UPDATES – VEHICLE RATES Equipment Freeze Rescinded • What does this mean for agencies? • Fleet continues to evaluate cost recovery rate structure. • Continued conversations with OFM on a long- term strategy to attain cost recovery levels • We are replacing vehicles that are mechanically totaled, are accident totals, or have sufficient business justification (exception vs. rule). We appreciate your patience and will keep you all informed as we move forward in this process.
ENTERPRISE WIDE TRANSPORTATION POLICY – EXPIRES IN JUNE What: The Enterprise Wide Transportation Policy expires in June 2021, and is currently under review by DES. Some updates will be made to the policy and we’re currently setting up meetings to engage with key stakeholders, including some ATOs to discuss the policy and potential updates. Who: The Transportation Policy impacts state agencies and institutions, including Washington State School Directors Association employees, contractors, students, volunteer drivers and passengers on official state business. • If you have any questions or would like to participate in the process, please email mpmail@des.wa.gov

WHAT’S NEXT FOR EVSE ON CAPITOL CAMPUS Enterprise Services is working with stakeholders to expand electric vehicle adoption using many strategies • Expand EV charging infrastructure on the Capitol Campus through existing funding opportunities • Areas of current projects underway: • NRB Garage: 2 DCFC – in progress • Plaza Garage: A and B Level • The development of a charging use policy to enable employee workplace charging on the full Capitol Campus is in development.
WHAT’S NEXT FOR EVSE OTHER AREAS Executive Order 20-01: State Energy & Environment Performance (SEEP) • Completing 15 electric vehicle supply equipment projects • Installing 85+ charging stations ( Level II and 1-DCFC ) • Located at leased and owned facilities statewide • Completion deadline is June 30, 2021 • Paid for with Supplemental Budget funding

MONTHLY MILEAGE REPORTING The fleet goal for monthly mileage reporting is 99% • Where are we now? Fleet averages about 98% monthly. • Is this good or bad? It’s good but should be better. Consider that one percent is equal to 50 vehicles. Two percent is 100 vehicles. • Why 99% and not 100%? Employee vacations, assignments and other absences OR vehicle repairs present significant obstacles to 100% reporting. • Your help and support are significant and 100% appreciated. Please encourage on-time reporting and help us get to 99% reporting.
GOOD TO GO DES Fleet uses WSDOT’s pay by plate billing for all fleet vehicles. In doing so agencies do not need to manage individual WSDOT Good to Go accounts. • No more adding or deleting vehicles. • No more purchasing of passes. Monthly, DES Finance receives tolling data from DES Fleet and bills agencies for toll usage. DES Fleet can provide agency ATO or finance with billing details upon request.
GOOD TO GO2 Do you need a Flex Pass? Flex passes are for use on SR 167 HOT lane and the I-405 express toll lanes. About State vehicles and Flex Passes: • State vehicles may use a Flex pass in the Hot lane when they meet occupancy requirements. Passes must be set to HOV mode. • A Flex pass may be used in the SR 167 HOT lane by a solo driver. • A Flex pass does not allow you to operate in a I-405 HOT lane when the driver is the only occupant. Violations may result in fines.

CAMPUS PARKING & ACCESS • Fencing around West Campus was taken down 5-4-2021 • DES Capitol Security and WSP will continue to monitor and adjust security measures as needed
PERMITS & PASSES • Legislative Session ended 4-25-2021 • Interim passes effective 4-26-2021 • Sharing passes or stickers is not permitted • WSP actively enforces Capitol Campus grounds
PARKING MANAGEMENT SYSTEM • Entering final stretch of system build • Online permit purchasing options for visitors • Parking Coordinators will be able to manage agency parking passes online
PARKING POLICY • Current parking policy sunsets in June • Edits being made to the current policy are: • Incorporating the Electric Vehicle charging policy into the full Capitol Campus policy • Edit verbiage for a more “plain talk” read • Rearrange content, and remove repetitiveness
DESCHUTES PARKWAY • DES implemented changes after adopting updates to Capitol Campus parking rules • Active management of Deschutes Parkway has been ongoing, and will continue • DES posted signs with the new parking hours • Parking not allowed between 11 PM and 4 AM along paved areas. Grass and gravel area along Percival Creek remains closed to parking • WSP will focus on education, including verbal and written warnings when possible, before issuing parking infractions

CUSTOMER SATISFACTION Following the 2019 Customer Service Satisfaction journey, one of the concerns during customer interviews was around car cleanliness. Previous system limitations prevented us from cleaning every vehicle between reservations. We have worked with the software vendor and we are piloting some enhancements that will ensure cleaning between all reservations. A small win that will make a big difference!

PUTTING VEHICLES BACK IN SERVICE AFTER EXTENDED NON-USE What to check: • Body and glass damage • Tire Inflation – proper pressure on sticker in drivers door jamb • Under Hood Fluid Levels – oil, coolant, windshield washer fluid • Windshield Wipers • Signs of Rodents or Wasps – under hood, door jambs, mirrors • Brake Noise – surface rusting noise is common, should disappear after six hard stops
PUTTING VEHICLES BACK IN SERVICE AFTER EXTENDED NON-USE – JUMP STARTS Jump Starting a Dead Battery • Always connect the positive (red) cables first and remove last to prevent accidently shorting the battery • If you are not comfortable jump starting a vehicle, call roadside assistance to do it. In Thurston County, please call Summit Towing at (360)754-8858 • After the vehicle is started, have it taken to a local repair shop to have the battery fully charged or replaced if required • There are multiple YouTube videos on how to jump start a vehicle

UTILIZATION REPORT – PURPOSE/USE • Agencies use the report to see if vehicles are being utilized properly and are in the correct category of use • Agencies should move vehicles around internally to even out vehicle use • The CARS team is available and is working with agencies to help optimize their fleet use
THANKS TO AGENCIES ON PRIUS SWAP! • Agencies helped cycle out older Prius in their fleets • Prius 2011 or older were particularly vulnerable to catalytic converter theft • These older Prius have now been sent to surplus Thanks again for all of your help!
