February 2021 Councillor Jane Stroud’s Update Kudos to Gregoire Lake Estates Community Organization, Fort McMurray #468 First Nation, Conklin Community Association, Conklin Community Investment Program and the Conklin Métis Local 193 for hosting drive-by fireworks in their respective communities. I know it took many volunteers to make this happen, and I want to thank you for giving the residents a great New Year’s Eve fireworks display. A big thank you to our RMWB Rural team for building outdoor skating rinks in Anzac, Janvier and Gregoire Lake Estates. I know the residents appreciate this. In my walks I was able to view the ones in Anzac, and I drove out and took a picture of the rink in Gregoire Lake Estates. I will also be doing a drive-by in Janvier to snap a picture of the outdoor rink there. If residents do not have the gear to enjoy the outdoor rinks, please contact Allison by email at fortmachockeybros@shaw.ca or by telephone at 780-215-5668. Kudos to the Regional Recreation Corporation for the donation of small crafts and cookies for the younger grades in Anzac school. I also drove out to Janvier and Conklin schools in early December with boxed drinks and chocolate bars for the school youth. Residents in the RMWB will see an increase in the cost of their water, sewer, garbage and recycling collection this taxation year. For residents in the rural hamlets, this will mean an increase of $1.36 per month for garbage and recycling collection. For water and sewer, the increase on 8.22 units for example, will be $4.16 per month. Alberta Health Services is moving forward with consolidating the local Emergency Management Services dispatch system. Mayor Scott explained that there have been a number of lobbying techniques undertaken to attempt to reverse the plan. Joint letters were sent to the Province from Mayor Scott, the Mayor of Calgary, the Mayor of Red Deer and the Mayor of Lethbridge, which were not responded to by the Province. The most recent letter was sent to Premier Kenney directly. A reply was received from Minister Shandro. He informed the Mayors that the offer to pay for the service would not be considered. During the campaign, there were more than 2500 letters of support from RMWB residents, which were sent directly to the Minister of Health. Mayor Scott indicated that as far as he is aware, none of the letters were responded to. Letters of support were also received from Chipewyan Prairie First Nation, Willow Lake Métis, Syncrude Canada, Oilsands Community Alliance (OSCA), Alberta Firefighters Association, Fort McMurray Public School Division, and Foothills Regional Emergency Services. These letters were all addressed to the Minister, and in some cases, Premier Kenney directly. Regional Fire Chief, Jody Butz, was quoted as saying that “one size fits all, does not fit us!”. The main concern in the rural areas is that Alberta Health Services dispatchers will not be as familiar with the communities as our local dispatchers are, given that some communities do not have regular addresses. As well, the new system under AHS will not have “co-evaluation” which allows dispatchers for fire, police and EMS to listen in on a call simultaneously. With the transition moving forward to Alberta Health Services, our local EMS will continue to ensure there are positive patient outcomes and will remained focused on the safety of our community members. There are some new incentives from the Federal and Provincial governments for businesses. New businesses that began operations between March 1, 2020 and October 31, 2020, and meet the updated 30% threshold, can apply for grant funding starting February 4, 2021. February 2021 The Fort McMurray Wood Buffalo Economic Development and Tourism is restarting its speaker series for local businesses online. The series can also help new entrepreneurs who are trying to figure out what their future might look like. Registration for the events is free and tickets are limited to 200 per event. People can find the full schedule and sign up on the Startup YMM website. WBEDC also has a website called WBCentral.biz. It is aimed at being a one-stop location where businesses dealing with the impacts of COVID-19, the downturn in the economy, and the flood can get information on recovery resources. Council passed a motion to allocate more than $1.1 million for the Community Plan on Homelessness. The funding was received from the Federal Government. The Tawâw (pronounced ta-wow in Cree, meaning “come in,” “welcome”) Housing First Partnership, includes Wood Buffalo Housing, McMurray Métis and Wood Buffalo Wellness Society. I have copied a Quote from Joy Flett, Chair of the Homelessness Initiatives Strategic Committee below: “The Tawâw Housing First Partnership brings together expertise and resources from three established organizations to create a unique, culturally sensitive environment to assist residents transitioning from lives of addiction, intergenerational trauma, impaired educational and employment outcomes, marginalization and hopelessness into a place of support, dignity, structure, community and cultural pride. By combining housing and services in one space, the project will help individuals and families achieve self-sufficiency.” The La Loche Winter Trail is now open for limited traffic. It officially opened at 12 p.m. on January 11, 2021 for light vehicles up to 5,000 kg. Vehicles in excess of 500 kg are not yet permitted until the ice thickens. The RMWB will make an announcement when it is safe for vehicles over 5,000 kg to use the road. Travelers using the winter road are reminded to plan ahead, obey posted signage, and drive to the conditions. You can find winter road updates on the RMWB’s website at www.rmwb.ca. February 2021 The Regional Municipality of Wood Buffalo continues to monitor the on-going COVID-19 pandemic and follow the direction of Alberta Health Services (AHS) and the Chief Medical Officer of Health. This means face coverings are now required on all public transit in the region. For indoor public spaces, face coverings are mandatory if there are 50 or more active cases of COVID-19 in the region. February 2021 Engineering/Construction Updates-Anzac & GLE Anzac Contract 1 - all lift stations remain in commissioning phase and are expected to be operational by March 2021 Anzac Contract 3 - road inspections continue and issues will be addressed as needed - work to resume in Spring 2021 Gregoire Lake Estates to Anzac Forcemain - the contractor has completed approximately 95% of all drilling activities for the forcemain - drilling activity remains to take place across Highway 881 at Singer Drive - the contractor is currently joining sections of the new sanitary forcemain where the drilled sections were completed. Why is this important? The assessed value of your property will be used to establish the amount of property tax billed. Any error on your Property Assessment Notice could impact that amount. • Your assessment reflects an estimated market value of your property as of July 1, 2020, including any physical changes up to December 31, 2020. Tax rates are not disputable, so it is important to ensure that your assessed value is accurate before the 4:30 p.m. deadline on April 12, 2021. 5
February 2021 VULNERABLE PERSONS REGISTRY (VPR) The VPR is a free, voluntary and confidential service that helps improve the safety of residents living at home who may be at greater risk during an emergency. The program provides key information to local emergency responders to efficiently identify and assist vulnerable individuals during an emergency. The VPR is available to residents in the region who experience any of the following: • Mobility issues • Visual or hearing impairments • Developmental or cognitive impairments • Challenges related to mental health • Individuals who require electricity for life-sustaining equipment (life support, oxygen or dialysis) Individuals registering for the Vulnerable Persons Registry must have a permanent address and at least one (1) valid contact number on their application. Individuals who are unable to meet these criteria will not be eligible for the registry. To register, visit rmwb.ca/VPR or call Pulse. Indigenous Learning Series Update We’ve made an important update to the online Indigenous Learning Series. Residents who take and complete the modules may now request a certificate of completion by email. This free learning series provides an important opportunity to learn and to reflect on ways people can personally contribute to advancing Reconciliation. February 2021 Bylaw Services: Driveway snow removal reminder Snow removal is an inevitable part of winter in our region, the proper cleaning and clearing of snow ensures public safety on roadways, sidewalks and driveways. Collaborative efforts from government and residents make proper snow removal possible. For residents, Roads and Transportation Bylaw No. 02/079 governs snow removal in our region; this ensures safety precautions are met as well as consistency of efforts. Bylaw Services reminds residents of some important sections of the bylaw in regards to snow removal of driveways; • Residents are responsible for snow and ice removal on their driveways and the sidewalks abutting their homes (Section 13.26 & 13.27). • Residents are not permitted to place snow and/ or ice from private property onto the highways or other public places of the Municipality (Section 13.30), this includes ditches (Alberta Traffic Safety Act, “highway” definition). • Snow and ice are to be removed within 48 hours of the time when it was formed or deposited (Section 13.26 & 13.27). February 2021 EMS Dispatch changes – An open letter from the Regional Fire Chief To all residents of the Regional Municipality of Wood Buffalo: As of January 19, 2021, a critical part of our local Emergency Service delivery will experience a fundamental change. Beginning today, if you need an ambulance, your call will be transferred out of our region to one of the three provincial dispatch centres (Peace River, Edmonton, Calgary.) Alberta Health Services has removed our ability to dispatch our own ambulances locally, and they will begin to dispatch our ambulances as part of their consolidation plan. The Regional Municipality of Wood Buffalo will no longer dictate the movement and response of our staff or ambulances. The Regional Emergency Services Team is doing everything we can in this transition to continue our focus on positive patient outcomes and the safety of our ambulance staff. We continue our commitment to residents, to provide a high-level of care and professionalism and speedy response from the time we receive the information. We are interested in hearing about our patients’ experiences under the AHS consolidated dispatch model. If you feel the Emergency Medical (Ambulance) Service you were provided did not meet your needs, I want to hear about it. I would also be interested to receive feedback on your experience with the provincial dispatch centre. Alberta Health Services has not given us any assurances that they will listen to our concerns, but we will continue to share these with them, whether they are meaningfully heard, or not. As a resident of this Municipality you deserve a responsive and accountable EMS system that will meet the challenges across our region. February 2021 Updated utility rates take effect February 1 Don’t forget that the updated rates for utilities take effect February 1. The updated rates will be reflected on your next utility bill. Utilities include water, wastewater and curbside collection services. The updated rates are between 7% to 15% higher than the current rates, with the changes varying depending on the size of the property’s water meter and between rural, urban and commercial services. A complete list of all utility rates and user rates for municipal services is available at rmwb.ca/userfees. For tips to use less water, saving you money on your utility bill, visit rmwb.ca/waterconservation Why are rates changing? At the December 8 Council meeting, Council approved an updated Fees, Rates and Charges Bylaw, which included updates to rates for utilities and solid waste services. This is only the third adjustment to utility rates in the past 11 years. The current rates are below the operational cost to provide these services, with a subsidy from the municipal tax base supporting part of the costs. The adjustments maintain rates below provincial averages, while helping reduce the subsidy. Annual rate adjustments are needed to help ensure the sustainability of municipal services and avoid a large one-time rate hike. These changes are aligned with Council’s commitment to establish a direct cost recovery model for utilities, which is common practice amongst municipalities. February 2021 Travelling to Fort McMurray this winter? Watch out for on-street parking restrictions! Winter Maintenance Zones season begins Oct. 15! This means there may be on-street parking restrictions in effect while snow is being removed from residential streets in Fort McMurray. Make sure to follow posted signage and electronic signage in the neighbourhood you park your vehicle. On street parking restrictions occur on weekdays from 7:00 a.m. to 6:00 p.m. if winter maintenance is needed. Help us clear a path through winter and plan ahead for on-street parking restrictions at rmwb.ca/snowplow. How do Winter Maintenance Zones work? Every neighbourhood has been divided into five Winter Maintenance Zones, one for each weekday. Each Winter Maintenance Zone is further broken down into four subzones 1, 2, 3 and 4. On the day that each Zone is active, some of the Subzones within the larger active Zone will be serviced and others will be relaxed. Residents will be able to park in relaxed Subzones without being ticketed or towed. Relaxed Subzones will be communicated on neighbourhood electronic signage, WMZ email Alerts, social media and rmwb.ca. Residents can find the neighbourhood Zones and Subzones on street signage and online at rmwb.ca/snowplow. The MDP reflects current social, cultural, and economic conditions in the region to help provide a community vision that works for all residents. The MDP Progress In the MDP Phase 1 engagement, We received your valued feedback to craft the primary vision and strategic directions for the future of RMWB. As promised, we are coming back to residents for the MDP Phase 2 engagement. Participate We need your feedback to confirm the vision statement, the directions, and the focus of the MDP to shape the RMWB region. Help shape our region by participating in virtual open houses and our online survey during the month of February. You can participate in virtual open houses on Wednesday, February 10 at 6 p.m. and Thursday, February 18 at 6 p.m. Please note the Feb. 18 MDP presentation will focus on the impact on rural communities. With the mild temperatures, we hope you were able to get out and enjoy some fun winter activities including snow shoeing! We have teamed up with Bill Woodward School to provide snowshoe rentals for you and your family! It’s a great way to stay active, try something new and enjoy some quality time with your family. Office Update: Our office has been closed due to the current AHS guidelines and restrictions, but we are still available via email, phone, or Facebook messenger. Please do not hesitate to reach out, we have many resources available and programs we can refer you to. While the office has been closed, we have been busy planning some fun activities for 2021 stay tuned for some exciting updates. Virtual Crib Tournaments: are always a great way to safely socialize! February 2021 WHO WE ARE: The McMurray Sno-Drifters is a non-profit organization that was formed in the early 1980’s. As a club, we provide a safe winter recreational sport for individuals and families within the Regional Municipality of Wood Buffalo. In partnership with local Search & Rescue, we also help our members to be informed about regulations and safe sledding practices. OUR TRAIL SYSTEM: Through the efforts of volunteers and sponsors, we provide Fort McMurray and surrounding communities with approximately 300kms of award-winning trails. Our trails are located in the following areas: Thickwood trail is on tower road in timberlea, Anzac trail can be accessed through our garage on highway 881 or Anzac and Stony Mountain trail is located approximately 30km south of town at the stony mountain staging area. MEMBERSHIPS: Cost: $90.00 To ride our trails, an ASA Membership trail pass is required. Memberships are readily available at the following locations: 4G Motorsports NAPA Bumper to Bumper Syncrude Club 63 Social Club. Trail passes are from the Alberta Snowmobiling Association (ASA) and are recognized on all ASA trails across Alberta. What does the pass get me? As a pass holder, you are now apart of the Sno-Drifters Snowmobile Club. You now have access to approx. 300km of a well-maintained groomed trail system (Thickwood/Saprae/Anzac/Stony Mountain) along with over 5000km of groomed trail in Alberta. How do I benefit? We are a community! We have volunteers that love to spend their time outdoors and helping us out. Our volunteers-built 8 fire pit shacks along our trail system and continually stock wood for other members enjoyment throughout the season.
