of the ISCCM. CRITICARE 2017 The 23rd Annual Conference Criticare 2017 was successfully held on 3rd to 5th February 2017 at Hotel Le Meridien, Kochi. Dr Atul Kulkarni was Chairman of the Scientific Committee. Special congratulations to him for a very well planned Scientific Programme. It was appreciated by all delegates. The local arrangements and Organization was exemplary and our congratulations and grateful thanks to the Organising Committee. During the conference workshops were also organized. The conference acted as strategic platform to offer deeper trends in research, therapy and management of critically ill through interactive sessions, plenary lectures and presentations. Apart from learn the masters sessions, 4 sessions on Case based learning proved quite interesting. Annual Report 2017-2018 INDIAN COLLEGE OF CRITICAL CARE MEDICINE FOURTH ANNUAL REPORT - Academic Year 2017 Today I take the pride and pleasure to present Fourth Annual Report of Indian College of Critical Care Medicine (ICCM) for the Academic year 2017 to you all. The Fifth year since the formation of Indian College of Critical Care Medicine has been excellent and very eventful with continued growth and success of our Critical Care Courses and evolution of our examination and evaluation system. IDCCM theory examination was shifted to Prometric centers across India. Commendable work was done by Dr. Deepak Govil, the Vice Chancellor to initiate the Prometric examination system for IDCCM and streamlining the practical examination. A 2-day marathon meeting of examiners was held in Pune and looked at each and every question in detail to assess its appropriateness and degree of difficulty. Such a meeting will be an annual feature of college now. With the path breaking efforts by Dr. Deepak Govil, the examination system has been automated. The students can upload the examination form and necessary documents on the examination portal, which will be acknowledge and verified by the teacher, and then only the hall ticket will be issued. Exemplary work has been done by the Examination Secretary Dr. Shubhal Dixit and and Accreditation Secretary Dr. Sheila Nainan Myatra. A total of 535 candidates appeared in 5 examinations and a total of 57 accreditation applications were processed in last one year and 29 institutions were recognized for IDCCM and two for IFCCM courses. All processes related to examination and accreditation have been streamlined. There is a great effort to popularize the IDCCN courses by Dr. Manish Munjal, the Nursing Secretary and now we are giving them the course book with their enrollment to the course. The institution, Teachership, reaccreditation, inspectorship and Examinership criteria have been developed and implemented. Summary of these decisions is given in Appendix I. With increasing no of candidates showing interest in the Critical Care Courses, the office work of ICCM is also expanding rapidly. ISCCM/ICCM Office in Mumbai is ably supported by Mr Vimal, Ms.Kuntal, Ms.Supriya, Ms.Shabana, Mr.Prasanna, Mr.Ninad, Mr.Mahesh. On your behalf I thank all of them for their enthusiastic support all along! FICCM 2017, Kochi ICCM Meet The Sixth Convocation Ceremony was held during Criticare 2017, at Kochi when 7 distinguished peers were honored with fellowship (FICCM), names of whom are listed below. Examinations: IDCCM & IFCCM Courses continue to remain popular. Several new institutions were accredited, and we now have 194 institutions across the country offering our training programs. Commendable changes in the examination system have been implemented under the leadership of Dr. Deepak Govil with the active support of college board members and the EC. I am grateful to the President Dr. Kapil Zirpe for giving complete autonomy to the college for implementation of these path breaking changes. IDCCM theory examination have been shifted to Prometric centers across India. The questions are randomly selected, and test is conducted just like the USMLE or TOFEL exams. The practical examinations have been streamlined by dividing into two components of clinical cases and tables, where passing in each component is essential. 20 new clinical cases have been created in the form of vignettes. Each clinical case now has four vignettes which flow in a logical order and cover comprehensive information regarding all aspects the clinical case. From 1st January the process of enrolling in IDCCM courses has been made online and time efficient. Similarly, the examination 15

The toppers would be given a maximum amount of Rs. 20,000 for doctors and Rs. 15000 for nurses to facilitate their participation in the convocation ceremony. This amount would cover the expenses towards their travel and lodging. However, the students have to be physically present in the convocation ceremony to take the award and present the invoice towards the expenditure incurred. They will be provided complementary conference registration We congratulate the toppers in 2017 who will be receiving the following awards during the Convocation Ceremony to be held on 7th March, 2018 during Criticare 2018 at Varanasi. The process of updating information of all the accredited Institutes, in terms of year of accreditation, teachers, academic track record etc, on the website is going on, so that it is available at one click to any one, especially new aspirants for various courses. The online application submission for various courses is now active from 1st Jan 2018 and the offline submission of forms have been withdrawn. Training Assessment Record: Appendix III The previous CoBaFolio is revised and has been renamed as Training Assessment Record. This will be mandatory for IDCCM/IFCCM and desirable for CTCCM. 16

College Guidelines developed and approved in 2017 (appendix II) Exam Test Development Meeting A meeting of the Exam Test Development was held on 6th & 7th January 2018 at Hotel Sheraton, Pune, where a total of 16 experts participated for 2 days. The meeting chaired by Dr. Kapil Zirpe and Dr. Deepak Govil (Vice Chancellor) was held to validate each question comprising question Bank for IDCCM & Post MBBS Exam. There were approximately 1100 questions, which were divided into different domains. In the meeting it was decided that at least 5% new questions will be added to question bank and some obsolete question will be removed every year to keep Question Bank updated. This meeting will be an annual event. It was decided that the each questions paper should have a decent proportion of questions from all the domains and should contain questions based on 50-60% of Core Critical Care, 20-30% of Allied Sciences and 10-20% of Current Literature. Each question paper should contain at-least 60-70 % question based on Basic Knowledge and 30-40% based on differentiators. The Examination committee had gone through each and every question of all the domains and classified them as Not appropriate for exam (to be removed from QB), Must Know (basic knowledge) and Differentiators (to differentiate between pass and topper). I S C C M Appendix II Accreditation criteria revised and will be applicable from January 2018: Eligibility Criteria for accreditation for IDCCM Institutions: Institutions interested in starting IDCCM can apply only if the Critical care unit have been functioning for at least 2 years. Institute should be a 100 bed hospital and at least 12 ICU beds with six mechanical ventilators as basic criteria. Institutions should have two full time faculty, who are eligible, to be considered as teachers, as per ISCCM Teachership guidelines. These Two teacher candidates have to apply along with the institute for recognition as IDCCM teacher . The institute applying for the accreditation must give an undertaking in addition to having two eligible teachers that In case a teacher leaves the institute they will continue to provide training to the trainee All facilities in the institute will be provided to the trainee during his period of training in the institute. Institutions should apply for accreditation along with teacher's accreditation. Both Teachers & Institute Form will be scrutinized simultaneously for accreditation purpose. Institutions that do not enrol candidates for three consecutive years will automatically lose accreditation and will need to apply for re-inspection afresh, through the formal process. Eligibility Criteria for Teachers accreditation: In order to be able to impart a high quality of training to candidates the teacher must fulfil the following minimum requirements. Teacher application will be considered along with the Institution's application. Teacher accreditation in isolation independent of Institute accreditation is not allowed (except for additional teacher from an already accredited institute) Teacher should be working full time in the institute to be considered as a teacher for the ISCCM course. Teachers must devote at least 50% of their professional time in Critical Care Medicine Teacher should be a Life Member of ISCCM. Teacher should be a post graduate degree with MCI recognised qualification- MD, MS, with at least 8 years of experience in critical care medicine post MD/MS qualification, in a recognized major hospital. Teachers with a MCI recognised Post Graduate Diploma-DA (Diploma in Anaesthesia) or DTCD (Diploma in TB and Chest Diseases), with at least 10 years of experience in critical care medicine after MCI recognised Post Graduate Diploma, in a recognized major hospital. The teacher should have formal qualification in Intensive Care which can be any one or more of them: IDCCM, IFCCM, FNB - Critical Care, DM - Critical Care, DMPulmonary & Critical Care or equivalent qualification from Australia (FCICM), USA (AB Critical Care), U.K or Canada. These qualifications obtained anytime within 8yrs post MD will fulfil the criteria to be a teacher from 2017 onwards. To be an IFCCM teacher it is expected for the Teacher to have at least two original articles publications in peer reviewed journal. After a teacher has left an institute he cannot take a new student in another institute for one year from the time of leaving the previous institute. Eligibility Criteria for IDCCM seat increases: At least two IDCCM candidates must have passed from an Institute in last two years to apply for increase in seats. For every one seat increase, the institution should have 6 more ICU beds in addition to the existing 12 beds with two additional ventilators. Teacher to candidate ratio of 1:2 for IDCCM and 1:1 for IFCCM to be maintained when any seat increase is contemplated. Eligibility Criteria for accreditation for IFCCM Institutions: Institutions can apply and will be considered for starting of IFCCM course only after 2 years of starting of IDCCM At least two IDCCM candidates must have passed from an Institute in last two years to be eligible to apply for IFCCM accreditation. 28
