Community Development STAFF REPORT Planning Commission Meeting Date: 7/12/2021 Staff Report Number: 21-033-PC Consent Calendar: Architectural Control/Chris Thomas/100 Middlefield Road Recommendation Staff recommends that the Planning Commission approve a request for architectural control to construct a new fence and gate structure on the exterior of an existing commercial building at 100 Middlefield Road in the C-4 (General Commercial) district. The recommended actions are included as Attachment A. Policy Issues Each architectural control request is considered individually. The Planning Commission should consider whether the required architectural control findings can be made for the proposal. Background Site location The subject property is located at 100 Middlefield Road. Using Middlefield Road in the north-south orientation, the subject property is located at the northeast corner of the intersection of Willow Road and Middlefield Road. The adjacent parcel to the west on Middlefield Road, along with a few others east of the intersection, are located within the C-4 (General Commercial) zoning district, and contain a mix of office buildings, the Willows Market, and a vacant parcel. Other nearby parcels are located within the C1 (Administrative and Professional District, Restrictive) and C1A (Administrative and Professional District) zoning districts. The area represents a variety of architectural styles, including contemporary and more traditional commercial structures. A location map is included as Attachment B. Building history In 2009 the Planning Commission approved a use permit and architectural control request to construct a new two-story non-medical office building at the subject site. The proposed project application identified that the building would serve as an eastern gateway to the City. The proposed design was intended to be in harmony with the style of the Sunset Magazine building across Middlefield Road. In 2011 a use permit revision was approved, allowing financial institutions to occupy the ground floor of the building. A use permit revision was applied for in 2013 to allow medical office uses, however that application was withdrawn. The building is currently occupied by an office tenant, Robinhood. The tenant is looking to increase building security with the proposed scope of work. Exterior modifications require architectural control. The proposed modifications are described in detail below. Staff Report #: 21-033-PC Page 2 Analysis Project description The existing two-story office building contains approximately 8,936 square feet of gross floor area, with a covered exterior staircase on the west side of the building. The applicant is proposing to enclose the patio at the bottom of the staircase with metal fencing and install a new card reader at a new person gate for enhanced building security. No additional gross floor area would be created, and no change to the parking on the site is proposed. A strip of the existing landscaping area on the patio would be paved to provide additional width for the path of travel at the gate. The property would continue to meet the five percent minimum required landscaping area for the lot. The project plans are included as Attachment C, and the project description letter is included as Attachment D. Design and Materials The existing building features a traditional hipped roof form comprised of composition shingles. The footprint of the second level extends beyond the first, primarily clad in smooth stucco. At the first level, columns clad in light stone appear to support the overhanging second level punctuating large windows in line with windows of equal size at the second level. The columns appear flush with the overhanging second level above, but create recesses at the first level and that articulation provides visual interest. The large recessed windows at the first level and those at the second level provide a balanced, modulated façade on the Middlefield Road and Willow Road frontages, and come together at a large curved glass façade at the corner. The metal-clad windows, railings for the balconies at the second floor, sconces and roof support accents are a matte brown, and other clean accents to the light colored exterior give a contemporary appearance to the building. The front (south) and left side (west) elevations of the building would be modified by the proposed work. The applicant proposes to install a six-foot tall metal fence to enclose the ground-floor level of the patio on the west side of the building. A new person gate with a card reader would be installed to maintain access to the existing covered exterior stairwell. The fence and gate would be installed between existing building columns on the west elevation, and extend toward the front face of the balcony to create a fenced enclosure around a ground-floor side entry door to the building. The new fences would not be visible from the rear. The proposed fence would feature vertical one-inch wide square tube steel pickets welded six inches on center to a two-inch horizontal member at the bottom and two two-inch horizontal tube steel members at the top. Security mesh is proposed on the interior of the gate and the area of the fence adjacent to the gate. The fence is proposed to be painted to match the existing horizontal steel railings and window mullions. The proposed front and side elevations and a color rendering, showing some of the proposed colors and materials, can be seen on Plan Sheet A3.01. Fence details and material examples can be seen on sheet A3.02. Staff believes the project would be consistent with the existing contemporary architectural style of the building and the vertical fence and gate elements will complement the horizontal railing elements at the stair and second level balconies. Staff Report #: 21-033-PC Page 3 Conclusion Staff believes the project would result in a largely consistent architectural style for the building. The proposed colors and materials of the fence would be consistent with those of existing building, and the mix of the proposed vertical elements of the new fencing would complement the horizontal elements of the railings on the balconies at the second level. Staff recommends that the Planning Commission approve the proposed project. Impact on City Resources The project sponsor is required to pay Planning, Building and Public Works permit fees, based on the City’s Master Fee Schedule, to fully cover the cost of staff time spent on the review of the project. Environmental Review The project is categorically exempt under Class 1 (Section 15301, “Existing Facilities”) of the current California Environmental Quality Act (CEQA) Guidelines. Public Notice Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. Public notification also consisted of publishing a notice in the local newspaper and notification by mail of owners and occupants within a 300-foot radius of the subject property. Appeal Period The Planning Commission action will be effective after 15 days unless the action is appealed to the City Council, in which case the outcome of the application shall be determined by the City Council. Development of the project shall be substantially in conformance with the plans prepared by Arc Tec, consisting of nine plan sheets, dated received July 2, 2021, and approved by the Planning Commission on July 12, 2021, except as modified by the conditions contained herein, subject to review and approval of the Planning Division. b. Prior to building permit issuance, the applicant shall comply with all Sanitary District, Menlo Park Fire Protection District, and utility companies’ regulations that are directly applicable to the project. c. Prior to building permit issuance, the applicant shall comply with all requirements of the Building Division, Engineering Division, and Transportation Division that are directly applicable to the project. d. Prior to building permit issuance, the applicant shall submit a plan for any new utility installations or upgrades for review and approval by the Planning, Engineering, and Building Divisions. All utility equipment that is installed outside of a building and that cannot be placed underground shall be properly screened by landscaping. The plan shall show exact locations of all meters, back flow prevention devices, transformers, junction boxes, relay boxes, and other equipment boxes. e. Simultaneous with the submittal of a complete building permit application, the applicant shall submit plans indicating that the applicant shall remove and replace any damaged and significantly worn sections of frontage improvements. The plans shall be submitted for review and approval of the Engineering Division. f. There is no change of use to the existing commercial office building. All parking is existing and there is no change to the number of existing spaces. Scope of work includes the installation of an exterior security fence and gate to enclose an existing exterior egress stair. The proposed security fence will complement the existing building design and will be constructed with tube steel with poly powder coat finish. The new fence design will complement the existing building fenestration. The fence proportions and vertical posts relate to the window proportions and mullion double step details. The color of the new fence will match the existing mullion and door frame color. No change to landscape design except removal of 3.4 square feet of existing landscape due to required leveled landing at entry door and extended walkway.
