Welcome Competitors! As we get closer to our opening in October, I can’t help but still feel incredibly energized by the dressage events in Tokyo. Congratulations all around! We can’t wait to welcome you back to the desert for our second year of dressage shows at the Desert International Horse Park. We certainly learned a lot in our first year of hosting dressage shows and are optimistic that you’ll find the horse park an even better place to compete and enjoy the sport. We are again hosting three weeks of dressage events – in October we host our first FEI World Cup Qualifier/CDI3*/ CDI1* along with the Spooktacular, which has moved from San Diego, in November we host our second FEI World Cup Qualifier/CDI3*/CDI1*, and in February we will host a national competition and our first CPEDI3*, having been selected by the USEF to provide the opportunity to WEG hopefuls. We have been hard at work on improving every aspect of our horse show experience – the physical facility, the competition, and our hospitality. The good news is we think you and your horses will enjoy the desert even more! The challenge is that many things will, once again, be new and different this season. Here is a summary of the exciting changes that you will see and benefit from this fall and winter. While some of these changes will only impact hunter/jumper competitions, many of them apply equally to exhibitors and trainers coming for our dressage competitions. WHAT’S NEW AT THE DESERT INTERNATIONAL HORSE PARK 1. EXPANDED BRIDLE PATH – We have continued the bridle path along the Southern boundary of the property, nearly tripling the length of the pathway. The path is typically 20 feet wide and now consists of sand footing the entire length. 2. IMPROVED HUNTER RINGS – We have done extensive work to the hunter rings. New footing has been installed in Hunter 2, 3, and 4, as well as the main hunter schooling area which will be used for the national dressage classes. New landscaping has been completed in all seven hunter rings. A new viewing area and shade structure has been added between Hunter 3 and 4. 2| RE V ISE D AUG U S T 3 0, 2 02 1
7. NEW FEI STABLE AREA – We have moved the FEI stabling area next to the FEI Schooling ring. The new area will have four new clear span tents with 12x12 stalls. We have reduced the number of stalls in each tent and changed the layout to allow for more room in the aisleways. Locating the tents next to the schooling ring will make the jog more convenient and easier for athletes to school their horses. 8. IMPROVED WIFI – Finally, fiber comes to the horse park! We are fortunate that Spectrum has installed fiber along Airport Boulevard so that we can replace our microwave system with a dedicated fiber line. We hope to have this work complete by the start of the season. SAFETY AND HYGEINE AT THE 3. 2. ADDITIONAL BIOSECURITY – EHV-1 is always a threat. The recent experience in Northern California is a great reminder. The USDA/USEF have recommended hygiene procedures, including avoiding sharing tack and feed/water buckets. We appreciate if everyone would familiarize themselves with these guidelines and do their best to implement them. We work very closely with the CDFA, and should a situation warrant it, we will aggressively implement their recommended actions. 3. CURRENT COVID-19 PROTOCOLS – We are ever so hopeful that COVID-19 continues to become a smaller and smaller risk to everyone. We’ll continue to publish and enforce the protocols that are required by relevant authorities of the State of California, the County of Riverside, and FEI and USEF. 4. NEW SECURITY/CREDENTIALS – This year we will be installing a new credential and security system. We are fortunate in that most of the traffic entering and exiting the facility is at one entrance. We will be issuing unique photo IDs and will scan every person inbound and outbound. We will also be installing security cameras at the entrance that will coordinate with the scanning system. The years 2020 and 2021 have certainly brought much change to the equestrian community and beyond between Covid-19 along with the closure (albeit temporary?) of our beloved Del Mar Horse Park! Change often begets growth and that couldn’t be more true in this case. Friends of Lisa is grateful to have found a home for the Spooktacular Halloween Dressage Show at Desert International Horse Park where it will run alongside the Desert Dressage I CDI-W3* This world class facility has opened its arms to us, allowing this beloved and fun community-centered event to continue on in Lisa Blaufuss’s memory. It also allows us to keep the mission of putting her beautiful daughter Ciera Kelly through college alive. After finishing her GE classes at Mira Costa College in Oceanside and living with her Dad for the past years since her Mom’s passing, Ciera has transferred to UC DAVIS this Fall for her last two years of study! She currently holds a 3.85 GPA and will be studying International Agriculture Development with a focus on soil science. Ciera continues to show such grace and strength through the adversity she has encountered, and we are all so very impressed with her compassion and engagement with the world around her. Ciera is an accomplished artist, and she loves gardening and cooking. DIHP has most graciously agreed to support Ciera in offsetting her college expenses- just as FOL has done through Spooktacular each year. We hope to see Ciera at the show where she will receive a check for $5,000.00! D E S E R T I N T E R N AT I O N A L H O R S E PA R K I M P O R TA N T N AT I O N A L C L A S S I N F O R M AT I O N AMATEUR CLASSES (AA) • Individuals possessing current amateur certification are only eligible as Adult Amateurs from the beginning of the calendar year in which they reach age 22. • Only active United States Equestrian Federation members may obtain amateur status. (Exception: Equine Canada members in possession of current EC membership may sign for USEF Amateur status on a show by show basis at no cost). • Participants must possess current USEF Amateur status and qualify under the USEF Amateur rules. • If opportunity classes at Dressage Competitions are restricted to amateurs, riders are required to have an amateur status with USEF. THE JUNIOR/YOUNG RIDER CLASSES (JR/YR) Riders are eligible to compete in these classes until the end of the calendar year in which they reach the age of 21 THE PONY DIVISION For this competition, classes are offered from USEF Training Level through USEF Third level with classes designated for the JR/YR, the Adult Amateur, and the Open riders. The pony division is open to all breeds that meet the following measurement requirements. In the Dressage Division, a pony is an animal that does not exceed 148 cm (14.23 hh) without shoes, and 149 cm (14.27 hh) with shoes. The pony can be of any sex (Mare, Stallion, or Gelding). • Ponies under the age of eight and in possession of a valid temporary card from another division or discipline should submit a copy with their entry. • Measurement will be required for these pony specific classes if they do not currently have a valid measurement card. Measurement will be yearly beginning from the age of three (36 months) until the pony has reached the age of eight years. Animals three through seven years old will be issued an annual Temporary Certificate of Measurement and must be re measured annually until the age of eight years. Animals eight years and older will be issued Standard Certificates of Measurement which will not need to be renewed. Measurement must be done on USEF Combined Driving and Dressage Pony Measurement form. Individual responsible for presenting the pony for measurement must be 18 years old. Animals submitted for measurement or re-measurement must show no evidence of lameness and must be jogged for soundness prior to the measurement. Animals showing evidence of lameness are not eligible for measurement or re measurement. • The pony must be entered to compete at the competition for a measurement to take place. • When the competition veterinarian is on call and an alternative measurement time is necessary, management must receive a written request for measurement from the owner or agent at least five days prior to the start of competition to set up a time. • It will be the pony owner’s responsibility for the fee charged (if any) by the veterinarian. This must be done prior to first ride. CLASSES PER DAY Horses are limited to a maximum of three Dressage rides per day at Fourth Level and below (including Rider Tests) or two Dressage rides per day above Fourth Level. Horses competing at both Fourth Level and Prix St. Georges, or their equivalents, are limited to two Dressage rides per day. Dressage Seat Equitation, Quadrille, Pas de Deux and Materiale classes are excluded from the maximum limit of rides per day and horses in these classes may compete at any level for which they are otherwise eligible during the same competition. CONSECUTIVE LEVELS Horses may enter no more than two consecutive levels, Freestyle levels included, at any one competition. ARENA SIZE All classes will be conducted in a standard size arena (20 m x 60 m) CURRENT RULES: The rules may have changed from the current USEF Rule Book. It is the competitor's responsibility to check the current USEF Rule Book for any changes. Current rules can be found on www.usef.org. AWARDS FOR NATIONAL CLASSES: Ribbons to third place for each class. Divisions (JR/YR, AA, Open) may be run concurrently as one class. Divisions will be pinned separately. Riders must clearly specify division choice. When no designation is made, riders will automatically be en- tered as open. Riders may enter only one division per class. Six High Point Champion ribbons and prizes will be awarded to each winner. One Training through Fourth Level winner in each division- Open, AA, JR/YR and one FEI winner in each division – Open, AA, JR/YR. Freestyles, Intro Level, Dressage Seat Medal and Young Horse/Materiale classes do not count towards HP awards. The Sara Eigner Memorial Trophy will be given to the highest averaged scoring Second Level AA rider in Friday and Saturday classes and awarded on Sunday. REVISED AUG U ST 30, 2021 | 13

(USDF), a federation of over 125 independent organizations throughout the United States with a membership in excess of 33,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. WHAT ARE THE CREDENTIALS? Each individual will have a unique photo ID. You will be required to have it on you at all times, though not visible. HOW LONG DO MY CREDENTIALS L AST FOR? Participant agrees to be responsible for his/her personal health and safety, to purchase and maintain his/her own insurance, remain financially responsible for his/her medical expenses, and hereby waives his/her right to any claims arising from participation in or observation of any Equine Activities or merely being present on property owned, leased, rented, visited, organized upon, or otherwise occupied or utilized by Released Parties, regardless of the reason for Participant’s presence on the property. The following shall be included as Released Parties under this M Release: Coachella Horse Park LLC, doing business as Desert International Horse Park, CHP Land Company LLC, CHP Show Management Company LLC, doing business as Apex Equisport, and each of their respective parent, affiliate and subsidiary companies, agents, successors, assigns, employees, volunteers, contractors, representatives, assistants, sponsors, members, managers, shareholders, officers, directors, owners, trustees, licensees, invitees, related entities, as well as any other person or entity acting on their behalf or in any manner connected with the ownership and management of the above listed parties (collectively “Released Parties”). Participant acknowledges that he/she hereby waives on UB his/her behalf and on behalf of his/her heirs and assigns, and fully understands the effect of such waiver, all benefits flowing from any state statute that would otherwise limit the scope of this Release, including but not limited to Section 1542 of the California Civil Code, which provides: “A general release does not extend to claims that the creditor or releasing party does not know or suspect to exist in his or her favor at the time of executing the release and that, if known by him or her, would have materially affected his or her settlement with the debtor or released party.” 2. Release/Hold Harmless/Defend/Indemnify/Photo Release: Participant agrees to release, hold harmless, defend, and indemnify Released Parties for Loss incurred by Participant or Participant’s property, even if such Loss is caused by negligence or other fault of Released Parties TS (except gross negligence, recklessness, or intentional misconduct). Participant grants permission for Released Parties to use his/her photograph and video depictions in any format engaging in Equine Activities and/or related moments. 3. Governing Law/Time Limitation/Attorneys’ Fees/Jury Waiver: This Release shall be construed and enforced in accordance with California law. All disputes relating to the interpretation and enforcement of this Release shall be resolved exclusively by the state court in Los Angeles, California. Participant submits to this jurisdiction and venue for such purpose. Participant agrees that this Release does not expire and that any and US all claims and/or causes of actions for Loss by Participant against the Released Parties surviving this Release must be brought within one (1) year of the date accrued and any claim for personal property Loss is limited to Two Hundred Fifty Dollars ($250). Participant agrees to waive trial by jury in any action, proceeding, or claim brought by Participant against Released Parties on any matters related to, arising out of, or connected with this Release. 4. Severability/Modification: If any provision of this Release shall be determined to be invalid or unenforceable, the remainder of this Release M shall not be affected thereby. Each provision of this Release shall be valid and enforceable to the fullest extent permitted by law. This Release can only be modified in writing signed by Participant and Coachella Horse Park LLC’s manager, President, or Chief Executive Officer. 5. Participant Certification: Participant certifies that he/she has read this entire Release and understands, agrees, and intends to be bound by all of these terms and conditions, certifies that Participant signs below voluntarily, understands that the signing below is required for Participant to participate in Equine Activities, and knows that Participant has other facilities to choose from to engage in Equine Activities.
