MID SOUTH EASTERN FOOTBALL LEAGUE INCORPORATED CONSTITUTION AND RULES CONSTITUTION 1. NAMES AND OBJECTS The name of the League is the Mid South-Eastern Football League Incorporated. 1.1 In each and every instance where the "League" and "this League" is mentioned in this Constitution and rules, Mid South Eastern Football League Incorporated is intended. 1.2 In each and every instance where the "Act" is mentioned in this Constitution and rules, the “ACT” means the Association Incorporations Act, 1985 1.3 The objects are the promotion and arrangements of the Australian game in all its forms. The League shall have all the powers conferred by section 25 of the act. 2. INTERPRETATIONS In the construction of these rules, except where expressly provided or where the context otherwise admits or requires: ‘Act’ shall mean the Association Incorporations Act, 1985; ‘Affiliated League’ means a football League which has affiliated with SACFL under Rule 9.4 of the SACFL Constitution; ‘Affiliated League Club’ and ‘Club’ means a football club which is a member of, or which fields a team in a football competition conducted by an Affiliated League; ‘AFL’ means the Australian Football League; ‘Transfer’ means an approval to transfer as a player from an Affiliated League Club under Regulation 8 of the SACFL Regulations; ‘Financial indebtedness’ means a debt owing by a player to a Club for subscriptions in respect of the last season in which the player played football for that Club or any other debt owed by a player to a Club whenever incurred; ‘Financial Year’ means the period commencing on 1 November in a year and ending on 31 October in the following year; ‘Investigations Committee’ means the Investigation Committee appointed by the Board of Directors of the SACFL; ‘League’ and ‘this League’ means the Mid South Eastern Football League Incorporated; ‘MSEJFL’ means the Mid South Eastern Junior Football League Incorporated; ‘SACFL’ means the South Australian Community Football League Inc Regulations; ‘SANFL’ means the South Australian National Football League Inc.; ‘Season’ means the period between 1 February and 31 December in each calendar year. 3. CLUBS 3.1 The League shall consist of the following clubs:- Glencoe, Hatherleigh, Kalangadoo, Kongorong, Mt. Burr, Nangwarry, Port MacDonnell, Robe, and Tantanoola providing the club remains affiliated under clause 4, and such other clubs as provided for in clause 3.2. 3.2 Clubs desiring to transfer to another Affiliated League shall lodge a written application with their League Secretary who shall forward it immediately to the Affiliated Leagues Investigation Committee. 3.3 Such application will be investigated by the Investigation Committee and determined within 60 days of receipt of the Application. 3.4 Any application by a club to transfer to another Affiliated League must be lodged by Certified Mail by August 31st in any year. 3.5 Any club seeking admission to the Mid South Eastern Football League shall comply with the following conditions: 3.5.1 All applications for admission into the League must be made to the Executive, in writing not later than 60 days prior to the Annual General Meeting for consideration. 3.5.2 Supporting evidence from the proposed entrant must be presented to the Mid South Eastern Football League Executive for assessment prior to being distributed to all affiliated Mid South Eastern Football League club delegates. 3.5.3 Applications for admission to the League will be by a clear majority vote of 75% of member clubs. 3.5.4 Successful applicants shall pay to the League an entrance fee to be fixed by the existing League Executive and Members Clubs. 3.5.5 Such applications must be approved by the South Australian Community Football League Investigations Committee. 4. AFFILIATION FEE Each club shall pay to the League Secretary an annual Affiliation Fee of one league call as set at the league Annual General Meeting each year, to be paid prior to the first official match of the home and away series. 5. LEAGUE AFFILIATION The League shall affiliate with the South Australian Community Football League, and/or any other body that the League may direct. 6. SOUTH AUSTRALIAN COMMUNITY FOOTBALL LEAGUE INC REGULATIONS In all matters not provided for in these rules the South Australian Community Football League Inc Regulations will apply. 7. DISSOLUTION OF LEAGUE In case it shall appear at any time advisable or necessary to dissolve the League, a special meeting duly called for the purpose shall have the power by a three quarters majority of the delegates of all clubs in the League, to resolve that the League be absolutely dissolved and the same shall thereupon be dissolved and the affairs thereof be wound up accordingly in such a manner as the meeting shall direct. If after such dissolution there remains “surplus assets” as defined by the Act, such surplus assets shall be only distributed to any organisation which has similar objects and has rules which prohibit the distribution of its assets and income to its members. 8. EXECUTIVE 8.1 There shall be an Executive Committee of The League. 8.2 The Executive shall consist of: 8.2.1.1 Five Executive Members 8.2.1.2 Secretary/Treasurer 8.2.1.3 Assistant Secretary / Treasurer 8.2.1.4 Two Executive Members of the MSEJFL, one of which shall be the President 8.2.1.5 Executive be delegated the authority to elect up to two members to the Executive Committee of which must be approved by member club delegates. The Executive shall elect a President, Vice President and Junior Vice President from the five executive members. 8.3 Executive Member positions shall be elected for a two (2) year term. In order to preserve continuity, the Executive shall be elected on the basis of two (2) vacancies in one year and three (3) in the alternate year. 8.4 Nominations for the positions of the Executive shall be in the hands of the League Secretary, in writing and signed by two club delegates and accompanied by the written consent of the nominee (which may be endorsed on the nomination form) not less than 7 days prior to the Annual General Meeting. Nominations may also be called from the floor at the Annual General Meeting or Special General Meeting. 8.5 If nominations for the five (5) Executive positions exceed the number of positions vacant then a ballot will be held at the Annual General Meeting of the League to determine the successful applicants. 8.6 If fewer than the required nominations are received for the five (5) Executive positions, any member club having not previously nominated a person for an Executive position for the current incoming Executive, shall be required to submit a delegate name to go into a random draw to fulfil the vacant position or positions as the case may be. 8.7 A quorum for an Executive meeting to be not less than half of the membership of the Executive. 8.8 The Executive has the full power to determine any matters which may arise between League Annual General Meetings. Decisions passed at these meetings must be forwarded within 14 days to the Secretaries of all League clubs. 8.9 The Executive has the right to present notices of motion at the Annual Meeting. 8.10 Any member of the executive shall be eligible for re-election. 8.11 An executive member shall be a natural person. 8.12 The League Executive shall have the authority to interpret the meaning of these rules and constitution and any other matter relating to the affairs of the League on which these rules are silent. This decision shall be final and binding unless submitted to a Special General Meeting, as per Constitution clauses 14 and 15. 8.13 Any “interpretation” as detailed above, that will potentially alter a competitive result, must be initiated no later than seventeen (17) days after the last match of the season. Any Clubs so concerned shall be notified of a potential decision within the seventeen (17) day timeframe as detailed above. 9. SECRETARY 9.1 A Secretary-Treasurer and Assistant Secretary-Treasurer shall be appointed at such remuneration as the League shall think fit. The Secretary and Assistant Secretary shall not have a vote at meetings of club delegates and s/he shall carry out such work as the League shall direct and shall keep all necessary proper records. All monies received shall as soon as possible be lodged in such bank as the League shall direct. 9.2 The Secretary or Assistant Secretary shall furnish all clubs with a complete copy of the minutes of all General Meetings of the League as soon as practicable after such meeting. 9.3 The President and Secretary or Assistant Secretary shall attend all meetings of the League and any other meetings of Sub-Committees formed from time to time. 9.4 Application for the position of Secretary and Assistant Secretary/Treasurer shall be called at the Leagues pleasure; but both positions shall be for one year terms. 9.5 The Secretary and Assistant Secretary/Treasurer shall have the power to vote at Executive Meetings. 9.6 Remuneration for Secretary/Treasurer and Assistant Secretary/Treasurer shall be approved at delegates meetings and paid in arrears according to a schedule presented by the league executive. 10. AUDITOR An auditor shall be appointed at the Annual Meeting of the League and s/he shall audit the League's books annually, or at such other times as the League shall determine, and report thereon. 11. DELEGATES 11.1 Each League club shall be represented by 2 delegates. The proxy delegate must hand to the Secretary , prior to the meeting , a written statement stating that he is the club proxy authorised by either his club Secretary or President. 11.2 The Secretary of each club shall notify the Secretary of the League in writing prior to the Annual Meeting of the League of the appointment of its delegates and proxy delegates. 11.3 Each delegate to the League shall hold office from the commencement of the next ensuing Annual General Meeting of the League held in the year next following, save as is hereinafter otherwise provided. 11.4 In the event of a delegates death, retirement, expulsion or failure to be elected or appointed by a club as representative at or subsequent to his/her club's Annual Meeting the League club whose representative s/he was shall make application to the League to declare the office vacant and proceed forthwith to elect or appoint another person to act in his/her stead as representative for the balance of the then current League year. 11.5 No delegate shall have the right to vote or privilege of taking part in any question arising in the League unless a notification of his appointment signed by the Secretary of the League club which he represents is in the hands of the League Secretary. 11.6 Any delegate member who is unable to attend any meetings of the League may appoint one of the proxy delegates nominated by his League club to attend and vote. 11.7 The League may without assigning any reason refuse to accept as a delegate or proxy delegate or delegates or proxy delegates any one or more of the persons so nominated. 12. LIFE MEMBERS 12.1 The League shall have the right to elect Life Members. Such Life Membership shall be given to those who have given outstanding service to the League. Life Members shall be elected only by a two thirds majority of the league delegates. Such Life Members will be eligible to attend all functions and competition matches within the league. Life Members shall be presented with a medallion and certificate at the League Medal Count or official League function. 12.2 Mid South Eastern players League Life Membership shall be awarded to those who have competed in 250 A Grade games. To be eligible clubs must present documentation of the nominated players career to a League Delegates meeting. 12.3 Mid South Eastern Umpires League Life membership shall be awarded to those who have officiated in 250 A Grade games or a combination of playing A grade football and umpiring. Nominations will be made by the League Executive on the advice of the Umpiring body. 12.4 Mid South Eastern Coaches League Life Membership shall be awarded to those who have officiated in 250 A Grade games; or a combination of playing A grade football and coaching. To be eligible clubs must present documentation of the nominated players career to a League Delegates meeting. 12.5 Mid South Eastern Football League Merit Award may be awarded to those who have at the completion of their playing career played a minimum of 200 senior games and have contributed outstanding service to football in the League. Mid South Eastern Football League Merit Award may be awarded to those who have contributed outstanding service to football in the League. Endorsement must be obtained from the League Executive and a two thirds majority vote by the League Delegates. To be eligible documentation of the nominated person’s service to the League must be presented with the nomination. 13. MEETINGS 13.1 The Annual Meeting of the League shall be held before the 15th of December each year. Fourteen days notice of such Annual Meeting shall be given by letter to the Secretary of each club. Enclosed with such notice shall be an agenda. At such Annual Meeting the President shall submit his report. The Officers for the ensuing year shall be elected. The League Treasurer to present at this meeting the duly audited Balance Sheet for the past year. The financial year for the League shall be from the 1st day of November to the 31st day of October (inclusive). MSEFL Inc Constitution & Rules adopted 18th November 2014 page 7 of 38
13.2 Minutes: 13.2.1 Proper minutes of all meetings shall be recorded and entered within one month after the relevant meeting in minute books kept for the purpose. 13.2.2 The minutes kept pursuant to this clause must be confirmed by the appropriate members at an appropriate subsequent meeting. 13.2.3 The minutes kept pursuant to this clause must be signed by the chairperson of the meeting at which the proceedings took place or by the chairperson of the next succeeding meeting at which the minutes are confirmed. 13.2.4 Where minutes are entered and signed they shall, until the contrary is proved, be evidence that the meeting was convened and duly held, that all proceedings held at the meeting shall be deemed to have been duly held, and that all appointments made at a meeting shall be deemed to be valid. 14. SPECIAL MEETINGS 14.1 The President of the League shall call Special Meetings at any time and place, providing three days notice is given to the Secretary of each club. 14.2 Upon receiving a requisition signed by one or more Delegates from any two clubs, setting forth the objects of the meeting the Secretary shall call a Special Meeting to be held within three days of receipt of such requisition calling the meeting (and any other business). 15. QUORUM 15.1 A quorum at any meeting of Delegates shall consist of three-fifths of the appointed Delegates. If at any meeting of Delegates, or any official League Meeting that has been notified to the clubs by either: 15.1.1 writing to the club’s Secretary giving fourteen (14) days notice; 15.1.2 or notification through the official journal of the League giving fourteen (14) days notice, there is no club representation, then such clubs not represented shall be fined. 15.2 No business shall be transacted at any meeting of the League unless the quorum requisite shall be present at the commencement of business. 15.3 If there should not be a quorum at the expiration of half an hour from the time appointed for the holding of a meeting, the delegate members present may adjourn the meeting to a place, date and hour to be fixed. In the event of reconvening the adjourned meeting if a quorum is not present within 30 minutes of the time appointed for the meeting the delegates present shall form a quorum. 16. VOTING 16.1 At all meetings of the League every delegate member present personally or by proxy approved by the League shall be entitled to one vote. 16.2 At every meeting of the League all questions shall be determined by a show of hands, unless a ballot be demanded by at least four delegate members. Any delegate member may call for a division. 16.3 Every ballot shall be taken in such manner as the President of the meeting may direct. 16.4 The President shall have a casting vote only at all meetings of the League. In the absence of the President, the Vice-President or the Deputy Vice-President, if elected to the chair, or a delegate elected to the chair shall, in addition to his deliberative vote, have a casting vote. 16.5 All resolutions of the League at any Delegates meeting require a majority vote. 17. ASSETS All assets of the League shall be controlled by the League. 18. LEVIES 18.1 The League shall have the power to call up a proportionate amount of money from all clubs which are members of the League to cover any loss. All clubs which are members of the League shall contribute to such levies as may from time to time be decided by the League. 18.2 All monies collected on behalf of the League must be forwarded within 7 days of the game to the League Treasurer or be fined. 19. FINES 19.1 A fine schedule will be presented as part of the League Budget and adopted by Senior Delegates at the AGM. 19.2 Any club of the League neglecting to pay its subscription and/or fine within one month of the due date being given by the Secretary shall be disqualified from any representation thereon until such payments of such subscription and/or declared levy and/or fine has been made, and will fined per week or part week until the commitment is in the League Treasurers hand. 20. BANK ACCOUNTS 20.1 An account shall be opened with one or more banks (to be selected by the League) in the name of the Mid South Eastern Football League Incorporated. 20.2 Such account shall be operated upon by the Secretary/Treasurer or Assistant Secretary/Treasurer of the League and any one member of the Executive Committee. 20.3 All accounts of the League shall as far as practicable be paid by cheque or electronic transfer of funds after the same have been passed for payment by the League or the Executive Committee. 20.4 The League shall keep and retain such accounting records as are necessary to correctly record and explain the financial transactions and financial position of the League in accordance with the Act. 21. AMENDMENT TO CONSTITUTION OR RULES 21.1 Amendments to the Constitution or Rules may be made at an Annual General Meeting, or Special General Meeting called for that purpose provided written notice of intention to amend any rule shall be lodged with the League Secretary twenty-one days prior to the Annual General Meeting, or Special General Meeting so that each club can be furnished with a draft of the proposed amendment at least fourteen days before the date of the meeting. 21.2 Amendments to notices of motion require a three quarter majority vote. 22. RECINDING OF RESOLUTIONS 22.1 A motion to rescind or vary a resolution which has been carried by the League, may be carried, but subject to the following conditions:- 22.1.1 If the motion which it is sought to rescind or vary has been passed in the current year, such motion to rescind or vary shall not be carried unless at least three-fifths of the delegates vote in the affirmative. 22.1.2 If the motion which it is sought to rescind or to vary has been passed or adopted in any previous year, such motion may be carried by a bare majority of delegates. 22.1.3 That notice of intention to move such rescission or variation shall have been given at the previous meeting, or in accordance with Clause 21. 23. CLUBS GOING INTO RECESS 23.1 A current affiliated club of the league may go into recess for a maximum period of twelve months with the approval of league delegates. 23.2 To retain affiliation the club shall continue to be an affiliated club of the league during the period of recess. 23.3 Failure to remain affiliated within thirty days of being due, the club will no longer remain affiliated with the league. 23.4 A club which has been in recess for a twelve month period must advise the league Secretary by 15th November of their intention to either: 23.4.1 to field senior and seconds sides for the following season 23.4.2 give notice that the club wishes to cease being a member of the league. 24. NON PROFIT The assets and income of the League shall be applied solely in the furtherance of its objects and no portion shall be distributed directly or indirectly to its members, except as bona fide compensation for services rendered or expenses incurred on behalf of the League. 25. PUBLIC OFFICER 25.1 The Public Officer of the League; who shall be a resident of South Australia; shall be elected at the Annual General Meeting. 25.2 The Certificate of Incorporation shall be deemed to be in the custody of the Public Officer and he/she shall be held responsible thereof. 25.3 Unless another person is specifically appointed the Secretary shall be the Public Officer. 25.4 The Public Officer shall forthwith cease to hold office 25.4.1 If he/she ceases to reside in South Australia 25.4.2 If he/she is sentenced to a term of imprisonment for felony or misdemeanour. 25.4.3 If he/she becomes bankrupt 25.4.4 If he/she retires or dies 25.4.5 If he/she is removed from office by an ordinary resolution of the committee 25.4.6 If he/she shall be appointed auditor of the League MSEFL Inc Constitution & Rules adopted 18th November 2014 page 10 of 38
25.5 Forthwith after the Public Officer for the time being ceases to hold such office, the League Executive shall appoint another in his/her place, unless submitted to a Special Meeting. 26. SEAL The League shall procure a Common Seal which shall be in the custody of the Public Officer and shall be affixed to documents only with the authority of a resolution of; the League or the Executive Committee, and in the presence of two members of the League Executive, and the Public Officer. MID SOUTH EASTERN FOOTBALL LEAGUE INCORPORATED RULES 1. MATCHES All matches shall be played under the Laws of Australian Football as administered and controlled by the Australian Football League (AFL). 2. PROGRAM A program of matches shall be drawn up by the Secretary for approval at a subsequent meeting, and at such meeting the starting time for the season shall be determined. Each club shall be furnished with a copy of the proposed draw prior to the meeting. 3. COMPETITION No club shall play any match other than a League competition game without first obtaining the approval of the Executive Committee. 4. PREMIERSHIP CONDITIONS 4.1 In all matches four (4) premiership points shall be allocated for a win and tow (2) premiership points for a draw. 4.2 All ladders shall be calculated firstly on premiership points and then secondly on percentage. 4.3 If, at the conclusion of the first round any two or more clubs have obtained an equal number of points, the position of such clubs shall be determined by the percentage of points kicked for and against such clubs. 4.4 The winning margin in Junior and Senior Colt matches shall be a maximum of 60 points more that the losers score for the purpose of calculating Premiership Table percentage only. 4.4.1 The total score of both teams at the end of the match shall be added together and then halved, and then 30 points added to the winning team and 30 points deducted from the losing team. 4.4.2 All goal kickers shall be recorded for the purpose of determining leading goal kickers, regardless of any amendment to the margin. 5. TIME OF STARTING/FINISHING MATCHES All teams in this League not on the ground at the fixed starting time for matches shall be fined. The timekeepers time to be accepted. 5.1 For the purpose of interpretation, this rule applies to Firsts, Seconds, Senior and Junior Colts. 5.2 Each timekeeper shall be responsible for recording the time of the teams and the umpires arrival on the oval. 5.3 PLAYING TIMES 5.3.1 Firsts Commencing time for all Firsts matches shall be 2.25 pm. The playing time shall be four quarters of 25 minutes with time on allowed. 5.3.2 Seconds Commencing time for all Seconds matches shall be 12.40 pm. The playing time shall be four quarters of 20 minutes with time on allowed only in the Finals. The game shall be completed by 2.20pm. 5.3.3 Senior Colts Commencing time for all Senior Colts matches shall be 11.10 a.m. The playing time shall be four quarters of 17 minutes with time on allowed only in the Finals. The game shall be completed by 12.35pm. 5.3.4 Junior Colts Commencing time for all Junior Colts matches shall be 10.00 a.m. The playing time shall be four quarters of 12 minutes with time on allowed only in the finals. The game shall be completed by 11.05am. Timekeepers shall particularly keep regulation time for all interval breaks and completion of match. 5.4 QUARTER TIME PERIODS 5.4.1 Firsts 5.4.1.1 The time allowed between the first and second quarters shall be sufficient to permit teams to change ends but shall not exceed 3 minutes. 5.4.1.2 At half time the players may leave the playing ground for not more than 15 minutes after the end of the second quarter. Timekeepers to notify the Field Umpires by sounding the siren. 5.4.1.3 Between the third and fourth quarter there shall be an interval of not more than 5 minutes. 5.4.2 Seconds and Senior Colts 5.4.2.1 The time allowed between the first and second quarters shall be sufficient to permit teams to change ends but shall not exceed 3 minutes. 5.4.2.2 At half time the players are not to leave the playing ground and the match must recommence not later than 10 minutes after the end of the second quarter. Timekeepers to notify the Field Umpires by sounding the siren. 5.4.2.3 Between the third and fourth quarters there shall be an interval of not more than 3 minutes. 5.4.3 Junior Colts 5.4.3.1 The time allowed between the first and second quarters shall be sufficient to permit teams to change ends but shall not exceed 3 minutes. 5.4.3.2 At half time the players may not leave the playing ground and the third quarter must not recommence later than 10 minutes after the end of the second quarter. Timekeepers to notify the Field Umpire by sounding the siren. 5.4.3.3 Between the third and fourth quarters there shall be an interval of not more than 3 minutes. Two Officials from each club of opposing teams, if they may so agree, can play for a lesser period should some local cause make a curtailment expedient. FORFEITURE OF MATCHES 6.1 No club shall refuse to play under the Field Umpire appointed by the League and no club shall forfeit any match because of objection to the appointed Umpire. A club so refusing to play or forfeiting a match for such a reason shall be suspended or expelled from the League, or otherwise dealt with as the League may determine. 6.2 Any player or players who refuse to play, or who takes part in any forfeiture of a match on account of objection to the appointed Umpire, may be disqualified for such a period as the League shall think fit. 6.3 A club forfeiting a match for any reason shall notify the Secretary of the opposing club by at least 9:00 pm on the Thursday night prior to the listed match, of its reasons for forfeiting. The League may accept the explanation or deal with the club so forfeiting, or the players of such clubs as it may think fit. Any club failing to report its intention to forfeit within the prescribed time shall be fined. .Any club forfeiting a match must pay the Umpires fee unless the Umpires Coach was notified by at least 9:00 pm on the Thursday night prior to the listed match. 6.4 If a team receiving a forfeit, it will receive 4 points for a win and will be credited and debited with the average amount of points of the other winning teams in that grade on that day. 6.5 A team which has played an unqualified or ineligible player and wins or draws, shall lose the match and the opposing team to receive the 4 premiership points; and the total points for and against scored in that match shall be used in determining percentage. A team which has played an unqualified or ineligible player and loses, shall be fined an amount as determined by the League Executive; and the total points for and against scored in that match shall be used in determining percentage. 7. MAJOR ROUND MATCHES 7.1 At the conclusion of the minor round the teams which occupy the first four positions on the Premiership table shall play off for the Premiership in a major round of matches in the following manner; If two or more teams have obtained an equal number of points the position of such teams shall be determined by percentage of points kicked for and against such teams. First Semi-Final Match No. 1 : Team 3 v Team 4 Second Semi-Final Match No. 2 : Team 1 v Team 2 Preliminary Final Match No. 3 : Winner match 1 v Loser match 2 Grand Final Match No. 4 : Winner match 2 v Winner match 3 7.2 That all clubs in the Mid South Eastern Football League Incorporated shall have one of each final - First, Second, Preliminary and Grand Final - played on their ground over a period of the number of clubs in the league and that each final be played in its own alphabetical order providing always that the ground for the playing of the final shall be neutral to the two firsts teams participating in the game. Should the ground next in alphabetical order for a final not be neutral to the both teams the first neutral ground in alphabetical order shall be selected for the playing of such match. Should a ground or grounds be by-passed owing to neutrality requirements of this clause, or the ground or grounds not being available any club or clubs whose ground is so by-passed shall have claims to the first final thereafter for which their ground would become neutral. In all cases the firsts teams participating shall be used for the purpose of determining neutrality. Any new club affiliating with the league shall participate in the Grand Final rotation commencing at the end of the current affiliated clubs. 7.3 Should a ground be deemed unsuitable for the playing of any final the League or League Executive may transfer the playing of such final to the next qualifying ground. 7.4 Any Firsts team that advances past the Second Semi - Final forfeits the right for that Firsts teams club to host the Grand Final and/or the Preliminary Final for that year. 8. DRAW IN GRAND FINAL 8.1 In the event of a draw in the A - Grade Grand Final a replay shall be held on the following weekend. 8.2 In any final other than the A Grade Grand Final, if there is a draw after full time the game shall be continued with 5 minute halves (with time on) until a result is achieved. The time spent changing of ends shall be kept to a minimum by the umpires, thus coaches and captains are not allowed to address the players. 9. REGISTRATION - CLUB COLOURS AND TEAMS 9.1 Each club shall register its colours and design with the League, priority of registration to determine the exclusive rights to wear such colours. Only registered colours may be worn by the respective players in League matches. In the event of an emergency, and the right colours not being available, the colours to be worn by any player shall be satisfactory to both captains. 9.2 Any change to club uniforms shall be notified to the League Secretary to be ratified by a meeting of Club delegates before the change to club uniform can be approved by the MSEFL Executive to be worn in the next season’s competition. If approved, the new uniform shall become the official playing uniform of that club, and shall remain so until another amendment is sought from the League. 10. BREACHES OF CLUB COLOURS AND NOS. 10.1 The Field Umpire shall report any breach of Rule 9 to the League, and the offending club shall be fined for such breach. Any club allowing any of its players to take part in any game without having the proper numerals attached to the back of such jersey shall be fined for each case. Where a player wears the wrong coloured socks the same penalty shall apply. 10.2 In any official publication of the League where Firsts team numbers are listed, each club must be responsible for all players wearing the corresponding number. After the playing of the first four matches the League Secretary may impose a penalty of $1 for each default. 11. APPLICATIONS FOR TRANSFERS 11.1 No player who is under financial indebtedness to this League or to his Club shall be granted a transfer from this League or from any club within this League. 11.2 A player refused a transfer solely on the grounds of being not financial with the club or League from which a transfer is sought shall be granted the transfer on payment of the outstanding liability. 11.3 No player seeking a transfer shall be eligible to play unless his granted transfer application, together with an application for registration is lodged with the League Secretary by 9.00am on the Friday prior to the match. 11.4 This rule is to be read in conjunction with the appropriate section(s) of the South Australian Community Football League Inc Regulations. 11.5 In the case of any player for a SANFL club in the 1st, 2nd, or SANFL age competition that player must continue to play with either a SANFL club or a Mid South Eastern League club but not both after the 31st July. 12. REFUSAL OF TRANSFER 12.1 For the purpose of these regulations, financial indebtedness is defined as an outstanding debt for club subscriptions from the last season in which the player played football for that club. 12.2 For the purpose of these regulations, contractual obligation is defined as a written agreement for services during a fixed term as a player between the player and an Affiliated League club. 12.3 This rule is to be read in conjunction with the appropriate section(s) of the SACFL. 13. PLAYING WITHOUT TRANSFER 13.1 The club with which the player played shall be liable to a fine imposed by the League and payable to the League. 13.2 This rule is to be read in conjunction with the appropriate section(s) of the SACFL. 14. TRANSFER NOT REQUIRED 14.1 Any player under the age of 15 years on the first day of January in any year will not be required to obtain a transfer from the last Affiliated League club with which he was registered before applying for registration with another Affiliated League club. Players in this age group will not be allowed to transfer from one club to another after 30th June unless permission is granted by the League. Penalties for players playing in two Leagues on one weekend shall apply and that can be loss of points and/or fine, to be decided by Junior League Delegates. 14.2 A player may only transfer under rule 14.1 once in any financial year. Any subsequent transfer in that year must be approved by: 14.2.1 The League Independent Tribunal if the player desires to transfer to another Club within the same Affiliated League, or 14.2.2 The Zone Independent Tribunal if the player desires to transfer to a Club of a different Affiliated League within the same Zone; or 14.2.3 The Investigation Committee if the player desires to transfer to a Club of an Affiliated League in another Zone. 15. PLAYING WITH TWO CLUBS 15.1 This rule is to be read in conjunction with the appropriate section(s) of the SACFL Regulations 15.2 Any player who is registered with more than one Affiliated League club at the same time shall be liable to a fine imposed by the Investigation Committee which will be payable to the Affiliated League with which the player was first registered. 16. REGISTRATION OF PLAYERS 16.1 Each club shall register its players with the League Secretary. All current players will be required to complete the Footyweb Online Player Registration. 16.2 Any new player to the League must complete the appropriate SACFL Registration and Transfer Form using their legal first name (no abbreviations), family name and date of birth as per their birth certificate or drivers licence. New registrations for players under the age of 21 as at 1st January of the current season will be required to supply the League with an appropriate proof of age document within 14 days of registration. Should such documentation not be provided the player will subsequently be de-registered. 16.3 Once a player has been correctly registered and played with a club in this League and his name entered in the register of this League, such registration shall hold good for the current season. It is the responsibility of the player to re-register each year thereafter using the Footyweb Online Player Registration process. 16.4 No player shall be registered in this League until he has obtained a player transfer from the club for which he last played. The SACFL Player Transfer form must be completed and forwarded to the League Secretary prior to League approval being given. 16.5 A person may, immediately before the start of a match, make application to the field umpire for registration. Such application shall be initialled by such field umpire and handed back to either the player or club official and shall be lodged with the Secretary of the League on or before the Wednesday following match day. The player must also complete the Footyweb Online Player Registration Process within this same timeframe. 16.6 No player shall be allowed to play until such registration is made. 16.7 Registration of new players can be completed throughout the entire minor round. 16.8 The League Secretary shall keep an official register of names of all players registered in the various clubs forming the League and other relevant records concerning such players. 17. TEMPORARY PERMIT This rule is to be read in conjunction with the appropriate sections(s) of the SACFL. 18. INTERSTATE TRANSFER APPLICATIONS This rule is to be read in conjunction with the appropriate section(s) of the SACFL. 19. TRANSFER FEES This rule is to be read in conjunction with the appropriate section(s) of the SACFL. 20. 21. TEAMS 21.1 FIRSTS 21.1.1 The Firsts team must consist of between 14 and 18 players, who may be on the playing surface at any one time, and no more than 2 interchange players. If a team so elects to; an under 17 registered player (as per rule 21.1.3 hereof) may be an extra interchange player. 21.1.2 In every match a duplicate list of up to 20 (or 21 as the case may be) qualified players shall be provided. The players’ respective number shall be filled in and only the players mentioned in the list shall be eligible to play. If a team plays a player not so named on the team sheet, they may be deemed to have forfeited the match as per rule 6.5 Forfeiture of Matches. One copy of each list shall be handed to the Field Umpire before the start of the match, to be kept by him when necessary for identification purposes when a charge is laid. At the conclusion of the match, the Umpire shall ensure this copy is placed in an envelope to be forwarded to the League Secretary via the host Club, to reach him/her not later than the following Wednesday. The duplicate copy shall be handed to the opposing team’s Secretary or relevant team Manager no later than 5 minutes prior to the designated starting time. Clubs defaulting shall be fined. 21.1.3 The 21st player (if used) shall be an under 17 registered player, who is listed on the under 17’s team sheet (for that day) as per 21.3.2. Note: As per Rule 23.2 (Qualifications for Finals), during Finals the designated under 17 need not necessarily be listed on the under 17 team sheet. Only one under 17 player shall be designated as the 21st player (if used) and he shall start the match on the interchange bench. 21.1.4 All players listed on the team sheet as per sub-rule 21.1.2 must go on the ground in uniform ready to play and must remain so ready until conclusion of the match, unless the player requires medical attention. 21.1.5 All players listed on the team sheet as per sub-rule 21.1.2 who comply with sub-rule 21.1.4 hereof, but not otherwise, shall for the purposes be deemed to have played in the match. 21.1.6 Any team receiving a forfeit may record the 20 (or21) players picked for the match as having played, providing that one copy of the 20 (or21) players selected is forwarded to the League Secretary by the required time. 21.1.7 For finals matches the firsts team must consist of between 14 and 18 players, who may be on the playing surface at any one time, and no more than 3 interchange players. 21.2 SECONDS 21.2.1 The Seconds team must consist of between 14 and 18 players, who may be on the playing surface at any one time. Teams must consist of no more than 20 players. 21.2.2 For finals matches the Seconds team must consist of between 14 and 18 players, who may be on the playing surface at any one time, and no more than four interchange players providing both clubs notify the League Secretary of their agreement for the additional players before 5pm on the Friday before the game. 21.2.3 In every match a duplicate list of up to 20 qualified players or 22 players if finals rule 21.2.2 is agreed to shall be provided. The players’ respective number shall be filled in and only the players mentioned in the list shall be eligible to play. If a team plays a player not so named on the team sheet, they may be deemed to have forfeited the match as per rule 6.5 Forfeiture of Matches. One copy of each list shall be handed to the Field Umpire before the start of the match, to be kept by him when necessary for identification purposes when a charge is laid. At the conclusion of the match, the Umpire shall ensure this copy is placed in an envelope to be forwarded to the League Secretary via the host Club, to reach him/her not later than the following Wednesday. When playing 14 to 18 players, both teams must have the same number of players on the playing surface, with unlimited interchange players. Where both teams nominate 19 or more, both teams must play 18 on the playing surface and unlimited interchange players. In the case where teams have insufficient players to participate (14) and their opponent has a surplus, the team with the surplus must lend players in order that the match may proceed. Junior Colt aged players must play with their registered club except in the circumstances where both sides do not have sufficient senior colt aged players. In this case each team must have the minimum number (14). The borrowed players shall be identified on the Team Sheet and any goals kicked or medal votes awarded shall be recorded to the player as a player for the club where he/she is registered. 21.4.4 All players listed on the team sheet as per sub-rule 21.4.2 who comply with sub-rule 21.4.3 hereof, but not otherwise, shall for the purposes be deemed to have played in the match. 21.4.5 Any team receiving a forfeit may record all players picked for the match as having played, providing that one copy of all the players selected is forwarded to the League Secretary by the required time. 21.4.6 As the Junior Colts competition is a League official competition all Junior colts must be registered with the League Secretary. 21.4.7 A Junior Colt will not be registered until they have turned 10 years of age. A Club may apply to the League at anytime during the season to seek permission to register and play players that are aged 9 years, but not yet reached 10 years of age. Green arm bands are to be worn by the said player(s) at all times. 21.4.8 Junior Colts aged 10 years and under must wear an approved AFL head guard. 22. SEND OFF RULE 22.1 RED CARD In addition to being reported, a field or emergency field Umpire shall order the Player reported from the Playing Surface for the remainder of a Match if the Player is reported for any of the following Reportable Offences: (i) intentionally, recklessly or negligently making contact with or striking an Umpire; (ii) attempting to make contact with or strike an umpire; (iii) using abusive, insulting, threatening or obscene language towards or in relation to an umpire; (iv) behaving in an abusive, insulting, threatening or obscene manner towards or in relation to an Umpire; (v) intentionally, recklessly or negligently kicking another person; (vi) an act of misconduct if the Umpire is of the opinion that the act constituting misconduct is serious in nature. The player may be replaced after 15 minutes of elapsed playing time. 22.2 YELLOW CARD 22.2.1 Any player committing any of the following offences shall be reported and ordered from the ground for 15 minutes of elapsed playing time and cannot be replaced during that time. (i) Uses abusive, insulting or obscene language to an umpire. (ii) Strikes or attempts to strike a player or official. (iii) Charges an opponent. (iv) Engages in unduly rough play. 22.2.2 Any player committing any of the following offences shall be ordered from the ground for 15 minutes of elapsed playing time and cannot be replaced during that time. The player may be reported. (i) Willfully wastes time. (ii) Unduly interferes with a player kicking for goal. (iii) Uses abusive, threatening or insulting language. (iv) Shakes a goal post whilst a player is kicking for goal. (v) Remains on the ground not wearing proper uniform after being warned. (vi) Wears unacceptable equipment - boot studs, jewellery, surgical appliances or guards. 22.2.3 Any player ordered from the ground twice must be reported and sent from the ground for the remainder of the match. 22.2.4 Field umpires and emergency umpires only may order players from the ground. 22.2.5 A player ordered from the ground must leave through the interchange area. 22.2.6 If a player refuses to leave the field when ordered off, he shall be reported for misconduct and his team shall forfeit the match. 22.2.7 A player accumulating three cards irrespective of colour, in official MSEFL matches in the current football season, that player shall be automatically suspended for the following match in which the third offence was committed. Should the third offence be the subject of a set penalty or tribunal suspension, the period of suspension accepted or handed down will be increased by one (1) game. If a player receives further cards during the said season, they will automatically be suspended for a further match for this and each additional card. A player suspended under this clause shall be in ineligible to win any best and fairest medal as per rule 49. A player suspended under this rule may lodge an appeal as per rule 27 Protests. 22.2.8 If a player, in receiving a red or yellow card is offered a set penalty and elects to go the Tribunal in lieu of accepting a set penalty, is subsequently found not guilty by the Tribunal, the card/s issued will not go against the players record in respect to rule 22.2.7. 22.2.9 If an umpire sends off any player during the game in either a Junior or Senior Colts match, he must signal the timekeepers who will record the offending players number and the time he was sent off. The player must stay off for 10 minutes of elapsed playing time and he cannot be replaced during that time. The Red and Yellow card system is to apply. 22.2.10 The umpires must record the offence for which the player received the yellow card for presentation to the Tribunal. 23. QUALIFICATIONS FOR FINALS 23.1 FIRSTS 23.1.1 Players must have played at least four games during the minor round matches with their Club in any grade to be eligible to play in the Firsts team in Finals matches. 23.1.2 If a team elects to have an under 17 registered player (as per rule 21.1.3 Teams) as an extra interchange player during finals, that player need not necessarily be listed on the Club’s under 17 team sheet for that day, but must have played at least four minor round games with that Club’s under 17 team. 23.2 SECONDS 23.2.1 Players (including Junior and Senior Colts) must play at least four games with the Seconds team during the minor round matches before being eligible to play in the Seconds team in Finals matches. Provided that if he has played with the Firsts team during the minor round matches then he must play at least six games with the Seconds team during the minor round matches before being eligible to play in the Seconds team in Finals matches. If a player (including Junior and Senior Colts) plays more than eight games in the Firsts team during the minor round matches he is not eligible to play in the Seconds team in Finals matches. 23.2.2 Provided that a player complies with rule 23.1.1 hereof; and in the event of a club fielding 2 senior teams on a finals weekend that the Club be able to select eligible players from its complete list regardless of rule 23.2.1 hereof. 23.2.3 If the Firsts team on one of these days is eliminated from the final series the players who played in the Seconds may still continue to play in the Seconds finals with disregard to rule 23.2.1 hereof. 23.2.4 If the Firsts team wins the Second Semi Final and the Seconds team loses the Second Semi final and a player who has played in the Seconds team as per rule 23.2.3 hereof , then that player must comply with the requirements of rule 23.2.1 hereof to be eligible for the Seconds Preliminary Final. 23.2.5 Regardless of any other clause hereof; (if suitably qualified as per rule 23.1 or 23.2.1 hereof) a player may only play in either the Firsts team or the Seconds team (not both) on a finals weekend. 23.2.6 If suitably eligible as per rules 23.1 and 23.2.1 hereof; a player may alternately play for either his Club’s Firsts or Seconds team on differing finals weekends. 23.3 SENIOR AND JUNIOR COLTS 23.3.1 Players must play at least four games with the Junior or Senior Colts during the minor round matches before being eligible to play in the Junior or Senior Colts teams in Finals matches. Provided that if they have played 6 or more games with the Firsts or Seconds during the minor round matches then they must play at least six games with the Junior or Senior Colts during the minor round matches before being eligible to play in the Junior or Senior Colts teams in Finals matches. 23.3.2 A Club may apply to the League for an exemption to rule 23.3.1. The application must be heard at a Senior Delegates meeting where the circumstances preventing the player from completing the required four (4) game eligibility criteria can be tabled. This resolution requires a majority vote. 23.3.3 If suitably qualified; a player may play in the either: the Firsts team or the Reserves team; and one Colts match on a Finals weekend. 23.3.4 A junior colt is deemed to be eligible to play in the Senior Colts team on a finals weekend provided that he is suitably qualified to play in the Junior Colts team on a finals weekend. 24. UMPIRES 24.1 The League will appoint an Umpires selection panel consisting of 3 persons, one of which will be the Umpires Director. The duties of those persons being to select the appointments for Field Umpires for MSEFL matches (including exchange umpires from other Leagues) in consultation with the Umpires Director, to monitor the performance of MSEFL Field Umpires, and to be responsible for the disciplining of the said Umpires for unsatisfactory performances. The panel would also oversee the promotion and relegation of Umpires through the various grades of the League. 24.2 Each club for each match during the minor rounds shall provide one Boundary Umpire and the Goal Umpire in proper uniform. In all grades the Boundary Umpire must wear a white top or a fine may be imposed. In the event of a club failing to do so, the opposing captain may appoint a substitute. The defaulting club shall be fined to pay the fee of such Umpire. 24.3 The League reserves the right to annul the appointment of any Umpire during the season. 24.4 The League shall have full powers to accept or reject the appointment of any Goal or Boundary Umpire by the clubs. 24.5 Goal Umpires must use white flags only for all matches. 24.6 Boundary and Goal Umpires for the major round will be appointed by the Umpire Selection Panel. 24.7 That where a boundary umpire is not able to throw in the ball for an effective ruck contest, the field umpire may elect to move to the boundary line and throw the ball in.
