Funding Appeal to Support Ni-Vanuatu Musicians after Cyclone Pam Bié Studio photo by Nicky Kuautonga Music & Post Cyclone Pam Relief & Recovery for Livelihoods, Culture and Well-Being submitted by the Fest’Napuan Association May 20th, 2015
Severe Tropical Cyclone Pam struck Vanuatu on March 13th of 2015 and severely impacted human security & livelihoods for most of the population. The Fest’Napuan Association is appealing to donors worldwide to support the recovery of Ni-Vanuatu musi- cians by supporting the operations of the Saralana Stage & Bié Studios facility, which provide community access to instruments and a space for local musicians to practice and perform. The Fest’Napuan Association seeks your support so that it is able to host its free public concert this year! photo by Nicky Kauutonga Fest’Napuan is the longest running music festival in the South Pacific (20th anniverary in 2015), and holding this event in wake of TC Pam will truly highlight the resil- ience of the Ni-Vanuatu people. Assistance is sought in the form of: -Financial assistance -Donations of instruments -Donations of music equipment (speaker systems, mixers, etc)
Musical Livelihoods After Cyclone Pam’s immediate passage through Vanuatu there was significant nation-wide damage requiring immediate action in securing food, water, shelter and clothing for the majority of communities in Vanuatu. Psychological Healing photo by Nicky Kauutonga Psychological healing mechanisms are lacking after this disaster. To address this gap, Fest’Napuan is seeking to provide the necessary resources for musicians and the general population to express and process their post-Pam emotions in a creative manner through music and dance. Musicians will address the relevant topics of natural disaster & climate change. The Fest’Napuan Committee partnered with the Kiv Hand Festival and the Vanuatu National Government to use the dam- aged Saralana Stage and Bié Studio facility for Ni-Vanuatu musicians to gather and raise funds for immediate relief efforts after TC Pam.

It will be a celebration of conti- nuity and resilience for Ni-Vanuatu artists. Each year the festival attracts approximately 40,000 participants with local and international performers. About Fest'Napuan Committee The Fest’Napuan Committee (or the Fest’Napuan Association) is a non-profit, charitable NGO that consists entirely of volunteers who love and support music within Vanuatu. The registration certificate proving it is a charitable organization is attached to this appeal. The Fest’Napuan Committee has oganized the Fest’Napuan music festival since 1996 in partnership with the Vanuatu Kaljoral Senta. Each year the committee organizes and facilitates this concert in Port Vila at the Saralana Stage that is free for the public to attend. The Fest’Napuan Committee also is responsible for the manage- ment of the Saralana Stage and Bié Studio, where Ni-Vanuatu art- ists and musicians peform and practice. Bié Studio is one of the only community buildings available in Port Vila for local musicians to practice and have access to instruments and sound equipment.
Damage to Saralana Stage -Severe damage to roofing & timber structure of stage -Funding sought to repair / improve stage design for increased resiliency to disaster Approx $217,000 USD required to repair and improve Saralana Stage & Bié Studio to create a permanent structure that is resilient to future disasters. Damage to Bié Studio -Due to the damage caused by TC Pam to the roofing, the Bié Studio suffered flood damage to its sound-proof walls and its structural in- tegrity has been compromised. -As flooding has damaged the interior of the practice centre, the entire structure will need to be replaced to prevent molding and structural collapse. -Replacement of damaged instruments & equipment for community access at Bié Studio: above: inside Bie studio, water damage to sound-proof walls 1. Distribution of Instruments to Schools -The Fest’Napuan Committee recognizes the extent of damage caused to local in- frastructure and its consequential impacts on youth access to arts and music and is requesting through this appeal to support the provision of instuments to second- ary schools with established music pro- grammes that are also in need. -The Fest’Napuan Committee seeks dona- tion of instruments to provide to at least (2) secondary schools to be identified through the Department of Education with the fol- lowing : 1. Direct Support for Artists! : -Funding appeal seeks to send ni-Vanuatu artist(s) to UN summit on climate change in Paris (COP21) late this year to join oth- er artists performing songs about climate change! -Fest’Napuan Committee seeks to help local artists to pay recording studio expenses and create songs documenting their experience during and after TC Pam. -Transport of artists from throughout Vanu- atu to come perform at the Fest’Napuan. -Transport expenses for a well-known inter- national band to perform at festival in 2015! photo by Graham Crumb

Following the cata- strophic hurricane that struck Port Vila on March 13th, the theme for Fest’Napuan reflects the resiliency of the people of Vanuatu in the face of this disaster.
