EFC Business Clarification: • EFC is a wholly owned subsidiary of Eskom Holdings. EFC was established by Eskom with a mandate to finance home loans to its employees. • EFC’s principal functions include: (i) financing of home loans; (ii) administration of interest rate and rental subsidy for Eskom; (iii) assisting Eskom to develop and implement its housing policy; (iv) provision of ancillary products to satisfy customer needs. • Processes: new loan origination, early repayment, further loans, and top-ups in case of personal loans. 5

High-level Employee Loans Management High-level Employee loans management: Stakeholders: • Borrowers: Borrowers of loans are permanent Eskom employees and employees of the subsidiaries. That may change in the loan term. • Users: Users of the application are EFC staff members(business unit in Eskom). There are plus/minus 70 users. Different roles include Loan originators, Loan approver, Risk approval, Cancellation admin, Subsidy creator, Litigation officer and Subsidy approver. 8
Tender Scope of Services • The bidder would be in total charge of the following: o Supply, installation, configuration, implementation, maintenance and support of Loan Origination System software for mortgage Loan. o Development of Subsidy module, Payroll module, Reporting modules. o Implementation of services for Loan Origination System software(includes integration of internal and external systems, interfaces). o Data migration. o Reporting Requirements (internal and external). • Bidders must have a proven experience in providing the required services: Loan Origination software in Mortgage loans. o Functional/Technical evaluation threshold is 70%. • Post Go-live support strategy: Target Go-live date is 1 October 2019. 9
Training There are two options in terms of training requirements: Option 1: to gather all users at all major EFC sites and train them. So the bidder will have to travel to each of EFC site to conduct the training. Option 2: Train the trainer. Bidder to prepare EFC specific training manuals containing all processes and procedures that are clearly defined. 10

Technical Environment • The software must be deployable to the following technical environment: Windows 7 and 8/Web-based clients(Internet explorer, Chrome, Firefox compatible and table PC enabled. Server OS: Windows 2016 SQL Database: 2016 SAP ERP compatible Web Service integration 14

Approach and methodology and plan for implementation • The technical proposal should describe the proposed implementation process i.e. how the solution will be deployed, installed and transitioned into an operation system. • A bidder is required to provide an overview and a brief description of the major tasks involved in gap/impact analysis, the implementation, the overall resources needed to support the implementation effort (such as software, tools), any specific implementation requirements. 16

Functionality Criteria for Technical Scoring Phase 2:Live Demon (Loan Origination System Evaluation) As part of the technical evaluation, qualified bidders will be required to carry out a live demonstration of the functionalities of their proposed software on the basis of the Eskom’s specific requirements as described in the RFP document. The purpose of the presentation is firstly to show the interface and the environment of the software and secondly to emphasise on technical requirements. Tenderers who do not meet the minimum threshold of 70% for functionality will not be evaluated further. 19
