Background After more than three months of the world battling the COVID-19 pandemic caused by the SARS-CoV-2 virus, countries have started to see a flattened curve. With several countries opening up their economies, even India saw the coronavirus-induced lockdown restrictions getting eased starting 8 June 2020, in the form of Unlock 1.0. Maharashtra accounts for about 30 per cent COVID-19 positive cases in the country and Thane City comprises of 5.5 per cent of cases in the State. Municipal governance of Thane City is looked after by the Thane Municipal Corporation. Population – 1.89 Million Area (sq. km) – 147 Population Density (persons/sq. km) – 12,857/20,530 Administrative division 9 Administrative Wards; 3 Zones Topographical Distribution (area- wise) Urban (Non-slum), Slums (traditional/vertical), Hills TMC Ward-wise Map The first COVID-19 patient in the city, a Thane resident returning from France, was detected on 13 March 2020. Thane being such a densely populated city with varied demographics and topographies, early analysis highlighted the threat of spread of disease in slums, which would be the probable hotspots. As the lockdown progressed, we saw a steady rise in the number of cases initially. It took 30 days for the case tally to reach 100 and 63 days for it to reach 1000. The thousandth case followed a spike in daily cases taking the average case/day to 100 within a week’s time. Detection of new positive cases in hotspots started growing rapidly and as detected, worst hit areas were the densely packed informal slum settlements where social distancing, general hygiene and sanitisation were difficult to follow. 2

Going Digital COVID-19 is emerging to be an equally big data-management challenge as it is a health-care challenge. TMC, from the onset of COVID-19 infection, has been leveraging digital platforms for better data management and for making COVID-19 facilities more accessible to citizens. Following two platforms were launched this week to enhance the efficiency further 1 Fever Survey App 2 Bed and Ambulance Allocation 3 E-Pass System Fever Survey App One of the most important step of tackling the virus spread is efficient containment and rapid tracing and tracking of Contacts of infected people. The activity is undertaken by the corporation through various teams deployed in Containment zones to carry out door to door fever screening. Going Digital Bed and Ambulance Allocation System The portal gives citizens who are experiencing COVID-19 symptoms a direct access to booking a bed in a hospital and booking an ambulance for transportation to the hospital. With the help of two expert teams for bed allocation and ambulance allocation, the system has successfully digitised what was earlier an entirely manual, conversation based system. The digitisation allows fast-tracking of actions to be taken for patients with severe symptoms. With in-built check points like OTP, the system allows for removal of any misuse of the platform. A real-time dashboard can be monitored at the Corporation level. The status and severity of cases is displayed to ensure timely actions taken. 6
Going Digital DigiThane E-Pass System Owing to the lockdown being enforced in the city, TMC has launched an E-pass system that will allow citizens (Essential workers, emergencies) to procure a permission for movement within the city. The dashboard allows for internal checks to monitor the location of where the QR code was scanned, staff performance on approval/rejection actions. It also has mechanism to send out warnings to companies as they near the e-pass permitted per firm. Enhancing Testing DigiThane E-Pass System It has been proven world over that the key to conquering the fight against the SARS-COV-2 Virus is by comprehensive testing. The Traditional testing infrastructure involving RT-PCR tests, is accurate but time-consuming. In order to achieve more testing in shorter time, ICMR in June had issued guidelines to adopt Antigen Testing in Cities. The Rapid Antigen Testing will be used to test all High Risk Contacts, all cases of SARI/ILI symptoms in containment zones, and all the citizens with co- morbidity in containment zones or sealed buildings. TMC has outlined the commencement of three antigen testing centres as a first step, with additional ward-level centres being planned as well. Way Forward Last week of June has seen a sharp rise in testing of COVID-19 suspects from the daily testing tally rising by about 45 per cent. This has led to a greater extent of detection of COVID-19 patients, with the average daily cases rising from 150 to 330. Despite the rise in cases after a prolonged period of stagnation, the fatality rate of the infection remains constant in the range of 3.5-4. The corporation’s resolve of being able to suffice the hospitalization and isolation requirements in the form of bed availability in Government, Municipal and Private Hospital Facilities is intact as current facilities are available for augmentation. TMC has ensured clear communication with all the stakeholders through social media and through engagements.
