LightingEurope:
LightingEurope and market users request a realistic timeline for the phase-out of these
products – 2021 is too early. There are not enough alternatives available. A premature
ban will create unnecessary costs and waste.
Proposal:
Maintain current efficiency requirements and review need for regulatory action at a later
time.

For containing products, instructions should be available on request on how light sources and separate control gears can be removed for verification without these being permanently damaged and without permanent damage to the containing product. LightingEurope: By adding these words, the whole earlier carefully constructed structure of the LightingEurope proposal of Article 4 is destroyed. It makes the provisions in Article 4(2) and 4(3) superfluous. Most importantly, the requirements become more severe than in the previously communicated and discussed drafts, with no prior Impact Assessment. This phrase should be deleted across the entire eco-design and energy labelling texts, where it is used in connection to removability for verification.

ECO Design – LiTG 11.04.2019 Entnahme von Lichtquellen und separaten Betriebsgeräten 1. Die Hersteller, Importeure oder die Bevollmächtigten der Hersteller von umgebenden Produkten stellen sicher, dass Lichtquellen und separate Betriebsgeräte mit allgemein verfügbaren Werkzeugen ohne dauerhafte Beschädigung des umgebenden Produkts ausgetauscht werden können, außer wenn die technische Dokumentation eine auf der Funktionalität des umgebenden Produkts beruhende technische Begründung enthält, warum ein Austausch der Lichtquellen und separaten Betriebsgeräte nicht sinnvoll wäre. Zudem muss die technische Dokumentation Anleitungen enthalten, wie die Lichtquellen und separaten Betriebsgeräte von den Marktaufsichtsbehörden zur Nachprüfung entnommen werden können, ohne dass sie dabei dauerhaft beschädigt werden.
ECO Design – LiTG 11.04.2019 Die Hersteller, Importeure oder Bevollmächtigten der Hersteller von umgebenden Produkten stellen Informationen darüber bereit, ob Lichtquellen und Betriebsgeräte von den Endnutzern oder qualifizierten Personen ohne dauerhafte Beschädigung des umgebenden Produkts ausgetauscht werden können oder nicht. Diese Informationen müssen auf einer frei zugänglichen Website zur Verfügung stehen. Für direkt an Endnutzer verkaufte Produkte müssen diese Informationen zumindest in Form eines Piktogramms auf der Verpackung sowie in den Bedienungsanleitungen enthalten sein.
ECO Design – LiTG 11.04.2019 Die Hersteller, Importeure oder Bevollmächtigten der Hersteller von umgebenden Produkten stellen sicher, dass Lichtquellen und separate Betriebsgeräte am Ende ihrer Lebensdauer aus umgebenden Produkten ausgebaut werden können. Die Anleitungen für den Ausbau müssen auf einer frei zugänglichen Website zur Verfügung stehen.

EPREL Datnebank
• Regulation (EU) 2017/1369* establishes a EU product database in which all new
products covered by energy labelling, have to be registered before placement on
the market in a database (EPREL)
• the European Product Registry for Energy Labelling (EPREL), has to be set-up and
be completely functioning from 1 January 2019 onwards.
