Seeking A Transforma0onal, Collabora0ve, Inclusive, and Experienced Leader Western Washington University is seeking an Execu>ve Director of the Office of Civil Rights and Title IX Compliance. This senior level leadership role supports the vision of the Office and the University to advance a safe and inclusive campus climate, respect equal opportunity in the selec>on and advancement of all qualified applicants and employees, and uphold applicable civil rights laws. The University seeks an Execu>ve Director to provide leadership and guidance to the Western community as it fulfills this vision and the University’s broader commitments to access, equity, inclusion, and jus>ce. Repor>ng to the President, the Execu>ve Director must be an excellent communicator, collaborator, leader, manager, and strategic thinker, and must possess the educa>on and experience to understand the legal and human aspects of the areas within the jurisdic>on of the Office. The Office of Civil Rights and Title IX Compliance is responsible for overseeing compliance with civil rights and affirma>ve ac>on laws, regula>ons and policies related to race, color, creed, religion, na>onal origin, ci>zenship, sex, gender iden>ty and expression, age, marital status, sexual orienta>on, disability, and status as a disabled or other protected veteran. The Office is the ins>tu>onal point of contact for federal and state agencies for equal opportunity and affirma>ve ac>on compliance inquiries and compliance confirma>on and is responsible for responding to external agency complaints and inves>ga>ons. The University is seeking an experienced leader who will ac>vely engage their team in enhancing the priori>es of the Office, and ul>mately the University. The Execu>ve Director must be prepared to aNend to the internal opera>ons of the Office and possess the skills to manage change, evaluate processes and the technology to facilitate them, and foster a team approach to the work of the staff. Together, they will strive to serve all current and prospec>ve members of the community by fostering and suppor>ng a climate of respect and care through fair and equitable prac>ces. The successful candidate will be able to demonstrate strong transforma>onal leadership, a commitment to effec>ve collabora>on, the ability to build trust across campus, and the experience and skills to inspire, mo>vate, and communicate with Office staff and other campus partners, including students, faculty, and staff. PosiBon Overview The Execu>ve Director serves in a full->me, 12-month capacity and reports directly to the President, with a doNed repor>ng line to the Provost and Vice President for Academic Affairs. The Execu>ve Director is responsible for coordina>ng and implemen>ng the responsibili>es of the Office of Civil Rights and Title IX Compliance. The Execu>ve Director works closely with the President, Provost and Vice President for Academic Affairs, Vice President for Enrollment and Student Services, Director of Internal Audit, and other administra>ve leaders to provide an equitable, diverse, and inclusive learning, living and work environment for all members of the Western community. The Execu>ve Director leads and proac>vely influences university-wide Title IX planning, monitoring, repor>ng and grievance procedures, and educa>on and preven>on efforts. The Execu>ve Director communicates with local law enforcement and government agencies to ensure that cases and reports are handled in an appropriate and >mely manner, and coordinates with local vic>m advocacy organiza>ons and service providers. ResponsibiliBes of the Office of Civil Rights and Title IX Compliance: • Administer and oversee the University’s Equal Opportunity policies and procedures in all aspects of employment and educa>on, ensuring compliance across the University with federal and state civil rights and affirma>ve ac>on laws and regula>ons, including Titles VI and VII of the Civil Rights Act of 1964, Title IX of the Educa>on Amendments of 1972, the Americans with Disabili>es Act (ADA), and the Washington Law Against Discrimina>on. • Develop, revise, and implement ini>a>ves while overseeing standards and prac>ces to improve Western’s recruitment and reten>on of a diverse faculty, staff, and administra>on. • Collaborate with other ins>tu>ons, agencies, and subject maNer experts to ensure Western’s knowledge, fluency, and culture surrounding civil rights, affirma>ve ac>on, and Title IX are reflec>ve of best prac>ces. • Direct and manage the University’s programs, services, and resources related to protec>on of civil rights, Title IX compliance and compliance with affirma>ve ac>on regula>ons. ____________________________________________________________________________________ Western Washington University Execu>ve Director, Office of Civil Rights and Title IX Compliance 3
Responsibili0es (Con0nued) • Administer technical guidance and grievance procedures to ensure Western’s compliance with civil rights and affirma>ve ac>on laws. • Administer Title IX guidance and grievance procedures to the university community in a trauma-informed way and coordinate provision of resources and support for individuals who experience sexual harassment, sexual assault, rela>onship violence, and sex discrimina>on. • Provide technical guidance to the university about obliga>ons under the Americans with Disabili>es Act (ADA) and grievance procedures for individuals who experience discrimina>on on the basis of disability. • Serve as ins>tu>onal subject maNer expert for civil rights and Title IX complaints, including interpreta>on of laws and agency guidance. Provide oversight and direc>on for inves>ga>ons into alleged discrimina>on and harassment, and allega>ons of sexual misconduct. Collaborate with University Administra>on regarding correc>ve ac>ons as appropriate or necessary. • Deliver civil rights compliance educa>on and training programs for the Western community. • Ensure that the University meets federal, state, and (internal) university data collec>on and repor>ng requirements related to EEO, affirma>ve ac>on, ADA, and Title IX. • Develop and implement ongoing campus-wide climate surveys and, in collabora>on with campus colleagues, advance recommenda>ons to address barriers to inclusive achievement iden>fied in such surveys. ____________________________________________________________________________________ Western Washington University Execu>ve Director, Office of Civil Rights and Title IX Compliance 4
Required QualificaBons • Advanced degree in a relevant field addressing the legal, educa>on, administra>ve, or management responsibili>es. • Minimum of ten (10) years progressive experience in du>es and responsibili>es specified, including supervisory experience. • Advanced knowledge and experience interpre>ng and applying civil rights, equal employment opportunity, affirma>ve ac>on, and Title IX laws and regula>ons. • Knowledge of higher educa>on policies and prac>ces and experience in promo>ng principles and prac>ces of diversity, equity, and inclusion. • Understanding of, sensi>vity to, and respect for the diverse academic, socio-economic, racial, ethnic, religious, and cultural backgrounds, disabili>es, gender iden>>es, and sexual orienta>ons of students, faculty, and staff. • Strong interpersonal and communica>on skills, including demonstrated ability to build trus>ng working rela>onships with people from a wide range of cons>tuencies in a diverse university community to ensure successful outcomes. • Strong presenta>on, training, and facilita>on skills with the ability to engage students, faculty, staff, and administrators with varying degrees of experience in examining and addressing issues of civil rights, equity, and jus>ce. • Excellent project and >me management skills, to ensure that mul>ple inves>ga>ons and other work du>es are completed in a >mely manner. • Flexibility, adaptability, and capacity to work in a dynamic work environment. • Demonstrated experience in effec>vely supervising, developing, and mentoring assigned staff. ____________________________________________________________________________________ Western Washington University Execu>ve Director, Office of Civil Rights and Title IX Compliance 5
Preferred Qualifica0ons: • A PhD or other terminal degree in a relevant field or a JD. • Administra>ve experience in higher educa>on. • Demonstrated knowledge of/experience in Title IX regula>ons as they apply to NCAA rules, policies, and prac>ces regarding gender equity in intercollegiate athle>cs. • Fluency in a second language.
