SPOTLIGHT ON BARCELONA © All rights reserved - © fluctuo 2021 When the City of Barcelona first issued approx. 7,000 moped-sharing licences in 2020, no less than 21 operators were granted a permit. After some consolidation, the licences were ultimately distributed between 12 operators, but growing pains persisted. Some operators argued restrictions on fleet numbers were hampering the market, while others filed complaints that their competitors were exceeding fleet limits. In response, city authorities increased moped licences by 3,000 in summer 2020. That decision is now the subject of legal action with smaller operators claiming the allocation unfairly benefits the largest players. In any case, the City of Barcelona issued the first fines for breaching fleet limits in March 2021. The Battle for Barcelona looks set to continue, both in court and on the street. FEATURE CITY The French capital is one of Europe’s most dynamic shared PARIS mobility markets and the rules are changing quickly in response. FEATURE CITY Warsaw leads Polish micro-mobility with the highest density WARSAW of shared vehicles in the country. It may also be looking for ways to make its mobility ecosystem more sustainable, having recently been nominated a candidate for the European Green Capital Award 2023. To date, however, city authorities have taken a hands-off approach. While the municipal bike system (run by NextBike) has a monopoly on bike sharing operations, other micro-mobility modes have seen intense competition with departing operators almost immediately replaced with new arrivals in both free-floating scooter and carsharing markets. Adding to the competitive pressure is the high seasonality of Warsaw’s micro-mobility; most operators suspend or decrease services over the winter months. FEATURE CITY Since 2013, the City of Milan has facilitated shared mobility MILAN operations and is today Italy’s most dynamic market. Fees per vehicle range from €8 per year for mopeds to €100 per month for shared cars (a fee waived for shared EVs). Milan also takes a novel approach to fleet sizes. In the case of scooters and bicycles, the total number of vehicles operating in the city is capped with a maximum fleet size for individual operators. Conversely, for car-sharing and mopeds a minimum number of vehicles is mandated (400 and 100 respectively). This regulatory approach contributes to one of the most competitive and diverse shared mobility markets in Europe. FEATURE CITY Germany’s second-biggest city is arguably also its most HAMBURG progressive regarding shared services and smart mobility. In autumn 2021, Hamburg will even host the ITS World Congress, the largest industry event on smart mobility and transport digitalization. Mobility as a Service is one of the key pillars to improving the quality and efficiency of local transportation and the City of Hamburg is actively working on bringing shared mobility services to areas with limited public transit. Hamburg is one of the only cities in Germany with a fleet cap for e-scooters, allowing no more than 1,000 vehicles per operator. Additionally, e-scooter operators must share usage data with city authorities, which is also unique in Germany. METHODOLOGY The European Shared Mobility Index provides a quarterly snapshot of the shared mobility market across 16 European cities, selected to highlight diversity in size, geography and market characteristics. The Index’s scope encompasses shared bikes (both free-floating and docked systems), scooters, mopeds and shared cars for drivers (free-floating, station-based and peer-to-peer). Neither ridesharing services (e.g. Uber, Bolt), carpooling (e.g. BlaBlaCar) nor long-term rentals (Swapfiets) are included. Unless otherwise indicated, all maps, tables and graphics are point-in-time analyses based on available data as at 31 March 2021. Vehicle and trip data were sourced directly from operators, via open data sources, from mobile applications and public announcements. Industry averages and some data extrapolation were used to fill remaining data gaps. Operators who contributed financially to this report have not received any special treatment.
