PARTNERING TO CREATE LOCAL JOBS Generating Opportunities reports on the progress made for the financial year April 2019 to end of March 2020 in achieving the aspirations of the Local Employment Agreement (LEA) as agreed between Battersea Power Station and the London Borough of Wandsworth. This report needs to be considered in the context of pre-Covid-19 restrictions. Battersea Power Station is well on its way to becoming Wandsworth’s newest town centre. Phase 1 of the project, Circus West Village, is a thriving new community bringing together hospitality, retailers, residents and office workers. As well as offering a new cultural and retail opportunity for the local area, Battersea Power Station is bringing employment and training opportunities to local people and helping to build a strong local economy rooted in a sense of community. HOW WE CREATE EMPLOYMENT OPPORTUNITIES FOR LOCAL COMMUNITIES We are committed to helping as many local people as possible to gain employment and develop their skills with us. Working in partnership with Wandsworth Council and our phase contractors, we are: > Creating careers in construction through jobs and apprenticeships > Creating access to the new employment opportunities at Battersea Power Station through BASE > Providing educational outreach through our own activities and in collaboration with Wandsworth Council and our contractors > Supporting opportunities for local businesses and supply chains in collaboration with Wandsworth Council and Wandsworth Chamber of Commerce, as well as supporting local business association Battersea Park Businesses Case studies and examples are provided throughout this report. Contractors and local recruitment Wandsworth Work Match, part of Wandsworth Council, captures and manages construction vacancies related to the ESP for each phase of the development. Working with phase construction managers, all new vacancies are reported through a vacancy form and recruited through the local council process. Candidates are recruited through Wandsworth Work Match’s local referral network, which includes Jobcentre Plus, training providers, local colleges and OVER 17,000 universities, access-to-work organisations and more. Community skills development As part of our commitment to the local community, we promote apprenticeships and work experience opportunities NEW PERMANENT JOBS with Battersea Power Station, as well as with our construction WILL BE CREATED BY THE managers and sub-contractors on each phase. CONSTRUCTION Developing talented people with the relevant skills from the local community is essential to our aims of furthering economic growth, competitiveness and social integration. We want to support local workers and enable them to take advantage of the construction job opportunities created at Battersea Power Station. FOR LOCAL PEOPLE CSF CONSTRUCTION GATEWAY TRAINING PROJECT – PROVIDING OPPORTUNITIES FOR UPSKILLING Hundreds of local people have already benefitted from the Construction Skills Fund (CSF) Construction Gateway Training Project, a partnership that has so far led 157 people to new careers in the construction industry. JOBS BPSDC and Wandsworth Council partnered with site construction managers Mace and Sir Robert McAlpine, along with Taylor Wimpey, on the York Road/Winstanley Estate Regeneration to successfully bid to the Construction Industry Training Board (CITB) and Education Skills Funding Agency (ESFA) for the CSF. This fund was specifically created to provide opportunities for people new to the construction industry to gain training and employment. An initial amount of £500,000 was awarded to the CSF Construction Gateway Training Project at Battersea Power Station. One of the most successful elements of this project is the Contractor Day. Battersea Power Station’s contractors are invited to interview trainees from the programme for any roles they are recruiting for. The successful candidate is then put through the relevant training course. As well as Construction Skills Certification Scheme (CSCS) training, which is a requirement of working on a construction site, the project offers a variety of courses such as IPAF, PASMA, SSSTS, Traffic Marshall, COTS (scaffolding) and hoist operator training. The CSF Construction Gateway Training Project has been successful in securing a second round of funding from the CSF for 2020–2021. Training will need to be adjusted in accordance with the current Covid-19 safety guidelines, with some training now carried out online. The opportunity to retrain for a new career in the construction industry will be particularly important in the upcoming year, with many people losing jobs in different sectors due to Covid-19. EDUCATIONAL OUTREACH Today’s children are our future visitors, residents and workforce. We want to inspire 4,000 local children and young people annually with the Power Station project, to work hard and aspire to great things. We host a range of projects to engage students from the age of seven to the time they graduate from secondary school. WORK WITH PRIMARY SCHOOLS In 2019, Battersea Power Station, in partnership with EVERFI EdComs, updated its education programme with an experiential workshop for primary school pupils that explores the past, present and future of Battersea Power Station. From the outset, care has been taken to ensure that the session is not just a fun excuse to visit Battersea. Activities are locked into the STEM curriculum and supplement pupils’ classroom studies. The workshop is also an opportunity to show that the new town centre will be a major local employer by the time the pupils leave school, and highlights potential future careers. The session has been offered to all 63 primary schools in Wandsworth, and so far, between 1 April 2019 and 31 March 2020, 1,293 pupils from 32 schools have visited the development.
