Mayor LeMay called the meeting to order at 6:01 p.m.

2.    Disclosure of Pecuniary Interest and General Nature Thereof
There were no pecuniary interests declared.

3.     Approval/Amendment of Meeting Agenda

4.     Approval of Minutes
   • Parks and Recreation Committee – March 16, 2021

5.    Business Arising from Minutes
There was no business arising from the minutes.

6.     Presentations/Delegations
   • 2020 OPP Year-End Report
Inspector Stephan Neufeld attended virtually to present the OPP 2020 year-end report.
He indicated that the COVID-19 pandemic has dramatically changed how policing is
carried out. He assured everyone that even with these additional challenges, policing
services continued in the City and explained how the pandemic affected the calls for
service. He also explained the exciting new programs that have been created with
community partners to assist the community. A discussion was held, and the following
points were raised:
   • the OPP are commended for doing a great job in these unprecedented times
   • the current Quebec/Ontario border patrol is being billed provincially, not locally
   • OPP role in homelessness is limited however they can connect individuals with
       community resources
Mayor LeMay thanked Inspector Neufeld and his officers for the excellent service they
have provided to the City and thanked the Inspector for his presentation.

7.     New Business
a.     Ottawa Valley Historical Society – Request to Waive Building Permit Fee
Ms. Sauriol presented the report. A discussion was held, and the following points were
raised:
    • The fee requested seems low, but these are unprecedented times
    • The Ottawa Valley Historical Society is a strategic partner of the City
    • Due to the pandemic, the organization has had to cancel fundraising events which
       they rely upon to generate extra funds

That the Combined Committee of Council approves to waive the cost of a building permit
fee for the Ottawa Valley Historical Society to erect a timber frame roof shelter to provide
protection and help preserve the historical stone lifter artifact.

b.     Request to Amend Taxi By-law
Ms. Sauriol reviewed the report. A discussion was held, and the following points were
raised:
    • If Committee grants the request, the taxi company would still be responsible and
       liable for their vehicles
    • Should the By-law be amended i.e., can vehicles still be safely used after 10
       years?
    • Cab operators should have rolling vehicle stock renewals

That the Combined Committee of Council grant relief due to COVID-19, of the Taxi By-
law 2016-25 to Danny’s Taxi Inc. to allow their fleet of seven (7) vehicles to operate in
2022 subject to each of the vehicles receiving a vehicle safety inspection certificate in
December 2021; and
That Committee recommends to Council that the Taxi By-law 2016-25 be amended so
that Taxicab Owner’s licenses for vehicles be changed to expire on the first day of
January of each year.

c.     Extension to Supply & Delivery of Bulk Coarse Highway Salt 2019-2020
       Contract (T-19-04)
Mr. Lewis reviewed the report.

That the Combined Committee of Council approve the extension of the current
agreement for the Supply & Delivery of Bulk Coarse Highway Salt Contract (T-19-04) for
another 1-year period.

d.     Climate Emergency Declaration Resolution
Mr. Lewis presented the report.
Motion:
Moved by Councillor Reavie
Seconded by Councillor Jacyno
That the Combined Committee recommends to Council that Clause 2 of the resolution be
replaced as follows: 2. Instruct staff to work with the Climate Action Advisory Committee
to develop and present a Climate Action Plan which will identify work done and strategies
implemented to date, review existing policies and plans, identify key partnerships and

required resources, determine appropriate strategies to achieve goals of sustainability,
adaptability, and mitigation toward a net-zero carbon future for the City.”

e.     Reallocation of Surplus 2020 Road Resurfacing Funds
Mr. Lewis presented the report.

Seconded by Councillor Jacyno
That the Combined Committee of Council approves the reallocation of $60,000 from the
2020 Road Resurfacing project carry forward to the 2021 Culvert and Ditching account
within the Roads, Operations and Maintenance budget.

f.     Nelson Street Reconstruction – Tender Contract No. 17-5016A
Mr. Lewis reviewed the report. A discussion was held, and the following points were
raised:
    • Phase 1 originally included the area from Maple Street to Cecelia Street however
       to help meet the budget, it was amended to William Street to Cecelia Street
    • This street has been on the list for a long time and needs reconstruction
    • Once the complete project is finished, a sidewalk will run the full extent to Howard
       Street.
    • The Public meeting that was held regarding this project is available to view on
       YouTube

Seconded by Councillor Reavie
That the Combined Committee of Council approves the award for the Reconstruction of
Nelson Street Phase 1 (William Street to Cecilia Street) Tender Contract No. 17-5016A
to R.G.T. Clouthier Construction Ltd. in the amount of $2,041,767.46 plus H.S.T; and
That the Combined Committee approves additional expenditures in the amount of
$120,000.00 for a contingency allowance. The total value of the award equals
$2,161,767.46 plus applicable H.S.T.

g.     Ontario Provincial Police detachment boards – under the Community Safety
       and Policing Act, 2019
Mr. Lapierre presented the report. The Chair of the Pembroke Police Services Board
provided additional comments and indicated that the Police Services Board recommends
that the City continue to have its own board. The Mayor indicated that with the new
legislation all current boards will dissolve and replaced, and the Ministry is hoping to
have one board per detachment area. A discussion was held, and the following points
were raised:
    • Support the Police Services Board letter
    • Very important to the people in our community to have a good working relationship
        with the police and its important to retain that relationship

   •   The City could be unrepresented at a larger board
   •   As a service centre, we need to keep our own board and control how the City is
       being policed by our own board without influences from other municipalities
   • we don’t want to see a dilution of our governance

Seconded by Councillor Reavie
That the City of Pembroke’s propose to the Office of the Solicitor General to continue to
have its own Police Services Board with the structure as it currently exists; and
Further That Mayor Michael LeMay collaborate with the Mayors of the other
municipalities in the Upper Ottawa Valley Detachment in developing the final proposal to
the Office of the Solicitor General in keeping with the direction of this motion.
