REFEREE COMMUNICATION Meeting held Feb 5th @ FWASA office Encouraged professionalism Checking in players after game start – at stoppages of play at referee/linesman discretion Reviewed feedback from Ref Eval Forms Communication w/ Referees should be respectful and courteous – let’s demonstrate appreciation
REFEREE ISSUES What constitutes a set of jerseys with appropriate numbering? Same shade of primary color Unique, distinguishable numbers At least 4 inches tall Permanently attached to jersey Referee determines what is acceptable
REFEREE ISSUES Does FWASA allow players to wear fitbits/activity trackers during the game? FIFA rules prohibit all jewelry FWASA is a recreational league Decision to allow/disallow is center referee’s discretion based on player safety
REFEREE PAYMENT What form and how much payment should each manager bring to the fields to pay the referees? Cash only $40 in cash to center referee $40 in cash to linesman that checks in team Not referee’s responsibility to provide change
REFEREE ISSUES Whose responsibility is it to write player numbers in on the game report? Team Manager Responsibility Referees are permitted to do so if they choose to be kind, but it’s not their job
REFEREE ISSUES What time does the clock start for evening games? 7:00pm and 8:45pm. Games must start on time so that we can clear the facility by 10:30pm
REFEREE ISSUES When are substitutions allowed in FWASA? Unlimited substitutions at a throw-in (by the team in possession of the ball only), goal-kicks, after a goal is scored, at half-time, and after stoppage of play for water breaks (if taken) On a throw-in, if and only if the team in possession of the ball substitutes, the opposing team may also substitute. At stoppage of play for an injury (for the player(s) injured only). When a yellow card is issued by the Referee (for the player(s) receiving the card only).

Field monitor should be visible, accessible, and have access to AEDs Complexes will be closed if on-field temperature is above 110 degrees F or below 32 degrees F All grass fields closed on Thursdays

REMINDERS REMEMBER: Your PDF files for Roster & Game Report are the OFFICIAL record. MAKE SURE all players are on your Game Report. Do this every time you get new players registered, too! DO NOT WAIT until the day of your game to check your game report! If players are not rostered in SportsEngine, email registrar@fwasa.org. Check your TEAM INFO entry via the link in the email with your starting roster and game report. Verify everything: contact info and colors. If you want access to manage your team page online and RSVPs though the SportsEngine App, email registrar@fwasa.org.

VICE PRESIDENT REPORT FOR A&D: SPRING 2023
Any issues related to not respecting referees will not be tolerated Playing illegal players has consequences: 1) manager suspended with a monetary fine 2) game declared a forfeit loss 0-3 and offending team pays all ref fees 3) illegal player is suspended for 1 year in FWASA and a $100 fine.
Minimum suspensions for Red Cards: • 1 game suspension and $45 fine • Appealing the red card does not guarantee changes to original suspension/fine • Proper appeal process must be followed for the request to be considered • Only way to reduce minimum suspensions and fines is based on referee recommendation
Far too much derogatory language is being used on referees and we are increasing fines for repeat offenders. Physical threats or actual physical contact will be referred every time to NTSSA for larger suspensions and fines and could result in a lifetime ban in the state. A&D ISSUES One of the players on the field got angry with the referee and verbally abused the referee and/or put their hands on the referee, and the ref gave a red card…isn’t that unfair?! Referee abuse and assault cases are increasing…these cases are immediately sent to North Texas, and they tend to be pretty severe in their punishments Respect the refs, even if you disagree with them

ADD AND DROP RULE REMINDERS Player Adds: Prior to 6th game, full price After 6th game, ½ price registration fee (still pay full $13 NTSSA fee if new to league) Player Drops: Prior to 7th game, 3 players can be dropped, and the team will receive credit for ½ of the player registration fee (does not include NTSSA fee)
FORFEIT TIME REMINDERS For afternoon games at 4:59pm or earlier, notice must be given no later than 10:30 a.m. on the day before the scheduled game. For evening games at either 5:00pm or later, notice must be given no later than 3:00 p.m. on the day before the scheduled game. Forfeiting a game after the deadline results in a fine for the team of $160 (sum of referee fees)
FORFEIT NOTIFICATION Official notice of your teams’ intention to forfeit must be received by the office via email to forfeit@fwasa.org, an answered phone call, or a voicemail message. EMAIL IS PREFERRED AND WILL NOTIFY ALL PARTIES IMMEDIATELY
FWASA COMPLAINT FORM Teams/managers can submit a complaint or issue to the league commissioner and A&D committee A&D committee will not take any actions to punish teams/players based solely on these reports, but they can be factored into decisions made by A&D regarding on field issues Available on FWASA website Submit to Office Manager and VP

Accumulated Team Misconduct Points lTeams which exceed the maximum point total (60) in a season will not be eligible to receive league trophies or awards. lTeams accumulating 90 misconduct points in any 2 consecutive seasons may be expelled from FWASA. lTeams accumulating 120 misconduct points in 3 consecutive seasons may be expelled from FWASA.

ID Cards (Gov’t ID as backup for every player) Current Game Report Matching, numbered jerseys $80 cash for referee payment ($40 for center and $40 for linesman) Game Ball + 2 Corner Flags!! Prepare ahead of time!!

Collect game report and cards from referee crew Verify correct score and other information If incomplete, return to referee immediately for corrections Double check that all cards are returned Provide clear photo or scan of game report to FWASA office and commissioner ASAP Remember to clean up area of equipment and trash
MANAGER ISSUES What should I do if I don’t have ID cards or a current game report at the game? Call league commissioner or other league representative ASAP Commissioners have player passes Can use government photo ID along with player pass
MANAGER ISSUES If there’s something wrong or missing on the game report, can I just correct it by hand? NO!!! Check game report in advance, verify accuracy when referee returns the game report after the game Notify office of any errors as soon as you find them
MANAGER ISSUES I just got a new player, they registered today online and paid their fee…they’re good to play the next game then, right? Player must be listed on the roster and get and ID card from the office Office will send you an updated game report with players name and ID added
MANAGER ISSUES When should I send the game report after the game? ASAP so you don’t forget! Send to league commissioner and office Ensure correct information Administrative forfeits can be applied if game reports are not turned in
