1. Purpose The purpose of the Defense Advanced Research Projects Agency (DARPA) Subterranean (SubT) Challenge Final Event COVID-19 Travel Guidance and Safety Plan is to provide recommendations and precautions to reduce exposure and transmission of the COVID-19 virus at the SubT Challenge Final Event, held at the Louisville Mega Cavern in Louisville, Kentucky. For purposes of this document, “Final Event” includes all set up, event, and tear down days. The COVID-19 Travel Guidance and Safety Plan is subject to change based on evolving recommendations from the United States (U.S.) Centers for Disease Control and Prevention (CDC), the World Health Organization (WHO), the U.S. Department of Defense (DoD), DARPA, and state and local authorities. While, the DARPA SubT Challenge Team will periodically update this document as new information or updated guidelines are published, participants in the Final Event should follow the publicly available guidance of the U.S. CDC, WHO and DoD, when applicable. 2. COVID-19 Point of Contact A COVID-19 Point of Contact (POC) has been designated as the authority to address all COVID- 19 related inquiries and ensure that proper protocol is followed with regard to safety and confidentiality. All COVID-19 questions should be directed to Margaret Rowland at mrowland@sainc.com. 3. Understanding Risk The world is in the midst of a pandemic that has required people to change the way they interact with one another. It is important for individuals to understand potential risks and how to adopt different types of prevention measures to protect themselves and to help reduce the spread of COVID-19. The CDC continues to recommend that large gatherings be avoided, particularly those in which physical (social) distancing cannot be maintained between people who live in different households. Attending a large gathering or event increases an individual’s chance of being in close contact with non-household members and being exposed to COVID-19. Each individual participant must consider the level of risk acceptable and determine what is personally acceptable prior to attending the Final Event. Attendance of the Final Event is a personal decision and should not be considered mandatory. Per the travel and safety guidance below, the DARPA SubT Challenge Team will make every effort to promote healthy behaviors and maintain healthy environments to reduce risk. The more steps participants can take, the safer they will be at the gathering. No one measure is enough to prevent the spread of COVID-19. Participants should wear a mask that completely covers their nose and mouth, stay at least six feet (two meters) away from others, avoid crowded, poorly ventilated indoor spaces, wash hands, know and watch for symptoms of COVID-19, know when to quarantine, and follow CDC guidelines and the details of the safety plan outlined below. 4. Vaccination Because COVID-19 is a new disease with new vaccines, information is rapidly emerging about how vaccines can help stop the pandemic. Learn more about how COVID-19 vaccines work. Participants should consult their local government website to determine if they are currently eligible for a vaccine or if they are likely to be eligible before the SubT Challenge Final Event. On March 8, 2021, the CDC provided the first set of public health recommendations for fully vaccinated people. This guidance will be updated and expanded based on the level of community spread of COVID-19, the proportion of the population that is fully vaccinated, and the rapidly evolving science on COVID-19 vaccines. • People are considered fully vaccinated for COVID-19 two weeks after they have received the second dose in a two-dose series (Pfizer or Moderna vaccines), or two weeks after they have received a single-dose vaccine (Johnson and Johnson’s Janssen vaccine). o Individuals who receive a vaccine other than those listed above should consult their home country’s health department website for guidance on when they are considered fully vaccinated. • If fully vaccinated individuals have been around someone who has COVID-19, they do not need to stay away from others or get tested unless they have symptoms. Although COVID-19 vaccines are effective at keeping fully vaccinated people from getting sick, scientists are still learning how well vaccines prevent those individuals from spreading the virus that causes COVID-19 to others, even if they do not have symptoms. For these reasons, people who have been fully vaccinated against COVID-19 should keep taking precautions in public places until more is known, like wearing a mask that completely covers their nose and mouth, staying six feet (two meters) apart from others, avoiding crowded, poorly ventilated spaces, and washing their hands often. 5. Travel Information and Safety Recommendations When Not to Travel Per CDC guidance, individuals should not travel or travel with someone if either party is sick (even if fully vaccinated), have suspected or diagnosed/tested positive for COVID-19 (even if they don’t have symptoms), or have been around someone with suspected or diagnosed COVID-19 in the past 14 days (even if they did not have symptoms). Learn when it is safe to travel. Planning Ahead Being mindful of the COVID-19 risks, the DARPA SubT Challenge Team requests that all participants plan ahead and practice preventative measures prior to traveling to the SubT Challenge Final Event. It is recommended to travel with their health insurance cards, vaccination cards and any information that may be needed, including doctor’s contact information. Ensure to pack a sufficient number of masks. Masks will be required to be worn on site at the event unless eating or drinking. Per the CDC Order released on January 29, 2021, masks are required on planes, buses, trains and other forms of public transportation traveling into, within, or out of the U.S. and in transportation hubs such as airports and train stations. Wear a mask for the duration of the flight/ride unless eating or drinking. When traveling, please consider options that mitigate COVID-19 transmission risk. Avoid crowds and stay at least six feet (two meters) from others. Wash hands often or use hand sanitizer with at least 60% alcohol. Approved for Public Release, Distribution Unlimited 4
Travel Restrictions Participants are recommended to keep track of the U.S. travel regulations, as reported by the U.S. Department of State, and their home country’s travel regulations. It is important for individuals to understand all travel restrictions that pertain to their trip before booking travel. Please see Appendix A for current known travel restrictions to and from U.S. states, and Appendix B for current known international travel restrictions to and from countries relevant to the SubT Challenge participants. 5.3.1. Domestic Travel Restrictions (within the U.S.) Per the CDC, people who are fully vaccinated can travel safely within the United States. Unvaccinated individuals should get tested 1-3 days before their trip and either get tested 3-5 days after travel and self-quarantine for seven days, or self-quarantine for 10 days. 5.3.2. International Travel Restrictions (into the U.S.) Per the CDC, as of April 30, 2021, with specific exceptions, several Presidential proclamations established restrictions on the entry of certain travelers into the U.S. to help slow the spread of COVID-19. Travelers who have passed through or have been in the below countries in the 14 days preceding entry into the U.S. should visit the CDC website for more information. • Most European Countries (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Monaco, San Marino, Vatican City) • UK (England, Scotland, Wales, Northern Ireland) • China • Iran Approved for Public Release, Distribution Unlimited 5
• Republic of Ireland • Brazil • South Africa • India On January 12, 2021, the CDC announced an Order requiring all air passengers arriving to the U.S. from a foreign country get tested no more than three days before their flight departs (to include vaccinated individuals) and to present the negative result (or documentation of having recovered from COVID-19) to the airline before boarding the flight. Air passengers will also be required to confirm that the information they present is true in the form of an attestation. This Order is effective as of 12:01am EST (5:01am GMT) on January 26, 2021. For the full list of requirements and exemptions, please review the language in the Order. 5.3.3. Hotel Booking and Check-in Guidance SubT Challenge participants are responsible for booking their own accommodations and are discouraged from booking shared, close-contact sleeping rooms. Use options for online reservation and check-in, mobile room key, and contactless payment when possible. Wear a mask in the lobby or other common areas. 6. On-site Safety Plan The SubT Challenge Final Event on-site safety plan relies on a common understanding of a multiple barrier approach to reduce exposure and transmission of the COVID-19 virus. Simply put, participants will be safer when multiple barriers separate them from the virus. Barriers include: • Personal health – awareness of symptoms and self-isolation if sick; vaccination encouraged for personal safety • Daily screening – daily COVID-19 questionnaire and temperature checks • Social distancing – maintaining six feet (two meters) separation at all times • Space planning – planning workspaces to maximize social distancing • Masking – wearing masks as recommended by the CDC • Hand washing – frequent, effective hand washing • Cleaning of workspace – frequent, effective cleaning • Conduct at hotel/after-hours – participant safety outside of the event venue • Policies and procedures – put in place to support and encourage implementation of multiple barriers At the beginning of the event, the DARPA SubT Challenge Team will deliver a safety brief that includes COVID-19 requirements and guidelines on the multiple barrier approach. Any participant showing symptoms of COVID-19 will be asked to leave the event venue, return to their accommodations and follow the Guidance for Sick or Symptomatic Participants (Section 7). The DARPA SubT Challenge Team will keep a list of all participants and contact information for potential contact tracing purposes. This information will be collected via the SubT Challenge Final Event online enrollment form and will be safeguarded using two-factor authentication and appropriate physical, administrative, and technical protocols. Participation Requirements IMPORTANT: In order to enter the event, participants must either be fully vaccinated OR provide a negative COVID-19 viral test result taken 1-3 days prior to event check-in. This information will be collected at on-site check-in. Data collected will be safeguarded using two factor authentication and appropriate physical, administrative, and technical protocols. Personal Health Awareness and Daily Screening 6.2.1. Daily Questionnaire Within 24 hours of arrival at the SubT Challenge Final Event registration desk, each participant will be required to complete the COVID-19 Screening Questionnaire (Appendix C) via an online form. In addition, each morning, prior to transiting to the venue, participants must ask themselves the questions in accordance with the COVID-19 Screening Questionnaire. If a participant answers yes to any of the questions, they should not travel to the venue, self-isolate in their accommodations, and follow the Guidance for Sick or Symptomatic Participants (Section 7). 6.2.2. Daily Temperature Checks Temperatures will be taken upon each entry to the venue. If over 100.4 degrees Fahrenheit (38 degrees Celsius), the participant will be asked to rest for 10 minutes before retesting. If the participant is still over 100.4°F (38°C) after retesting, they will be asked to leave, self-isolate in their accommodations, and follow the Guidance for Sick or Symptomatic Participants (Section 7). Social Distancing and Workspaces All participants should practice physical distancing, specifically by staying at least six feet (two meters) from other people. The SubT Challenge Final event will follow Kentucky state guidelines for events in accordance with the Healthcare Order Update, effective April 19, 2021, by limiting venue capacity to no more than 60% and by maintaining six feet (two meters) social distancing. The DARPA SubT Challenge Team will minimize the use of any waiting areas, develop and implement a plan and protocols to create transmission barriers, where possible, and implement touchless solutions, where practical. Participants will be assigned separate spaces to limit the number of people in each workspace. All indoor event spaces will be measured and set up with seating to allow for six feet (two meters) social distancing. Participants are discouraged from sharing of items that are difficult to clean, sanitize, or disinfect. Please consider personnel spacing when arranging vehicle transit to and from the venue. It is recommended that masks be worn in cars due to the enclosed nature of the space. Masks Masks that completely cover an individual’s nose and mouth will be required to be worn on site at the event unless eating or drinking. Participants must practice social distancing when eating or drinking. Approved for Public Release, Distribution Unlimited 7
Novelty or non-protective masks, masks with ventilation valves, or face shields are not authorized as a substitute for masks. Masks must fit properly (i.e., snugly around the nose and chin with no large gaps around the sides of the face). The below types of masks are authorized: • Non-medical disposable masks • Masks made with breathable fabric (such as cotton) – two or three layers • Masks made with tightly woven fabric (i.e., fabrics that do not let light pass through when held up to a light source) – two or three layers • Masks with inner filter pockets Hand Washing Hand washing stations and hand sanitizer will be provided and should be used regularly. Participants should: • Wash their hands often with soap and water for at least 20 seconds especially after having been in a public place, or after blowing their nose, coughing, or sneezing • If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol, covering all surfaces of their hands and rubbing them together until they feel dry • Avoid touching their eyes, nose, and mouth with unwashed hands • Cover coughs and sneezes with a tissue or their elbow • Limit personal greetings such as handshakes, high-fives, and hugs Cleaning of Workspaces To ensure cleanliness and safety, a cleaning and disinfection program will be put into effect for hard surfaces and objects frequently touched by multiple people, in accordance with CDC cleaning guidelines. Common touch points will be cleaned and sanitized regularly throughout the Final Event. Hotel Accommodations and Evening Dining It is recommended that participants minimize use of areas that may lead to close contact with other people as much as possible, such as inside lounging areas, dining areas/kitchens, game rooms, pools, hot tubs, saunas, spas, salons, and fitness centers. Participants should consider taking the stairs or waiting to use the elevator until they can maintain social distancing or ride alone. Outdoor spaces vs. indoor spaces are recommended for use when possible. Hotels may limit the number of individuals in lobbies or meeting rooms. Participants should plan for smaller work groups, and possibly secure an additional hotel room for meeting if necessary. Large group meals indoors are not recommended. Request contactless delivery for any room service orders. If eating at restaurants, it is recommended to request take out or outdoor patio seating and limit the sharing of food and drink items. 7. Guidance for Sick or Symptomatic Participants In accordance with CDC guidelines the DARPA SubT Challenge Team recommends the following steps for participants who experience symptoms of COVID-19 during the SubT Challenge Final Event: • Do not report to the event venue! • Isolate at hotel/accommodations and follow CDC guidelines for what to do if you are sick • Notify your team lead, who will notify the COVID-19 POC at mrowland@sainc.com • Contact a primary care physician and discuss symptoms • Get a COVID-19 test (see Appendix D for local testing facilities) If a participant drives themself to any medical facilities, the vehicle should no longer be used by other team members. Any items needed by the individual (i.e., car keys, food, medicine, etc.) should be delivered to the door via contactless delivery. Positive Test Results If a participant experiencing symptoms is tested and receives a positive COVID-19 test result, the participant should isolate at their hotel/accommodations and follow the CDC guidelines for what to do if you are sick. The participant may not return to the venue until they have: • Consulted with a healthcare provider • Met the CDC criteria to discontinue self-isolation • Received written permission via email from the COVID-19 POC at mrowland@sainc.com The COVID-19 POC will coordinate with the applicable team lead or area lead to determine which participants may have been exposed to the virus and need to take additional precautions. The COVID-19 POC will inform applicable participants of their possible exposure to COVID-19, while maintaining confidentiality as required by the U.S. Americans with Disabilities Act (ADA). Participants who have been in close contact will be instructed to self-quarantine for 14 days and may not return to the venue for 14 days or until they have met one of the CDC options to reduce quarantine. The COVID-19 POC will follow reporting processes, including notifying Louisville Mega Cavern and public health authorities. The DARPA SubT Challenge Team will close off the areas used by the participant in the last 24 hours and disinfect any areas frequented by the individual in accordance with the CDC cleaning guidelines. Any individual who tests positive for COVID-19 while in attendance at the SubT Challenge Final Event will work with their team lead to coordinate any extended travel approvals and hotel stays and will work with medical professionals to determine when it is safe to discontinue isolation and/or travel home. Negative Test Results If a participant experiencing symptoms is tested and receives a negative COVID-19 test result, they must present the following before returning to the venue: • A copy of the negative COVID-19 test result from within 24 hours • A signed COVID-19 Screening Questionnaire (Appendix C) • Written permission via email from the COVID-19 POC at mrowland@sainc.com If a participant previously tested positive for COVID-19 while in the local area for the SubT Challenge Final Event and they meet the qualifications to end isolation, they must provide the following before returning to the venue: • A signed COVID-19 Screening Questionnaire (Appendix C) • Written permission via email from the COVID-19 POC at mrowland@sainc.com Approved for Public Release, Distribution Unlimited 10
Appendix A: U.S. Travel Restrictions by State Statuses are listed as of the date of publication of this document. Alabama No statewide, county, or city travel restrictions. Alaska No statewide, county, or city travel restrictions. Voluntary testing is recommended. Arizona No statewide, county, or city travel restrictions. Arkansas No statewide, county, or city travel restrictions. No statewide, county, or city travel restrictions. Voluntary self-quarantine is California encouraged but not required. Colorado No statewide, county, or city travel restrictions. No statewide, county, or city travel restrictions. Voluntary testing and quarantines are Connecticut recommended. Delaware No statewide, county, or city travel restrictions. Florida No statewide, county, or city travel restrictions. Georgia No statewide, county, or city travel restrictions. Individuals traveling to Maine from an outside state will be exempt from travel restrictions unless determined otherwise by the Maine CDC. Travelers must quarantine for 10 days upon arrival and fill out a travel protocol form if they are Maine arriving from a nonexempt state. Currently there are no nonexempt states. Maryland No statewide, county, or city travel restrictions. Visitors are asked to quarantine for 10 days upon arrival. Travelers who have a negative COVID-19 test up to 72 hours before arrival are exempt. Visitors may also Massachusetts test once they arrive in state but are asked to quarantine while awaiting results. Michigan No statewide, county, or city travel restrictions. Minnesota No statewide, county, or city travel restrictions. Mississippi No statewide, county, or city travel restrictions. Missouri No statewide, county, or city travel restrictions. Domestic visitors to New Hampshire no longer need to quarantine or take a COVID- New Hampshire 19 test, but it is still recommended to get tested 3-5 days after arrival. Unvaccinated travelers from anywhere other than New York, Connecticut, Pennsylvania and Delaware should self-quarantine for 10 days. Fully vaccinated people or people who have recovered from COVID-19 in the past three months are New Jersey exempt from quarantine. Individuals traveling to New Mexico from an outside state are recommended to self- quarantine for 10 days or the length of their stay, whichever is shorter. Travel from low risk states are exempt (currently only Hawaii is low risk). Kentucky is not New Mexico considered a low risk state. No statewide, county, or city travel restrictions. Individuals are asked to fill out a New New York York state traveler health form unless coming from a bordering state. North Carolina No statewide, county, or city travel restrictions. North Dakota No statewide, county, or city travel restrictions. Ohio No statewide, county, or city travel restrictions. Oklahoma No statewide, county, or city travel restrictions. No statewide, county, or city travel restrictions. Individuals traveling to Oregon from Oregon an outside state are encouraged to self-quarantine for 14 days after arrival. Pennsylvania No statewide, county, or city travel restrictions. Individuals traveling into Rhode Island from states reporting positive testing rates of 5% or more must self-quarantine for 10 days or get a negative test result within 72 hours of arrival. If travelers receive a test during quarantine in Rhode Island and get a negative result, they can stop quarantining. Kentucky has a positive test rate greater than 5%. Fully vaccinated, asymptomatic individuals are exempt from quarantine. If an individual has tested positive for COVID-19 in last 90 days and Rhode Island finished isolation period, they are also exempt. South Carolina No statewide, county, or city travel restrictions. South Dakota No statewide, county, or city travel restrictions. Tennessee No statewide, county, or city travel restrictions. Texas No statewide, county, or city travel restrictions. Utah No statewide, county, or city travel restrictions. Individuals traveling into Vermont who were out-of-state for a day trip or more must quarantine upon arrival for 14 days. Fully vaccinated travelers do not need to test or quarantine. Unvaccinated individuals must get a PCR test for COVID-19 taken no Vermont more than three days upon arrival. If the result is negative, no quarantine is required. No statewide, county, or city travel restrictions. The state encourages travelers from Virginia other states to get tested 1-3 days before travel and 3-5 days after travel. Visitors are asked to get a test within 72 hours of traveling, and if positive, don’t travel. If visiting for more than three days, visitors should limit activities until a second test is taken 3-5 days after arrival. Individuals that are fully vaccinated within 90 days or tested positive for COVID-19 within the past 90 days and are asymptomatic are Washington, DC exempt. Washington No statewide, county, or city travel restrictions. West Virginia No statewide, county, or city travel restrictions. Wisconsin No statewide, county, or city travel restrictions. Appendix B: International Travel Restrictions by Country Statuses are listed as of the date of publication of this document. If you do not see your home country below please notify the COVID-19 POC at mrowland@sainc.com. Australia Per the Australian Government, there's a ban on overseas travel from Australia. Individuals can’t leave Australia unless they get an exemption from the Department of Home Affairs. It is not advised to travel to the U.S., including Alaska, Puerto Rico and the Hawaiian Islands due to the health risks from the COVID-19 pandemic and the significant disruptions to global travel. If an exemption has been retrieved and a traveler is returning to Australia, they must complete a Travel Declaration and provide evidence of a negative test taken 72 hours or less before scheduled departure Canada Per the Canadian Government, individuals should avoid non-essential travel outside Canada until further notice. For re-entry in Canada, all passengers five years of age or older, must present a medical certificate with a negative test result issued within 72 hours prior to departure. Czech Republic Per the Embassy of the Czech Republic in Washington, DC, all passengers travelling to the Czech Republic that have spent more than 12 hours in the countries not considered low risk (the U.S. is considered very-high risk) have to fill out the Passenger Locator Form before entering the country and must present a negative test result issued within 72 hours prior to departure. Germany Per the U.S. Embassy and Consulates in Germany, restrictions are in place for entry into Germany from a large number of countries. Those entering Germany from risk areas (to include the U.S.) must complete a digital entry registration form, be tested for coronavirus and, depending on the regulations of the Land in question, self-isolate. Hungary Per the Budapest Airport website, Hungarian citizens or permanent residents may enter the country without restrictions if they are returning home from the following countries, and can attest credibly that they were traveling for business reasons: member states of the European Union or of the European Economic Area (EEA), United States of America, China, Russia, India, Indonesia, Israel, Japan, the Republic of Korea, Turkey, the Ukraine, Singapore, Bahrein and the United Arab Emirates. If the traveler cannot prove they were traveling for business reasons they must either home quarantine for 10 days from the date of entry or attest with documentation that they received two negative tests performed in Hungary at two different times with at least 48 hours between them. India Per the New Delhi Airport Website, all travelers must fill out a self-declaration form, and upload their negative RT-PCR certificate, taken within 72 hours prior to departure. Travelers will be required to monitor their health for 14 days Norway Per the Norwegian Government, only Norwegian citizens and residents of Norway are permitted to enter the country. All persons traveling to Norway must fill out a travel registration form before arriving in the country and must quarantine for 10 days upon arrival. At the earliest, it is possible to end quarantine on day seven if the traveler tests negative twice after arrival in Norway. Persons who do not have a fixed residential address (rented or owned) are required to stay at a quarantine hotel. Singapore Per the Singapore Government Agency Website, all passengers entering Singapore, including Singapore Citizens, Permanent Residents and passengers with a Long‑Term Pass (LTP), must submit a health declaration. Upon entry into Singapore, passengers may have to self‑isolate, depending on the traveler’s recent travel history in the past consecutive 14 days to countries/regions listed in the Summary Table. If traveling from the U.S., individuals must take a test on arrival, quarantine for 14 days at an SHN Dedicated Facility (SDF) and take a test Approved for Public Release, Distribution Unlimited 13
at the end of SHN. To expedite the test at the airport, travelers are encouraged to register and pre-pay for their on-arrival test prior to departure. South Korea Per the U.S. Embassy and Consulate in the Republic of Korea, all Korean and foreign nationals traveling to South Korea from other countries must present a negative test result carried out in the 72 hours before arrival. Foreign nationals without a negative test will not be allowed to board their flight. Koreans may enter the country without a negative test but must undergo a 14-day quarantine. Spain Per the Ministry of Health website, all passengers entering Spain from other countries must fill out the Health Control Form associated with their trip to present at the Health Control of the airport of arrival in Spain. Additionally, all passengers coming from a risk area (does not currently include the U.S.) must present a negative test result carried out in the 72 hours before arrival in Spain. Sri Lanka Per the U.S. Embassy in Sri Lanka, all individuals traveling to Sri Lanka from other countries must submit a Health Declaration Form on arrival and present a negative test result carried out in the three days before arrival. Arriving passengers must undergo a mandatory 14-day quarantine followed by an at-home 14-day self- isolation. Sweden Per the Public Health Agency of Sweden, Swedish citizens and foreign nationals are asked to avoid close contact with others for at least seven days. Individuals must take a COVID-19 test upon entry to Sweden on day five after arrival. Individuals are encouraged to follow the recommendations for those traveling to Sweden from abroad. Switzerland Per the Federal Office Public Health, there are several new rules for people entering Switzerland. Depending on the type of travel, passengers may have to fill out an entry form, show proof of a negative test and/or go into quarantine. Rules for entering Switzerland can be found here. Taiwan Per the Taiwan Centers for Disease Control, all passengers travelling to Taiwan must present a negative test result issued within three working days, complete a quarantine survey, undergo a 14‑day quarantine on arrival to be conducted in a quarantine hotel or in a home with one person per residence, and provide proof of the place of quarantine. UK Per the UK Government, all passengers travelling to the UK must quarantine for 10 days upon arrival. Tests to be taken upon return to the UK will need to be booked prior to departure. Additional requirements are in place for those traveling from countries on the banned countries list; however, the U.S. is not included on that list.
