Defendant Convicted of Attempted Murder in Drive-By Shooting DATE: June 9, 2022 CASE: Ladarius Murphy (Case #17FE016652) PROSECUTOR: Deputy District Attorney Samuel Alexander, Gangs & Hate Crimes Unit Ladarius Murphy was convicted by a jury of attempted murder and discharging a firearm from a vehicle. The jury also found true allegations that Murphy intentionally discharged a firearm causing great bodily injury. On May 12, 2016, the victim was walking to school when a gang member drove by and threw up gang signs. That gang member’s girlfriend went to the same school and texted him saying there were “suckas” at the school. Later that day, the gang member, his girlfriend and Ladarius Murphy drove near the school and saw the victim. Murphy leaned out of the front-passenger window and fired 6-8 shots at the victim from a 9mm handgun. The victim was struck in the arm and torso, but survived. The gang member’s car was quickly identified by the Sacramento Police Department and his girlfriend later identified Murphy as the shooter. Murphy was arrested on an unrelated case and his prints and DNA matched evidence from the car involved in the shooting. The gun used in the shooting was never recovered. Murphy faces a maximum sentence of 34 years to life in prison. Defendant Convicted of Kidnapping, 3 Sexual Assaults at Sutter’s Landing DATE: June 9, 2022 CASE: Manuel Sicario (Case #19FE015608) PROSECUTOR: Deputy District Attorney Catrina Ranum, Adult Sexual Assault Prosecution Unit Manuel Sicario was convicted by a jury of kidnap for the purpose of rape, assault with the intent to commit rape, sexual battery, attempted sexual battery, annoying or molesting a child and indecent exposure. The jury also found true allegations that Sicario kidnapped the victim; the victim was particularly vulnerable; Sicario’s crimes were carried out with planning, sophistication, and professionalism; and Sicario engaged in a violent conduct that indicates a serious danger to society. On August 10, 2019, the 15-year-old victim was at Sutter’s Landing when Sicario walked up next to her and began to masturbate. As Sicario masturbated, he pulled the victim towards him. The victim was able to pull away from him and flee. She did not call the police. On August 18, 2019, the second victim was at Sutter’s Landing when Sicario came near her and began to strip down to his underwear. The victim was so uncomfortable with Sicario’s behavior that she took a video of him. When the victim turned her back on Sicario, he immediately jumped on her. Sicario straddled the victim and tried to grope her. The victim was able to throw Sicario off of her, run away and call 911. The third victim was jogging on the bike path at Sutter’s Landing when she encountered Sicario standing on the bike path. When she tried to pass him, Sicario grabbed her, dragged her down the bike path and took her under the I-80 overpass. Sicario threw the victim to the ground exposed himself. He then held one of the victim’s hands down as he pulled her clothes to expose her body.
The victim tried to fight off Sicario during the entire attack. When Sicario covered the victim’s mouth to prevent her from screaming, the victim bit his hand so hard that he let her go for a minute. The victim ran away screaming for help. Law enforcement took the second victim’s video of Sicario and released it to the public, resulting in numerous tips. The tips included the first victim reporting that she was assaulted by the suspect as well. Sicario was located in Tulare County and arrested on August 28, 2019. Sicario faces a maximum sentence of 32 years to life in prison. Sentencing is set for July 6, 2022, at 1:30 p.m. in Department 10 before the Honorable Ernest Sawtelle. © Copyright Sacramento County District Attorney’s Office | All Rights Reserved $2.75 Million EDD Fraud Scheme On January 6, 2022, 35-year-old Jamie Williams-Major was arrested on 166 charges related to an Employment Development Department (EDD) fraud scheme totaling more than $2.75 million dollars. Williams-Major fraudulently filed 166 EDD claims in the names of state prison inmates and identity theft victims. To date, this is the largest EDD fraud scheme discovered in Sacramento County. In April of 2021, Sacramento County District Attorney’s Office, Sacramento County Sheriff’s Office, and the Employment Development Department arrested Williams-Major and six other subjects who were state and local inmates. At that time, law enforcement believed the subjects obtained more than $250,000 in a fraudulent EDD scheme. See Prior Press Release After law enforcement arrested Williams-Major in April, they
obtained a search warrant and searched the contents of her cell phone. Law enforcement discovered the fraud was 10 times bigger than first suspected. Authorities obtained an arrest warrant for Williams-Major and arrested her in Las Vegas, Nevada. Williams-Major was transported to Sacramento to face additional charges and will be arraigned on January 19, 2022. See Charging Document © Copyright Sacramento County District Attorney’s Office | All Rights Reserved Defendant Sentenced for Sexually Abusing 5-Year-Old Child DATE: January 7, 2022 CASE: Jose Navarrete, Jr. (Case #19FE010537) PROSECUTOR: Deputy District Attorney Quirina Orozco, Special Assault & Child Abuse Unit The Honorable Steve White sentenced Jose Navarrete to 126 years to life in prison. On June 11, 2021, a jury convicted Navarrete of 10 counts of child sexual assault charges. Navarrete committed multiple substantial sexual assaults against the victim when she was approximately 5 years old and continued to do so for approximately three years. Defendant Convicted of Sexually Assaulting Two Girls Under 14 Years Old DATE: January 6, 2022 CASE: Charles Ferran (Case #21FE003715) PROSECUTOR: Deputy District Attorney Stephanie Aarseth, Special Assault & Child Abuse Unit Charles Ferran pled guilty to two counts of committing a lewd and lascivious act with force against a child under 14 years old and admitted to an allegation that he committed the offenses against more than one victim under the age of 14. On February 16, 2021, the victim disclosed that Ferran sexually assaulted her more than 100 times when she was between the ages of 9 and 17 years old. Ferran used force by holding the victim down and forcing himself on her. A second victim also came forward and stated Ferran sexually assaulted her several times when she was between the ages of 11 and 13 years old. Ferran faces a maximum sentence of 50 years to life in prison. DA Anne Marie Schubert Announces Open Registration for 2nd Virtual Youth Academy District Attorney Anne Marie Schubert announces open registration for the 7th Annual Youth Academy, a program in partnership with the Sacramento County Sheriff’s Office, Sacramento Police Department, Sacramento County Probation Department, Sacramento County Public Defender’s Office, Rancho Cordova Police Department, Elk Grove Police Department and Galt Police Department. This program is being offered virtually for the second year in a row. Students will learn about the criminal justice system, hear from our criminal justice partners, and engage in open communication with law enforcement about issues that affect youth today. Topics include gun violence and gangs, social media and cybercrimes, crime scene investigations (CSI), dating violence, human trafficking, marijuana laws, distracted driving and driving under the influence. Students will also participate in a mock trial. Classes will be held weekly via Zoom: Tuesdays: 6:00 p.m. to 8:00 p.m. ~ from September 21, 2021 to December 14, 2021 The program is open to current Sacramento County high school students. During this time of social distancing, my office and our public safety partners remain committed to engaging, educating and inspiring students to pursue a career in the criminal justice field while keeping everyone safe.” For questions on the Youth Academy, please email YouthPrograms@sacda.org. © Copyright Sacramento County District Attorney’s Office | All Rights Reserved DA Schubert, Chief Hahn Announce Significant EDD Fraud and Assault Weapons Arrests On January 14th, 2021, the Sacramento Police Department North Gang Enforcement Team executed a search warrant at an apartment located on Quay Court, which is located in the Greenhaven-area. During service of the warrant, officers contacted 25-year-old James Smith and his girlfriend, 21-year old Chyna Hill. The investigation led to the discovery of several illegally possessed assault weapons with extended magazines, handguns, and $1,100 in cash. Officers also located 15 Employment Development Department (EDD) debit cards with various names on them and a red notebook. In the notebook, officers located a list of 55 different individual profiles with names, dates of birth, social security numbers,
usernames, and passwords associated with EDD accounts. An examination of the EDD accounts revealed that Hill and Smith received over $550,000 in fraudulent EDD funds. On February 19, 2021, Sacramento Police Department SWAT team and Sacramento District Attorney’s Office Investigators arrested Hill and Smith. They were charged with two counts of being in possession of assault weapons, 23 counts of unemployment insurance fraud, 13 counts of possession of stolen property, and one count of possessing identifying information with the intent to defraud more than 10 persons. Smith was also charged with two counts of possessing firearms as a felon and one count of possessing ammunition as a felon. Smith, who is a validated gang member, has also suffered a prior strike conviction for residential burglary. “By taking these guns off the streets, our officers have made our city safer for the community and our officers. These investigations are important, as they not only address violence occurring in our community, but also can lead to other serious crimes,” said Sacramento Police Department Chief Daniel Hahn. “The Sacramento Police Department is committed to protecting our community and reducing gun violence.” “Unfortunately, the circumstances of this arrest, as shocking as they might be, do not represent an outlier in EDD fraud investigations. Law enforcement personnel are frequently discovering EDD fraud associated with violent criminal activity as well as drugs and weapons offenses. Coming to Sacramento! District Attorney Anne Marie Schubert is alerting the community of a Sexually Violent Predator (SVP) that may be placed near the City of Galt in Sacramento County. A hearing is scheduled for public comment on the release of SVP, Joshua Bryan Cooley. A Humboldt County judge will consider placing Cooley at an address north of Galt even though Cooley has NO TIES to Sacramento County. NOTICE OF HEARING: January 29, 2020, starting at 8:30 a.m. Humboldt County Superior Court – Department 1 825 Fifth Street, Eureka, CA https://www.humboldt.courts.ca.gov/ https://www.humboldt.courts.ca.gov/4886.htm – courtroom livestream (view only) According to public documents, Cooley was charged in Humboldt County in 2001 and 2002 in multiple cases of: Sexual Battery Criminal Threats Kidnapping Sexual Assault of a Person Under 14 by Force After serving his sentence of four years and eight months, Cooley was placed on parole and ordered to wear a monitored electric
ankle bracelet. In 2007, police in Eureka arrested Cooley for providing alcohol to two 12-year-old females at a party being held at Cooley’s house. Cooley also admitted kissing a 17-year- old female at the same event. In 2010, a jury determined Cooley to be a Sexually Violent Predator under the Welfare and Institutions Code §6604 and he was sent to Coalinga State Hospital. In 2016, a Humboldt County judge found Cooley suitable for conditional release back into the community. After three unsuccessful attempts to find placement for Cooley in Humboldt County, a Humboldt County judge found that there were “extraordinary circumstances” and proposed placement in Tehama County. The Tehama County location was deemed unsuitable and the Department of State Hospitals subsequently proposed a location in San Diego County for Cooley. In September of 2020, the San Diego County location was withdrawn from consideration by the Department of State Hospitals. The Department of State Hospitals now seeks to place Cooley in Sacramento County. If approved, Cooley will live near Galt and only be monitored for one year. He would then be eligible for full release from supervision to live unmonitored in the community. Michael Nunally was seeking revenge for an assault he believed the victim committed. On September 25, 2012, Nunally lured the victim to a motel on Arden Way. Nunally engaged the victim in small talk and when the victim turned to walk away, Nunally shot the victim in the back, killing him. Nunally faces a maximum sentence of 50 years to life in prison. Defendant Convicted of Murder & Arson DATE: February 11, 2020 CASE: William Thomas (Case #18FE009080) PROSECUTOR: Deputy District Attorney Aaron Miller, Homicide Unit William Thomas was convicted by a jury of the first-degree murder of Aryanna Doyle and arson. The court also found true the allegation that Thomas suffered a prior 2003 strike conviction for battery causing serious bodily injury. On March 31, 2018, Ms. Doyle walked to a nearby park where she encountered William Thomas, who was seen earlier lighting small pieces of garbage on fire while at the park. Ms. Doyle left the park with Thomas, who led her to a nearby abandoned trailer home. On the morning of April 1, Easter Sunday, Sacramento Metro Fire was dispatched to extinguish a fire at the abandoned trailer, which was fully engulfed in flames when they arrived. Fire officials located Ms. Doyle’s badly burned body inside the trailer. Surveillance footage from a nearby trailer home showed Thomas walking away from the burned trailer within minutes of the fire department being dispatched. Testing by the District Attorney’s Crime Lab confirmed the presence of Thomas’ semen on swabs taken at autopsy of Ms. Doyle. Testimony from the forensic pathologist confirmed that Ms. Doyle was still alive when the fire began to consume her. Thomas faces a maximum sentence of 50 years to life in prison.
