COMPETITION FORMAT GENERAL RULES The competitions of the XXIII Central American and Caribbean Ga- mes Barranquilla 2018 will be carried out according to CACSO’s Sta- tute and the Regulation of the the International Cycling Union, hereinafter UCI. The cases not foreseen in the above-mentioned regulations will be solved as follows: General nature cases will be solved according to CACSO’s Statute and ac- cording to the Central American and Caribbean Games Regulation. Technical nature cases will be solved according to the procedures of the ICU and its regulation for the events announced in the Games program. 14 For an event to be considered official at least five athletes and/or teams shall participate from the same number of National Olympic Commit- tees, as established by CACSO’s competition regulation. In the event one or more representations, after the Technical Mee- ting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) athletes and/or teams, of the same number of National Olympic Committees. SPECIFIC RULES The competition format will be conformed by… elimination, repechage, semi-finals and fin als, according to the amount of athletes qualified for these Central American and Carib- bean Games the divisions of athletes for the elimination will be de- termined by draw. PARTICIPATION: Only NOCs recognized by CACSO, which National Cycling Federa- tions are members of the International Cycling Union (UCI) and of the Pan American Cycling Confederation (COPACI) may enter athletes in the Cycling competition of the XXIII Central American and Caribbean Games, Barranquilla 2018. If recognized by COPACI, Associate Members recognized by CACSO are also allowed to participate. ELIGIBILITY: To participate in the XXIII Central American and Caribbean Games, Barranquilla 2018, the competitor must be subject to the Central American and Caribbean Games Rules and to the International Cy- cling Union Rules, and must be entered by its NOC according to the provisions of Chapter IX of CACSO Statute. The competitors of the Track, Road and Mountain events must be eighteen (18) years old in 2018. BMX competitors must be seventeen 22 (17) years old in 2018. ENTRIES: All countries through the corresponding NOC, must send their Sport Entry requests in the official forms that the Organizing Committee will send at the latest at 24:00 hours (Colombian time) on February 20, 2018. They must indicate in the form the sports in which they will participate in the XXIII Central American and Caribbean Games “Barranquilla 2018”. (The forms that will be published in the official WEB site “Barranquilla 2018”). If recognized by the Pan American Confederation of said sport and CACSO, Associate Members may also be allowed to participate. Technical Manual Cycling
ENTRY BY NUMBER: The Entry by Number forms (indicating the number of participants in each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barran- quilla 2018 at the latest before midnight (Barranquilla, Colombia’s time) of April 20, 2018 according to CACSO’s Regulation, Chapter VIII. ENTRY BY NAME : For each eligible athlete to participate in the XXIII Central American and Ca- ribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia’s time) of Wednesday June 19, 2018 according CACSO’s Regulations, Chapter VIII. NUMBER OF COMPETITORS: According to the quota established by CACSO, Cycling competitions will have a maximum of two hundred and fifty (250) athletes in both genders. EDAD DE LOS COMPETIDORES: The competitors in the Track, Road and Mountain must be eighteen de (18) years old in 2018. The BMX competitors should be seventeen (17) years old in 2018. TECHNICAL MEETING: The BMX Cycling Technical Meeting will take place on July 20, 2018 at the Corporación Universidad de la Costa-CUC At 10:00 A.m. Room 1. The Road Cycling Technical Meeting will take place on July 28, 2018 at the Alcides Nieto Patiño Velodrome (Cali). 10:00 Am. The Mountain Cycling Technical Meeting will take 26 place on July 27, 2018 at the Corporación Universidad de la Costa-CUC At 10:00 Am, Room 2. The Track Cycling Technical Meeting will take place on July 21, 2018 at the Alcides Nieto Patiño Velodrome (Cali). 9:00 am. The Time Trail Cycling Technical Meeting will take place on July 19, 2018 at the Alcides Nieto Patiño Velodrome (Cali). 9:00 am. Up to two representatives from each NOC will be able to attend this Technical Meeting The invitation card for the Technical Meeting will be available to the Heads of Team at the Sports Informa- tion Center at the Central American and Caribbean Vil- lage upon their arrival Technical Manual Cycling
The Technical Delegate and the President of the Panel of Com- missaires will preside the meeting, which will be in Spanish with translation into English. TECHNICAL OFFICIALS: The International Cycling Union will designate the president of the Panel of Commissaires of each discipline. The Pan American Cycling Confederation will designate the Technical Delegate for Track and Road, BMX and Mountain Bike as well as the members of the Jury of Commissaires: (4 for Track and Road); (2 Mountain Bike) and (2 for BMX). The Colombian Cycling Federation will designate the Joint Commissaires for each of the specialties. PROTESTS AND APPEALS: No resource will be admitted against the minutes, the appre- 27 ciation of the situations of the race and the application of the competition rules made by the Panel of Commissaires. The decisions made by the Panel of Commissaires or by the Ref- eree in terms of fact of the competition are without resource, un- less when there is a fin e that exceeds 200 euros, in this case, the Technical Directors may submit a resource to the disciplinary com- mission of the UCI, which will have the last decision. The resourcemust be submitted within ten days following the end of the event. Technical Manual Cycling
SPORTS EQUIPMENT : Every Technical Director must look after the quality of its equipment (bi- cycle with accessories, and mounted devices, helmet, specialized equipment, etc.) so as not to endanger themselves or others. They need to guarantee as well, that the equipment used in competition either track or road is certified by UCI and complies with the regulation in place. MEDAL CEREMONIES: Medal ceremonies will take place according to CACSO General re- gulations, Chapter XIII. INDIVIDUAL EVENTS: First Place: Gold medal and diploma Second Place: Silver medal and diploma Third Place: Bronze medal and diploma TEAM: First Place: A Gold medal and diploma for each athlete. Second Place: A Silver medal and diploma for each athlete. 28 Third Place: A Bronze medal and diploma for each athlete. DOPING CONTROL Doping control will be done according to CACSO’s Medical Commis- sion requirements, according to the International Cycling Union and will follow the standards and the current version of the World Anti Doping Agency procedures (WADA). QUALIFYING TO LIMA 2019 This sport will grant slots for the Pan American Games, Lima 2019. Slots will be granted only to champions of individual events of those events that are announced for the Pan American Games.
