                            Restoring Communities Left Behind Act
    This federal legislation, if enacted, will create a $5 billion program for FY21-31 to award competitive grants
to eligible local partnerships to carry out neighborhood revitalization support activities in economically distressed
areas, administered by HUD. Eligible activities include: weatherization and energy efficiency improvements;
housing accessibility improvements for seniors and persons with disabilities; purchasing delinquent mortgages;
purchasing and developing vacant or distressed properties to create affordable rental housing and for other pur-
poses; and improving parks, sidewalks, and street lighting. To ensure regional inclusivity, the bill ensures geo-
graphic diversity and provides for a set-aside for communities outside metropolitan statistical areas.
