Welcome I have the honor and pleasure of welcoming you to Rome where the IBSA Blind Football European Championships will take place. Rome is the city where our Federation is based and in general it represents the home of the Paralympic Sport in Italy, with its innovative Paralympic Center “Tre Fontane”, which will host for the first time such a prestigious event. It is a matter of pride for me and for the whole federal movement that I represent, to organize an International Paralympic Event. We will perceive the history, culture and traditions of the hosting Country that knows how to organize, and we will give a strong visibility to the discipline, reinforcing its image and identity, and to all the Paralympic movement. IBSA Blind Football European Championships 2019 1. Dates The IBSA Blind Football European Championships 2019 will be held in Rome, the capital of Italy, from 14th to 25th September 2019, with matches taking place from 17th to 24th September 2019. The competition arrival date is Saturday 14th September and departure date is 25th September 2019. 2. 3.2 Passport and Visas All visitors to Italy need a valid passport or Identity Card. EU citizens do not need a visa for entering Italy. All other countries should contact their governing bodies or passport offices in order to get information on traveling to Italy. 3.3 Regulations regarding Guide Dogs If a team wishes to bring a guide dog they should contact the tournament organizers at euroblindfootball2019@gmail.com 3.4 Transportation in Rome FISPIC staff will organize and be responsible for transport from and to the airports or railway station mentioned above. Teams must provide information on travel arrangements by the dates requested on the booking forms. FISPIC staff will organize will organize and be responsible for transport from and to Hotel. 4. Description The Hotel Cristoforo Colombo, only 2 Km from the competition venue, will be the official Championships Team Hotel (for accredited members only). The Hotel Cristoforo Colombo is located in the heart of the business district EUR, few meters away from the Palalottomatica and well connected to the city centre. The hotel is close to the GRA (Great Ring Road) so it can easily be reached from both Leonardo Da Vinci-FCO and Ciampino airports. By the hotel you’ll find “Euroma2 shopping centre”, one of the biggest malls in town, and also Museums and the lovely Eur little lake, where you can have nice walks. In order to reach the hotel by car, drive along the GRA and take exit 26, direction Rome. If you travel by train, you can catch the line B subway at Termini, direction Laurentina, and get out at “Eur Fermi”; then take bus line 709, 700 or 70 to Via Cristoforo Colombo. If you travel by plane, from the airport “Leonardo Da Vinci-FCO” take the train “Leonardo Express” to Termini Train Station and follow previous instructions, or take the local train stopping at Ostiense and then take the subway. 5. Catering Accredited delegation members will be served (breakfast, lunch and dinner) at the Hotel Colombo during the time of the Championships, starting with dinner on Saturday 14th September and ending with breakfast on 25th September,2019. All meals will be served at the following times: • Breakfast 06:30 – 10:30 h • Lunch 12:00 – 15:00 h • Dinner 19:00 – 22:00 h These times could be changed according to the final program of the matches. Special dietary requirements can be catered for. There will also be a vegetarian option at all meals. 6. Accreditation Accreditation cards will be issued to each athlete only after he has personally shown his valid passport/ID Card and IBSA VI classification form to the Event Eligibility Officer and, if necessary, sight classification. 7. The Venue and Competition The Venue will be the "Paralympics Preparation Center", close to Hotel Cristoforo Colombo in the heart of the business district EUR. The "Paralympics Preparation Center" is the first multi-purpose project on the national territory specifically dedicated to the practice and promotion of sports for the population with physical, intellectual-relational and sensory disabilities. The structure is built on an area of 7 hectares. In the Paralympics Preparation Center it will be possible to practice different sports including tennis, soccer and five-a-side football, swimming, fencing, athletics, judo, table tennis and modern dance. 9.1 Competition Schedule ❖ Arrival of the teams: 14 September 2019 ❖ Classification Period: 15 – 16 September 2019 ❖ Opening Ceremony: 16 September 2019 ❖ Opening Game: 17 September 2019 ❖ Competition Period: 17 – 24 September 2019 ❖ Closing Ceremony: 24 September 2019 ❖ Departure: 25 September 2019 The detailed schedule can be found as Appendix 1 “Competition Schedule” at the end of this document. 7.2 Training Team training sessions will be organized using the second field, outdoor venue, located in the Paralympic Centre, prior to the event.
7.3. Changing Rooms Changing rooms will be available for all teams inside the venue. Showers and toilets are located inside the changing rooms. 7.4. Referees and Rules Referees will be official IBSA referees and all matches shall be played according to the current IBSA Blind Football regulations. 7.5. Competition format The competition will take place with 10 nations, consisting of 2 groups with 5 teams each. After the group stages the teams finishing first and second in their group will progress to the semi- finals. Teams finishing third in their group will play off for fifth and sixth position. Teams finishing fourth will play off for seventh and eighth position. Teams finishing fifth in their group will play for ninth and tenth place overall. 8. Anti-Doping and Medical 8.1 Anti-Doping Control The event is subject to random doping tests in accordance with IBSA regulations. Athletes should refer to the IBSA Anti-Doping Policy. Any athlete taking medication subject to doping controls must be in possession of a valid IBSA Therapeutic Use Exemption (TUE). For information on IBSA’s anti-doping policies and how to apply for a TUE, go to www.ibsasport.org/anti-doping. 8.2 Classification Classification process will respect IBSA procedure, as defined by IBSA Classification rules, http://www.ibsasport.org/documents/files/182-1-IBSA-Classification-rules-2018.pdf. Only athletes competing in this event can be classified. All athletes must be licensed for the current year. Procedure for the classification of an athlete at a competition: • A fully filled MDF, dated and signed by a certified ophthalmologist, must be uploaded in ISAS by the 3rd August 2019. Only the current MDF (available for downloading from the IBSA website is accepted).
http://www.ibsasport.org/documents/files/179-1-IBSA-Medical-Diagnostics-Form.pdf • For athletes with a Review status - tests and complementary medical exams requested in previous competitions should be uploaded at the same time of MDF - 6 weeks - by 3rd August 2019. Every athlete should state in the MDF if they wear optical correction (glasses, contact lenses, filters) when they compete. • Athletes without the correct MDF uploaded in due time will not be scheduled for classification, and cannot enter the competition. There will be no exceptions. 8.3 Medical Service Teams who do not have their own team doctor will be able to take advantage of the event medical assistance. The medical assistance will operate daily during the competition time. 8.4 Insurance Participating member organizations are responsible for their own insurance requirements for travel, personal accident, liability and medical matters. 9. Other information 9.1 Athletes' Eligibility All the athletes must be licensed for the current year (2019), have a valid eye classification and belong to an IBSA Member in good standing. 9.2 Online registration with IBSA ISAS Database Team athlete entries should be made using the ISAS Online Registration System: https://isas.ibsasport.org/isas/entries/index 9.3 Athletes' Substitution Substitution (because of injuries, visa problems or all other reasons) of an athlete will only be allowed up to the deadline of the MDF upload. After that date NO substitutes will be allowed to participate.
