Setting the context Welcome to the 4th Coast to Capital Forum. The Forum is important in shaping our priorities and hearing your views. The purpose of today is to introduce a new requirement for a growth strategy for our area, and to give the Forum a chance to shape the issues and shape how we go about it. It is a requirement from Government of all LEPs. Today’s Forum is slightly different to those before - short inputs from Ron and I, then Clare Marett from BIS local to outline the changing expectations of Government and set the scene for our forthcoming challenge and opportunity. Then over to Annette Zera who will lead us through 2.5 hours, where you will be able to raise and discuss the issues for growth you think important. When we started Coast to Capital, we wanted our focus to be unique to our area, to reflect our leverage such an opportunity. Setting the context This is what we did as a result of what you said last time: • We have been working closely with GatwickDiamond jobs and Brighton & Hove jobs on employability. • A project starts this week on tackling areas of low enterprise. • We are working with Finance South East to establish a potential funding mechanism • A delivery company has been appointed and work has started on a business portal • Discussions with banks are ongoing and BIS and ourselves are being pro active • International committee - many businesses are keen and have attended our workshops. Setting the context Our job at BIS Local covers four areas: • Support local partners, including LEPs • Respond to economic shocks • Influencing central policy • Cities Deals (shared with cabinet office) I want to take stock of where we are now and to look forward. The Local Growth White Paper was the starting point. Local partners were invited to form LEPs, there are now 9 LEPS. They are all different and sometimes Whitehall forgets the differences between them. In the early days there was no central funding for LEPs. Our new strategy could just be a compendium of everyone’s existing plans. But that would be boring and a lost opportunity. …what do you think should be included to make our strategy exciting, inspiring, stimulating and productive? An agenda of 17 topics was created. The topics were discussed in groups and the following recommendations emerged (the numbers in brackets reflect the votes assigned to different ideas). Martin Heffer, David Smith • The LEP needs to support capacity growth in the South East and make sure existing capacity is commercially exploited. Future runway capacity to be (explored) supported. Mindful of environmental and infrastructure impacts (12) How do we address the skills gap Votes • Create a mentor support package to ease the loss of qualified staff, arrange to train the next generation (retirement will increase by 50% in the next 10 years). Therefore skills shortage in engineering etc only have 6 years to train the shortfall. Therefore subsidy is required to stimulate this activity. Open Space Recommendations Digital Infrastructure, Growth is digitally driven (12) Votes Ian, Karl, Alison, Steve, Graham, Mike, Clare • A rolling strategy, - stand still and you’re dead • Getting this right is a necessary condition of success and growth and business location • BDUK has some limitations but it will get us a digital spine. We need to find new ways to get the next stage which meets business needs and gives; rural coverage, symmetry of upload and download, future proofed- flexible enough to embrace new technologies, new business models, looks at new technologies • All new developments must be super fast broadband enabled. Planning authorities need to take a consistent approach to new developments and other necessary infrastructure, eg ministers and cabinets. Use CIL and planning gain Think about the unforeseen consequences eg transport (11) • Once we have a decent infrastructure, we need to help businesses to fully exploit the potential and adjust to new business models. Open Space Recommendations How do we grow apprenticeships to benefit employers and local people? (2) Votes Paul Mitchell, Emma Davies, Andrew Purkins, David Smith, Andrew Ayres, Belinda, John Peel, David Cooper, Jeremy Pardey • Need to make it easier for companies to get involved in apprenticeships – need service to provide local support “spoon feeding”. Need to showcase and celebrate local success of employers and their apprentices. Lever apprenticeship recruitment via supply chains and contracting. (13) • Look at LEP area-wide kite mark for ‘good’ employers that take apprentices, offer work experience, community involvement. Make use of flexibilities in apprenticeship frameworks to offer match with SME needs. Need to help employers get involved in vocational higher education, eg, higher apprenticeships. Open Space Recommendations Engaging the Nature Partnerships (3) Votes Lisa Creaye-Griffin, Surrey Rural Partnership • SYNP would like to get LEP representatives on their Board. Would the LEP have a NP representative on one of their working groups/Board? • Could a standing group take on this role? • The Nature Partnerships have been tasked with engaging with LEPs and are keen to show the value of the Environment for attracting businesses, and workers to an area, as well as providing the backdrop for visitors to the county. (1) • Rural Link to LEP: (8) Need to get together all those with a real interest: – SDNP – West Sussex Rural Partnership – Surrey Rural Partnership – To work out the best way to get rural access/solution in the Forward Plan Opening up procurement – public/private and prompt payment (1) Votes Ann Swain, FSB • Promote a culture within LEP area of open and transparent procurement linked to prompt payment within 30 days • Open up all levels of procurement – transparency even at lower level/smaller contracts • Identify ways of facilitating/promoting (work with partners who have experience in this) groups of small businesses to group together to bid • Recognise that criteria/formal standards required for large businesses/contracts may not be appropriate for small businesses – avoid artificial barriers. • Recognise that cash flow is key to the success or failure of a small business. A decision by a large company to change arbitrarily from 30 to 75 days might help their balance sheet but could close down suppliers. • Promote understanding that winning a contract should be a benefit to a small business – not a liability that could close it. • LEP to support FSB campaign on prompt payment and sign up to National Prompt Payment Code (CBI, IOD, FSB, etc) eg, hardly any in West Sussex have done so. • Late payment is a bigger problem than broadband for many small businesses. (2) • Strategy for the economy needs a compelling (hearts and minds) narrative in order to engage people over their future and their children’s including rural villages. (5) • Fundamental need for IT strategy to the total, integrated with IT spatial planning system and realistic about link: jobs – housing – transport – Local Growth Strategy What skills to we need in Coast to Capital for local and international growth? Open Space Recommendations How do we achieve cohesion to avoid duplication and inefficiency? Votes Rosemary French, Andrew Swayne, Tina Tilley, Mike La Rooy, Graham Bryant, Alison Watson, Gary Wall Coast to Capital needs to establish a structure/framework for communicating with partners – key to cohesion is partnership working Better representation across the region for all sectors. Sharing of best practice at a local level – upwards to the LEP and down again! (8) All strategic plans need to feed into LEP (SWCC/District/other) including neighbourhood plans – these are what will probably drive cohesion and better partnership working. Partners need to be lobbied and used as vehicles for communication. Localised networks must be used as delivery vehicles with a consistent message from the LEP – these are chambers/biz organisations. (8) Education, training and new skills must be at the heart of everything our LEP does Votes Andrew Ayres – Rewards Training Skills section of the business support website must include good quality information for employees on apprenticeships and other opportunities. (3) Coast to Capital must develop a clear skills group with responsibility for steering. (2) With the demise of Connexions, EBP’s and other provision of IAG – Coast to Capital have an opportunity to organise provision of joined up advice and guidance for SMEs. Concluding remarks These were some of the comments made at the close of the meeting: John: Thank you all for coming. This has been a better process than I ever had imagined. Ron and I are available if you haven’t already had a chance to say what you needed to say today. An interesting afternoon – proof of the pudding is what we actually do afterwards. Dangerous idea! Well done Great process, great idea Interesting technique Politicians should be seen and not heard Skills gaps – remember this when setting our policies Thanks for inviting me (Chamber of Commerce) – we want to help Coast to Capital deliver the messages. Thank you all for your fantastic input – you’ve put a lot of time into this – a real investment. On Europe – I don’t believe the LEP can cope with the European funding. I would make one plea – LEPs need to come together in twos and threes – to get their act together in the next few months otherwise we will be behind – sorry to be downbeat . I’m thinking about the people who aren’t here and why – we need to have them in the room. I thoroughly enjoyed it. I’m from RBS and we particularly want to make finance available to small businesses – help bridge the gap. Thank you all for participating and thank you for a good afternoon. Looking forward to the LEP engaging with the rural partnerships. Its been fun and inspiring Ron: To sum up: It is great to have so many people in the room now – I’m really pleased and I know who is not here – collectively we must ensure they are informed and involved. This will not be left in the bottom drawer – we’re in this together. On Europe, we are having conversation with Solent LEP and other LEPs. We are working together which is absolutely crucial. If it’s about economy, jobs, growth – we will play – otherwise we don’t have the resource. I’d love us to have more engagement with Schools – I’ve written to them, but have had no response which is frustrating – I’d welcome your ideas and about how we can embed enterprise into education. Finally, something that we have got. … Growing Places Funding money in our pockets. We can fund more projects and turn round a project proposal in around 6 weeks. If it’s about infrastructure, jobs, capital, shovel-ready projects let us know – government are going to ask why we haven’t spent the money. Coast To Capital can act and will work very quickly.
