Secretary’s Report Hudson/Park Neighborhood Association • Any changes to last meetings minutes? Officers Minutes of May 20, 2020 Meeting Held virtually on Zoom President: John DeBois Treasurer: Dan Demeree Vice President: Jeff Crumpton Secretary: Carrie Ward Motion to approve last meetings minutes Present: John DeBois, Carrie Ward, Mac Mowbray, Debbie Gilgallon, Lee Northup, John Cirrin, Jeff • Crumpton, William Lai, Cathey Fahey, Danny Nerenberg, Richard Conti, Alicia Demeree, Dan Demeree, Douglas Cohn, Rich Berkley 7th Ward, Cathy Fahey - The City may have a $17-22M shortfall from sales tax reductions, state municipal aid, and Capital City funding. This means there will be potentially drastic cuts in staffing, Reminder: our last meeting was in May but hopefully funding will come through. Several weeks ago there was a rash of shootings, a factor in • which may have been less activity on the street after the pandemic shutdown began. Officers have received additional training and supplies to maintain safety. Additionally, staff resources were redirected toward problem hot spots. New class of APD recruits will begin training in June, and will graduate in December. The final design for the Beaver Creek project in Lincoln Park will be submitted to NYSDEC soon and there will be an additional public meeting to review the final design. Construction on the project is expected to begin before April 1 2021. 6th Ward, Richard Conti - The City does expect to receive some federal support. Retirements that may take place in the police department could account for any new recruits graduating in December. Derek Schultz is expected to be working in the neighborhood by June. ADP’s approach with social distancing and mask wearing will rely on education. It is unclear exactly how to enforce the Governor’s executive order. The Fire Department and APD will be conducting education related to outdoor fires. APD has been making progress on problems related to ATV’s. The previous proposal for the old senior center site on Delaware Ave was up to the Historic Resources Commission at its last meeting and received favorable opinions. The project is still seeking grant funding. A later phase of reopening involving restaurants may bring up additional desire to open and/or expand outdoor cafes. This will be easier in some areas of the city, but may be difficult on Lark Street where expansions would impede pedestrian access and could impact roadway traffic. City staffing cuts could be based on function with all departments needing to cut their budgets. The IDA has looked at taking back incentives that were provided to the owner of the building at the corner of Lark and Madison in the event that the justifications for the incentives haven’t been provided. In June there will be a vote for the library trustees and school board. Ballots will be mailed to homes, but need to be at the school district by the deadline, June 9th, not just postmarked by that date. You can physically bring the ballots to the school district building in Academy Park. The School Board is facing a reduction in aid and is planning to cut positions even with the proposed 1.49% budget increase. If the proposed budget is not approved, a contingency budget Meeting Minutes - Alicia motioned to approve the minutes, John Cirrin seconded, minutes approved. Open Session - Jeff asked for follow-up from the discussion that the person from Walkable Albany discussed at the January meeting.
