OVERVIEW OF RECENT FUNDING FOR
                SAP BLOCK GRANT

There have been three recent investments in the Substance Abuse and Mental Health
Services Administration’s (SAMHSA) Substance Abuse Prevention and Treatment (SAPT)
Block Grant.
  • Consolidated Appropriations Act: In December 2020 Congress approved, and then-President
    Trump signed, the Consolidated Appropriations Act of 2021 (P.L. 116-260). The law includes, among
    many provisions, two separate investments in the SAPT Block Grant: $1.858 billion though the
    annual or “regular” FY 2021 appropriations process and $1.65 billion in supplemental funding
    provided as part of the law’s section dedicated to COVID-19 relief.
  • The American Rescue Plan: In March 2021 Congress approved, and President Biden signed, the
    American Rescue Plan Act of 2021 (P.L. 117-2). The law includes an additional separate allotment in
    the SAPT Block Grant: $1.5 billion in longer term supplemental funding for the SAPT Block Grant.

                                       • Total appropriation: $1.65 billion
                                       • No changes to requirements under the
                                         existing statute: Maintains requirements governing

                                         March 11, 2021, SAMHSA sent a letter to State
                                         alcohol and drug agencies with some suggested

APPLICATION
 GUIDELINES   All applications should be anchored in Social
              Determinants of Health and Health Equity.

REQUIRED ACTIVITIES

The following activities are required during the first 3 months of
funding:
•   Augment existing Community and Needs Assessment(s) to overlay Social Determinants
    of Health data linked to higher COVID impacts and SUD.
•   Identify populations with increased impact (i.e., economic status, race, unemployment
    rates)
•   Demonstrate established relationship with local treatment centers and social service
    organizations, as needed.
•   Enter a detailed Action Plan into ECCO
✓ Youth Education – ability to incorporate how to cope
               with family stressors related to COVID-19
             ✓ Cannabis Education – ability to address THC
             ✓ Environmental Strategies as related to COVID-19
                • Youth Environmental strategies and Cannabis
ALLOWABLE       • Social access to alcohol
ACTIVITIES      • Ensuring referrals to mental health services
                   and/or treatment (post COVID-19)
                    o Family Stressors
                    o Increased use of substances during COVID-19

• Direct critical resources in expanding broad-based state
                     and local community strategies and approaches in
                     addressing the drug overdose epidemic, involving SUD
                     prevention services.
                   • Improve information technology infrastructure, including
                     the availability of broadband and cellular technology for
                     providers, especially in rural and frontier areas,.
                   • Enhance the primary prevention infrastructure within your state
                     and communities using the Strategic Prevention
SAMHSA SUGGESTED     Framework planning model and implementing evidence-based
                     practices, the six CSAP prevention strategies with an emphasis
    ACTIVITIES       on environmental approaches.
                   • Consider incorporating strategies around adverse childhood
                     experiences to improve substance misuse outcomes among all
                     populations, but especially young adults 18-25 and those over 26
                     years of age; preventing and reducing marijuana use by
                     youth below the state’s legal age of use; and mitigating
                     the impact of increased alcohol access by youth as
                     identified during the COVID-19 pandemic. It is important
                     to identify and address disparities and describe how you
                     are incorporating equitable approaches.

             apply.

Section III: Program Narrative (maximum 10 pages, excluding attachments)
The following Program Narrative is to be completed according to the descriptions provided in each section:

Current SAPBG Provider Info

•   Provide a brief work scope, specify evaluation plan, who will deliver the services with credentials and budget request to spend a
    portion of this money ASAP. Think about what you can reasonably spend within the usual parameters of the block grant.
•   The application should not exceed 10 pages excluding the budget and attachments. An in-depth work scope and budget will be
    requested after initial funding.
New applicants and those considering an Innovative approach are required to submit the following information:
A description of services/strategies to be implemented, an evaluation plan and budget. Letters of commitment can be included in the
appendix. An in-depth work scope and budget will be requested after initial funding.
•   Applications should be typed in no smaller than 11-point font size in Arial or Times New Roman. Applications with smaller fonts will be
    automatically disqualified.
•   Supplemental information such as letters of commitment should be included in the appendix of the application.
•   A complete application no longer than 10 pages, which does not include the budget and attachments.

 Section IV: Budgets
• Up to $184,500 is available for this 21-month project during state fiscal years 22 and 23.
   • Specify how $92,250 will be spent each fiscal year.
   • Why these costs are justified and necessary to conduct the proposed initiative and that the costs
      are reasonable and appropriate for the level of effort proposed.
   • Distinction should be made between start-up costs and an ongoing operating budget for this fiscal
      year.
• Two (2) separate budget proposals must be submitted with this application.
   • A budget should be submitted for the remainder of the state fiscal year 21-22
   • As well as next state fiscal year 22-23. Ending March 14, 2023.
   • Each budget should be based on anticipated actual costs and cannot exceed $92,250 per fiscal
      year.
