Background The Inishowen Digital Innovation Hub (IDIH) is a focus for connecting Inishowen to the wider regional tech ecosystem to provide a range of innovation, technology transfer and enterprise support services from LYIT/IDIH, IDA, EI and LEO to potential start-ups and to existing small businesses in more traditional sectors to help improve their processes, products, services, marketing and sales. It aims to be a focus for increasing the level of digital innovation, education and training in Inishowen communities as a basis for further employment and job creation. It also helps to meet the local demand from small digital enterprises and entrepreneurs for small office/co-working space and the demand from MNOs in the Letterkenny Digital Cluster and the wider North West City Region for high quality, attractive e-work space nearer to where existing and potential highly skilled workers reside. The aim of the Hub, over the period 2019 – 2021, is to equip the Inishowen Peninsula in County Donegal with the innovation capacity to create more jobs and new tech enterprises. Specific objectives are to: 1. Integrate the enterprise sectors in Inishowen into the region’s wider innovation ecosystem. 2. Increase the uptake of innovation and entrepreneurship services in enterprises 3. Stimulate the private sector to increase the supply of suitable tech property solutions The main outputs, to be delivered over the same period will be: 1. an operational digital innovation hub; 2. a functioning innovation ecosystem; 3. a working partnership model effectively delivering innovation services to enterprises; 4. a small cluster of digital companies; 5. a living lab demonstrating applications of digital technology to enterprises Key expected results are; 56 new technology jobs in the hub after three years (171 after five years); 8 new tech enterprises operating out of the hub after 3 years (14 after 5 years); 20 enterprises completing the Innovation Voucher scheme; 6 enterprises introducing new e-business models; 4 potential entrepreneurs attending New Frontiers; 15 enterprises introducing applying research in their business processes/model; 50 teachers trained to deliver tech education; 20 students carrying out ICT degrees remotely. An important impact is 100 additional technology jobs (after 5 years) in Multinational Corporations (MNCs) outside the hub on property supplied by the private sector. The Innovation Manager will be responsible for ensuring achievement of the project’s 3-year aim, objectives, outputs and results and the management of the hub on a day-to-day basis. 1. The Position This recruitment competition is being facilitated by Donegal County Council on behalf of the Donegal Digital Innovation Company (DDIC). DDIC is seeking applications from suitably qualified candidates with relevant experience for the position of Innovation Manager. It is proposed to form a panel of qualified candidates from which this vacancy will be filled. The work plan and budget agreed with Enterprise Ireland (EI) includes the appointment of an Innovation Manager on a fixed term contract for a 3-year period. Please note that the contract will be dependant on the envisaged funding stream being realised. The DDIC will confirm with the successful candidate prior to appointment any specific conditions attached to the terms and conditions of the contract offered. 2. Role, Duties & Responsibilities The Innovation Manager will be responsible for ensuring achievement of the project’s 3-year aim, objectives, outputs and results and the management of the hub on a day-to-day basis. The successful candidate shall report to the Donegal Digital Innovation Board. A non-exhaustive list of duties is provided below: (a) Innovation Services Programme Successfully implement the project’s 3-year Innovation Services Programme. This includes collaborating and negotiating with other public sector organisations to design and deliver each of the services according to a fixed timetable over a three-year period. These services are in the following eight categories: Building enterprise awareness Enterprise needs assessment Startup services Office solutions Financing enterprises Enterprises on the web Innovation Shops (Open Innovation/Living Labs) Digital skills for all See Appendix A for an overview of the Innovation Services Programme. 3 Donegal Digital Innovation Company- Innovation Manager
(b) Tech Investment in Inishowen Develop, implement and monitor a successful marketing plan to attract suitable clients to the hub Successfully use the hub to market Inishowen as a location for tech investment and innovation (c) Innovation Collaboration Collaborate effectively with development agencies, community and 3rd level to design and arrange the delivery of the various services in the Innovation Services Catalogue (see 1 above) Collaborate with CoLab and other hub managers to jointly identify opportunities for cooperation and design and delivery of joint services. Collaborate successfully with the Inishowen development, community and schools, including on a cross border basis, to implement the digital skills services envisaged in the Innovation Services Programme (d) Hub Branding Animate the atmosphere of the hub to create a lively, attractive, tech environment Maintaining the appearance & presentation, cleanliness, and operation of the hub Effectively present the hub at presentations and meetings (e) Manage Hub Clients Process queries; receive and meet; assess needs; client programme development and review; process occupancy licenses; invoice (f) Hub Operations Operate, manage and review hub client and operational processes, policies and systems Client Processes: Accounting; financial procedures; web and social media; Client Relationship Management; Client appointments; Room and Facilities booking system; Innovation services scheduling and booking Building Processes: Health & Safety; Emergency Procedures; First Aid Arrangements; Portable Appliance Testing (PAT); Security; Opening hours (including out-of-hours); Vehicle Parking; Cleaning; Catering; Housekeeping; Waste Management; Energy Management; Maintenance Requests Donegal Digital Innovation Company- Innovation Manager 4
(g) Reporting Reporting on an ongoing basis to the DDIC Board and preparing suitable monthly financial, client performance and marketing reports as required. (h) Staff Supervision Supervise any other staff as directed by the DDIC Board. 3. Particulars of the Post (a) General The employer will be Donegal Digital Innovation Company (DDIC). The Successful candidate will be offered a temporary fixed term contract for a period of 3 years. (b) Probation Successful candidates shall be required to be on probation for an initial period as determined by Donegal Digital Innovation Company. This period may be extended at the discretion of the Board. (c) Remuneration The annual salary is €60,000 for the duration of the three year fixed term contract. (d) Base The base for the post of Innovation Manager will be Buncrana. (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours The Employee shall carry out his/her duties over a minimum period of 37 hours per week in order to meet the needs of DDIC and the Employee shall not be entitled to receive any additional remuneration for work done outside his/her normal hours of work but shall be entitled to reasonable time off in lieu in agreement with the Board. Without prejudice to the above, the employee may not exceed a limit of more than five days time-in-lieu accrued without the express permission of the Board. DDIC’s holiday year shall run from 1 January, and the Employee shall (in addition to public holidays) be entitled to 25 days holiday in each holiday year to accrue month by month and to be taken at a time or times convenient to DDIC. 5 Donegal Digital Innovation Company- Innovation Manager
The Employee may not without the consent of the Board carry forward any unused part of his/her holiday entitlement or time-in-lieu (see Hours of Employment above) to a subsequent holiday year. The Employee shall be entitled to payment in lieu of holidays accrued but not taken at the date of termination of employment. The role may involve some travel, with some trips involving overnight stays and associated costs covered by the appropriate allowances. 4. Qualifications & Requirement of the Post (a) Character Candidates shall be of good character. (b) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates may be required to undergo a medical examination at the discretion of the Donegal Digital Innovation Company. (c) Education & Experience On the latest date for receipt of completed application forms, candidates shall have: 1) An Honours Degree (level 8) in Business or an equivalent relevant qualification. 2) At least 5 years appropriate post degree qualification experience in a “tech” or “digital” innovation (public or private), marketing or business development environment. 3) Experience of working with entrepreneurs in the public or private sector, and/or working in new service or product development teams in the private tech sector. 4) Knowledge of area-based public innovation and/or entrepreneurship programmes for enterprises 5) A full clean driving licence and use of a car Any of the following qualifications, while not essential, would also be desirable: 1) Previous supervisory or management experience in an innovation or business environment 2) A postgraduate degree qualification in Entrepreneurship or similar 3) Experience in project and relationship management. 4) Excellent organisational, administration and communication skills. 5) Demonstrate an understanding of the contemporary challenges facing high potential start-ups. 6) Experience of supporting high potential start-up businesses. 5.
