Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation Latrobe Valley gambling harm prevention project About the Foundation The Victorian Responsible Gambling Foundation (the Foundation) was created by the Victorian Parliament under the Victorian Responsible Gambling Foundation Act 2011 specifically to address the challenge of gambling harm in the Victorian community. The Foundation is a statutory body that is funded by the Victorian government and governed by an independent board. The Foundation’s mission is to improve the health and wellbeing of Victorians by working with our communities and government to deliver effective, evidence-based initiatives and innovative approaches to prevent gambling harm and provide support for those seeking help. More information about the Foundation is available at responsiblegambling.vic.gov.au About the grant funding available The Foundation is offering $600,000 (ex GST) to fund a new initiative to prevent and reduce gambling harm in communities in the Latrobe Valley. The Foundation will fund a local community-led partnership to implement a project that leverages existing programs and services and develops additional initiatives to fill identified gaps. The Foundation is looking to fund a project that: • aligns with the Latrobe Valley Health and Wellbeing Charter • leverages existing investment by complementing other government-funded services or projects in the region • builds on strengths and achievements in the region • delivers gambling harm prevention benefits which last beyond the life of the project. Project objectives The primary goal of this project is to prevent and reduce gambling harm in communities in the Latrobe Valley. It will achieve this by working in partnership and fostering collaboration with other organisations and service providers, academics, or other experts in the field, in order to build the capacity of the region to meet local challenges related to gambling harm, and to: • investigate the impact of gambling harm on communities in the Latrobe Valley and collect information about specific environments or cultures that influence gambling behaviours • deliver primary prevention activities, aiming to prevent gambling harm before it occurs, focusing on subpopulations and at-risk groups, providing evidence of effective practice • undertake comprehensive and meaningful engagement with key stakeholders including local community members • raise awareness amongst professionals and community members of gambling harm as a public health issue and facilitate conversations to break down stigma around gambling and promote help-seeking. ‘A Victoria free from gambling-related harm’ Page 2
Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation Funding allocation process The Foundation will fund a local partnership over two years (April 2021 – June 2023). A facilitated information workshop will provide applicants an opportunity to hear from key government stakeholders to support the writing of full applications. The workshop will cover forming a local partnership, development of project proposals, and identifying a lead agency to administer the funding agreement and be accountable for public funds. Applications will be submitted to the Foundation and will be reviewed by an assessment panel comprising senior representatives from key government agencies and the community sector. Partnerships The funded project will be delivered by a local consortium made up of a coalition of partners prepared to work together on the proposed initiative. Partner organisations will have relevant experience, a specific skill set or knowledge base that will underpin project success. This can include community service organisations, community groups, government agencies, schools, and employers. Lead agency One partner will be required to act as the lead agency – leading the proposal process, administering the funding agreement and being accountable for public funds. The following organisations are eligible to act as lead agency: • not-for-profit organisations (including community service organisations and community groups) that are a legal entity (for example an incorporated association, company limited by guarantee or Indigenous corporation) • Victorian councils. The following entities are ineligible to lead the project but may be engaged as partners in the project: • state or Australian government departments and agencies, including Victoria Police and schools • unincorporated organisations • individuals or sole traders. Not-for-profit and community organisations applying for funding will be required to submit financial statements for the past two years with their application. ‘A Victoria free from gambling-related harm’ Page 3

Complete and submit the Expression of Interest (EOI) form by 5pm, Friday 18 December 2020. To download the form, visit responsiblegambling.vic.gov.au/latrobevalleyproject. To submit the completed form, email it to prevention@responsiblegambling.vic.gov.au and cc contact@responsiblegambling.vic.gov.au. 2. EOIs will be assessed against the assessment criteria outlined below. 3. Shortlisted applicants will be required to attend the facilitated workshop in the Latrobe Valley on Thursday 4 February 2021.* 4. Full applications will open Monday 8 February and close 9am, Friday 5 March 2021. 5. Full applications will be assessed by a cross-agency assessment panel against the assessment criteria outlined below. 6. Application outcomes will be announced in April 2021. The Foundation cannot accept late applications nor provide extensions to the closing date for the EOIs and full applications. Applicants must be a single corporate entity such as a not-for-profit organisation, social enterprise, local government and community or public health organisation. Individuals or sole traders, unincorporated organisations, and state or Australian government departments or agencies are not eligible to apply however may act as partner organisations. • Eligibility is restricted to entities operating in Victoria. • Only one application per organisation will be accepted. Partner organisations can, however, be involved in more than one application. Assessment criteria Expression of Interest assessment criteria In order to be shortlisted, applicants must meet the eligibility criteria outlined above and their proposals must: • align with the project objectives outlined in these guidelines • involve an alliance/partnership model • identify potential impact to prevent and reduce gambling harm in the region • demonstrate organisational capability to deliver. Applicants must also commit to attending a facilitated workshop on Thursday 4 February 2021. (Subject to government-imposed restrictions resulting from COVID-19.) Full application criteria (for those shortlisted in the EOI process) Criteria Description Project plan Project goal, objectives, key deliverables and timelines, target group, (weighted 30%) setting, sustainability plan and risk management. Partnerships and The alliance/partnership model – the local consortium made up of a Community Engagement coalition of partners prepared to work together on the proposed initiative. (weighted 30%) Alignment with the Latrobe Health and Wellbeing Charter. Innovation How the proposal demonstrates innovation – a new idea, initiative (weighted 20%) and/or partnership that offers a fresh approach to an issue. Successful innovation involves learning from what is already known or exists and building upon it, rather than reinventing the wheel. Primary prevention How the proposal demonstrates a primary prevention approach -– (weighted 20%) aiming to prevent gambling harm before it occurs. Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation What will be funded The Foundation will provide one-off funding for the development and implementation of a gambling harm prevention partnership project in the Latrobe Valley. Projects must be completed within two years of funding and be able to deliver gambling harm prevention benefits which last beyond the life of the project. Costs that will be funded by the grant: • reasonable reimbursement of staffing costs for existing employees that are delivering agreed activities, or costs to engage a contractor • design, publication or production costs for materials and collateral where clear Foundation branding is included • reasonable advertising or media costs for activity promotions • reasonable costs of facilitation for approved events related to the project, such as catering, facility hire and administrative costs • costs associated with day to day monitoring of projects, including data collection and reporting, of up to ten per cent of the total submitted budget. What will not be funded • projects that cannot be completed within two years of commencement of the funding agreement or require ongoing funding to achieve stated outcomes • reimbursement of costs for projects that have already started • administrative costs such as rent, overheads, utilities and costs associated with existing operations or services • capital works • commercial activities that have no community benefit • applications where the majority of funding is allocated to alternative recreation activities • evaluation of existing policies or programs • deficit funding of organisations • activities that are otherwise the core function of a local, state or federal government • service delivery not related to the project (e.g. the provision of services that are not required for the purposes of the project) • activities in isolation from the funded project (e.g. videos, films, publications, conference attendance and associated travel expenses) • international travel • projects that account for such a proportion of an organisation’s total budget that the future viability of the organisation is at risk once the project concludes. ‘A Victoria free from gambling-related harm’ Page 6

The lead agency will be responsible for working with the evaluator and undertaking data collection, monitoring and reporting on the project. This includes collecting data on process, impact and outcome measures, the nature of which will be guided and supported by the external evaluator. Applicants are encouraged to cost for this component of work within their proposed budgets, up to 10 per cent of the overall requested funding amount, or to outline how the organisation will address the resourcing requirement (i.e. through existing staff time). Please note that the overall program evaluation commissioned by the Foundation will not include a detailed, individual evaluation on each of the projects. Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation evaluation on their project specifically, they may do so but will need to account for associated costs within their proposed budgets and will still be required to participate in the Foundation’s overall evaluation, as noted above. Participation and reporting requirements Funded organisations will be required to: • attend at least two quarterly forums hosted by the Foundation each year of the project • complete a detailed project plan for approval by the Foundation • complete a project logic and data collection plan – which must align with the overall evaluation framework, developed by the evaluator (the evaluator will provide support in the development of the project logic and data collection plan) • complete project progress reports on project outcomes and reach, lessons learnt, and expenditure to date • complete a final evaluation and performance report (template to be provided), including overall project outcomes and reach, lessons learnt and final expenditure (due upon completion of the project). ‘A Victoria free from gambling-related harm’ Page 8
Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation Terms and conditions By applying for funds under the Latrobe Valley gambling harm prevention project, you agree to be bound by the terms and conditions set out below. The project is being administered by the Victorian Responsible Gambling Foundation (the Foundation). In the event of any inconsistency between promotional and/or marketing materials and these terms and conditions, these terms and conditions take precedence. Allocation of funding • The Foundation will only fund projects that meet the requirements of the funding application and these guidelines and maintains discretion to withhold available grant funds if there are not sufficient applications or project quality to justify disbursement of the total available amount. • All funding granted must be used for the community benefit and cannot be used to generate a profit for individuals. • The successful applicant will be required to: o Deliver activities primarily focused on outcomes that will benefit the local community o Ensure they are not subject to any current or impending legal action that could impact the financial viability of their organisation o Confirm ABN and bank account details for electronic funds transfer o Enter into a contractual agreement (the Funding Agreement) with the Foundation Conflict of interest • All personnel listed in an application are required to declare any actual, perceived, or potential conflict of interest (including project partners). Applicants must declare any conflicts of interest. • Project personnel are required to stipulate that they possess no property, are not engaged in any business, trade or calling that creates a conflict of interest in the work they would conduct as grant recipients for the Foundation. • If a conflict of interest (actual, perceived, or potential) is declared or one is considered by the Foundation to exist, the Foundation may seek independent advice as to how this may or may not affect an application. Insurance • Grant recipients must maintain adequate levels of professional indemnity insurance, public liability insurance and workers’ compensation insurance. Applicants being considered for funding will be required to provide evidence of their insurance. Collaboration and co-funding • Where multiple organisations are to be involved in delivering a project, these organisations will need to nominate a lead agency (the Applicant). The nature of the agreement and arrangements between those involved is a matter for those entities. In all instances, the funding agreement will ‘A Victoria free from gambling-related harm’ Page 9
Latrobe Valley gambling harm prevention project Funding Guidelines | Victorian Responsible Gambling Foundation be between the Foundation and the Applicant, and the Applicant is legally responsible for delivering the project. • Applicants are permitted to source additional funding (co-funding) from other bodies to deliver a project. The nature and extent of any co-funding arrangement needs to be detailed in the application form including the full name and ABN (if relevant) of the funder and supporting evidence of the availability of the funding. Publications and media comment • The Foundation will issue a media release about the successful lead agency and their partners, in consultation with those organisations. Any other media releases or publications in relation to the successful application must be reviewed by the Foundation before they are issued. The Foundation must also be consulted in relation to any media comment a grant recipient intends to make as a result of the prevention project. • The Foundation intends to publish information about the funded project. The Foundation will work with the lead agency to ensure the accuracy of any published information regarding the prevention projects, case studies and/or examples of best practice highlights. • The lead agency will be required to comply with the Foundation’s Communication Guidelines in all communications.
