It is important to ensure that you have taken all the necessary actions in accordance with the checklist by the stated deadlines in order to prevent possible delays during the build up period. Our Exhibitor Manual has been designed to provide you with all the relevant information you need to create your stand and ensure your pre-show planning goes as smoothly as possible. Nearly 76% of visitors arrive at an exhibition with a fixed itinerary; promoting your presence is about you getting onto that visitors’ itinerary. A well-planned exhibition promotional campaign will accomplish three things: • Attract visitors to your stand • Engage client interaction and business discussion • Increase sales at the show and lead generation for future business There are various routes to raise awareness amongst your existing client base and prospective new customers to your products pre-show: • Direct mail and email campaigns using your existing databases • PR opportunities • Advertising through highly relevant trade publications such as Guild News leading up to the event • On your website • Social media, including Facebook and Twitter • Maximise your profile in our marketing campaign Supporting our customers is very important to us and we can offer you some superb profiling opportunities using our extensive existing marketing vehicles to ensure you have the best show possible. For health and safety reasons please do not begin removal of exhibits before this time. 1.5 DISMANTlING: Exhibitors may commence the breakdown of stands and removal of exhibits at 17:30 on the final day of the exhibition - and not before. Please note breakdown should be complete by 23:59 on Monday 21st May 2018. 1.6 PlEASE NOTE: No vehicles are permitted on the perimeter roads, all exhibitors will receive an allocated number of exhibitor parking passes for the show days. 1 General Information 1.8 DIRECTIONS TO vENUE We’ve teamed up with TOA Taxis to ensure a safe, friendly service is available to you 24/7 at the NEC You can book over the phone by calling 0121 427 8888 or 0800 0142 729, online at www.toataxis.co.uk . Alternatively, pick one up at the clearly marked ranks outside our main entrances. For added convenience TOA Taxis accept all major credit cards, subject to a charge of 10%+VAT. Other Taxis and Private Hire Vehicles If you plan to arrive at the NEC using other Taxi or Private Hire provider you will be dropped off at either the Piazza drop off and pick up area or the Atrium entrance. At the end of your visit if you choose to use TOA you can be picked up by the main entrance, or if you are being picked up by other Taxi or Private Hire provider, you will need to go to the Private Hire pick up area. Deadline: 1 Exhibitor Information 31st March 2014 3.1.5 DElIvERY OF GOODS Exhibitors must arrange in advance for the supply of labour, lifting equipment and storage. We advise that you contact our official contractor Neos Logistics in advance to arrange a quotation. If you are intending to have courier deliveries to your stand it is important that you arrange for a representative of your company to be at your stand to receive them. Neither the Organiser nor the NEC can accept delivery of any goods and also cannot accept responsibility for any goods delivered to unstaffed stands. If you need to have something delivered to your stand such as parcels or letters or you are using a courier to make a delivery, please arrange to have your package addressed as follows and we will direct deliveries to your stand: Attn: (the recipient), (Your company name and stand number) c/o Exhibition Name National Exhibition Centre Halls 17, 18 & 19 Birmingham B40 1NT 3.1.5 Deliveries will only be accepted during tenancy of the exhibition from Friday 18th May from 08:00 until 20:00 and Saturday 19th May from 08:00 until 20:00 If you need deliveries during the open days of the show, these can only be made between 08:00 - 09:30 before the show opens. Deadline: 3 Exhibitor Entry badges 31st March 2017 3.1.5 ExHIbITORS’ bADGES - ESSENTIAl FOR ENTRY INTO THE NATIONAl ExHIbITION CENTRE Your exhibitor entry badges need to be ordered online, your exhibitor badges will be emailed to you and will need to be printed to bring with you to the exhibition. To order please visit: www.eventdata.co.uk/Exhibitor/beauty.aspx You will receive a confirmation email once ordered with your unique reference number, should you wish to order any additional badges or make any changes this can be done up until the week of the exhibition. These passes are also valid for contractors. 3.2.5 ClIENT INvITATIONS - FREE OF CHARGE 3.1.5 ExHIbITOR CAR PARkING As an exhibitor at the event you are entitled to a number of free exhibitor car parking passes. The number will be decided on the size of your stand. Car parking passes will be available from the organiser’s office on Saturday 19th May. This pass enables you to bring your vehicle temporarily down to the halls to unload / load your vehicles. You must adhere to the times stated. 1 Exhibitor Information 1.1.5 AlCOHOl Please refer to www.thenec.co.uk/exhibitors/exhibitor-guide/health-saftey-fire/ for the venue’s rules and regulations and also inform Guild Press Ltd if you intend to sell and supply alcohol. 1.2.5 AUDIO vISUAl Exhibitors requiring any audio visual equipment should contact our official contractor The Conference Works, visit their website www.conferenceworks.co.uk, email sales@theconferenceworks.co.uk or call 01332 865441. 1.3.5 CATERING Please call the NEC Sales & Customer Support on 0844 33 88 338 with your query. Exhibitors wishing to supply or sell food or beverages, including alcohol, from the hall, should call the NEC complete the form at the back of the manual pages 77-79 or call 0121 767 2265.. 1.4.5 CERTIFICATE OF INTEGRITY Please complete where your stand is over 4m high or a platform over 600mm. Guild Press will supply forms as requested. 1.5.5 CHIlDREN No person under the age of 14 years can be admitted to the exhibition during the build-up and breakdown. Prams and pushchairs will not under any circumstances be allowed into the exhibition. This rule has to be rigidly enforced to comply with the safety regulations of the Exhibition. 1.6.5 ClEANING All stands will be hoovered each day before the exhibition opens by the appointed cleaning contractor. However, exhibitors are responsible for seeing that their stands are kept clean during the open hours of the exhibition and for the cleaning of exhibits displayed on their stands. 1.7.5 COUNTERFEIT GOODS The sale or display of counterfeit or copy products is not permitted. If such items are found to be on the stand, the stock will be removed immediately and the exhibitor will be banned from any future Guild Press exhibitions. It is to be expected that the local Trading Standards department will carry out spot checks of stands on the exhibition open days. 1.8.5 CONTRACTORS Exhibitors are reminded that they will be held responsible for the actions of their contractors/sub contractors. 1.9.5 DAMAGE AND lOSS Neither the Organiser or the National Exhibition Centre accept responsibility for damage and loss of any properties introduced by exhibitors and/or their stand contractors. Exhibitors should effect their own insurance against risks; the strongest possible precautions against pilferage should be taken at all times. (SEE INSURANCE SECTION FOR FURTHER DETAIlS) Guild Press Ltd does not accept any responsibility for any loss or damage as a result of Exhibitors using the porter service available. 1.10.5 DATA SCANNING Exhibitors requiring any data scanning equipment should contact our official contractor Show Data Systems: Telephone 01865 893569. Fax 0845 003 9543. For more information and to order go to www.eventdata.co.uk/scanners/beauty.aspx 1.11 DElIvERY OF GOODS Exhibitors may deliver from 8.00am on the day of the build-up. No deliveries can be accepted prior to the build up time. The Organiser and the venue personnel cannot accept deliveries on an Exhibitor’s behalf and arrangements must be made for a representative to be available before deliveries are accepted. 1.12.5 DIlAPIDATION / DAMAGE TO vENUE Please remember that you are responsible for making good any damage caused to the fabric of the exhibition buildings, caused by you, your agents or contractors. Please do not stick anything onto the venue walls. In your own interests you should satisfy yourselves as to the condition of your stand site before the building of your stand and after it’s clearance. 1.13.5 DISMANTlING Exhibitors may commence the breakdown of stands and removal of exhibits at 5.30 p.m. on the final day of the exhibition - and not before. Please note breakdown should be complete by 23.59pm on Monday 21st May 2018. Please be aware that there are no storage facilities at the NEC, any item left in the hall after 11.59pm on Monday 21st May will be disposed of. P age 14
2 Exhibitor Information 1.14.5 ElECTRICAl INSTAllATIONS The NEC Rules and Regulations for electrical stand installations and mains supplies are found at the following link www.thenec.co.uk/exhibitors/exhibitor-guide/health-saftey-fire/ Exhibition stands may require lighting in addition to the general lighting in the hall and the official contractor to deal with your electrical requirements is Anchor Exhibitions. Tel 01455 612341. Fax 01455 896982. The normal exhibition power supply will be switched off 30 minutes after the exhibition closes each evening (five minutes on the final day). Should exhibitors wish to have an overnight power supply to maintain computer equipment or refrigerators this can be arranged through the electrical contractors. 1.15.5 ERECTION AND COMPlETION OF STANDS All stands must be fully dressed and the exhibition area cleared of all contractors’ plant and workmen by 9:00 on the opening day. The stand and all exhibits must remain displayed during the hours that the exhibition is open. Under no circumstances must exhibits or furniture be allowed to encroach into the gangways. 1.16.5 ExHIbITOR ACCESS Our security requires that NObODY is allowed into the exhibition without a pass or visitors ticket. This applies to exhibitors and their contractors. During the build-up and breakdown, only those holding an exhibitors badge will be allowed into the exhibition hall. 1.17.5 FASCIA DETAIlS / NAME bOARDS Fascias will be produced in a standard type style by the stand contractors. Those companies with space only stands must ensure that their stand number is displayed. Fascia name will be taken from your stand booking form. 1.18.5 FIRE PRECAUTIONS Any exhibitor who, because of the nature of their exhibit, requires special extinguishers such as carbon dioxide should arrange this with the Exhibition Organiser. a) Construction of all stands, signs and fascias shall be of the following materials:— 1) Non combustible material & 2) Inherently non-flammable material Please refer to Eguide www.thenec.co.uk/exhibitors/exhibitor-guide/health-saftey-fire/ 1.19 FURNITURE AND FlOOR COvERINGS Furniture may be obtained on hire from 3rd Element Furniture Hire. Please go to: http://www.eventexpressuk.co.uk/beauty-uk/ or contact: Tel: 01905 732737 Email: reservations@eventexpressuk.com 1.21.5 INSURANCE PUblIC lIAbIlITY INSURANCE Exhibitors must hold Public Liability insurance at a minimum indemnity level of £2m which is a condition of contract, commencing with payment of the first deposit. However, it is recommended that individuals carrying out activities, treatments and demos involving the public require a higher level of public liability insurance. You should note that Public Liability insurance is not the same as Employers’ Liability Insurance which is mandatory in the UK. You may already have Public Liability cover, however, it is important to note that not all business policies offer cover for organised events taking place outside your business premises. P age 15
2 Exhibitor Information GENERAl INSURANCE Whilst we take every precaution to protect your property during the event we are not responsible for any loss or damage. We would recommend that you take the advice of an insurance broker. For your information we use the services of Balens who are specialists for this type of insurance. You are also responsible for insuring against any legal liability incurred in respect of injury or damage to property belonging to third parties. In addition to this you should protect your expenditure against Abandonment and Cancellation or curtailment of the event due to reasons beyond our control. Exhibitors must insure all items destined for their stands, whether displays or exhibits, to their full replacement value. They must also cover themselves against third party claims. Neither the Organisers nor the National Exhibition Centre will accept responsibility for the loss or damage to exhibitors’ property howsoever caused. ExHIbITION AbANDONMENT In the event of the exhibition being abandoned, cancelled or curtailed the organisers may make refunds of all or part of your stand rental, although they are under no obligation to do so. If your loss, in such circumstances, is not limited to rental costs and you are strongly advised to effect adequate insurance cover. 1.22.5 MEDICAl EMERGENCIES Please call NEC Security on 0121 780 4141 x 2222 or notify the nearest security guard. 1.23.5 MUSIC Exhibitors wishing to play music on their stand must obtain a licence from PPL who administer sound recordings for most recorded music. Please contact Emma Hackett at Guild Press Ltd on 01332 227686. 1.24.5 NEC RUlES AND REGUlATIONS Please refer to the latest version which can be found at the following link: www.thenec.co.uk/exhibitors/exhibitor-guide/health-saftey-fire/ 1.25.5 NIGHT SHEETS Exhibitors’ own night sheets must be made of an inherently non-flammable material. To prevent obstruction, while stands are in use night sheets must be removed from the stand. WE STRONGlY RECOMMEND THAT All ExHIbITORS USE NIGHT SHEETS TO PREvENT ANY lOSS. 1.26.5 NUDITY Solihull City Council does not allow nudity during exhibitions at the NEC without prior permission. Please contact Operations on 01332 227686 should you require such permission. 1.27.5 ONlINE ORDER FORMS Please go to the Exhibitor Section of the appropriate show website: www.beautyUkShow.com www.HolisticHealthShow.co.uk www.HairUkShow.com www.barberUkShow.com PDQ - SPECIAl OFFER Due to the instability of wireless connectivity within the structure of an exhibition, if a stable IT connection is an integral part of your stand we strongly recommend a hard wired connection as the most secure and reliable source of internet. 2 Exhibitor Information 1.28.5 PUblICITY MATERIAl AND NOTICES Distribution of promotional material must be confined to your stand area and not in the gangways or elsewhere. 1.29 SECURITY AND EMERGENCIES Please refer to NEC Rules and Regulations: www.thenec.co.uk/exhibitors/exhibitor-guide/health- saftey-fire/ All reasonable precautions will be taken and the Organiser will arrange to have the area patrolled during the hours of public access. We recommend that valuables, particularly of a portable nature, are not left unattended on your stand. Please ensure that any incident involving the loss of property is reported to the Organiser’s Office. Failure to do so could result in insurance companies refusing to meet claims. Exhibitors will need to provide their own walls, floor covering, lighting, etc. Your contractor must be submitted on the Health and Safety declaration and must display identification badges supplied by the organiser. 1.30 SkIN PIERCING Please refer to the NEC’s Treatments and Demonstrations Guide on pages 19-24. Health and Safety requirements and forms requested by the Organiser are from page 36 with forms on pages 40-47. There are three types of connectivity available within the NEC: 1. The venue’s hard-wired data connection; 2. The venue’s new wireless network; 3. The mobile network operators’ cellular network. The NEC has no direct control over the performance and capacity of the mobile network, this is provided by the mobile network operators (Vodafone, EE, O2 etc.) where the service level agreement (SLA) is directly between the mobile operator and its customers (i.e. the owners of the sim cards). During large events, such as big exhibitions, this infrastructure can become saturated through the number of visitors or by exhibitors using mobile devices for business activity - this leads to devices being unable to make calls, send and receive text communications or transmit data. 2 Exhibitor Information Due to the fact that the NEC is unable to control the mobile coverage within the venue, it is always highly recommends that a hard-wired cabled connection is used wherever possible. This method of connectivity is dedicated and is not impacted by the number of visitors or activity by other exhibitors. The fixed cabled infrastructure within the NEC is the only network for which we can offer a quality of service guarantee. The venue wireless network offers another connectivity method, however, although the NEC has greater control over this network compared to the mobile coverage, it is still vulnerable to congestion of the airwaves and as such is not offered as a guaranteed service. In addition, when considering the best connectivity options, the end device also needs to be taken into consideration as the majority of tablets and a number of GPRS PDQs are unable to make use of a hard-wire as they do not have the ports available for this type of connection. 1.36 TRANSPORTATION AND lIFTING OF GOODS Exhibitors are responsible for the delivery, off-loading, and transportation of goods to their stands. Where mechanical or other assistance is required, exhibitors are advised to contact our official contractor Neos Logistics, telephone 0208 877 7784. Please ensure you notify NEOS of the times you require their services. They normally commence from 08.00am but can start earlier if agreed. There is a 3 step process: 1 – Ensure the wifi is enabled on your device 2 – View the available wireless networks and select “ NEC Free WiFi” then click connect 3 – Open your internet browser and follow the on screen instructions to register. Due to the instability of wireless connectivity within the structure of an exhibition, if a stable IT connection is an integral part of your stand we strongly recommend a hard wired connection as the most secure and reliable source of internet. 2 Treatments and Demonstrations 1.335 TREATMENTS & DEMONSTRATIONS - NEC Guidance notes . Please also read our H & S section, pages 36-47, for information on insurance cover and our mandatory Health and Safety requirements for all exhibitors. General Guidance 1 This section covers three areas of treatments that are currently performed at events: n Invasive treatments including (but not limited to) skin piercing, acupuncture, tattooing, electrolysis, cosmetic piercing, micro pigmentation, dermal fillers and Botox n Non invasive, hands on treatments including (but not limited to) Indian head massage, reflexology, manicures and pedicures n Hands-off treatments (non licensable) including (but not limited to) reiki 2 Local authorities take different view points on the licensing of these activities. Some treatments have to be licensed and therapists registered, unless they are exempt or under the direct supervision of a medical practitioner. 3 In all cases, exhibitors should contact the organisers of the event, who in turn will need to contact the venue for full details of what will be required, i.e. details of indemnity cover, qualifications and risk assessment for the special treatment, etc. Copies of these must be provided to the venue. The venue reserves the right not to accept any special treatment that it considers inappropriate or harmful. 4 Please note that there is a strong risk of civil action should any issues arise as a result of bad practice during the provision of special treatments. 5 All treatments should be carried out in a safe and hygienic manner. All Treatments 6 Treatments may be performed only by person(s) fully qualified to do so. 7 Treatments may only be carried out using approved equipment and methods, in accordance with current industry accepted standards and practices relating to the treatment. 8 Clients shall not be treated if under the influence of alcohol, drugs or other substances. 9 Stipulated age restrictions for treatments must be adhered to. 10 Clients shall be given written and verbal advice regarding after-care where appropriate. 11 Appropriate skin tests must be carried out prior to treatment to check for possible allergies. Waste Materials 12 All waste material and other litter shall be placed in a suitable, covered leak-proof receptacle which shall be emptied at least once a day (or more frequently as necessary). The receptacle must be cleaned following emptying. Waste shall be removed from the premises in sealed plastic bags at the end of the event and disposed of correctly in an approved manner. 13 Clinical waste, i.e. anything contaminated with human tissue, must be placed in yellow refuse bags, which should be sealed when no more than one third full; it must not be disposed of in general rubbish containers. It should only be removed from site by a waste carrier who is registered for carrying and disposing of clinical waste. Equipment 14 All surfaces onto which treatment instruments and equipment are placed prior to treatment must have a smooth, impervious surface. These surfaces must be wiped down with a suitable disinfectant at least once a day, as well as following any spillage onto the surface. 15 Any tables or couches used by clients shall be covered with a disposable paper sheet which must be changed after each client. 16 All equipment requiring regular/on-going maintenance should be maintained according to the manufacturer’s recommendations. The local authority/event organisers may require proof that correct and up-to-date maintenance has been carried out in certain instances. P age 19
2 Treatments and Demonstrations Hygiene 17 The exhibitor shall ensure that adequate facilities and equipment for the purpose of sterilising/disinfecting instruments and equipment are provided. 18 Disposable rubber gloves must be worn by therapists for all invasive treatments and in any other instance where it is an industry standard to do so. These will be discarded after each treatment and new ones used for each client. 19 Any protective clothing, paper or other covering used in the treatment shall be clean and in good repair and not have been used in connection with the treatment of any other client. 20 Sterile, single-use instruments should be used wherever possible and disposed of correctly. Any other instrument used in connection with the treatment shall be disinfected or sterilised immediately after the treatment has been completed. 21 Adequate provision for storage shall be provided for all equipment and items involved with the treatment. The store must be suitably clean and in such a place so as to avoid any risk of contamination. Personal Hygiene 22 Any person carrying out treatments must ensure that: 23 Any open boil, sore, cut or open wound is kept effectively covered by an impermeable dressing 24 Hands are kept clean and are washed immediately prior to carrying out any treatment. For non- invasive treatments only, if running water is not available, it may be acceptable to use anti-bacterial gel and disinfectant wipes. 25 They refrain from smoking or consuming food and drink during the course of the treatment. 26 Adequate space must be made available on the stand surrounding the treatment area in order to ensure the safety of those administering and receiving treatments and also visitors to the event. Treatment Records 27 The exhibitor shall ensure that adequate records are kept of: n The person receiving treatment n The treatment given n The person giving treatment n The client’s relevant medical history, including: heart disease, fainting seizures (eg epilepsy), haemorrhaging, diabetes, HIV infection, hepatitis B infection, cellulitis, eczema, impetigo, genital warts (if relevant) and any allergic responses (to anaesthetics, adhesive plaster, jewellery metals such as nickel, etc) 28 These records must be made available to a Licensing Officer/Event Organiser, if requested. Micro-dermabrasion 38 Therapists must be fully trained on the equipment used, according to manufacturer’s requirements. 39 The client’s medical history should be sought for contra-indications for micro-dermabrasion treatment applications, i.e. any contagious disease; any blood transmitted disease (HIV, hepatitis, herpes); use of Retin-A, Tetracycline, Accutane, or any drug causing sensitivity to sun exposure; haemophilia; skin irritation or rash (wait at least 48 hours after waxing). 40 Therapists should wear latex gloves and protective face mask throughout treatment. 41 An operator-controlled hand piece must be properly and completely sterilised – according to manufacturer’s guidelines - before beginning treatment on a new client. 42 Once crystals become used (i.e. have passed over a client’s skin) they should be disposed of in the manufacturer’s recommended way. 2 Treatments and Demonstrations Tooth Whitening 43 Tooth whitening products contain bleach and need to be handled with caution. Under the terms of the Cosmetic Products (Safety) Regulations it is illegal for tooth whitening products to be supplied that contain more than 0.1% hydrogen peroxide or for any associated products, which release greater than this level of hydrogen peroxide to be supplied. 44 In situations where tooth whitening is carried out by laser machine operators, the operators must be registered with The Health Promotion Agency. 45 Electrics should be fitted with an RCD, be individually switched and not rely on extension leads. Invasive Treatments Anaesthetics 46 A suitable surface local anaesthetic may be applied to the area using a clean, disposable applicator (i.e. sterile gauze) for each application. If ethyl chloride is used then its hazards and limitations must be understood and extreme care must be exercised. 47 It is an offence to use injected anaesthetics unless registered as a medical practitioner. 48 Any exhibitor using injected anaesthetics must provide relevant evidence of their registration as a medical practitioner to the organiser and/or supervising medical practitioners prior to the commencement of the event. Sharps 49 Any needle or instrument which penetrates the skin or any instrument or item of equipment used to handle such a needle or instrument, shall be in a sterile condition and be kept sterile until it is used. 50 Needles must be pre-packed, pre-sterilised and only used once before proper disposal in a puncture and leak proof yellow box which is clearly marked ‘sharps’. The box and its contents must be disposed of in a manner approved for clinical waste. 51 The exhibitor shall ensure that adequate facilities and equipment for the purpose of sterilising instruments are provided and are maintained in proper working order. Hygiene 52 The following facilities must be provided on stands where invasive treatments are being carried out: 53 A dedicated wash hand basin, with a constant and adequate supply of hot and cold running water, means for effective drainage and sufficient electrical sockets if required. Anti-bacterial hand wipes are not regarded as an acceptable alternative to the provision of hand washing facilities. Additional Requirements for specific invasive treatments Ear Piercing 54 The treatment area must be solely used for the process of carrying out cosmetic piercing. 55 If the piercing site is to be marked, then this shall be done with a fine, indelible pen prior to cleansing. 56 In every case the skin in the area of the piercing site must be appropriately cleansed using a skin- safe antiseptic solution before piercing. 57 Clients shall be given verbal and written information regarding piercing after-care until fully healed including: 58 Keep the site dry (apart from careful bathing/showering); clean hands before touching site or the jewellery; rotate the jewellery regularly until the wound has dried up; keep wound uncovered as much as possible to permit free air circulation; indicate normal time for wound to heal; possible indications of any complications in healing process; advice on dealing with slight reddening/ swelling/pain and need to contact GP if problems do not improve within 24 hours. 59 Piercing guns designed for ear piercing must be used only on ears. 2 Treatments and Demonstrations body Piercing 60 The treatment area must be solely used for the process of carrying out cosmetic piercing. 61 Any person carrying out body piercing must ensure that prior to piercing: n New disposable rubber gloves are worn for each client n They are wearing clean and washable protective clothing, overalls or other suitable covering n They note that vaccination against Hepatitis B is strongly recommended 62 A notice shall be prominently displayed on the premises informing potential clients of the risks associated with body piercing including: 63 Blood poisoning (Septicaemia), severe swelling and trauma at and around the site pierced, scarring, embedding of the jewellery, localised infections (sepsis), allergic reactions to jewellery, metals and antiseptics. 64 Clients shall be given verbal and written information regarding body piercing after-care until fully healed, as for ear piercing (see above). 65 Body piercing of navel, lip, nose or eyebrow only shall be permitted, unless specifically agreed by the venue. Acupuncture 66 The acupuncturist must be a registered member of a recognised UK body/association (e.g. The Acupuncture Society, British Acupuncture Council). 67 The treatment area must be solely for acupuncture practice or other similar work requiring a comparable level of hygiene and cleanliness. 68 Details of current client medication must be taken and possible side effects must be considered. Acupuncture should not be prescribed if a patient’s condition is not fully understood or is likely to be critical or non-responsive to treatment. Such patients must be referred to their General Practitioner and treatment is to be declined. 69 Disposable pre-sterilised solid needles should be used. Trays, cotton wool, wipes, etc, must be autoclaved to the manufacturer’s specification and kept in sterile environment before each use. No direct or indirect contact is to be made with blood between each use. 70 Sterilised, plastic, disposable gloves should be used during needle insertion and withdrawal. Plastic gloves must be worn when examining skin disease. 71 All clinical waste, including paper waste, swabs, etc should be segregated in sealed yellow plastic bags before being sent for disposal. 72 If patients are left alone with needles in situ during a treatment, they must be cautioned about any movement which might bend or damage a needle. If moxa is used on a needle in situ, the practitioner or other qualified practitioner must remain with the patient at all times to avoid any risk of burn injury. 73 Needle stick injuries: Practitioners must never test a needle for sharpness on their own skin. In the event of the practitioner sustaining a needle stick injury, blood should be forced out of the site, it should be washed thoroughly with soap and water and the needle discarded properly. Practitioners must never continue to use a needle on a patient that may have penetrated their own skin. Micropigmentation 74 The treatment area must be solely for the practice of micro pigmentation or other similar work requiring a comparable level of hygiene and cleanliness. 75 Needles must be pre-packed, pre-sterilised and only used once before proper disposal in a puncture and leak proof box which is clearly marked ‘sharps’. The box and its contents must be disposed of in a manner approved for clinical waste. 76 Sterilised, plastic, disposable gloves should be used and worn prior to setting up tubes, needles and ink supplies, and disposed of after each treatment. All equipment used shall be sterile prior to treatment. P age 22
2 Treatments and Demonstrations Tattooing 77 The treatment area must be solely for the practice of tattooing or other similar work requiring a comparable level of hygiene and cleanliness. 78 Needles must be pre-packed, pre-sterilised and only used once before proper disposal in a puncture and leak proof box which is clearly marked ‘sharps’. Trays, cotton wool, wipes, etc, must be autoclaved to the manufacturer’s specification and kept in a sterile environment before each use. No direct or indirect contact with blood is to be made between each use. The box and its contents must be disposed of in a manner approved for clinical waste. 79 Sterilised, plastic, disposable gloves should be used and worn prior to setting up tubes, needles and ink supplies, and disposed of after each treatment. 80 Pigments should be dispensed into single-use, disposable pigment trays or disposable caps, ensuring a sufficient quantity to complete the procedure. 81 Clean water must be used to rinse needles if changing dyes and inks, without changing needles on the same client. 82 The temper or sharpness of a needle must not be tested on the client’s or the operator’s skin before use. 83 After tattooing, a dry, sterile dressing must be fixed in place with micro-pore tape. Tubes and needle bars must be dismantled from the machine and placed in a plastic container marked ‘dirty instruments’. 84 The client must be given appropriate after-care advice. Tooth jewellery/cosmetic procedures 85 Any cosmetic procedures affecting the surface of the tooth, such as filing or drilling may only be carried out by a registered GDC dentist. (The exception to this is the application of stick-on jewellery). This also applies to giving clinical advice about such procedures. botox®, cholesterol and blood tests 85 These are classed as medical treatments. Botox® should only be administered by a registered doctor or by a nurse under the supervision of a registered doctor. Doctors should be GMC registered. laser treatment 86 The full details of the demonstration or treatment must be submitted to the venue no later than 28 days prior to the event. 87 A risk assessment must be provided for the demonstration or treatment detailing all the relevant hazards and appropriate control measures, including, but not restricted to: n The class of the laser -This must be referred to within the Risk Assessment and users must be aware that lasers can cause serious eye and skin injuries from direct exposure to the laser beam. Diffuse reflections from the beam can also be as hazardous. n Nominal ocular hazard distance - i.e. the distance along the laser beam to the point at which the beam does not exceed the laser's MPE (maximum permissible exposure)). In the exhibition context this would be the safe distance at which members of the public could stand away from the laser and not be detrimentally affected. As a general rule if the nominal ocular hazard distance cannot be achieved between an operating laser and the audience then it should not be used. n The competence of the person carrying out the treatment – Any person carrying out demonstrations or treatments with equipment that includes laser must have received adequate and appropriate training in the use of that equipment (manufacturers or their suppliers should offer this training). n The Environment in which the demonstration or treatment is carried out – If the nominal ocular hazard distance cannot be achieved on an exhibition stand then the demonstration or treatment must be carried out in an enclosed room or not at all. The Risk Assessment should refer to users ensuring there are no reflective surfaces in the area they are carrying out the demonstration or treatment. P age 23
2 Treatments and Demonstrations venue Specific Rules NEC - Special Treatments: All – Equipment 87 Exhibitors demonstrating acrylic nail treatments must provide a suitable means of minimising exposure to vapours and dust, in order to comply with Control of Substances Hazardous to Health Regulations 2002 (COSHH). It may be that engineering controls such as extraction equipment or down draught tables are required. NEC – All Treatments: Personal Hygiene 87 Hot and cold running water must be provided for hand washing for the following non-invasive treatments. Portable units are acceptable if maintained: n Waxing n Threading n Eyelash treatments n All nail treatments P age 24
Skin Piercing at the NEC - Solihull borough Council’s Guidance notes for exhibitors The following guidance note is intended to provide you with information on the basic standards expected of a stand who are carrying out skin piercing activity, whilst at the National Exhibition Centre. What is skin piercing? Skin piercing activities include acupuncture, tattooing, electrolysis, cosmetic piercing and semi-permanent skin colouring. All types of piercing undertaken in a commercial capacity will fall under the requirements of the Health & Safety at Work etc. Act 1974. In addition, skin piercing activities also need to be registered with the local authority under the Local Government (Miscellaneous Provisions) Act 1982. These include acupuncture, tattooing, semi-permanent skin colouring, electrolysis, and cosmetic piercing. Local byelaws are in place to ensure that hygiene standards are maintained. Why do I need to register? The main purpose of registration is to ensure that piercing is being carried out safely. In line with this the registration procedure ensures that basic amenities are provided to allow the piercing to be conducted safely and hygienically, and that anyone carrying out the piercing is competent to do so. The registration requirement applies to the premises, i.e. the individual stand where the piercing will be conducted and also any people who will conduct the piercing. This is a one off registration to carry out skin piercing at the NEC so no annual renewal is required. Checks will be undertaken that the necessary basic amenities are provided to allow the piercing to be conducted safely, for example suitable and sufficient washing facilitates. Is there a charge for registration? Yes, there is a charge for each operator – this year it is £36 per person and the payment should be submitted with your application forms. Ideally the payment should be made by cheque & this should be made payable to "Solihull Metropolitan Borough Council or "SMBC". There is no charge to register the stand - although you still need to ensure that the relevant form is completed and returned. Who enforces health & safety at shows at the National Exhibition Centre? Whilst the NEC have health & safety staff and the show organiser may also have health & safety personnel, the actual enforcement of health & safety legislation falls to Officers of the Local Authority in which the NEC is based - Solihull Metropolitan Borough Council. Wherever possible the team will also give advice and can be contacted on 0121 704 6826. Is the show registered? No - the Department will not issue blanket registrations for a Show and therefore each exhibitor should ensure that in advance of the show the necessary registration forms are completed and sent to this Department in time to allow the application to be processed. Each stand operator has the responsibility for registering their own stand - it is not the organisers responsibility. When should I register my stand and operatives? You should ensure they are registered in advance of the show. The registration process will take approximately 2 weeks and therefore you should ensure that your registration forms reach the Local Authority in time to allow the administrative process. This year applications received after 4th May 2017 may not be processed. You should ensure that all required documentation i.e. training records are provided, otherwise this will create a delay and hold up registration. Are there set forms to apply for registration? Yes - there are two separate forms: one for the registration of each person and one for the premises i.e. the stand. These forms have not been made available to the Show Organiser. The people who will be conducting skin piercing activities at the NEC are already registered with Solihull Metropolitan Borough Council - do I need to register them again for activities at the NEC? No - providing the activity they will are undertaking is the same as that previously registered, however you should ensure that their certificate is on display on the stand at the show. P age 25
Skin Piercing at the NEC - Guidance notes for exhibitors What would happen if I operated at the NEC without being registered? It is an offence to carry out acupuncture, tattooing, cosmetic piercing, electrolysis and semi permanent skin colouring unless all operators are registered. Health & Safety Officers frequently visit the shows, and where skin piercing activities are being undertaken, registration will be checked in addition to the necessary facilities. What are the basic requirements for a stand where skin piercing activities will be taking place? The following are bullet points taken from the Authority's relevant byelaws. For full copies of the byelaws contact health & safety officers of the local authority on 0121 704 6826. Stand ➢ there should be an adequate constant supply of clean hot and cold water with sanitising soap or detergent ➢ the treatment area should provide adequate privacy for the customer - this will obviously be dependant upon the type of piercing being undertaken ➢ all aspects of the stand, including furniture and fittings should be in good repair and be capable of being effectively cleaned ➢ you should have adequate provision for gas points and electrical socket outlets for the equipment in use ➢ all tables, couches and seats used by clients during their treatment should have a smooth impervious surface which is capable of being disinfected & should be covered with a paper sheet that is changed between each client ➢ all waste materials should be placed in a washable, leak proof & covered receptacle ➢ there should be provision to ensure safe storage of used needles i.e. covered & leak proof & designed for the purpose Cleansing ➢ there should be adequate facilities and equipment for the purpose of sterilisation - unless pre-sterilised items are used. ➢ whilst conducting the treatment protective clothing, paper, towels, cloths etc. used by the operator should be clean & sterile & not have been used for another client, unless it has been sterilised ➢ any equipment used during the treatment should be in a sterile condition, and be kept sterile until it is used. ➢ there should be adequate storage facilities for all items to ensure they remain clean and free from contamination Operators ➢ hand and nails should be clean and nails kept short ➢ be wearing clean washable clothing, or alternatively disposable covering ➢ any open wounds must be effectively covered by an impermeable dressing P age 26
