1. ACKNOWLEDGEMENT OF TRADITIONAL OWNERS We would like to acknowledge we are meeting on Jaara people country, of which members and elders of the Dja Dja Wurrung community and their forebears have been custodians for many centuries. On this land, the Jaara people have performed age old ceremonies of celebration, initiation and renewal. We acknowledge their living culture and their unique role in the life of this region. 2. PROPSED BUDGET 2019-2020 – HEARING OF SUBMISSIONS DIRECTOR COMMUNITY AND CORPORATE SERVICES In providing this advice to Council as the Manager Financial Services , I Danielle How have no interests to disclose in this report. PURPOSE The purpose of this report is for Council to provide an opportunity for submitters to speak to their submissions in response to the Proposed Budget 2019-20 at a formal meeting of Council. BACKGROUND The proposed Budget 2019-20 has been on public exhibition in accordance with Section 129 of the Local Government Act 1989 for the period 17 April 2019 to 23 May 2019. The public notice was published in The Advocate on the 24 April 2019. The Act provides for a person making a submission the opportunity to be heard at a meeting of Council. ISSUE/DISCUSSION Submissions closed at 5pm on Thursday 23 May and 20 Submissions were received during the Section 129 public exhibition period. COUNCIL PLAN/LEGISLATIVE COMPLIANCE Local Government Act 1989 Section 129 (1) As soon as practicable after a Council has prepared a proposed budget or revised budget, the Council must give public notice. (2) A person has a right to make a submission under section 223 on any proposal contained in the proposed budget or revised budget. FINANCIAL IMPLICATIONS There are no financial implications noted in relation to the hearing of the submissions. RISK IMPLICATIONS There are no risk implications noted in relation to the hearing of the submissions. ENVIRONMENTAL/SOCIAL/ECONOMIC IMPLICATIONS No environmental/social/economic implications noted. COMMUNITY AND STAKEHOLDER ENGAGEMENT No community or stakeholder engagement required nor undertaken. CONCLUSION Under the Local Government Act 1989 Council must give public notice as soon as practicable after Council has prepared of any of the above documents. This public notice was published in the 24 April 2019 edition of The Advocate. Submissions from the public are invited for a period of 28 days from the date of advertising, the closing date being 5pm on 23 May 2019. The Act provides that a person making a submission by the due date has the opportunity to be heard at a meeting of Council, scheduled for 6pm Tuesday 4 June 2019. OFFICER’S RECOMMENDATION 6.1.1. That Council resolves to allow each of the submitters listed in Table 2, a maximum of 3 minutes to speak to their budget submission. SPEAKERS Ms Jasmine Woodward addressed Council regarding green waste kerbside collection and diversion from landfill. Mr Gary Lawrence, Daylesford and District Historical Society, addressed Council regarding their submission for $10,000 for Museum display cases. Mr Shane Richardson, Hepburn Health, and Peter Cowie, Creswick Lions Club, addressed Council regarding the Men’s Shed in Creswick. Mr Phillip McBurnie, Clunes Landcare and Waterways Group, addressed Council regarding outdoor exercise equipment near Creek Walk Clunes. Mr David Marshall addressed Council regarding alterations to restrict access of trucks and temporary traffic diversion measures for Stanbridge Street during East Street Bridge works. MOTION That Council: 6.1.1. Receives the submissions presented and other written submissions 6.1.2. Considers submissions at the next available Councillor Briefing.
