Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh Employment and the local economy • We will implement free parking for all Council owned car parks on either Saturdays or Sundays and seek to extend it to whole weekends to encourage growth and tourism to the area. • We will work with local traders to improve the town centres of our district. • We will investigate and instigate the utilisation of large areas of disused land for parking or community use. • We will support new small businesses by offering 50% business rate relief for at least six months and encouraging all small businesses to utilise tax breaks under a Labour Government for those that sign up to the living wage. • We will ensure all charity shops will be given business rate relief of 100% to assist their activities in these hard times. • We will seek to keep your Council Tax bills low to pay for the services you want rather than inflated senior management and consultant costs, by implementing fully costed and affordable proposals. A promise broken by the Tories who implemented a 37% council tax increase in Folkestone for Folkestone Town Council in 2011/12.
Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh • We will ensure that Shepway District Council will become a living wage employer for all employees including apprentices, some of whom are currently paid a miserly £2.73 an hour. • We will initiate a senior management pay review with the Chief Executive, Directors and Heads of Services and those earning over £50,000 reduced to reflect the size and responsibilities of the organisation and we will end the divisive local pay scales.
Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh Environment • We will work with KCC to mitigate their huge cuts to streetlights jeopardising safety, security and being able to walk in urban areas late at night without stepping in dog mess and work to bring in lighting until LED or solar lights can be introduced. • We will increase staffing for the Dog Warden service which has been run down to just one person for the whole district under this Tory administration. • We will look to introduce new large communal refuse and recycling bins on a street by street basis with twice weekly refuse collections and will investigate the reintroduction of proper weekly refuse collections in streets where households have to keep several rubbish bags for up to two weeks at a time or having two bins is impractical. A pledge the Tories made in 2011 and broke!
Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh • We will implement the Clean Neighbourhoods and Environment Act 2005 and in particular “Permission to distribute leaflets (England and Wales)” to control the mass delivery of unwanted junk mail like takeaway leaflets. • We will conduct an audit of all refuse and recycling bins and offer free replacement of damaged bins e.g. where the lids are absent or recycling boxes have disappeared, to avoid gulls distributing litter across the streets, and seek to recycle the old bins. In addition we will look at implementing best practice ideas from elsewhere where they have been shown to work e.g. gull proof plastic bags.
Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh Housing • We will enforce the social housing percentage allocation for all new developments, unlike the current Tory administration that regularly break their own targets to line the pockets of developers. • We will seek to introduce an Accredited Landlords Scheme, protecting tenants and landlords. • We will introduce a new homelessness strategy which has adequate resources following cuts to the service by this Tory administration • We will enforce planning and building regulations that cause misery to so many residents through a lack of investment and enforcement by the current Tory administration.
Labour Party Manifesto for the 2015 Shepway District Council elections A better Folkestone, Hythe and Romney Marsh Democracy • We will establish an elected Youth Council (11-19 years old) in partnership with local youth groups and schools, with an appropriate budget to support their work which will be applicable to young people, who account for 11% of residents in Shepway. This will seek to repair the damage of devastating cuts to our youth services by Tory controlled KCC and be led by young people with support from Councillors. In addition we will have a Young People’s Forum to engage with people up to 25 years of age which will identify policy development and funding opportunities to meet their needs. • We will establish a Pensioners Council in partnership with groups such as the Shepway Pensioners Forum and Age UK with an identified and appropriate budget to oversee matters which are applicable to retired people accounting for 21% residents in Shepway. • We will undertake proper and transparent consultation with residents and will completely take into account the results of such exercises.
