Garden Route District Municipality, the leading, enabling and inclusive district, characterised by equitable and sustainable development, high quality of life and equal opportunities for all.
Introduction to the Garden Route A place of opportunities whose sole focus is serving its community, the Municipality is well located on the N2 between two (2) of the country’s cities. A district with good transport and road infrastructure network, situated halfway between national ports and has its own two (2) recreational ports. Pristine beaches and a relatively unspoilt environment. The district is well known for its tourist’s attractions and natural beauty. The GRDM encompass the following seven (7) B-municipalities: Hessequa; Mossel Bay; George; Bitou; Knysna; Oudtshoorn and; Kannaland. www.visitgardenrouteandkleinkaroo.com

Economic Profile The three biggest contributors to the District’s GDPR in 2018: Finance, insurance, real estate and business services sector - (25.0 per cent), Wholesale and retail trade, catering and accommodation sector - (18.3 per cent) and Manufacturing sector - (14.5 per cent) • George municipal area was the major contributor in all sectors, except mining and quarrying; • Mossel Bay municipal area was the biggest contributor owing to gas fields near its coast and limited mineral resources in the other municipal areas. Mossel Bay municipal area was the second largest contributor within the finance, insurance, real estate and business services; wholesale and retail trade, catering and accommodation; manufacturing; transport, storage and communication; and community, social and personal services sectors. • Oudtshoorn municipal area is the second largest contributor in the electricity, gas and water sector and the general government sector; • Hessequa is the second biggest contributor in the agriculture, forestry and fishing sector. • Knysna and Bitou municipal areas are the second and third largest contributors in the construction sector respectively. • Kannaland municipal area’s contribution to GDPR was significantly smaller than the other municipal areas, but the municipal area realised a strong contribution in the agriculture, forestry and fishing sector. www.visitgardenrouteandkleinkaroo.com
Economic profile cont. • District economy is expected to contract by 6.6 percent in 2020 as a result of the lockdown announced in March 2020 in an effort to curb the spread of COVID-19. • The lockdown restricted trade in most sectors, particularly in the second quarter of 2020. • Travel restrictions also resulted in the stagnation of the tourism industry, which is a valuable source of jobs in the District. • GRDM is approaching growth and development in a holistic nature looking at all sectors of the economy and how they are interlinked to achieve socio-economic growth. In doing this the GRDM is looking at achieving the following: Attraction of both outward and inward investment Investment in both hard and soft infrastructure Making the business environment more conducive to business A participatory approach to LED Public Private Partnerships (PPPs) A move towards community based LED. www.visitgardenrouteandkleinkaroo.com
Garden Route Growth & Development strategy The risk context and profile for the District and its plans have been revised, and medium and long-term outlooks adjusted on the basis of the best available information and forms the Garden Route Growth and Development Strategy. The strategy is shaped by regional priorities, which are the thematic focus areas listed below, selected through a combination of research, policy analysis and stakeholder engagement: 1) A water secure future 2) A circular economy 3) Resilient agriculture 4) Sustainable tourism 5) Supporting wellbeing and resilience 6) A connected economy: transport and rural-urban integration 7) Sustainable local energy transition www.visitgardenrouteandkleinkaroo.com
Garden Route Economic Recovery Plan • The full effect of the Covid-19 pandemic on the world, our Country, Province and • District will not be fully understood until this crisis has passed. • All the growth sectors in the District have been impacted, especially the tourism and hospitality sector and retail sectors which have been hardest hit by this pandemic, and which will also be the last sectors to recover from this crisis. • Garden Route Growth & Development Strategy Priority Areas as the basis for the Recovery Plan • The Economic Recovery Plan includes specific interventions and timelines that will assist in addressing the impact of the Covid-19 pandemic and will need resources and effective and efficient collaboration to implement these interventions successfully. www.visitgardenrouteandkleinkaroo.com
Garden Route Investment Promotion The Garden Route District Municipality has developed a Garden Route Investment Prospectus with the purpose of: Displaying the region’s investment friendly climate and economic opportunities to the national and international business community and in so doing: Attracting new investments Retaining and expanding existing investments in the Garden Route region. • The Prospectus includes key investment opportunities of all seven (7) B-municipalities as well as the District Municipality’s specific opportunities. • A Garden Route investment website has been developed and is part of the focused attempts to ensure that the investment opportunities available in our region, is vigorously marketed. • An SLA with Wesgro will be signed to assist with Investment promotion and Export development. www.visitgardenrouteandkleinkaroo.com

REGIONAL TOURISM STAKEHOLDERS AND INSTITUTIONAL ARRANGEMENTS Settlements with a Municipality LTO Institutional arrangements pop over 2000 Plett Tourism is an independent non-profit organisation with a board of directors and an executive chair who Plettenberg Bay, Bitou Plett Tourism manages the operation. In addition to a grant from the Kranshoek, Kurland Municipality, funds are raised from corporate sponsorships and events. George, Wilderness, George The municipality employs staff who are responsible for George Uniondale Tourism tourism coordination, marketing and development. Haarlem Riversdale, Heidelberg, Witsand, Albertinia, Explorer’s A Tourism officer is employed by the municipality to Hessequa Stilbaai, Slangrivier, Garden Route coordinate with local volunteer organisations. Gouritzmond Ladismith Both local tourism offices are funded by the municipality. Ladismith, Calitzdorp, Tourism & Kannaland Currently only Calitzdorp Tourism is funded by Kannaland Vanwyksdorp, Zoar Calitzdorp mun due to lack of funding and dedicated Tourism official. Tourism

Settlements with a Municipality LTO Institutional arrangements pop over 2000 Wesgro is responsible for the delivery of tourism promotion services only on behalf of Knysna Municipality, and will Knysna, Sedgefield, work closely with the Local Economic Development (LED) Knysna Knysna Tourism Rheenendal department of Knysna Municipality to ensure better collaboration between tourism development and promotion. Mossel Bay Tourism is an independent non-profit Mossel Bay, Groot Brak, Mossel Bay organisation with a board of directors. It receives an annual Mossel Bay Hartenbos, Klein Brak Tourism grant from the Municipality and raises funds from membership fees and events. An independent non-profit organisation, Oudtshoorn Oudtshoorn, Oudtshoorn Oudtshoorn Tourism receives a grant from the Municipality and Dysselsdorp, De Rust Tourism membership fees.
Garden Route District Regional Tourism Office (RTO) is responsible for the coordination of the “Garden Route and Klein Karoo” brand, but there are opportunities for targeted collaboration that consolidates this unified brand Potential opportunities for a single Garden Route approach would include: • A single marketing platform and events calendar • Digital marketing for entire region (e.g. blogger/e-marketing campaigns) • A holistic value proposition with various packages (theme based) for the region www.visitgardenrouteandkleinkaroo.com
REGIONAL VISION & MISSION • It is not enough for the Garden Route to be defined as the most beautiful destination; the regional tourism vision for the next 10-years is to be an inspiring place to visit. • This is aligned with the growing demand for experiences rather than products, and is complementary and inclusive to the LTO’s marketing campaigns. • The mission is therefore to be recognised as the ‘most inspiring places’ to visit in publications published by various travel writers and media groups. www.visitgardenrouteandkleinkaroo.com

KEY REGIONAL TOURISM MARKETING AND DEVELOPMENT PROJECTS Project Description To properly plan and coordinate all tourism marketing and development initiatives, the district requires credible and relevant statistics in Research/Statistics partnership with Wesgro assist with effective decision making The Forum is attended by all the 8 Local Tourism offices in the region as well as the Local Economic Development officials who are responsible for LTO forum engagements and tourism from the B municipalities, to discuss various important issues Partnerships with regards to tourism marketing and development as a collective The investigation of current routes and the status quo of these routes in the District, as well as the investigation and development of new routes The Promotion of Routes with linkages into the various towns, resulting in a spread of tourism spend across the district and Chairing of Regional Tourism Liaison Committee for tourism signage
The program seeks to provide culinary skills training for unemployed youth in the Garden Route District. The training is intended to equip learners with the skills to Cater Care Project access jobs in the local hospitality industry and tourism sector. • Supported 82 students since 2016, Over R1Million spent over the last 5 years with youth between 18 and 35 benefiting Exhibitions and The Garden Route & Klein Karoo tourism office assisted 26 SME’s within the Trade Shows tourism industry over the entire region to attend the WTM – Africa virtual platform as - WTM – Africa part of the implementation of Garden Route economy recovery plan by subsidizing - Africa Travel Indaba for all participants at no cost to them. A total of 33 participants attended WTM – - Gauteng Getaway Africa 2021 - Namibia Expo • Invitations to top trade buyers for post show educationals Marketing Collateral Provide effective updated tourism information and compile route information to ensure lesser known areas are marketed. Promotions in publications and A safety GR&KK Tourism Safety plan that gives action in case of emergency and disaster, and a leaflet with Plan emergency numbers. Drive-in Cinemas across 9 Towns in the Garden Route and a Virtual Online International Platform with over 60 Films. A paid partnership through the film office and the showcasing of our new GR&KK tourism video on all platforms (pre, during and post GR Film Festival films). Creation of GR tourism marketing video aired on Dstv. The support of festival and events in the District, with the assistance of Wesgro and the B- Garden Route municipalities. The compilation of Festival and Events in the district to avoid duplication Festivals and Events or events occurring simultaneously through means of an electronic events calendar. Garden Route Garden Route District Municipality and George Airport signed a Memorandum of Understanding signifying a commitment to enhance connectivity between national Airlift initiative gateways, cities and surrounding areas through a 3-phase collaborative project and drive the tourism agenda in terms of the airlift initiative.
Hosting, coordinate and facilitate itineraries for Media/Tour Operators etcetera. Tourism educationals, The Regional Tourism office is responsible for coordinating tour operator, media and film post show tours and educationals to the region. The regional office in collaboration with LTO’s draws up tailor Fimiliarisation trips made itineraries to best showcase our offerings and attractions for these groups. A broad scope of non-financial assistance provided, which includes business development SMME support interventions (equipment and input material) and training interventions. The objectives of programme with the initiative are to assist small businesses with equipment, stock and other necessities to strengthen, improve and expand their businesses to create more employment LED opportunities within the Garden Route district and enhance tourism supply chain CONCLUDING REMARKS The appeal of the destination will be ongoing and ever changing and therefore requiring the constant participation of the municipality, tourism organisations and the residents of the district. #ExploreandExperience #GRandKKDiversity
