WELCOME! Dear guests, It is my great pleasure to welcome you to our Crop Protection confer- ence in Brussels. This is my first event of its kind since becoming the Director General of ECPA and I am very proud to see that it is con- tinuing to grow, and it is of paramount importance to the ECPA and ECCA membership. If there was ever a challenging year ahead of us, I would dare to say that it is the year 2020. The European Green Deal is driving nearly all discussions in Brussels. This overreaching strategy covers many initiatives that will impact our industry in different ways: the farm to fork initiative that will proposes reductions of inputs including pesticides, a 2030 biodiversity strategy, a circular economy action plan, a clean air and water action plan, on top of a reformed Common Agriculture Policy, etc. Every industry is currently being challenged to reevaluate its operations and to propose how it can do “more with less”. Our industry welcomes the Commission’s ambition laid out in the Green Deal. However, we must acknowledge that it is very ambitious and in order to truly deliver on its goals, a science-based, and well-reasoned debate has to take place. Improved sustainability that benefits all needs careful assessment of trade-offs. We need a clear and predictable policy approach that seeks to mitigate the effects of climate change, with a resilient food production system that is affordable and feeds the increasingly growing population. Most importantly, especially in the context of this conference, we are awaiting the final report on the REFIT exercise conducted on the Regulations 1107/2009 regarding the placing on the market of pesticides and biopesticides and 396/2005 on maximum residue levels of pesticides. We reiterate our view that the legislation is fit for purpose and delivers on its goals to protect human health and the environment. We believe that any necessary improvements can be achieved by ensuring better implementation of the current system. Nevertheless, we are con- cerned that the European regulatory and political environment is not doing enough to encourage innovation within the agricultural sector. Furthermore, we see an unfortunate trend which we expect to continue in the foreseeable future, where European farmers will continue to lose vital solutions faster than viable alternatives can be introduced onto the market. This conference can play an important role in identifying measures for improvement and I hope that together, we can come up with pragmatic and constructive ideas to be submitted to the authorities. I wish you a successful conference. Director General Géraldine Kutas 03
