Section 1 General Research Charges The Council has a policy of charging for certain categories of enquiry that requires specific research, a search of Kettering Borough Council’s records and/or a site visit. Information contained within statutory registers is available for the public to view free of charge, however, where the customer requires an officer to search registers on their behalf then the following charges are levied for this service. Any written advisory information provided is given as an informal opinion only, without prejudice to any view expressed or decision made by this Council's Committee. Set out below is a schedule of the proposed fees and charges. Section 3 Waste Management Services Actual cost of disposal for landfill and incineration is recovered from commercial customers only. Notes (For Bulk Collections Only) 1.The Provision of the above concessions will be based on the status of the home owner or registered tenant of the property, not relatives, dependants, friends and neighbours. 2. Proof of eligibility must be provided prior to, or at the point of service provision. Available to people in receipt of qualifying benefits, such as housing benefit and council tax support including residents in receipt of out of work or other means tested benefits. Commercial/Trade Waste, Commercial Recycling, Additional Domestic services, Charities and Schools Waste Collections Price (SO - no VAT) Provided on Request (does not include Industrial waste collections) All refuse charges include collection and disposal. Invoices for commercial/trade accounts will be issued quarterly and in advance (each 13 week period). Failure to pay will result in the service being cancelled. Sacks and stickers can be purchased (SO – no vat) from the Council Offices at both Rothwell and Kettering. Section 5 Bereavement Services Any person in permanent residence within the Borough of Kettering at the time of death may be buried in a cemetery of the Authority at the basic fees determined in the Authority’s fees and charges applicable at that time. Any person not in permanent residence within the Borough at the time of death but who had been resident and been required to move out of the area for circumstances beyond their control e.g. health care issues, armed forces, etc. – subject to evidence of previous residency and reason for relocation may be buried in a cemetery of the Authority at the basic fees determined in the Authority’s fees and charges. Any person not in permanent residence within the Borough at the time of death and not meeting the requirements of the paragraph above may be buried in a cemetery of the Authority at the basic fees determined in the Authority’s fees and charges multiplied by 4. Where the deceased is a child (under 18) then the above paragraphs apply and evidence of the parent’s residency may be required. Note: Details of the person for whom an exclusive right of burial is being purchased in advance will be required and residency checks may be carried out. Fees and Charges 20/21 21

Making Planning Applications It is necessary to pay a fee for the majority of applications for planning permission. The details attached show only the general requirements, should you wish to refer to the relevant statute you should obtain The Town and Country Planning (Fees for Applications and Deemed Applications), (Amendment), (England) Regulations 2012 (amended 2014). The Government make adjustments periodically to adjust the scale of charges in line with inflation. Where the regulations require a fee to be paid, that fee must be paid when the application is made. Until the correct fee has been submitted your application cannot be fully dealt with. Cheques in payment of these fees are to be crossed and made payable to Kettering Borough Council.

Section 7 Development Services – Development Control and Enforcement Notes on Calculation of Fees 1. Reserved matters (following outline permission) Where an applicant has submitted earlier reserved matter applications and the total fees for these equal the fee for a full application for the entire scheme, further reserved matters applications by the same applicant on the same scheme will be charged at a flat rate, as per the fees detailed above. 2. Alternative Applications In order not to discourage the submission of alternative proposals for the same site there is a fee concession for applications for alternative development. However, to qualify for the reduced rate each application must be submitted on the same day, or on behalf of, the same applicant. If this is the case, the highest of the fees applicable for each alternative application is charged plus a sum equal to half the rest. 3. Buildings on the Site of Demolished Buildings Where an existing building is to be demolished and rebuilt on the same site, there is no “credit” against the fee for the new building e.g. demolition of an office block of 1,000 sq. m. and replacement by a new building of 2,000 sq. m. would require a fee for the total floor space created by the new development i.e. 2,000 sq. m. 4. Retrospective Applications In cases where work has been carried out without planning permission and a retrospective application is made, the normal fee will be charged. 5. Advertisements The provisions of note 4(b), (c) and (d) of Section B also apply to advertisement applications. Where the application is for the display of more than one advertisement on the same site, only one fee is payable and that shall be the highest fee for any of the advertisements to be displayed. Where an application is for consent to display advertisements on more than one site the fee payable shall be the aggregate of the sums payable on each site. For applications for consent for the display of advertisements on litter bins or bus shelters within a specified area a single fee is payable in respect of all advertisements covered by the application. 6. Applications for Certificate of Lawful Use or Development If the use or development is established (i.e. has an existing Certificate of Established Use) Then half the normal fee is payable. Section 8 Development Services – Building Control Building Regulation Document Charges 2020/2021 Kettering Borough Council’s Building Control service understands that every new project is unique and that standardised charges do not best reflect the requirements of each development. So that we can offer highly competitive rates and pass on value for money directly to our clients through our not-for-profit charges, we have dispensed with any standardisation for Full Plans and Building Notice applications. Instead, we will tailor our charges to the requirements of each project and now provide a free same day, quick and easy quotation service on all applications. This new charging scheme took effect on the 5th June 2015. With the exception of Regularisation applications, all charges are subject to VAT at the appropriate rate. For convenience, payment for all applications can be made in a number of standard ways, including credit/debit card or cheque. If the basis upon which the Building Regulation charge was determined changes, a supplementary charge may be requested by written statement, which will set out how this charge has been calculated.
