This document outlines the guidelines set down by the New Zealand Government, Ministry of Health and the Ministry of Education in order to keep workers, students and the St Peter’s Cambridge community (our community) safe and healthy once school resumes under COVID -19 Alert Level 3. Further information can be obtained via Alert Level 3 | Unite against COVID-19 (covid19.govt.nz) Purpose of this plan: • To keep workers and our community healthy and safe by reducing the risk of spreading COVID-19. • To apply relevant guidance from the Ministry of Health, Ministry of Education, or other Government Agencies to the school environment. Guidance for Schools for Alert Levels 1-4 • To encourage a safe and respectful work environment and good communication between all parties involved. • To sit alongside our existing health and safety controls to ensure workers, students, contractors and our community are safe on site. St Peter’s Cambridge Commitment • St Peter’s Cambridge is committed to working with and following the NZ Government’s instructions and guidance to prevent the spread of COVID-19. • We are united in the fight against COVID-19 and will do everything practicable to protect our workers, students and our community. • We will work with high trust that all people we work with will do everything they can to keep safe and that we will do the same for them. “We are all in this together”. Before arriving on site • Only essential and approved staff to meet the learning & boarding requirements are to be onsite, including those there to assist in managing the H&S risks eg nurses • Everyone else that can work from home must work from home. • Essential property, farm workers and contractors to be on site that can not work from home. • If you are not fully vaccinated and at higher risk of severe illness you must stay at home. • If you are not fully vaccinated and caring for someone at higher risk you must consult with a medical practitioner to determine if you can safely work onsite, if not you must stay at home. • If you are unwell you must stay at home. • Anyone who is self-isolating, or who has been advised by health authorities to remain at home while they wait for their Covid-19 test results must stay home. • Alert Level 3 students: • Years 7 – 10 should continue to learn from home unless the parents or carers need to go to work. • Years 11, 12 & 13 can continue to learn from home OR return to school for learning from 1 November 2021 • Other exemptions may be made as directed by the MOE. Student attendance must be approved by the St Peter’s Cambridge School Campus Principal. • Work that cannot be done at home and requires staff and supporting roles (including contractors, suppliers, volunteers etc) to be onsite must be approved by the School Campus Principal, Chief Operating Officer or other delegated persons. This approval includes: • Vaccination Status and • Evidence of an initial negative COVID-19 test • Those that are not fully vaccinated (received 2 doses), require ongoing negative COVID-19 testing. Further detail regarding vaccine and testing requirements are in the protocols section of this document. • In addition to the above, contractors are also required to provide their own COVID -19 Safety Plan prior to attending the site. • Everyone intending on entering the site must wear a disposable face covering. It is the responsibility of the individual or caregivers to provide these. • Additional face coverings will be made available as required. Site Entry • Everyone entering site must be wearing a face covering and adhere to the protocols outlined within this document. • Hand sanitiser will be available for use at entry to classrooms, buildings and in shared spaces. • Only approved students, staff and supporting roles are allowed on site. • Only essential visitors will be permitted onsite. • Essential deliveries, or emergency work contractors will be communicated the entry requirements by the responsible St Peter’s representative. • Deliveries will be contactless and left at the courier drop off area – Facilities Maintenance Hub. • All contractor & supplier entry and exit must be via the St Peter’s Cambridge Facilities Maintenance Hub. At this location the following will be available: o Hand sanitiser o St Peter’s Cambridge sign in / out kiosk and o Government Covid-19 Q Code o Disposable face coverings available. • For those that do not have the QR scanner capability, a manual sign in system will be available and located at: o Main reception o Courier Bay Facilities, Maintenance Hub. • Students are not required to sign in as the teacher is required to record their attendance, however the QR code is available to them. • Parents/ caregivers can only drop off and pick up students from the designated area. Parents/ caregivers should not get out of their cars. • If parents are required to be onsite, report to reception to ensure all protocols are followed. • If parents are collecting an unwell student they will need to liaise with the nurses at the health clinic prior to ensure all protocols are followed. Working & Learning Operations Classrooms • Ventilation. All indoor settings where available are to have the windows, doors and any vents open to allow for airflow during teaching and learning and breaks. • Desks spacing to support social distancing of 2m between desks in all directions, in exams if this is not practicable 1.5m is allowed. • The more fresh air the better. Heat pumps do not ventilate; they only heat and cool the air in the room. • Time outdoors should be maximised unless weather does not allow. • Group meetings including assemblies and staff meetings are to be avoided. • Library is open for learning and curriculum. The library will be closed during interval and lunch time. • The virus does not survive for long on paper and cardboard (less than 24 hours), so books and other paper and cardboard can be put aside overnight and used the next day by other students. • Books with plastic sleeves should be wiped down with a disinfectant wipe before re-issuing the next day. • Physical education classes, sports and break time activities cannot include sports with under 2 metre physical distance or where the same equipment is touched by different students (balls, ropes, sticks, etc). • Prep school playground is closed. • Music, instruments, singing, dancing & drama - For singing, it is recommended that participants are outside and two metres distant from each other. • No singing should take place inside. • Do not share instruments between students. • Playing wind instruments (e.g. recorders) is not recommended in Alert Level 3 (except at home in their home bubble). • Avoid using shared supplies e.g. whiteboard markers, stationery, text books, subject specific apparatus etc. • Shared supplies are considered ‘high touch’ and should be cleaned frequently. • If shared supplies are necessary consider using designated bins for clean and used supplies. • Drinking Fountains - only to be used to fill up water bottles. Cleaning • Classrooms and workstations in use must be tidied each night ready for cleaning. • High touch surfaces will be cleaned and disinfected each day. This will be overseen by the Facilities Manager. • Staff will be provided with cleaning products to use in their personal workstations and classrooms. • Where vehicles or workplace equipment is used by multiple staff, the ‘high touch’ points need to be cleaned frequently. Leaving Site • Contractors & suppliers must sign out of site each day at the Facilities Maintenance Hub washing hands or sanitising prior to leaving. • All waste and PPE must be disposed of correctly. • Classrooms and workstations in use must be tidied each night ready for cleaners. Manager Precautions • Communicate site expectations to staff, students, contractors and suppliers. • Regular contact via phone, email or through online platforms regularly to keep in touch with staff at home. • Communicate to staff good health and safety protocols and obligations. • Identify and manage any higher risk employees or students (i.e older or underlying medical conditions). ALERT LEVEL 3 PROTOCOLS COVID-19 Testing • Provide evidence of an initial negative COVID-19 test that has been administered within the last five days prior to returning to work on site (regardless of vaccination status). This does not apply to those who are performing services remotely. • Please note: If you provided your negative test result to the school anytime from Monday 18 October 2021 - 31 October 2021 and you are fully vaccinated, you will not need to provide another negative test prior to a return to school up to and including Tuesday 02 November 2021. Unless you are symptomatic (new or worsening cough, sneezing or running nose, fever, temporary loss of smell/taste, sore throat or shortness of breath), have been at a location of interest, been a close or casual contact of a confirmed case or if directed by the Trust Board or SLT. • Please provide the code SURV-SEC at the time of your appointment to expedite any COVID-19 test you will be undertaking. • If you are not fully vaccinated, after your initial test, you are required to provide a negative COVID-19 test every seven days until you are fully vaccinated. This is referred to as surveillance testing. • Evidence of testing results will be retained by St Peter’s Cambridge or other PCBUs as required and in accordance with the Privacy Act (2020). Vaccination • Every person who performs work or provides a service to a school, including contractors, volunteers, coaches, and other supporting roles, will be required to be fully vaccinated against COVID-19. o First vaccination due 15 November 2021 o Second vaccination due 01 January 2022. o Fully vaccinated is when both doses have been administered. • Evidence of vaccinations will be retained by St Peter’s Cambridge or other PCBU’s as required and in accordance with the Privacy Act (2020). Health & Hygiene measures • Anyone who is sick must stay at home • Anyone at higher risk of severe illness from COVID-19 and are not fully vaccinated must stay home. • Hand sanitiser will be available for use at entry to classrooms, buildings and in shared spaces. • Soap, water and the ability to dry hands must be provided in bathrooms. Washing and drying hands with soap is still the most effective hygiene measure. Physical Distancing • As a guide you should maintain a 2m physical distance, especially around people you don’t know. If this is not practicable and you are near someone you know then try to keep a safe distance (1m as a guide). • Work is to be undertaken in such a way as to reduce contact between people • Staff working in close proximity (within two metres) should stay in these teams where practicable and not introduce or change members of the team. Face Coverings • Disposable face coverings are required to be worn at all times. Unless you: • Are eating / drinking or • Undertaking strenuous outdoor exercise But you should practice physical distancing of 2 metres from others during these times. • In addition to this if you work alone (indoors or outside) and do not share the space with anyone the face covering can be removed. If another person enters your space then you must apply the face covering. • Cloth washable face coverings are not to be worn during school. • Boarding hostels may adopt a variation to these face covering requirements in accordance with the MoE Hostel Requirements. • Face coverings must be worn at all times on school transport. Cleaning • Classrooms and workstations in use must be tidied each night ready for cleaning. • High touch surfaces will be cleaned and disinfected each day. This will be overseen by the Facilities Manager. Cleaning surfaces • Staff will be provided with cleaning products to use in their personal workstations and classrooms. • Where shared equipment is required e.g. use of vehicles etc staff will be required to clean after use. Ventilation • The risk of becoming infected with COVID-19 increases the closer you are to a person and the longer you are close to that person. • The risk is highest in crowded and poorly ventilated indoor spaces. The risk is lower outside when there are fewer people, and when you are further away from others. • Being in enclosed spaces with poor ventilation is when fine particles containing virus can build-up. • Avoid spaces with poor airflow. • All indoor settings where available are to have the windows, doors and any vents open to allow for airflow during teaching and learning and breaks. • Indoor settings that are not suitable will not be used during Alert Level 3. • The more fresh air the better. Gatherings/Events/Assemblies/ Meetings • Although schools and hostels are not considered gatherings when people are there to receive, provide or support education services , specific health & safety measures are required to be applied • During alert level 3, assemblies, chapel and prize givings will not occur. • Meetings on-site should be avoided and undertaken online. • If they are necessary to have in person, these should be outdoors in open areas (if weather allows), not exceed 10 people, face coverings to be worn and 2 metre distancing should be applied. • Breaks including eating should be done outside unless weather does not allow. • Rooms should be well ventilated/ windows opened to allow fresh air circulation. External Interface • No external people can come on site as volunteers for classroom activities. • No external students or or staff on-site. • All people required onsite need to be approved. See your line manager if you require further information on this process. • All deliveries are to be dropped at the courier drop off area – Facilities Maintenance Hub. • Hygiene protocols and physical distancing must be maintained. • Keep the engagement with other people as brief as possible. • Ask for all paperwork to be emailed rather than handed over on site if possible. • Send any staff or contractor induction procedures electronically prior to engagement on site. Science Laboratories and Technology • Aim for quality and safety over quantity • Consider measures that can help limit the exposure to COVID-19 and reduce the probability of transmission among students, teachers, technicians, cleaners and other staff. • Establish a department plan for personal health hygiene and a disinfection schedule. Revisit the plan and schedule regularly and update as necessary. • Consider what essential learning is required. Focus on essential learning and the associated practical activities. • Science - The NZ School Lab Association has provided information and guidelines in their keeping safe in school labs during the COVID-19 pandemic [PDF] and Decision flow chart for practical activities under COVID-19 [PDF]. Dining Hall • Dining in the school dining hall & other locations will be managed to support social distancing & hygiene requirements. Further information will be communicated. • Hand sanitiser will be available at the entrances of any room where people eat and should be used when entering and exiting the area. • All rubbish should be put straight into the bin and not left for someone else to clean up. St Peter’s Uniform Shop The shop will be operating as follows: • Order and collect; for students who are requiring essential items email your order direct to the shop; stpetersshop@alintaapparel.co.nz ( if it is a uniform item – please allow time for the name label to be sewn on) or call the team during opening hours; 07 8279852 • During opening hours: the main door of the shop will be open but there will be a blockade so that you cannot enter – you can however converse at a safe distance whilst wearing your mask and purchase items. Items will go on your account. • Online shopping; Allo enough time to have your labels sewn on. You will be notified when your order is ready to be collected from a table at the front door of the shop. • Telephone bookings can be made for new uniform fittings. Staff Contactless Deliveries • Essential work or learning items may be required. • Staff undertaking contactless delivery must adhere to the following protocols: • This should be limited, and only essential and necessary items • Not undertaking deliveries if unwell • Contact to arrange in advance time and date you intend on delivering • Observe physical distancing 2 metres • Wear a face covering • Cough or sneeze into your elbow or tissue and dispose of the tissue • Regular hand sanitising • Keeping a list of locations where items have been delivered to Managing in an emergency • Fire alarms and other emergencies may require you to either evacuate your buildings or move everyone inside. The priority in these situations is keeping students and staff safe from the threat arising through the emergency event – fire, flood, earthquake etc. • You will also need to ensure your health and safety plan can respond to other accidents or issues that may be faced in regard to health & safety, particularly if there are smaller numbers of staff on site. This includes having sufficient staff with first aid experience. Hostel • Hostel operations can be considered during Alert Level 3 however, this must be in accordance with Guidance for School Hostels Alert Levels 1 - 4 St Peter’s, Cambridge Health and Safety Management Workplace and School Plan COVID-19 Alert Level 3 29.10.2021 Version 3
If a person presents and is unwell with cold and flu like symptoms • All persons should follow the Ministry of Health guidance and stay at home. • If you have concerns or require assistance feel free to call the health line on 0800 358 5453 or our school nurses during school hours on 827 9833 or 0274 736 010. Follow the advice of the health officials. • Health Clinic Operations Alert Level 3 - Appendix 1 • Clinic Layout Under Alert Level 3 - Appendix 2 • Process if identified as requiring a COVID-19 test - Appendix 3 • If it’s an emergency dial the emergency services 111. Working Alone • Ideally you do not work alone, however there may be situations when the need arises. • If this is to occur risks must be assessed, with appropriate controls implemented. This may include: • If it is not safe to work alone do not do it • If it is safe to work alone, to identify another staff member that you will contact, advise of your intentions including start time and estimated completion time • Depending on the task and the duration additional check in controls may apply eg phone call during task or a face to face visit by another staff member • At the end of the task to notify the person you initially checked in with to advise you have completed the task Specialist Clean • If a staff member or student is unwell and removed from the school site, a specialist clean may be required in the area(s) identified where the worker/ student was working. This will be instructed by the ministry of health if this is required. These areas are to be temporarily isolated until a decision has been made if a specialist clean is required or not. Confirmed or Probable Case • If St Peter’s Cambridge has a probable or confirmed case of COVID-19 a notification will be made by the Medical Officer of Health or our local public health authority. Support will be provided. Close contacts will need to self-isolate and the school will be required to close for at least 72 hours and this could extend up to 14 days. APPENDIX 1 - HEALTH CLINIC OPERATIONS ALERT LEVEL 3 The Health Clinic operates according to the MOH guidelines. The following are general guidance/considerations for the Health Clinic at St Peters School under Alert Level 3 criteria set out by the Ministry of Health. Masks and face coverings are mandatory in Alert level 3 • Activate plans as required at Community Red Alert. • Continue screening for COVID-19 symptoms and Higher Index of Suspicion criteria with referral to general practice/testing centre as appropriate. • Refer all patients and staff who exhibit symptoms for assessment and testing. Staff who have symptoms should be stood down until they obtain a negative test result and are 48 hours free of symptoms. • Activate appropriate PPE plans, aligned with MOH guidance. • Maintain stock levels of PPE, alcohol hand gel and cleaning products. • Ensure cleaning and hand hygiene are incorporated into routine practice. • Maintain triaging at entrances and physical distancing. • Non-essential service delivery should have ceased • Activate plan to support mental health and wellbeing of staff. • Work with vulnerable workers and unvaccinated staff to mitigate their risk and review impact on staffing. • Activate plans to manage non-vaccinated or partially vaccinated workforce during increasing alert levels. • Activate plans to safeguard high priority services during increasing alert level. APPENDIX 2: CLINIC LAYOUT UNDER ALERT LEVEL 3 Green and Red zones Clinical criteria red zone; Any persons displaying COVID-19 symptoms. The symptoms include any acute respiratory infection with at least one of the following symptoms (with or without fever): 1. fever (at least 38˚C) 2. new or worsening cough 3. sore throat 4. shortness of breath 5. sneezing or runny nose 6. temporary loss of smell or altered sense of taste 7. less common symptoms may include diarrhoea, headache, muscle aches, nausea, vomiting, or confusion/irritability. (MOH) Clinical Criteria Green zone: Any persons NOT displaying COVID-19 symptoms We will continue to see: Sexual Health, mental health, accidents and injuries and other non-symptomatic clinical presentations in the green zone. GREEN ZONE - Main door entrance and exit only: • A sign at the front door stating - if any covid symptoms then student/staff will go to the back door red zone for assessment. • Gazebo over the main door. • Alcohol hand sanitizer, masks and covid qr code at entrance. • Barrier across front door (no automatic entry into waiting area) • Triaged to ensure asymptomatic for COVID-19 and then directed to the green zoned waiting room. • Once a student/staff is assessed in the green zone they will remain in this area and leave via green zone exit (main door) RED ZONE - Back door entrance and exit only: • Gazebo over the main door. • Alcohol hand sanitizer, masks and COVID-19 QR code at entrance. • Greeted by a nurse in full PPE gear. • Symptomatic students/staff will remain in the red zone section of the health clinic and assessed in room 3 or 4 (red zone rooms only) • From there they will be isolated in room 3 or room 4 (red zone rooms only) • The red zone area and rooms will be deep cleaned according to the MOH guidelines, following a symptomatic staff/student before another red zone person can be assessed. APPENDIX 3 - IDENTIFIED AS REQUIRING A COVID-19 TEST Day Students: • The parent/caregiver will be phoned and advised requirements for COVID-19 testing or assessment through their own GP or COVID-19 Healthline. • The student will remain in the health clinic isolated until the parent/caregiver arrives outside the student services centre. • When the parent/caregiver arrives, the student will be sent directly to the parents car wearing a mask. The parent is not required to get out of the car and enter school. • In all cases of concern about a student, the nurse will continuously monitor and assess their status and call an ambulance if required. Boarding students • The student will be isolated in room 3 or 4 (red zone). • Boarding/matrons will be contacted to collect the student and take them to a local testing station or GP practice if a GP review is required. The nurses will organise this process for being tested and communicate this with boarding. • The student will then either go home, or be isolated in the rooms as designated for isolation by boarding while they await their result. • The student will not be allowed to return onsite into school grounds/ dining hall/gym and sports activities until they have returned a negative COVID-19 result and are free of symptoms for 48 hours. • The nurses will require evidence of the covid-19 test result. • In all cases of concern from the nurse about a student observation and assessment status and ambulance will be called. Staff: • Staff will be isolated and supported to organise their own COVID-19 test and GP assessment if required. • Where staff are deemed medically fit they can drive themselves to a local testing station or GP practice. • Where GP assessment is not required they can attend any local testing station. • The St Peters nurses must be provided evidence of a negative COVID-19 test before the staff member can return onsite to school. • In all cases of concern from the nurse about a staff member observation and assessment status and ambulance will be called.
