Rural Broadband Proposal for Underserved Communities in Crawford County, Pennsylvania Summary: What is this proposal? This proposal calls for the expansion of high-speed internet (25 Mbps download / 3 Mbps upload) access into the unserved and underserved rural communities within Crawford County. What is included within this proposal? This proposal contains (1) a concept for the expansion of rural broadband to meet the needs of unserved and underserved areas within Crawford County, and (2) the data and information compiled from an analysis of these proposed areas (“concept coverage areas”) necessary to supplement funding proposals for high-speed internet expansion. The intent of providing the enclosed report is to give private sector providers, potential funders, and governmental agencies a clear picture of the benefits that can be achieved from providing high-speed internet to currently unserved and underserved rural areas within Crawford County. By doing so, this report responds to the findings of the Northwest Pennsylvania Commission’s Community Technology Action Plan by providing details on how this proposal can address the critical needs and digital equity issues identified within that plan. In addition to the enclosed reports examining concept coverage areas both in aggregate and individually, this document includes a series of maps culminating from the GIS (geographic information system) analysis conducted to support this research that showcase areas proposed for high-speed internet expansion. A final addition to this proposal is a supplemental section providing (1) preliminary cost estimates for the high-speed internet expansion programs proposed herein, (2) a recognition that high-speed internet providers should be required to educate the local public about internet access options within their neighborhood, and (3) a statement on how information from the recent Rural Digital Opportunity Fund auction will be factored into future planning and implementation. What is the intended outcome of this proposal? If this proposal is implemented in full, then approximately 97.0% of all households within Crawford County will have access to high-speed internet through at least one service provider. Currently, only 75% of households within the county have access to high-speed internet – among the lowest level of availability in Northwest Pennsylvania except for only Forest and Warren counties which both have expansion efforts underway (see Northwest Commission Community Technology Action Plan, page 23). The implementation of this proposal will bring Crawford County’s high-speed internet availability rate in alignment with well-served counties across the region. Beyond the impacts of implementing this proposal on residential households, the expansion areas provided within this report cover nineteen (19) schools, three (3) airports, and nine (9) rural volunteer fire departments and emergency medical services units. An estimated more than 9,950 unserved and underserved households will receive high-speed internet availability under this proposal with around one-third (34.1%) of the working population within the concept coverage areas holding jobs in industries that likely engage in telecommuting. How to use this proposal? (Next Steps) This report serves as a guide and overall goal for securing high-speed internet availability for currently underserved areas of Crawford County. The information provided within this document will assist the Crawford County Planning Commission’s efforts to plan for rural broadband expansion and supply supplemental data and information to support funding proposals for expanding access to high-speed internet in rural areas. Those using this report should review its findings and then coordinate an effort to secure commitments from the stakeholders needed to make this project come to life.
Rural Broadband Proposal for Underserved Communities in Crawford County, Pennsylvania Background: How was this concept developed? This concept for the expansion of high-speed internet coverage and the accompanying report were developed through the use of Esri’s ArcGIS software to analyze spatial data created by Crawford County and contained within the County’s Geographic Information System. Additional data sources include population, income, and demographic estimates from the United States Census Bureau, employment location data from the U.S. Census Bureau’s Center for Economic Studies Longitudinal Employer-Household Dynamics (LEHD) Program, the Crawford County Comprehensive Plan, the Herbert, Rowland, and Grubic, Inc. map on “Existing Broadband Assets in Crawford County, Pennsylvania” (hereafter referred to as the HRG Consultants Map) and the Northwest Pennsylvania Rural Electric Co-operative’s Rural Digital Opportunity Fund Map. Please refer to the methodology section of this report for detailed information on how spatial data was applied to develop an ideal concept for the expansion of high-speed internet coverage. Leveraging the Community Technology Action Plan: This proposal will advance the following goals outlined in the Northwest Commission’s Community Technology Action Plan (CTAP). - “Determine the reasons why some areas of the community remain unserved, determine the feasibility of deploying various internet systems in the defined areas, and generate a business case for deployment.” (CTAP, pg. 74) o This proposal will serve as a tool for building the partnerships needed to make the expansion of high- speed internet into unserved and underserved rural areas feasible. o This proposal will provide the basis upon which expert guidance can be applied to estimate the costs of expanding high-speed internet access into unserved and underserved rural areas per the concept coverage areas. - “Leverage existing community assets in partnership with private sector carriers to expand broadband network deployment.” (CTAP, pg. 75) o This proposal will serve as a tool for building the partnerships needed to make the expansion of high- speed internet into underserved rural areas feasible. Examples of such partnerships might include collaborations with local municipalities, volunteer fire departments, non-profits, institutions, and private land owners. - “Improve student learning through individualized access to the internet.” (CTAP, pg. 86) o The Crawford County Planning Commission reached out to school districts located within the three Broadband Planning Areas to better understand their internet availability issues and to request the addresses of un-served or underserved households within their jurisdictions. This information was considered when planning concept coverage areas for high-speed internet expansion. - “Overcome the barrier to broadband adoption related to cost.” (CTAP, pg. 77) o It is the intent of this proposal to provide supplemental information for grant funding proposals to secure rural broadband availability. o This proposal also aims to reduce the costs associated with rural broadband by communicating a vision for high-speed internet expansion that stakeholders can plug into and contribute local resources to increase economy.
Rural Broadband Proposal for Underserved Communities in Crawford County, Pennsylvania Methodology: Rural broadband service concept coverage areas were formed by employing the following methods. 1. The HRG Consultants Map produced for the Northwest Commission was applied within the context of the three Broadband Planning Areas outlined by the Crawford County Planning Commission’s Planning Initiatives Committee to identify large expanses of areas that were considered to be unserved by high-speed internet access. Rural broadband planning areas were formed through the consensus of members of the Crawford County Planning Commission’s Planning Initiatives Committee. The consensus behind the formation of the three rural broadband planning areas was achieved during an official committee meeting hosted by Crawford County during which event the HRG Consultants Map was examined. 2. Primary transmission towers were plotted out in a manner that forms perimeter circles generally encompassing areas presumed to currently lack access to high-speed internet service. These circles are to be comprised of “primary” high-speed internet transmission towers connected with fiber optic cables. Several GIS datasets were used to site primary transmission towers in a conceptually ideal manner. Primary transmission towers were preferably placed adjacent to roadways owned by PennDOT and within immediate proximity to areas with a relatively high concentration of residential address points recorded in Crawford County’s Public Safety database. Heavy consideration was also given to topographic lines so that primary transmission towers were also sited at higher elevations relative to their immediate surroundings. Finally, both the presence of public schools (and non- Amish private schools) and the perceived likelihood that a given area may be conducive for accommodating more development were also favored in the siting of primary transmission towers. The overall function of the perimeter circles is to provide relatively stable trunk system for rural broadband expansion. In all cases, primary transmission towers were each assigned a coverage (transmission) radius of 1.5 miles to approximate an overall ideal concept for high-speed internet access. Perimeter circles can be best observed within the Shenango and Conneaut Valley Broadband Planning Areas rather than in the Guys Mills Broadband Planning Area where topographical conditions and assumptions of existing service coverage altered their application. Instead, primary transmission towers plotted in the Guys Mills Broadband Planning Area follow the trajectory of a large arc formation that creates a trunk for high-speed internet expansion. 3. After concept perimeter circles were established, infill rings and location sites were plotted. These infill transmission sites are to be comprised of “secondary” high-speed internet transmission units affixed to grain silos, building rooftops, hilltop barns, and other features or structures that are high enough to provide uninterrupted high-speed internet transmission to localized areas. Infill rings and location sites are proposed with respect to areas that have a higher concentration of residential address points documented in Crawford County’s emergency response addressing system as well as the presence of critical facilities and perceived topographical barriers. In all cases secondary transmission units were each assigned a coverage (transmission) radius of .75 miles to approximate an overall ideal concept for high-speed internet access. 4. Fiber optic cables were plotted (1) to minimize the amount of cable mileage, (2) to favor the adjacency to PennDOT roads and local roads traversing a significant distance relative to other roads (route options), and (3) to match routes proposed by the Northwest Pennsylvania Rural Electric Co-Operative for the siting of fiber optic cables when proposing to do so was practical. 5. Alterations: The assumptions presented within the four methodology steps outlined above can and should be altered as the implications presented by more detailed information become available.

Estimated population – Approximately 26,112. School Districts included – The concept coverage areas encompass at least a portion of eight (8) different school districts or district regions. These districts include: - most of the Jamestown School District lying within the limits of Crawford County; - significant portions of Conneaut School District Region 1 both north and south of the Pymatuning Reservoir; - the rural extents of Conneaut School District Region 2; - the rural extents of Conneaut School District Region 3; - rural extents of the Crawford Central School District located primarily in East Fairfield and Wayne townships; - significant portions of the rural extents of the Penncrest School District located away from PA Route 77 and population centers in boroughs and established villages; - portions of the Union City Area School District near Riceville and Canadohta Lake within Crawford County; and - around half of the Titusville Area School District’s overall jurisdiction including a focus on areas comprising the City of Titusville, Thompson Run Road, and PA Route 89. These consumer segments are highlighted in the 2019 Crawford County Housing Plan (part of Crawford County’s 2014 Comprehensive Plan) as the “starter home market” and “move up” consumer segments. Potential erosion in consumer housing demand within these market segments may negatively impact the overall housing market within the proposed coverage area and could lead to blight and abandonment over time. Occupational composition estimates – Approximately 34.1% of all occupations held by workers residing within the proposed coverage area are within the information; finance and insurance; real estate and rental and leasing; professional, scientific, technical services; management of companies and enterprises; education services; health care and social assistance sectors according to 2018 data from the U.S. Census Bureau’s Center for Economic Studies LEHD Program. These districts include: - most of the Jamestown School District lying within the limits of Crawford County; - the southern portion of Conneaut School District Region 1 lying south of the Pymatuning Reservoir; - the rural extents of Conneaut School District Region 3; and - an insignificant portion of the Crawford Central School District residing within an area occupied by State Game Lands.
