Power Boaties and Ramp Users This Handbook and programme may seem a little “Yachtie“ orientated. That is because by the very nature of Yacht Racing we are governed by many Rules and Procedures. However our grounds and club facilities are for us all to use. We welcome you to come and use the bar and restaurant and attend any club social functions as funds generated help to run the club and keep our costs down. Just as your fish get bigger and harder to land with a few beers or rums, so do our yachts go faster and lean over further. So come in to the club and share some stories. Through the summer the bar is open Friday and Saturday from 4.00 p.m and the restaurant is open on Friday evening and Saturday afternoon. The launching ramps tend to be busy on Saturdays from about 11.00 a.m. to 1.00 p.m. and again from about 3.00 pm until 5.00 p.m. due to Saturday afternoon racing. Please take note of the ramp signs and don’t drive your boats onto the trailers as the prop wash seriously undermines the material at the ramp ends. If you use the day parking area please park as neatly as possible to make the best use of space. There is overflow parking further down towards Pandora bridge on those days when the fishing contests attract larger numbers. The Harbour Master has posted signage outlining the Bylaws on speed restrictions and areas for which they apply. Please familiarize yourself with those laws. Remember the five knot rule in the channel and please travel dead slow when approaching the ramps. Ministry of Fisheries has signage at the ramps which provides the fish limits and legal sizes for species of fish. They are there for your information. Just a reminder on recent bylaws stating people on all vessels 6 metres or less and all paddle craft, canoes, kayaks & waka ama, must wear a life jacket. All vessels must be marked with a name or similar identification marks on both sides of the vessel. We are always looking for volunteers to skipper & crew our rescue craft, so feel free to offer your services. Your boating skills, particularly on a rough day, could be invaluable. Enjoy your club and facilities and come in and have a drink after fishing. HB Fishing Club Programme Club Captain : Neil Price 027 429 4196 Briefings are usually the day before the event. NO late entries will be accepted. The risk of developing melanoma, the most deadly form of skin cancer, increases dramatically if you’ve been sunburnt in the past. Fortunately a MoleMap consultation can help. MoleMap monitors your skin over time, detecting melanoma at an early, and therefore treatable, stage. So you can reduce the risks involved if you’ve spent time in the sun. Because, when it comes to melanoma, you don’t want to be caught out. Simply call 0800 MOLEMAP for more information. 9

Subs, Fees, Dues & Circumstances ... Membership of Napier Sailing Club carries with it some very reasonable responsibilities. It is the duty of each member to honour these. Here are some useful pointers ... SUBS, FEES AND DUES • The Constitution requires that ALL subs, fees and dues shall be paid by October 31 for each season. • October 31 is the deadline! After that, if you are in arrears, you no longer have any entitlement to use Club facilities. If unpaid the barrier arm will not operate. N.B. In addition to membership subscription, this includes fees and rentals for storage space - Boat Sheds, Junior Boatshed Space, Boat and Trailer Parks, Moorings and Marinas. • After October 31 non-financial persons cannot have credit for winning races or gaining trophies. All crew members must therefore, likewise, be financial. Disqualification will be automatic. • Note that a “green fees” facility exists for non-members. Fee per race payable at Committee Room. Keep the receipts - these amounts can be offset against later membership subscriptions during that season. But note, that after a limited number of these occasions, one is expected to join as a full member. • No excuses can be accepted for nonpayment of dues. It is not a release from obligation to say - later, “But I haven’t sailed or used the club this season” or “I’ve sold my boat and haven’t been sailing” (or any such similar statement). NOTIFY CHANGES OF CIRCUMSTANCE affecting your membership. • If you intend to resign, or wish to apply for leave of absence, the October 31 deadline applies here too (in writing please). (Leave of absence may be granted if you will be away for the whole season but wish to resume membership at a subsequent season). • After October 31, without such notification, you are in arrears - with all dues owing up to time of such notification. If you leave it until the end of the season then you owe for the whole season! • Please notify changes of address / phone number / email. A phone call will suffice. IF YOU SELL YOUR BOAT • Please note that only the boat is transferred - NOT the club storage space that you used while you were the owner. This space is relinquished and will be re-allocated to the next member on the waiting list. DO MAKE THIS CLEAR to your client prior to sale. After all - the new owner may not even be a club member! Rental of club storage space is available only to financial members. CONSTITUTION • Copies of NSC Constitution and Rules are available - free - on request at the Club Office. 20

[DP] 5.0 Schedule of Races 5.1 Individual class programmes and handicap/championship race dates are scheduled in the class programmes in this Handbook. 5.2 2 races per day are scheduled. 5.3 Reserve days may be used if races are not completed as scheduled or if the Race Committee considers it unlikely that races will be completed as scheduled. 5.4 The scheduled time of the warning signal for the first race each day is 13:15 hours (09:55 hours for morning races). Class starting times may be displayed outside the Committee Room. 5.5 For subsequent races, the start order will be posted from the race committee start boat. To alert boats that another race or sequences of races will begin soon, the postponement signal will be displayed for at least 4 minutes before a warning signal is displayed. 5.6 Classes with fewer than 5 entries may have their start combined with another class. Each class in a combined start can sail different courses. 6.0 Class Flags 6.1 Class flags or group flags may be posted at the Committee Room. Class flags may be class insignia on a plain background. Group flags may be used for combined starts and may be International Code flags (such as D, E, F, or G) or 23
plain flags (such as white, pink, mauve, light blue, or light green), that are not otherwise used as race signals. 7.0 Racing Areas 7.1 General location of inshore racing is Hawke Bay. 8.0 The Courses 8.1 The Course Diagrams in this Handbook show the courses, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 No later than the warning signal for Classes, the race committee start boat will display the course to be sailed by each class. 8.3 When there is a gate, boats shall sail between the gate marks from the direction of the previous mark and round either gate mark. 9.0 Marks 9.1 Marks 1, 2 & 3 will be red cylindrical buoys. 9.2 Marks 4, 5 & 6 will be yellow cylindrical buoys. 9.3 Mark 7 will be a red cylindrical buoy with a yellow band. 9.4 New marks as described in instruction 12.2 will be a red cylindrical buoy with a white band (replacing mark 1) and a yellow cylindrical buoy with a black band (replacing mark 4) 9.5 Starting marks will be a race committee start boat at the starboard end and a dan buoy with a red and white flag at the port end. 9.6 Finishing marks will be a race committee boat at the starboard end and a dan buoy with a green and black flag at the port end. 9.7 A race committee boat signalling a change in course is a mark as provided in instruction 12.1. 10.0 Areas that are Obstructions 10.1 After starting and until approaching the finishing line to finish, that part of the finishing line between the finishing marks shall rank as an obstruction. Except when it is approaching the finishing line to finish, a boat that crosses the finishing line obstruction shall be scored DSQ. This changes rule A5. 10.2 The Port of Napier and that part of the Approach Channel enclosed by Marker Buoys “C” (Inner Green), “A” (Green Tower), and “B” (Red Tower) shall rank as an obstruction area and shall rank as a mark. 11.0 The Start 11.1 Races will be started by using rule 26. 11.2 The starting line will be between a staff displaying an orange flag on the start boat at the starboard end and the port end starting mark. 11.3 Boats whose Warning Signal has not been made shall avoid the starting area and shall keep clear of boats that are racing. [DP] 11.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5. 11.5 When a subsequent race or sequence of races is started on the same day, the warning signal for the first class or group of classes to start will be preceded by the display of a postponement signal for at least 4 minutes. This instruction will not apply after a general recall or abandonment. 24
11.6 Boats intending to start in second or subsequent races back to back on the same day must return to the starting area immediately after finishing the first or previous race. The warning signal for subsequent races for each class may be sounded 5 minutes after the last boat of that class has finished the previous race. 11.7 No warning signal shall be made after 15:30 hours. 11.8 Any race that has been signalled a general recall shall have its restart warning signal sounded with or following the last start signal for the current start order. This changes rule 29.2. 12.0 Change of the Next Leg of the Course 12.1 Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1. 12.2 The race committee may change the course for a subsequent start held on the same day by laying a new mark and removing the original mark (from the previous start) as soon as practicable. Code Flag C with the appropriate directional change flag (red or green) shall be flown from the committee boat no later than the warning signal. 13.0 The Finish 13.1 The finishing line will be between a staff displaying an orange flag on the finishing boat at the starboard end and the port end finishing mark. 13.2 When the Pier Heads finishing line is not in place, the finishing line shall be on a line bearing 180º magnetic to the peak of the Pier Heads Tower and a distance of no more than 200 metres from the Tower. 14.0 Penalty System 14.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2 When Boats Meet, or Rule 31 Touching A Mark, to take a penalty after racing but prior to any protest hearing. The penalty shall be a Scoring Penalty as in Rule 44.3(c), except that the penalty shall be 40% of the number of entries in the fleet or 50% of the difference between the finishing position and the number of entries in the fleet, whichever is least. The scoring abbreviation is SPI. 14.2 For protests where only a rule of Part 2, When Boats Meet, or Rule 31, Touching A Mark, is alleged to have been broken, an arbitration hearing will be offered prior to any formal hearing. Appendix T Arbitration shall apply, except that the Post- Race Penalty shall be as in instruction 14.1. (This changes Appendix T1 (b) and Rule 44.1, Taking a Penalty) The scoring abbreviation for a penalty accepted at an arbitration hearing is ARB. 14.3 For Keel yachts, Trailer Yachts, Multi Hulls and Sports Boats, Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 15.0 Time Limits and Target Times 15.1 The target time for races is 45 minutes. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 15.2 A boat failing to finish within 15 minutes after the first boat sails the course and finishes may have its finishing time estimated. This changes rules 28 and 35 and rules A4 and A5. 25
16.0 Protests and Requests for Redress 16.1 A boat intending to protest shall, in addition to the requirements of rule 61.1(a), inform the Race Committee finish boat of her intention to protest. The protesting boat must receive an acknowledgement from the Race Committee boat. This changes rule 61. 16.2 Protest forms are available at the Committee Room. Protests shall be delivered there or to a member of the Race Committee or Protest Committee within the protest time limit. 16.3 The protest time limit for a boat is 60 minutes after the last boat of its class has finished its last race of that day. The protest time limit for the Race Committee and Protest Committee is 60 minutes after the last boat has finished its last race of the day. The same protest time limits apply to requests for redress. This changes rules 61.3 and 62.2. Protest time limits may be posted. 16.4 Notices may be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Committee Room. 16.5 Notices of protests by the race committee, technical committee or protest committee will be posted to inform boats under rule 61.1(b). 16.6 For the purpose of rule 64.3(b), the ‘authority responsible’ is the measurer or technical committee appointed by the organizing authority. 16.7 Breaches of instructions 1.8, 4.2, 11.3, and 18 will not be grounds for a protest by a boat under rule 60.1(a). This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 16.8 On the last scheduled day of the regatta, series or season, a request for reopening a hearing shall be delivered: (a) within the protest time limit if the requesting party was informed of the decision on a previous day; (b) no later than 30 minutes after the party was informed of the decision on that day. This changes rule 66. 17.0 Scoring 17.1 The Low Point scoring system of Appendix A will apply, except that A4.2 is deleted and replaced with: “A4.2, A boat that did not start, did not finish, retired or was disqualified shall be scored points for the finishing place one more than the number of boats entered in the race”. A boat penalised under rule 30.2 or 44.3(a) shall be scored points as provided in rule 44.3(c). All other boats shall be scored points “20% more than the number of boats in the race”. This changes rule A4. 17.2 1 competitor starting constitutes a race. A series requires a minimum of 5 different competitors to have raced and a minimum of 4 races to have been started. 17.3 Unless otherwise set down in the Class Programme, the following scoring provisions shall apply: (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores; and (b) When from 5 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score; and 26
(c) When 8 to 11 races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores; and (d) When 12 or more races have been completed, a boat’s series score will be the total of her race scores excluding her three worst scores. 17.4 The scoring abbreviation for a discretionary penalty given under instruction 16.7 will be DPI. 18.0 Safety Regulations 18.1 All boats must check-out prior to leaving the shore and check-in on returning ashore, by signing the check-out and check-in sheets located in or by the Committee Room. [DP] 18.2 If a boat fails to comply with instruction 18.1, the race committee may give it a Scoring Penalty without a hearing. The Scoring Penalty shall be added to the race closest to the incident and shall not be greater than that calculated as stated in rule 44.3(c). This changes rules 63.1 and A5. [DP] 18.3 A boat that retires from a race shall notify the race committee as soon as possible. [DP] 19.0 Replacement of Crew or Equipment 19.1 Substitution of competitors will not be allowed without prior written approval of the race committee. 19.2 Substitution of competitors will not be allowed in a series of races for single handed boats. 19.3 Substitution of crew may be allowed for multi-handed boats, but for points to count towards championship series and season-long series, the substitute helm shall be the regular crew on the boat. 19.4 Substitution of boats in a series may be allowed when a boat is severely damaged or in other extenuating circumstances. Requests for substitution shall be made in writing to the race committee at the first reasonable opportunity. 20.0 Equipment and Measurement Checks 20.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee member or measurer to proceed immediately to a designated area for inspection. 21.0 Radio Communication 21.1 Except in matters of safety a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats in its class while racing. This restriction also applies to mobile telephones. 22.0 Prizes 22.1 Prizes may be given. 23.0 Disclaimer of Liability 23.1 Competitors participate in races and regattas entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing or regatta. 27

YNZ SAFETY REGULATIONS All Regulations are relevant whether or not yachts are racing. Yachting New Zealand recommends that these Regulations be observed by all centreboard and open yacht crews and boardsailors at all times. 1 Crew members shall wear buoyancy vests or lifejackets in good repair properly secured about their persons and complying with YNZ minimum standard, SR Appendix 4 (YNZ Safety Regulations of Sailing), at all times while afloat. Yachting New Zealand may give dispensation (in writing), to specific classes or events, from this clause and specify conditions for exercising such dispensation. When dispensation is given it shall be the responsibility of the Organizing Authority to ensure adequate safety provisions are made. Dispensation may always be overridden by RRS 40 or by the Notice of Race or Sailing Instructions. Note: It is an offence under the Maritime Rules of the Maritime Transport Act for any vessel not to have on board an approved flotation device for each person. 2 Centreboard, open yachts and sailboards shall be so constructed or fitted with reserve buoyancy so that when swamped or capsized and:- a) When enclosed hulls are not divided into at least two separate compartments and the entire hull is flooded or b) When the enclosed hulls are divided into two or more separate compartments and 50% of the total compartment volume is flooded or c) When inflatable bag buoyancy is fitted and 50% is deflated they will support their own weight including all equipment plus 10 kg for each crew member. Buoyancy shall be so disposed so as to float the boat on an even keel when righted after a capsize. When provided in the form of inflatable air bags or closed cell plastic foam the buoyancy shall be securely held in place. A yacht of an International Class shall be deemed to have satisfied the requirements of this rule when she meets specific buoyancy requirements of her class rules. 3 Yachts shall have permanently fitted on their centre-line a ring, closed fairlead or towing eye to which a tow line may be connected or led through to a strong point. The fitting shall be not less than 25 mm minimum internal diameter at all times unless one design class rules specify a particular alternative fitting. For monohull yachts this fitting shall be at or near the bow but not on a bowsprit. For catamarans the fitting may be at the stern for towing in reverse. 4 Yachts shall carry a towline of adequate strength and of such length that it will extend twice the yacht’s length beyond the bow when fitted as in clause 3. If the yacht’s mainsheet or other running rigging is to be used as a towline it shall be so fitted as to be readily removable. 29
5 Yachts shall be fitted with a quick release mechanism (not a bolt, lashing or screw shackle), or a halyard, which allows the mainsail to be lowered from both the deck and the masthead, or, in the case of a pocket luff sail or rigid aerofoil, a mechanism which allows the entire rig to be lowered quickly and easily. 6 Hollow masts shall be either (i) completely sealed to prevent the entry of water, or (ii) fitted with a drain hole not more than 500 mm above the base and of such a size that it is capable of draining all of the water that could be contained in the mast within 30 seconds with the mast standing upright. 7 Centreboards shall be so secured to the hull that they remain within the centrecase when the hull is inverted and they shall be sufficiently strong to support the weight of at least one crew member during the manoeuvre of righting following a capsize. This clause does not apply to windsurfers. 8 Rudders shall be so secured to the hull in such a way that they remain in position when the hull is inverted. This clause does not apply to windsurfers. 9 Tillers and rudder blades, if not permanently attached to the rudderstock, shall be secured to it by a pin or lashing while the yacht is on the water. This clause does not apply to windsurfers. 10 Yachts shall carry an adequate bailer or pump attached to the hull by a lanyard of sufficient length to allow it to be operated, unless the yacht has an enclosed hull from which most of the water empties when righted, but not moving, following a capsize. 11 Yachts shall carry their class insignia and sail number on the port and starboard sides of their hull, in clearly distinctive letters and figures at least 50 mm high. 12 Each boat trailer or cradle shall be clearly marked with the class and sail number of the yacht using it. NOTE: If a Black Ball is displayed on the Clubhouse flagpole, it is considered inadvisable for inexperienced sailors to sail. 30

HARBOURMASTER’S MESSAGE 2018 “When anyone asks how I can best describe my experience in nearly 40 year at sea I merely say, uneventful. I have never been in any accident of any sort worth speaking about. I never saw a wreck and never have been wrecked, nor was I ever in any predicament that threatened to end in disaster of any sort.” So said Captain Edward John Smith, Master of the Titanic shortly before the sad events of 15th of April 1912. A sobering statement to start with as we look towards another summer on the water. It really doesn’t seem like 12 months has gone by since I last sat here chewing my pencil wondering what to write about, but it is, and what a year it has been. Rockets did not immediately spring to mind when I looked at my crystal ball for the year, but they have ended up featuring large on the agenda. Rockets were just the excuse I needed to spend more time up on the Mahia Peninsula and get to know so many of the residents in this far northern area of the Hawke’s Bay. The hospitality extended was second to none and after many visits things culminated with the successful launch on the 25th May, which I was able to witness with my own eyes from 4 miles to seaward of the launch site. You can view the launch on the link below. https://www.youtube.com/watch?v=VA_8HPsua0c Our safe boating in schools presentation was again rolled out to the “Napier and North” part of the region, with “Hastings and South” to follow during the coming summer. HBRC and Maritime NZ jointly fund this part of the programme at no cost to the schools. An exciting development on this front has been the introduction in to the community pools at Clive, Flaxmere, and Wairoa of the Coastguard Boating Education survival programme, which gives participants a chance to practice what they have learnt in the playground, in the water. The link below is informative, and shows how much fun the kids can have whilst practicing their new found skills. I recommend your schools take advantage. https://www.youtube.com/watch?v=va8Fwdwh8UU Maritime NZ are once again running Safe Boating Week in the lead up to the HB Anniversary long weekend. In addition to the usual lifejacket message, this year will focus on having 2 forms of waterproof communication on board. Most these days carry a mobile phone (in a watertight bag!), a second could be something as simple as a 39
whistle or a loud hailer on smaller boats, where the cost of more expensive items are prohibitive. HBRC will once again be part of the “No Excuses” campaign, which Maritime NZ will launch during safer boating week. As it implies “No Excuses” applied to lifejacket use, vessel speed, and other rules will be enforced, the public can expect to see an increased presence on the water and at the boat ramps around the region. The link below illustrates the sad statistics for the year ending 30th June 2017. http://maritimenz.govt.nz/public/news/media-releases-2017/20170726a.asp Remember the following, and you won’t be caught out. PREP (YOUR BOAT), CHECK (YOUR GEAR), KNOW (THE RULES) If they aren’t already aware, recreational boaties should know that every boat, no matter how big or small, has a skipper. The skipper is legally responsible for the safety of their boat and all on board, and they can be prosecuted for breaching safety rules. Even though no licence is required to operate a pleasure boat in NZ, ignorance of any maritime rules or regional bylaws is not accepted as an excuse. Boaties unsure of the rules should visit the Maritime NZ website and read through Maritime Rule 91, bearing in mind there may well be some slight local variations covered in regional Bylaws. Hawke’s Bay’s 2012 Bylaws have been reviewed and sent out for public submissions over the last 12 months. They are presently before Council for their consideration, and once approved will be implemented shortly thereafter. The link below highlights a recent court case along these lines in Taranaki. http://maritimenz.govt.nz/public/news/media-releases-2017/20170803a.asp In closing I am pleased to advise that Coastguard will once again be running the lifejacket “Old 4 New” campaign which was so successful earlier this year. More publicity will follow, but the following dates can be pencilled in to your diaries.
