However, unavoidable delays by the NDIA, including the Commonwealth Government going into caretaker mode, have been an obstacle to this occurring. • Specialist School Transport (SST) services were scheduled to transition to the NDIS post-31 December 2019. However, due to complexities in developing a nationally consistent model for SST under the NDIS, these services will continue to be provided by the state government through to 31 December 2023 under an in-kind arrangement. The Department of Education holds policy and budget responsibility for SST – TMR only administers the services on their behalf.
