PRSRT MKTG U.S. POSTAGE PAID VERO BEACH, FL PERMIT 176 POSTAL PATRON 32976 Vol. 44 No. 12 Serving Barefoot Bay, Micco and Southern-most Brevard County Monthly December 2022 Hurricane Nicole Hits Barefoot Bay Barefoot Bay took a direct hit from Hurricane Nicole, a Category 1 storm, early on the morning of November 10, 2022, though landfall was offically south of Vero Beach on Hutchinson Island. Homes in Barefoot Bay suffered minor damage and dodged the significant structural damage experienced in the more powerful 2004 hurricanes, even though the northern eye wall and the eye of Hurricane Nicole passed directly over Barefoot Bay around 4 a.m. Barefoot Bay avoided any long term power loss as the area’s electric grid did not fail. Hurricane Nicole will most likely be remembered for an unmoored sailboat crash- ing against the Barefoot Bay pier. Damage to the pier appeared minor, with some scrapes from the sailboat bumping against the pylons. A few older Barefoot Bay homes lost shutters and siding. Another home lost a carport, damaging a vehicle parked beneath it. Beach erosion from Hurricane Nicole, common with most storms, caused significant damage to some homes along the east coast, but Barefoot Bay’s beach property suffered very little damage and the beach erosion will eventually be repaired and replenished by the state. The evacuation order for Barefoot Bay was voluntary, so most in our community did not evacuate. The storm arrived late in the evening and was gone by morning, with many sleeping through the worst of it. Barefoot Bay was fortunate that this late in the year, Hurricane Nicole began as a sub-tropical storm, had very little time to develop, and never actually produced sustained hurricane force winds in our area. Hurricane season officially ends on November 30. Unmoored sailboat drifts into Barefoot Bay pier duting Hurricane Nicole Eye of Hurricane Nicole passes over Barefoot Bay Barefoot Bay Election Results Bruce Amoss, Joe Klosky, and Lynn Tummolo received the most votes in the 2022 election for Barefoot Bay Board of Trustees. Mike Morrissey was not reelected for another term. Both Barefoot Bay Charter Amendments passed. After multiple previous attempts, residents of Barefoot Bay finally agreed to raise the Barefoot Bay Recreation District’s purchasing limit from $25,000 to $50,000. Any procurement requested by BBRD over $50,000 will come before the voters as a referendum, requir- ing approval. The other Charter Amendment changed term limits and the process for electing Barefoot Bay Trustees. Trustees will now serve three-year terms (with a consecutive term limit of six years) and the Barefoot Bay Board of Trustees will have no more than two Trustee positions up for election in any given year. (Editor’s note: The increase in the spending limit is the result of good governance. Thank you voters!) CYAN MEGENTA YELLOW BLACK
Page 2 The Tattler / December 2022 A Word From Your Recreation District Chair Bruce Amoss The election cycle is finally over. The three trustee positions were filled by Bruce Amoss, Lynn Tummolo, and Joe Klosky. All will serve a two-year term beginning January 2023.The referendum to increase the Charter Cap to $50,000 passed. The referendum to increase the Trustee Term to three years also passed. I never thought I would ever be in politics but because of the way Barefoot Bay is set up as a government entity, Board members must be elected by the District's residents. We are a non-partisan form of government. The candidates run because they want to help Barefoot Bay stay sound and improve. In April, I brought forth a proposal which was later passed by the Board of County Commissioners in August. This would allow privately-owned businesses to voluntarily self-certify as a “place specifically designated for recreational purposes and where children regularly congregate.” This creates a restriction preventing sex offenders and sexual predators from being within 1,000 feet of a business that has self-certified under the ordinance. This registration is voluntary and has no cost for participation. Currently, there are 35 businesses who have registered. If you own a business and would like to register, you can find an online self- certification application form by visiting the Brevard County Parks and Recreation website, or by copying https://sites.brevardfl.gov/BSR/#/ into your browser.
