CORAL PINE PARK IMPROVEMENTS DESIGN – PHASE 2 Project No. 2021-009 The Village of Pinecrest is requesting statements of qualifications from professional Architects and professional Engineering firms to provide professional services to design improvements to the Coral Pine Park as detailed in the Master Plan approved by Village Council. Qualifications must be submitted no later than 10:00 a.m. on Friday, July 30, 2021 to Village of Pinecrest, 12645 Pinecrest Parkway, Pinecrest, Florida, 33156. Late submittals shall not be accepted or considered. The packages shall be clearly marked “CORAL PINE PARK IMPROVEMENTS DESIGN – PHASE 2.” Respondents are to deliver one (1) original, three (3) complete copies, and one (1) digital CD or USB flash drive (in PDF format) detailing their qualifications including a letter of interest, statements of qualifications and experience, and other pertinent information for consideration as detailed in the Scope of Services of the RFQ. Request For Qualifications Coral Pine Park Improvement Design - Phase 2 Project No. 2021-009 SECTION 1 - INTRODUCTION 1.1 BACKGROUND The Village of Pinecrest is a suburban area in Miami-Dade County, Florida. Incorporated in 1996, Pinecrest has a population of 18,223 (2010 Census), and has a total area of 7.6 square miles. This once largely undeveloped agricultural land is in close proximity to Falls Shopping Center, Dadeland Shopping Center, and Metro-rail Station. The Village also has other designated points within its boundary limits that includes, but are not limited to eight public and private schools, eight municipal parks including a community center and commercial area, primarily along US1, adjacent to the western limits of the Village. The Village is bounded by US1 (South Dixie Highway/Pinecrest Parkway) to the west, S.W. 136th Street to the south, Old Cutler Road to the east and just south of the C-2 canal to the north. In December of 2002, the Village purchased Pinecrest Gardens, the former world renowned Parrot Jungle and Gardens tourist attraction since 1935. 1.2 INFORMATION AND CLARIFICATION The Village of Pinecrest is requesting statements of qualifications from professional Architects and professional Engineering firms to provide professional services to design improvements to the Coral Pine Park as detailed in the Master Plan approved by Village Council. From the time of advertising until the Village Manager issues her recommendation, there is a prohibition on communication with the Village’s professional staff. A copy of all written communications must be filed with the Village Manager. Violation of these provisions by any particular bidder or proposer shall render any RFP award, RFQ award, RFLI award, or bid award to said bidder or proposer void, and said bidder or proposer shall not be considered for any RFP, RFQ, RFLI or bid for a contract for the provision of goods or services for a period of one year. All questions regarding this RFQ must be submitted in writing no less than five (5) business days before the proposal due date. Answers to all submitted questions will be posted on the Village’s web site, www.pinecrest-fl.gov/bids. 1.5 PUBLIC RECORDS Florida law provides that municipal records shall at all times be open for inspection by any person under §119, F.S., as amended from time to time; The Public Records law. Information and materials received by the Village in connection with responses shall be deemed to be public records subject to public inspection. Request For Qualifications Coral Pine Park Improvement Design - Phase 2 Project No. 2021-009 The responsibility for submitting a response and its receipt on or before the stated time and date will be solely and strictly the responsibility of the proposer. The Village is in no way responsible for delays caused by any delivery system or caused by any other occurrence. Proposals received after the exact time and date stipulated above shall be considered nonresponsive. 1.7 VILLAGE OPTIONS The Village reserves and holds at its sole discretion the right and option to award a Contract(s) for the provision of the Coral Pine Park Improvement Design - Phase 2. The Village Manager will report to the Mayor and Village Council whether or not a contract award(s) is/are recommended. The Village also reserves and holds at its sole discretion the following rights and options: • To issue addenda/clarification to this RFQ. • To reject or accept any and all submittals. • To issue subsequent RFQ. • To enter into contract negotiations. • To wave technicalities. 1.8 AWARD OF CONTRACT The Village intends to select and make a recommendation for award of a contract to the Village Council. The Village shall be the sole judge of the submittals that is/are in its best interest, and its decision is final. The term of the contract shall be in accordance with the time requirements as set forth in this RFQ Section 2.5 TERM. 1.9 WRITTEN NOTICE TO PROPOSERS All proposers will be e-mailed, at the time of tentative successful proposal selection, a notification of said selection. 1.10 NON-ASSIGNMENT The selected firm shall not assign, transfer, convey, or otherwise hypothecate any interest, rights, duties, or obligations it will have under the contract to be awarded, without the prior written consent of the Village. The Village may, at its option, terminate the Agreement immediately upon notice of such action by the contractor. 1.11 INDEMNIFICATION AND HOLD HARMLESS The selected firm shall indemnify and hold harmless the Village, its agents and employees 3

The selected firm shall also indemnify and hold harmless the Village, its agents and employees from and against all claims, damages, losses and expenses arising from action of selected firm’s employees on Village property or in the course of carrying out any business related to the contract. 1.12 DEFAULT Failure of the proposer to comply with any covenant of the contract to be awarded shall constitute a default, and the Village may at its option terminate the contract thirty days after receipt by the proposer of written notice, unless said default is cured within such period. SECTION 2 –PROJECT DESCRIPTION 2.1 SCOPE OF SERVICES This project consists of developing design construction drawings for the improvements to the Coral Pine Park as described in the Master Plan approved by the Village Council, attached to this RFQ as Attachment 1. Phase 1: Site and exterior facility improvements, infrastructure and systems upgrades. Phase 2: Interior remodeling and repurposing of existing areas/rooms. The following is a general outline of the scope of work that is required for this project. The final scope will be agreed upon after discussion and negotiations with the selected consultant. A. Explore the project site, its physical conditions, limitations and existing conditions. B. Prepare project construction plans and bid specifications. C. Prepare cost estimates for review and for bid evaluations. D. Answer all technical questions from prospective bidders during the bidding period and preparation of addenda, as necessary. E. Meet with Village staff before start of work and after each submittal. 4

During construction, consultant will be required to provide technical assistance and respond to questions from the contractor. 2.2 EVALUATION AND SELECTION PROCESS Responses will be evaluated on experience and expertise relevant to this project, experience on similar projects. Each proposal received will be reviewed by Village staff and ranked against the other proposals based on the following criteria: A. Experience and Capability (25 points) Proposers will be evaluated based on the firm’s experience and past efforts in this type of work. A description of the Proposer’s capabilities, number of years in business, and examples of previous similar projects including a project description, completion date and location, and contact information for the project owner should be included. B. Project Team and Staffing Qualifications (25 points) Firms will be evaluated on the experience, education, and background of staff in undertaking similar type projects. Include a brief description of the staff’s professional experience. C. Work Plan (25 points) Demonstration of an understanding of project goals by providing a thorough, creative, and clear suggested approach to attain the goals outlined in the “Scope of Service”. D. References (10 Points) A list of at least three (3) client references who can verify comparable project experience and provide comments regarding the Proposer’s work. E. Completeness of Proposal (15 Points) The top three ranked firms may be scheduled for an interview/presentation. 2.3 BUDGET The final dollar amount will be negotiated with the selected firm/team as part of the final contract. If the Village is unable to negotiate a satisfactory contract with the firm selected, negotiation with that firm will be terminated and the Village may select another firm. 5
Request For Qualifications Coral Pine Park Improvement Design - Phase 2 Project No. 2021-009 2.4 DATA AVAILABILITY AND COLLECTION Digital copies of any and all data collected by the consultant shall be provided to the Village of Pinecrest. 2.5 TERM The agreement shall commence upon final execution of the agreement by the Village and the term will be negotiated in the final agreement. SECTION 3 - REQUIREMENTS OF THE RESPONSE 3.1 GENERAL REQUIREMENTS The purpose of the response is to demonstrate the qualifications, competence and capacity of the firm s e e k i n g t o p r o v i d e a r c h i t e c t u r e and engineering services f o r t h e V i l l a g e o f P i n e c r e s t i n conformity with the requirements of this Request for Qualifications. As such, the qualifications will carry more weight than their form or manner of presentation. The technical response should demonstrate the qualifications of the individual or firm and of the particular staff to be assigned to this engagement. Please provide as much information as possible regarding qualifications and experience. At a minimum, the following information must be included as part of the proposal: A. Company Information Form attached to this RFQ as Attachment 2 B. Executive Summary: 1 - 2 page overview of qualifications describing the most important elements C. Identification of the project team o name and address of the Lead Firm and any sub consultants o point of contact (name, title, email and phone number) at lead firm o legal form of company (partnership, corporation, joint venture, etc.) D. Qualifications and technical competence of consultant and sub consultants in the type of work required. Identify proposed sub-consultants (if any) that will be retained to perform specified items of work listed in this RFQ E. Description of experience on similar projects including a list of references with contact information F. Listing of key project personnel and their qualifications and experience. Describe the team’s experience working in the industry as it pertains to this project G. Description of the project approach proposed for accomplishment of the work. Outline the basic technical procedures and the managerial approach which the project team leadership will adopt H. A proposed schedule and work plan for the accomplishment of the work described I. Coral Pine Park Preferred Alternative The Village of Pinecrest selected AECOM to provide professional services to develop a Master Plan for Coral Pine Park. Coral Pine Park located at 6955 SW 104th Street is one of three former Miami- Dade County Parks transferred to the Village of Pinecrest in 1998. The nine acre park offers a wide variety of activities including an air-conditioned multi-purpose facility available for rental for parties and other events, a tot lot, and an all-purpose recreational field. The park also includes six lighted tennis courts and a natural area. Coral Pine Park must continue to provide for the recreational needs (primarily active and general recreation) of area residents through a master plan development involving a process that includes the assistance and input of community residents and the approval of Village of Pinecrest key stakeholders. A preferred alternative for Coral Pine Park was selected involving the community residents and the Village of Pinecrest key stakeholders that will continue to provide for the needs of area residents. Vehicular and Pedestrian Circulation Circulation is often the major driver in planning efforts so that they set the framework for park elements and overall design intent. The vehicular and pedestrian circulation recommendation for Coral Pine Park reflects the need to establish an efficient, functional, and safe circulation system that can serve both its current and future needs. The preferred alternative recommends establishing a well-defined hierarchy of multi-use walkways with multiple use options ranging from .5 to 1.5 mile length. Additional pedestrian entry points along SW 69th and 70th Avenue as well as SW 104th Street with defined crosswalks for safe connections to adjacent neighborhood. Also, the main vehicular entrance is realigned allowing for better circulation and needed space for additional tennis courts as well as incorporating a new park sign as part of the new vehicular entrance. Parking will also be modified to increase parking spaces from 36 to 47 by reconfiguring to proper parking dimensional standards and layout. All paved surface should utilize sustainable or “green” construction principles utilizing both recycled and recyclable materials, including pervious paving to reduce stormwater runoffs. The net result will be an interconnected system featuring an intuitive and visually clear circulation pattern that streamlines movement, offers varied experiences, and minimizes vehicular conflicts. Architecture Through the master planning process, Village of Pinecrest expressed the need to upgrade and energize the existing multi-purpose facility and tennis center. The preferred alternative illustrates the renovation of the existing multi-purpose facility and the construction of a new tennis center connected through a series of arcades and trellises. In addition, two rain shelters are added as part of the overall master plan and located at opposite end of the tennis center and southwest corner of the nature preserve. All future facilities are to have energy-efficient elements that employ sustainable technique to reduce the impact of development and decrease energy demands through environmental control strategies. The plan seeks to implement the use of natural lighting, or daylight, providing adequate illumination, significantly decreasing the need for supplemental artificial lighting, reducing lighting costs as well as decreasing residual heat given off by electric lighting. The interior spaces of the facilities should be designed with flexibility and durability to accommodate growing and changing community needs. The facility entrances should be defined and recognized as the point of entry and all facility features should incorporate Village aesthetics and architectural characteristics. Recreation During the visioning process the planning team and Village staff discussed various ideas for meeting the community’s current and future needs including reenergizing Coral Pine Park. The first step was to establish well defined active and passive recreation areas. The active area is composed of two new tennis courts with additional shaded sitting areas for game viewing. This area will also consist of playground equipment with a modern design style with vibrant color and on a poured-in-place safety surface. Also, play area includes safe space for swings and other active play equipment. Through the community efforts, playground adjacency to facility bathrooms was an essential aspect of placement. To continue the existing tranquility offered by the park, a passive recreation area was established that includes the great open lawn, exercise equipment cluster, and interpretive signage along the edge of the nature preserve. This area also includes a trellis with a sitting area and an open paved area as an outdoor gathering space. Flexible seating should be provided with shade, through structural measures, vegetation, or both to ensure a tolerable environment during hot and rainy months. All designated areas are an essential element in designing outdoor spaces and defining the park’s edge. Furnishings As per Village of Pinecrest Vision Plan, Coral Pine Park will continue the Village aesthetic of street furniture as it provides continuity throughout the Village. Amongst the furniture standards, pedestrian lighting locations are identified throughout the park with a design style that is in keeping with the architectural style of the Village. Similar to street lighting, pedestrian lighting is critical to safety, productivity, and aesthetics of the park. The pedestrian lighting should consider the most traveled pathways and be places at the human scale. Outdoor areas with comfortable light levels are more active and populated with users. Care should be taken to minimize light pollution. As a secondary form of transportation, bicycling is an efficient form of transportation and the park will include bike parking at the entrance of the park for easy access and safety. Sitting areas will be allocated at key areas of the park and should be placed in locations that will capture the natural shade provided by the mature vegetation. The sitting areas will include pedestrian lighting, park benches, and litter receptacles. Sitting areas within the active recreation areas will also include water drinking fountains and picnic tables within the architectural arcade areas. Landscape (Softscape) Landscape has an important place in defining spaces and enhancing the function of those spaces. Low-maintenance landscape that is native or adaptable to the South Florida environment may be placed to provide shade to walkways and parking areas. The landscape is key to the aesthetics of the park by unifying elements of the natural and built environment. Landscape should be incorporated for separating pedestrian from vehicular traffic as well as creating natural buffers to visually protect neighboring residents from park users. Individual trees of unique characteristics or size are important resources and should be protected and preserved. All site development should note the location of these trees and protect them by incorporating into the layout. In addition to the protection of existing mature vegetation, stormwater management strategy inadequately graded can have significant effects on the park’s use. The proposed strategy is to implement a stormwater treatment sequence consisting of infiltration and bioswales as pretreatment. These areas should be treated as rain gardens and planted with natives or native cultivars with either herbaceous perennials, woody shrubs or trees. It is essential for the longevity and effectiveness of the stormwater strategy at Coral Pine Park that a proper and more intensive Village wide stormwater management study is conducted and implemented. Landscape (Hardscape) Coral Pine Park is surrounded by mature wooded areas and includes stands of a mature native habitat preserve within the park. The nature preserve, along with the existing vegetation will continue to provide a mature landscape backdrop against the variety of existing and proposed park amenities. Outdoor gathering spaces will be incorporated within the park as plazas with sitting amenities to be located within both the passive and active areas of the park. Particularly, adjacent to the main entrance, an entry plaza will be integrated to provide a dynamic and pleasant environment with water feature and furnishings for park users to enjoy. In addition, the entry plaza will include bike racks and ceremonial flagpoles. Sitting walls will be incorporated as retention walls and can be used as additional sitting areas that will shape and form the active areas of the park. Also, a network of trellis’ with flowering vines is proposed as a connector of active park facilities and providing a shaded pedestrian experience. As part of the trellis network, a decorative pedestrian crossing is proposed as a way to cross over the rain gardens along the western edge of the park and will provide additional barrier from vehicular traffic accessing the great lawn. Other security measures will be incorporated as part of a perimeter fence that provides lockable gates for both pedestrian and vehicular uses. Perimeter fence design is to apply Village aesthetic and regulation standards.
