Our project The national Ugsel, a member of the FISEC, is a candidate for the organisation of international games in July 2023 and has seized the opportunity to experience a high level, educational and social sport experience in our French territory. We wish an organization under the sign of hope, which brings values for our young people in the world, actors of our societies of tomorrow.

1 – General aspects The national deliberation jury that gathered on Monday, June 14, 2021 designated Dunkerque as home City of FISEC - FICEP 2023 games in France. We propose the following dates of organization from 09 to 16 July 2023 Our project was supported by the committee Ugsel 59 Lille, from the territory Ugsel Hauts de France and the town hall of Dunkerque Letter of support from Dunkirk city

2 – Logistics and sports organisation Our proposal from the Dunkerque site is based on a great experience of national championship organizations and hosting in terms of quality sports infrastructure. It relies on an experienced local and national team. It is the whole political and operational structuring that supports and engages in this organisation project: the Ugsel committee of Lille, the Ugsel territory of Hauts de France, the Ugsel nationale and the city of Dunkerque. We thank the mayor and his team for their involvement in this project and for the provision of infrastructure, thereby promoting the reception of international delegations in the best possible conditions, for the benefit of our federation’s educational challenges. The National UGSEL, in responsibility, will lead the various organisational commissions by building on the network’s expertise: - National services - Standing Committees - National technical commissions

9 – Welcome, accompany, guide Hospitality and accompaniment are values of the Ugsel educational project that are part of the Catholic spirit of the FISEC. Each delegation should be able to benefit from escorts and guides allowing them to live this week of games in comfortable conditions. We propose the establishment of brigades of guides (high school students, students, former FISEC participants) in connection with Dunkerque and other high school and universities.

10 – Service médical But also… Ugsel is involved in first aid training and addresses educational issues consistent with the Catholic education project and thus proposes an indispensable education continuum….These are 50,000 young colleges per year trained at PSC1 by Ugsel trainers We propose that: - The creation of Ugsel youth brigades - The presence of persons holding the PSC1 and/or PSC1 trainers
11 - Security The presence of one or more members of the local organisation team at each competition site The presence of a security service dedicated to the ceremonies (opening, closing and “solidarity market”) Information to be made to the municipal police and subprefecture

13 – Traditional program - Saturday 8/07: The official “welcome pot” of the FISEC executives and OTI for the presentation of the Games. - Monday 10/07: The ceremony of protocol and festive opening. - Wednesday 12/07: The Eucharistic Celebration - Thursday 13/07: The parade and the “market of solidarity”. - Friday 14/07: Official reception with local authorities, partners, national delegates, FISEC executives and official dinner. - Saturday 15/07: The closing ceremony with the team and festivities presented.
14 – Potential cultural programmes A partnership with the Dunkerque tourism office for discovery visits of the city: a potential for animations The Dynamo Tour: During a tour, your guide will revive « Operation Dynamo ». The details of this evacuation, as well as its causes and consequences, this visit takes you to see the East coast, the British Memorial, the rebuilt city centre, the little ship Princess Elizabeth, and the beaches of Evacuation. The discovery of the port aboard the Texel boat Dunkerque port, whose impressive facilities cover half the coastline of the north department, is discovered over the water aboard the Texel. The Sugar Hall: In the walls of a former harbour warehouse, the Sugar Hall is a pole of resources and expertise on the theme of the sustainable city. There are other visits to discover the city, history and architecture.
15 – Educational programme Sport is a privileged area for learning citizenship, tolerance, living together, but also rules that allow us to respect. Preventing and combating violent behaviours in the sports environment and all forms of discrimination must be a priority for our young citizens, all nations confounded, adults responsible for tomorrow. The FISEC games represent a time dedicated to high level sports practice, but also a privileged educational lever. - We propose the creation of a “conductor” of educational actions during the week around societal environmental issues, the fight against forms of violence, discrimination and doping.

17 – An innovative project for inclusion Ugsel allows people with disabilities and not to share physical and sports activities together So, the concept of inclusion is making its sense in the educational values of our federation for the full development of the person. It is therefore a matter of promoting inclusive sport through the implementation of proposals that promote mixing people such as organising an inclusive challenge within our FISEC organization

Speed areas for the javelot, disc, weight and hammer, as well as other destined for jumping – length, triple jumping, height and pole. Offering all the necessary equipment for athletics practice, it is labelled by the French Federation of Athletics. A standard not covered with 300 seats complete the whole. Parking nearby. The stadium should be equipped with lockers and electronic chronometry by 2023.
