In 1948, Yugoslavia was the first European country and the second country in the world to establish a National Committee for UNICEF. In 1965, its name was changed to the Yugoslav Commission for Coopera- tion with UNICEF. In 1991, UNICEF established its of- fice in Belgrade in response to the escalating crisis in the region with the aim of providing assistance to children affected by the armed con- flicts. The role and mandate of UNICEF has changed over time. In 1995, UNICEF promoted “First Call for Children” and provided 40,000 refugee children and moth- ers with emergency health kits, hy- giene items, blankets, weaning food, children's clothing, diapers, and oth- er needed supplies. UNICEF also of- fered assistance in renewing and maintaining national capacities for providing basic services so neces- sary for the survival and develop- ment of children. In response to the crisis in Kosovo (under the UN Security Council Res- olution 1244) in 1999, UNICEF extend- ed its humanitarian mission in order to provide assistance to the wave of Internally Displaced Persons. © UNICEF/UNI53850/Delhalle From the year 2000 onwards, UNICEF has focused its work on supporting social sector reform in accordance with the Convention on the Rights of Child. It has become an important partner of the Gov- ernment of the Republic of Serbia in supporting the process of har- monisation of the national legisla- tion with European and internation- al standards, and in ensuring that the most marginalised and excluded children have their chance to be in- cluded in society, to grow up healthy and in a family environment, to complete their education, and reach their full potential. This has never been more relevant, nor more ur- gent. This has never been more rele- vant, nor more urgent. UNICEF continues to stand as a symbol of help and hope for all chil- dren. Wherever they are. Whoever they are. Whenever they need us. And now, more than ever. 9
