INTRODUCTION = Patriarchy is a social system in which men hold primary power and predominate in roles of political leadership, moral authority, social privilege and control of property. Some patriarchal societies are also patrilineal, meaning that property and title are inherited by the male lineage. Unnao. Hathras. And now Badaun. The dirge continues as news of another horrific alleged rape and murder emerged from Uttar Pradesh. A 50-year-old anganwadi worker, who visited a temple, was found brutally battered outside her home at a village in Badaun district. After she succumbed to the injuries, a depressingly similar pattern came to light: the police had dithered with both the post mortem and in registering an FIR. The culprits, a priest and his two associates, were arrested by Thursday night, with the State government saying that stern action would be taken. What came as a shocker, however, was the reaction of a senior member of the National Commission for Women who visited the family. Chandramukhi Devi was quoted as saying, “I tell women again and again that they should never go out at odd hours under anyone’s influence… I think if she had not gone out in the evening or was accompanied by any child of the family perhaps this incident could have been avoided.” +91 9989966744 targetiasweb@gmail.com 4 Page
DAILY NEWS DIARY 09.01.2021 Such remarks worsen the situation for women who have to battle against skewed societal gender conditioning. When insensitive utterances emanate from a national commission actually meant to uphold women’s rights, it reeks of a primitive mindset wherein lawlessness is overlooked and responsibility pinned, perversely, on the woman for ensuring her own well-being. The Multidimensional effect it has on women’s world - All the hard work put in by women in all spheres including science and technology comes undone by such crude statements. The equal rights movement means nothing if women are stopped from going out whenever they want to or need to, day or night. But it is also imperative that with society steeped in gender prejudices, the government, police and family must step up to provide a safe environment. In 2019, the NCRB data show 88 rape cases were recorded every day in India with U.P. reporting the second-highest number at 3,065 cases. But records never tell the whole story for many rapes are not reported due to social stigma. Although after the Nirbhaya incident in 2012, the Criminal Law (Amendment) Act laid down the rules for stringent punishment, crimes against women continue, pointing at other issues that should be addressed from patriarchal mindsets to poor policing. For gender parity, more women must join the workforce, but thereby hangs another sorry tale. According to Centre for Monitoring Indian Economy data, women accounted for 10.7% of the workforce in 2019-20 and many lost jobs due to the pandemic. By November 2020, the CMIE reported that men recovered most of their lost jobs but not women. DAILY NEWS DIARY 09.01.2021 positive shifts in attitudes, legally and socially, however patriarchy still lives on, in unequal wages between males and females that stop equal access to opportunities, failure to talk about women’s achievements, unequal distribution of household tasks, and defined gender roles, to name a few. Challenging patriarchy is something that has been happening for generations, and it will probably take many more generations before it can be eliminated. GS 2 Governance Q – What are the measures taken by affected and unaffected states likely in India to contain the impact of Avian Flu? BACKGROUND = Avian influenza refers to the disease caused by infection with avian (bird) influenza (flu) Type A viruses. These viruses occur naturally among wild aquatic birds worldwide and can infect domestic poultry and other bird and animal species. DAILY NEWS DIARY 09.01.2021 Bird flu cases were confirmed in Haryana and Gujarat, in addition to Kerala, Rajasthan, Madhya Pradesh and Haryana where the disease has already been confirmed. Measures taken are – 1. The Ministry of Fisheries, Animal Husbandry and Dairying. is also taking steps to restore consumer confidence in poultry products such as eggs and chicken meat, enlisting the support of the Health Ministry in this regard. 2. Positive samples for avian influenza were confirmed from two poultry farms in Haryana’s Panchkula district, as well as among migratory birds in Gujarat’s Junagadh district. Positive samples were also reported among crows in four districts of Rajasthan. It is mandated to take precautionary measures and send samples to ICAR-NIHSAD. 3. Affected States have been directed to follow the avian influenza action plan to contain the disease. 4. Culling operations have been completed in both affected districts in Kerala, and the disinfection process is underway. 5. Central teams have been dispatched to Kerala, Haryana and Himachal Pradesh for monitoring and epidemiological investigation. 6. Unaffected States have been requested to keep a look out for and immediately report unusual bird mortality, so containment measures can be implemented quickly. 7. Awareness among poultry farmers and the general public (consumers of eggs and chicken) about the disease is of foremost importance. 8. Appropriate advisories have been requested to be issued from the Health Ministry in this regard so that consumer confidence affected by rumours is put to rest. Also, States have been requested to increase awareness regarding safety of poultry or poultry products that were safe for consumption following boiling or cooking procedures. DAILY NEWS DIARY 09.01.2021 Post – Covid – Capital markets watchdog SEBI relaxed the framework for follow-on public offers (FPOs), a move that will help promoters of companies to raise funds more easily through this route. 1. The applicability of minimum promoters’ contribution norm 2. And the subsequent lock-in requirements for the issuers making the FPO have been done away with by the regulator Earlier, promoters were mandated to contribute 20% towards a FPO. Besides, in case of any issue of capital to the public, the minimum promoters’ contribution was required to be locked-in for three years. SEBI said the relaxation would be available for those companies which are frequently traded on a stock exchange for at least three years. Also, such firms should have redressed 95% of investor complaints. There has been a significant increase in stress levels amongst Indian Army personnel during approximately last two decades due to operational and non-operational stressors.
