All room rentals will be waived with a sit-down or buffet dinner on 5/30/2021 for three hundred (300) or more guests in meeting room. If Meeting Group requires a DJ a $25.00 setup fee will be required. Setup fee includes one power strip and one 6 foot skirted table. DJ’s are not permitted to plug equipment directly into meeting room wall outlet. These rental charges are based on food functions scheduled at the time of booking. In the event group falls below this requirement, the Catering Department will reevaluate the room rental, which is subject to change pending final head count guarantees and/or cancellations. Should any catering be cancelled, meeting room rental will be assessed. Tournament Rules Sanctioning 1. The IGBO ANNUAL 2021 Tournament is a United States Bowling Congress (USBC) sanctioned tournament and maintains a Moral Support Certification for non-members of USBC. In Part, the Moral Support Certification permits the use of FIQ recognized league averages and tournament scores to determine a bowler’s entering average for the tournament. 2. All participants are subject to USBC rules and jurisdiction for this event. 3. The IGBO ANNUAL 2021 Tournament is a mixed handicap competition open to men and women by invitation only. Management reserves the rights to approve or deny any entry application at their discretion. 4. All participants must be a member of USBC and be able to provide proof of membership (current sanction card or signed statement from the League Secretary verifying membership) or qualify under the Moral Support Cer- tification. If the participant is not a member of USBC, he or she must pay the appropriate fee. 5. If the participant is not a member of IGBO, in any of its membership classes, he or she must become an IGBO Associate Member and pay the appropriate Associate Membership fee. The participant shall have the oppor- tunity to apply for Associate Membership at the time of registration. Associate Membership applications must be approved by the General Membership prior to participation. Event Participation 6. The tournament events shall be handicap events as follows: Singles, Doubles and Team. Optional Scratch, and Scratch Masters events will be offered. 7. Each participant shall bowl three (3) games per event and must enter and bowl all three events. No substitutes permitted for a specific event other than that covered in rule 23. Teams will consist of four (4) members com- prising any combination of men and women. Men and women will compete on an equal basis. Doubles part- ners must come from the same team. 8. Each participant may bowl only once in each event. 9. A professional bowler who is not a current IGBO league member or current organizational member, with a minimum of 21 games may not bowl in the Mid-Year Tournament. Only one (1) professional bowler per team will be allowed. A professional bowler is defined as any person who has been a “card-carrying” member of a professional bowling organization within the past twelve months preceding the IGBO ANNUAL Tournament. Optional Scratch Events 10. IGBO ANNUAL 2021 Tournament will offer both Optional Scratch and Scratch Masters Events to all participants using six (6) divisions as determined by entering average (see Rule 16). The Average Divisions for Optional Scratch and Scratch Masters will be as follows: Division Average Range Division A 0 to 149 Division B 150 to 164 Division C 165 to 179 Division D 180 to 194 Division E 195 to 209 Division F 210 and above LAS VEGAS CONVENTION AND VISITORS AUTHORITY 15
a. The Optional Scratch event shall use the scratch scores (without handicap) from the Regular Events (Singles, Doubles, and Team) to determine winners in each Division. Prizes will be awarded in: • Best Single Game (any event) • Best Series (any event) • Best All Events (9 game total) The entry fee for all six divisions will be $25.00 US. Entry into the Optional Scratch event must be submitted before the bowler's first ball in the handicap division of IG- BO ANNUAL 2021. b. The Scratch Masters event shall use the scratch scores from Regular Singles, Doubles, and Team events (the 9-game total from singles, doubles, and team without handicap.) Detailed Scratch Masters event rules are provided in the Scratch Masters section of these rules. Awards and Prizes 10. All cash awards shall be based on the Total Pins PLUS assigned handicap for each event (with the exception of the Optional Scratch and Scratch Masters Divisions). 11. Awards will be given in the Handicap Division for the best Singles, Doubles, Team, Individual All Events, and Team All Events. Individual All Events is defined as the nine (9) game total including handicap of an individual bowler. Team All Events is defined as the nine game total plus handicap for the four (4) members of the same team who actually bowled the team event. In the event that any member of the team does not bowl the nine games, that team will be ineli- gible for the Team All Events recognition. 12. The award ratio for the Handicap Division shall be at a minimum of at least 1:10. Individual All Events and Team All Events shall be a minimum of at least 1:20. 13. Awards in the Optional Scratch Divisions shall be given for the Best Single Game from any of the events, Best Three (3) Game Series from any of the events, and Best All Events (nine game totals). 14. The award ratio for the Optional Scratch Divisions shall be at a minimum of at least 1:20 per division. 15. Prizes will be distributed via check payable in U.S. currency within thirty (30) days of the completion of the tournament, barring any protests. A tie in any position will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing. Prize funds will be based on 100% participation. 16. 100% of the entry fee from each division in the Optional Scratch event shall be returned to that division and 100% of the entry fee less any lineage shall be returned for Scratch Masters. Entering Averages 17. Any bowler entering the IGBO ANNUAL 2021 Tournament must establish a (10) ten-pin average acceptable to USBC. (as per USBC Rule 319): The following rules shall be used to determine the entering average: a. The 2019/2020 composite book average (minimum 21 games). If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. b. If neither “a” is available, a current season league average (minimum 21 games) as of March 21, 2021 will be accepted. If bowler competed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. c. If “a” nor “b” is not available, use the 2020 final summer league average (minimum 21 games). If bowler com- peted in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. d. If neither “a”, “b” nor “c” is available, use the 2018-19 book average (minimum 21 games). If bowler compet- ed in more than one league, the bowler MUST submit the COMPOSITE average of all leagues bowled, even if a league has less than 21 games bowled. e. Non-certified bowlers shall use a minimum of 130 and must submit all league averages and tournament scores (for the 12-months immediately preceding the entry cut-off date) for possible average adjustment. f. If none of the scenarios above is applicable, then the entering average shall be equal to the Tournament Scratch Score (See rule 19). USBC Rule 319a(2) does not apply. g. The above averages MUST be verified by the use of: 1. Electronic league standings, or 2. Appropriate national bowling organization website, 3. League standing sheet, signed and dated by League Officer, or 4. Letter from League President or Secretary. h. Averages from “Sports Condition” leagues are not acceptable at any time. 18. The per-game handicap for the tournament shall be based at 90% of the difference between the bowler’s entering average (see Rule 16) and a scratch score of 225. Negative handicap will NOT apply. 19. USBC rules regarding the BOWLER's responsibility to verify the accuracy of his/her entering average, whether sub- mitted by the bowler, the team captain, or any other individual, applies to all bowlers. Failure to use proper average shall disqualify scores if the submitted average is lower than the actual average, thereby resulting in a lower classifi- cation for more handicap. Event placement and/or prize winnings shall be based on the higher average should the submitted average prove to be higher than the bowler's actual average. Average Adjustment 20. The Tournament Directors have the authority to adjust the entering average of any bowler. Average adjustments will be applied as set forth under IGBO and USBC rules. All average adjustments will be completed prior to the start of each event. A bowler unwilling to accept an average adjustment is entitled to a refund for that event. 21. As of the beginning date of the IGBO ANNUAL 2021 Tournament, any bowler who has qualified for a cash prize of three hundred dollars ($300 US) or more in any single event MUST report all positions, all amounts won and all scores for the previous 12 month period to the Tournament Directors no later than at the time of registration for possible re-rating. Such re-rating must be done before the entrant bowls (in compliance with IGBO AND USBC rules). Failure to report this information shall result in AUTOMATIC disqualification and loss of all winnings. No refunds will be issued for bowlers disqualified. 22. If a bowler has a current tournament average (comprised of a minimum of 21 games bowled during the 12-months immediately preceding the official start date of this tournament) that is one or more pins higher than their Entering Average (as outlined in rule 16), the bowler must use the higher tournament average as their entering average. Per rule 18, it is the bowler's responsibility to report ALL tournament scores that are relevant in calculating their current tournament average. Failure to report this information may result in AUTOMATIC disqualification and loss of all prize winnings; subject to tournament management discretion. Attendance and Substitutes 23. It is solely and entirely the bowler’s responsibility to be present at the assigned lanes at the time of bowling. Each bowler shall have the total responsibility to arrive in time to bowl. Mechanical failures, transportation irregularities, improper directions and related reasons DO NOT alter the application of Rules 24 and 25 below (USBC rules will ap- ply). Incidents involving tournament offered transportation and catastrophic events will be subject to Tournament Management dis- cretion. 24. Complete doubles and Team entrants must be present for bowling each event. If a team member is not present, the team may use an authorized substitute (Rule 25). If no substitute is available, a zero score will be used for the miss- ing bowler or bowlers. 25. Late bowlers will begin bowling in the frame in which they are ready, with prior frames being scored as zero. No practice balls will be allowed to late bowlers. 26. Substitutes may bowl at the discretion of the Tournament Directors. Their entering averages must comply with the rules previously stated. Substitutes must complete an entry form. 27. Bowlers will be allowed ten (10) minutes of practice before the start of singles, doubles and team events. Entry Requirements 28. IGBO Annual 2021 registration will be available only online with payment available only through PayPal (a PayPal account is not required). All entries must be submitted and paid through the tournament website and must be elec- tronically timestamped no later than 11:59 PM on May 1, 2021. 29. Entries shall be limited to a maximum of 448. Once this maximum has been reached, no more entries can be accept- ed. Entrant's acceptance will be based on the order in which received. Once an entry has been accepted, refunds will only be issued at the discretion of Tournament Management. 30. Partial team entries will be accepted and the Tournament Directors will make every effort to fill vacancies. LAS VEGAS CONVENTION AND VISITORS AUTHORITY 18
Scoring Errors 31. After a score has been recorded, it cannot be changed unless an obvious error in scoring or calculation has oc- curred. Obvious errors must be corrected by a tournament official immediately upon discovery. Questionable errors must be reported to a tournament official within one (1) hours of the error, and will be decided by Tour- nament Management. (USBC Rule 328). Protests 32. Protests and appeals must be in writing, stating the grounds for the protest and/or appeal. a. A protest involving eligibility or playing rules must be filed with the tournament management before tournament prizes are paid. b. The decision of the tournament management shall be final unless a written appeal is filed with the local association or USBC Headquarters prior to tournament prizes being awarded/paid. Upon notification of a protest or appeal, tournament management must withhold all affected prizes until the protest or ap- peal is resolved. Miscellaneous 33. All other USBC rules will apply. 34. Any person attending requiring special needs MUST notify the Tournament Directors in writing when the appli- cation is submitted. 35. The team captain MUST sign the entry form acknowledging he/she has read and understands the rules. In the case of online registration, the timestamp will be considered the team captain's acknowledgement. LAS VEGAS CONVENTION AND VISITORS AUTHORITY 19
Scratch Masters Rules Scratch Masters is a competition separate from and an optional event to the IGBO ANNUAL 2021 Tournament. 1. The Scratch Masters, in conjunction with the IGBO ANNUAL 2021 Tournament, is a competition open to men and women by invitation only. The nine (9) game scratch Singles, Doubles, and Team totals will be used to determine the top eight (8) qualifiers in each division. Scores do not carry over into Scratch Masters. In case of a tie for the last qualifying spot, the bowler with the highest three game series from any event will be the eighth bowler. 2. Payout will be 100% of entry fee from each division shall be returned to that division. 3. Scratch Masters Divisions will be offered to all participants using six (6) divisions as determined by entering av- erage (see Rule 16). Entry Fee for Division A - $35.00. Division B - $35.00, Division C - $40.00 Division D - $45.00, Division E - $50.00, Division F - $50.00. 4. Scratch Masters Divisions shall be as follows: Division Average Range Division A 0 to 149 Division B 150 to 164 Division C 165 to 179 Division D 180 to 194 Division E 195 to 209 Division F 210 and above 5. A lane schedule will be given to each division prior to the start of competition. No exceptions. The bowlers are responsible for checking if they have qualified. Lists of the bowlers, who have qualified, as well as alternates, will be posted at the bowling center, at the Hospi- tality Suite and online on Saturday, May 29, 2021. 6. The Scratch Masters competition will begin at 9:00 AM on Sunday, May 30, 2021 for all Divisions. 7. A bowler who has not checked in by the required time will be disqualified and the first alternate (9 th place quali- fier) will replace him/her. 8. Bowlers must check in thirty (30) minutes before the 9:00 AM start time. The Committee member in charge of Scratch Masters will hold a briefing meeting for all qualifiers to distribute lane assignments and discuss the rules. Additionally, one lane/score monitor for each Division will also be in the briefing. 9. Each bowler will be allowed two (2) practice balls per lane before each game. 10. In case of a tie for any position a 9th and 10th frame roll-off will be bowled. If a tie remains, sudden death, one ball/high count will break the tie. LAS VEGAS CONVENTION AND VISITORS AUTHORITY 20
11. A warm-up lane will be provided for the players waiting to bowl. 12. Any claims of error must be submitted to the Scratch Master's Committee prior to the start of the next match. In the case of an error in the final match, claims must be made within one (1) hour of the end of the final match. 13. The preliminary round of Scratch Masters for each division will be low man out format. The five (5) bowlers who qualify in positions four (4) through eight (8) of each division will bowl a single game after which the bowler with the lowest scratch score will be eliminated. The low man out format preliminary round will continue until there is only one bowler remaining. This bowler will advance to compete in a step-ladder format competition with the top three Scratch Masters qualifiers in their divi- sion. 14. At the beginning of the preliminary round, the bowlers will choose the order in which they bowl. The fifth ranked bowler chooses first followed by the sixth ranked bowler etc. This relative order will be maintained throughout the preliminary round. 15. Each game of the preliminary round will be held on lanes previously unused by the bowlers in their respective divi- sion. 16. The bowler who advances from the preliminary round will enter a step-ladder style competition with the top three (3) qualifiers in the division. Seeds will be determined by the order in which the bowlers qualified: Seed 1 First place qualifier 2 Second place qualifier 3 Third place qualifier 4 Bowler who advanced from the preliminary round 17. The four seeds in each division will bowl step-ladder format. The winner of each single game will move on to bowl the next higher seed. a. Seed 3 bowls seed 4. The winner of the single game advances to bowl seed 2. Etc. b. The single bowler who remains at the end of the step ladder round is the winner of Scratch Masters for the division. c. Ties will be resolved as described previously. 18. Each game of the step-ladder round will be held on lanes previously unused by the bowlers in their respective divi- sion. 19. The higher seeded player in each game chooses to finish first or last. 20. The bowler who chooses to finish last will bowl one frame on the left lane and then the second bowler will bowl two frames starting on the right lane.
