The City is seeking a full-time Community Development Director to join General Profile our dynamic team and champion our vision for the future. Serving under the direction of the City Manager, the Community Development Director plans, organizes, and directs all aspects of the City’s Community Development Department, including: planning, zoning, building inspection & review, code enforcement, and assessing. The Community Development Director also serves as the City’s Business Ambassador, the main point of contact for existing and new businesses to access City business support resources and educational tools. This role also partners with the City Manager's office to provide economic development services to the community, primarily through a connection to outside agencies such as Ann Arbor Spark or Michigan Economic Development Corporation (MEDC). The Community Development Director oversees the Building Official, Code Compliance Officer, and City Assessor, as well as any contractors performing inspections, working on projects for, or performing services on behalf of, the City. Position Description An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Responsible for full leadership and management of all Community Development Department services and activities, including current and long-range planning, building inspections & reviews, code compliance, plan review, permit processing, zoning, assessing, and business ambassador functions. Develops and maintains effective and supportive relationships with City officials and co-workers. Responsible for all aspects of departmental operations: employee supervision, consultant coordination, contract and project management.
Essential Job Provides management responsibility for the principal functions and duties of the department, including general administration, Functions communication: information to department, the City, and the community, site plan process management, master planning & zoning assistance, building inspection and review, code enforcement, assessing, community development & project implementation. Oversees the City’s planning consultant and other consultants utilized for site plan review and various project evaluations as needed. Serves as the City’s Business Ambassador, main point of contact for existing and new businesses, community liaison with Ann Arbor SPARK, Saline Main Street, and the Saline Area Chamber of Commerce. Partners with the City Manager to provide economic development services to the community. Meets with community and professional groups and businesses to encourage, promote, and enhance development. Responsible for maintaining state certification of industrial/business parks. Works with Treasurer’s office to provide support for the Local Development Finance Authority Board, Tax Increment Finance Authority Board, and Economic Development Corporation Board. Works with Treasurer’s office to plan and facilitate annual small and large business forums and community job fair. Follows-up on citizen complaints and disputes with suppliers, contractors, or other parties involved in any development issues or concerns, so as to present the City government in a prompt and responsive manner. Required to attend and serve as staff liaison to the planning commission and zoning board of appeals. Responsible for working with planning commission and zoning board of appeals to develop annual budgets. Attends City Council meetings as required. Supervises preparation, development, research, and completion of reports to the City Manager. Makes recommendations and presentations to the City Council as required to support City operations. Seeks out collaborative opportunities with other organizations where appropriate and manages the existing relationships. Provides input in the preparation of annual budget and related documents. Responsible for facilitating annual review of City Fee Book.
Minimum Qualifications A successful candidate will possess the following: Bachelor's Degree 2 years of prior supervisory experience 4 years of prior municipal planning and/or zoning expertise Physical Demands & This position is an administrative, salaried position which is primarily office-based. During the course of performing job Work Environment duties, the Community Development Director will need to travel to various locations within the City. Occasionally this position may be required to work in hot, cold, or wet environments, or be exposed to electrical or mechanical hazards. Salary & Benefits The starting salary range for this position is $68,475 to $82,976, depending on qualifications. Additional monetary benefits may include paid cellular service. The City of Saline is committed to providing exceptional benefits for employees and their families. The following provides a summary of currently available benefits for most regular, full-time employees. Health Care: City of Saline offers three unique health care plans to meet the needs of its diverse work force. Plan options include a low deductible PPO or HMO, or high deductible Health Savings Account (HSA) eligible plan with options for city sponsored HSA contributions. Employees who select the PPO or HMO plan also have the option of opening a Flexible Spending Account. Payment in lieu of insurance is also available. Dental and Vision: The City covers the full premium cost of dental and vision coverage for all full-time, non-union staff employees. Limited Purpose Flexible Spending Account: All employees with an HSA account have the option to contribute pre-tax to a limited purpose FSA. Any employee may elect to contribute to a Dependent Care FSA.
Benefits Holidays: The City offers ten (10) paid holidays and two (2) floating holidays annually. Vacation Leave: New hires accrue eight (8) hours of vacation leave a month. The accrual rate increases with years of service. In addition, all full-time non-union administrative staff receive forty (40) hours of bonus vacation leave at the start of each new fiscal year (July 1st), prorated upon hire. Personal Days: Full-time non-union administrative staff accrue forty (40) hours of personal leave annually. Sick Leave: Employees accrue eight (8) hours of sick leave each month. Equal Pay: The City has committed to offering equal pay for equal work. We are ever mindful of ensuring that all employees are compensated equitably and according to their merits. Rec Center Discount: The City offers discounted Rec Center membership for all full-time employees. Rates are reviewed annually.
