SUPPLY CHAIN MANAGEMENT OFFICE I , JG ‘K’ CASB 9 (1 POST) Salary: ksh. 38,270 x 1,470- 39,740 x 1,520- 41,260 x 1,710- 42,970 x 1,920- 44,890 x 2,000- 46,890 x 2,110 – 49,000 x 2,170 – 51,170 p.m (a) Duties and Responsibilities Duties and responsibilities will entail: i.implementing existing supplies regulations, procedures and system ii.carrying out internal monitoring and evaluation on procurement; iii.assessing the performance of suppliers and contractors; iv.preparing procurement plans in accordance with budget process; v.coordinating the preparation and implementation of procurement manual; vi.conducting stock control, stock taking and stock audit; and (vii) implementing e-procurement strategies. This is the entry grade for the cadre of degree holders. (a) Duties and Responsibilities Duties and responsibilities will entail: i.coding, testing and implementing computer programs, providing user support; maintaining support systems and training of users; ii.maintaining of Information Communication Technology equipment and associated peripherals; iii.certifying of Information Communication Technology equipment; configuring of new Information technology equipment; iv.maintaining data protection system; 3 | Page

Duties and responsibilities will entail: i.facilitating service of legal documents; ii.collecting, circulating and filing published bills and subsidiary legislation; iii.filing court documents and any other legal documents; iv.organizing the Legal Department Registry; v.drafting legal documents under the supervision of the Head of department; and vi.providing any other legal services that may be required by the County Assembly, the Committees, the Speaker, CASB, the Clerk and the Assembly Service. (b) Requirements for Appointment For appointment to this grade, a candidate must have: i.Bachelors of Law degree from recognized institution; and (i)Proficiency in computer applications. 9. HANSARD REPORTER I, JOB GRADE “K”/CASB 9 (1 POST) Salary: ksh. 38,270 x 1,470- 39,740 x 1,520- 41,260 x 1,710- 42,970 x 1,920- 44,890 x 2,000- 46,890 x 2,110 – 49,000 x 2,170 – 51,170 p.m (a) Duties and Responsibilities Duties and Responsibilities will entail: i.Operating the digital recording systems; ii.Ensuring general safety, cleanliness and usability of the machines; iii.ensuring timely and accurate transcription; iv.undertaking independent verbatim reporting of County Assembly proceedings and those of relevant committees/functions within or outside County Assembly; v. handling queries relating to Hansard reporting; vi. preparing transcripts for editing; vii. sorting and checking transcripts from junior officers and amending as necessary; viii. assist in preliminary editorial work with emphasis on grammar, syntax, style and consistency; and ix. assisting in classification, custody, archiving, retrieval and cross-checking of documents against references. (a) Duties and Responsibilities: Duties and responsibilities will entail: i.processing monthly payroll; ii.staff loan documentation and implementation; iii.internal staff communication and memo writing; iv.computation of financial or statistical records based on routine or special sources of information such as amounts for surcharges, overtime, etc; v.checking compliance with the one-third net pay rule; vi.compiling data and drafting of letters; vii.sorting, filing and dispatching letters; viii.support the development and implementation of HR initiatives and systems; ix.assist in developing training and development programs; x.maintenance of an efficient filing system; xi.be responsible for leave computation and documentation; and xii.(xii)be the entry contact for the grievance handling process. (b) Requirements for Appointment For appointment to this grade, an officer must have: - (i) Served as an Internal Auditor I for a minimum period of three (3) years; 13 | Page
(ii) Bachelor’s degree in any of the following disciplines: - Commerce (Accounting/Finance option), Economics, Mathematics, Statistics or its equivalent qualification from a recognized institution; (iii) Certificate in management course lasting not less than four (4) weeks from a recognized institution; (iv) Membership to a recognized professional body and of good standing; (v) CPA Part II Certificate or its equivalent qualification from a recognized institution; and (vi) Shown merit and ability as reflected in work performance and results. 16. INTERNAL AUDITOR I, JOB GRADE “K”/CASB 9 (1 POST) Salary: ksh. 38,270 x 1,470- 39,740 x 1,520- 41,260 x 1,710- 42,970 x 1,920- 44,890 x 2,000- 46,890 x 2,110 – 49,000 x 2,170 – 51,170 p.m (a) Duties and Responsibilities This is the entry grade for this cadre. An officer at this grade will be on the job training based on actual audit work and assignments carried out under the supervision of senior officers. Duties and responsibilities will entail: i.reconciliation of budgetary allocations with monthly expenditure summaries; ii.ensuring Government assets i.e. plant and equipment, supplies, stores etc are appropriately recorded in the relevant registers and are maintained and kept safely; iii.undertaking a variety of audit assignments relating to preaudit of payments, evaluation and review of internal control systems and report on any weaknesses; iv.evaluating the effectiveness of existing financial regulations and establish the level of compliance in practice; and v.compiling and preparing reports based on audit observations made in his/her section/team. (b) Requirement for appointment (i) For appointment to this grade a candidate must have:- (ii) Served as a sign language interpreter III for a minimum period of three years; (iii) Kenya Certificate of Secondary Education (KCSE) mean grade C- or its equivalent qualification; (iv) Diploma in sign language/special needs from a recognized institution; (v) Proficiency in computer application; and (vi) Shown merit and ability as reflected in work performance and results.
