Welcome to the City of San José Interactive Open Enrollment Guide! During these unusual times, your benefit choices are important in supporting the health and wellbeing of you and your family members. For this year’s Open Enrollment, we still want all employees to still have that Benefit Fair “feel” with all the COVID-19 protections. We hope that through this presentation, we can help in providing you with relevant and timely information that tie with your benefits. Open Enrollment Message from Your HR Benefits Team Open Enrollment is your once-a-year opportunity to review existing benefit elections and: • Enroll, waive, or change medical, dental, or vision plans. • Enroll or re-enroll in Flexible Spending Account: Medical Reimbursement (MRA) and/or Dependent Care (DCAP). • Change medical carrier (i.e., Kaiser to Anthem) or change medical plan (i.e. from HMO to PPO). • Enroll or remove eligible dependents for medical, dental and/or vision plans. • Update your 2021 Anthem or Kaiser HSA contributions. No action is required to keep your current benefits, except for Flexible Spending Accounts (FSAs), Health Savings Account (HSA), and Wellness Rewards Program. City of San José Anthem Plans • $20 Copay Select HMO • $100 Deductible Classic PPO • $1500 Deductible Select HMO • $2500 HSA Qualified Deductible • $100 Deductible Select PPO Classic PPO • There are no copay or coinsurance changes for 2021; there will be a rate increase of approximately 8% for the Anthem plans • The Anthem $1500 Deductible Select HMO will continue to have “zero” premiums for individuals and families in 2021 • A family can save over $1,100/year in employee contributions by switching from the Kaiser $25 to the Anthem $20 Copay Select HMO plan. • LiveHealth Online visits remain at “zero” copay for 2021. For members enrolled in the $2500 HSA PPO plan, zero coinsurance will apply once the deductible has been met. • Want to learn more about the City’s Anthem Health Plan offerings? City of San José Kaiser Plans • Kaiser $25 Copay • Kaiser $1500 Deductible • Kaiser $3,000 HSA-Qualified Deductible • Kaiser medical plan offerings will remain the same for 2021; there will be a rate increase of approximately 6.3% for the Kaiser plans • The Kaiser $1500 Deductible and $3000 Deductible Plans will continue to have “zero” premiums for individuals and families in 2021 • Need an appointment but do not want venture out? Kaiser offers interactive telehealth visits at no charge to the CSJ Kaiser members for the $20 Copay Plan and the $1500 Deductible HMO plans. • Do not forget to take care of yourself and take advantage of Kaiser’s self-care apps with myStrength and Calm which are free to Kaiser members. Voluntary Term Life Insurance and/or Accident Coverage Want to increase your additional life insurance coverage? During Open Enrollment you can increase current coverage depending without medical underwriting. Standard Life Insurance Plan Increases to Current Coverage & Medical Underwriting If you are insured for Plan 3 Life Medical Underwriting will not be required for you to increase your Plan 3 Life Insurance Insurance amount by $20,000 (but not to exceed the $200,000 Guarantee Issue Amount). Voluntary Personal Accident Insurance This employee-paid Accidental Death and Dismemberment (AD&D) insurance can help protect families from financial hardship by paying a specified benefit amount upon death or serious injury due to a covered accident. Healthcare Flexible Maximum contribution amount Spending Account (FSA) for 2020 is $2,750. Flexible Spending Account (FSA) lets you set aside money from your paycheck on a pre-tax basis to use for eligible out-of-pocket expenses. You can sign-up for the Medical Reimbursement Account (MRA) to spend you FSA contributions on the eligible general-purpose health expenses such as: • Copays, coinsurance and deductibles • Prescription drugs and over-the-counter (OTC) items1 • Dental expenses like orthodontia, crowns and bridges • Vision expenses like LASIK eye surgery, glasses and contacts • The City’s plan has a “Grace Period” provision which allows you to incur a claim eligible expenses and for 2021 the Grace Period is March 15, 2022. • You must re-enroll in this benefits every year. 1Some OTC items may require written prescription • In 2021 monthly fee is reducing from $3.75 to $3.25 Elected MRA amount is available on the 1st day of the plan year (January 1st). Maximum Annual Dependent Care FSA Contribution is $5,000 per household. The Dependent Care (DCAP) Flexible Spending Account let’s you save money on day care expenses for children up to age 13 or a disabled spouse or dependent of any age who are incapable of self-care. Eligible expenses include: • After-school Care or Extended Day Programs • Licensed babysitting & childcare providers • Summer or sports camps (overnight or sleepaway not eligible) • Disabled Dependent Care Expenses • Elder Care In 2021 monthly fee is reducing from $3.75 to $3.25 DCAP funds are available as soon as election amounts are deposited into the account (money in, money out). Preparing for retirement Contribution Limits for 2020: • Maximum of $19,500 It’s A Journey, Not a Destination • Age 50 Catch-Up: If you are age 50 or over, you may contribute an additional Deferred Compensation Plan $6,500 beginning in the year you turn age 50. The City of San José 457(b) Deferred Compensation Plan (Plan) • Special Catch-Up – twice the annual limit was established under Section 457 of the IRS Code. It is a voluntary (if allowed by the plan): $39,000. benefit that provides a convenient way for City employees to defer Pending 2021 IRS Contribution Limits and invest a portion of their wages into a retirement account. Plan Options: • Pre-Tax: Contributions and earnings on the not subject to current federal or state income taxes. Income plus earnings are taxable. • Roth Post-Tax: Contributions to this plan are considered “after- tax,” which means taxes are withheld when you contribute. However, qualified distributions on your contributions plus any earnings are completely tax- free – if distribution requirements are met. Retirement Programs It’s A Journey, Not a Destination VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION (VEBA) A VEBA is an individual, self-directed, tax advantaged savings plans with portability and survivorship benefits, which may be used to pay for post- retirement healthcare premiums, prescriptions, co-pays, and other qualified healthcare related expenses. Beginning in 2018 all full-time Federated Tier 2B and Police and Fire Tier 2 employees were mandated to join the VEBA, with the exception of Unit 99. • One of the benefits of a VEBA plan is your ability to manage your account throughout the course of your employment with the City. • Open Enrollment is a good time to review your account to determine your investment allocations and to ensure that your eligible dependent information is up to date. COPING WITH COVID-19 Facing a pandemic such as COVID-19 can be stressful and scary. How can you remain calm? Manage your media exposure. Staying current on important changes (e.g. travel bans) is appropriate, but it’s not necessary to check news outlets multiple times a day. Stay connected with friends and loved ones. Try to discuss various topics, not just the current crisis. Schedule regular video chats or phone calls. Maintain routines when possible. If your old routines (e.g., leaving for work) aren’t possible, establish new ones such as daily walks or exercise. Seek out meaningful, productive activities. Make something creative, clean out an overstuffed closet or take an interesting course online. Many of these strategies apply to helping children cope, too.
