City of Meadow Vale JANUARY—2021 Happy New Year! Newsletter Date As we close 2020 … it has been a year of change as well as one of reflection. We have had several once in a lifetime events to add to our life experiences. A pan- demic, two blue moons (with one being on Halloween), and the “Great Conjunc- tion” of Jupiter and Saturn, also known as the “Christmas Star,” have presented us with a note-worthy twelve months. Covid-19 has made Zoom, Wi-Fi, virtual school, Instacart, and tele- medicine parts of everyday life. It has had an impact. The impact on how we do Drainage Commissioner things for 2021 remains to be seen. Lights, Signs & Streets I am confident we will ring in 2021 stronger and more resilient than when we left Commissioner 2019. We, as Americans, have a history of facing whatever is sent our way with Matt Hammond an outlook of how to make things better while overcoming obstacles. 502-438-0278 Safety Commissioner As a City we have made many strides this year. We have remained functional Mike Jones while meeting challenges. So, stay tuned, there is more to come in 2021. 502-492-1400 I would like to recognize our police department for receiving accreditation from Social & Special Events Kentucky Association of Chiefs of Police. This is a significant milestone for our Commissioner officers who have worked hard and diligently to achieve this high honor. This will elevate our department and assist in making the City eligible for federal City Clerk Barbie Bryant grants that, otherwise, would have been out of reach. CITY OF MEADOW VALE, KENTUCKY SPECIAL CITY COMMISSION MEETING MINUTES BY TELECONFERENCING – STATE OF EMERGENCY 12-21-2020 6:50PM – 7:00PM The Commission met in special session through teleconferencing with Mayor Mary Hornek and the following Commissioners: Commissioner Matt Hammond Commissioner Mike Jones Commissioner Cathy Morrow Commissioner Diane Roberts Others present: City Treasurer Chris Lusher, City Attorney Carrie Ritsert, and City Clerk Barbie Bryant. PUBLIC HEARING The Mayor opened the meeting to the public for comments concerning the use of the Municipal Road Aid Funds. No comments were given. ADJOURNMENT UPON MOTION OF COMMISSIONER MORROW, DULY SECONDED BY COMMISSIONER JONES THE RECOMMENDATION TO ADJOURN THE MEETING AT 7:00 PM WAS APPROVED AND CAR- RIED BY A VOTE OF 5-0. FINANCIAL REPORT Treasurer Lusher presented the Income Statement and the Balance Sheet for November. UPON MO- TION OF COMMISSIONER ROBERTS, DULY SECONDED BY COMMISSIONER JONES, THE IN- COME STATEMENT AND BALANCE SHEETS FOR NOVEMBER WERE APPROVED AND CARRIED BY A VOTE OF 5-0. The minutes will reflect that Commissioner Roberts will complete the oversight checklist and that the bank statements were available for review. CODE ENFORCEMENT OFFICER Mayor Hornek reported that she had taken a call from a resident on Boxford Way who had several complaints about neighbors. The Commissioners requested the City Attorney send a letter to the resi- dent on what steps the resident should take and what position the City held in the matter. POLICE REPORT Chief Spann had emailed his updates to the Commissioners for their review. Discussion will be pro- vided during Commissioner Jones’ monthly report. FIFTH THIRD BANK AND CHASE BANK The Commissioners discussed staying with Chase Bank or moving all accounts to the Fifth Third Bank. UPON MOTION OF COMMISSIONER ROBERTS, DULY SECONDED BY COMMISSIONER HAMMOND, THE RECOMMENDATION TO SWITCH ALL ACCOUNTS TO FIFTH THIRD BANK WAS APPROVED AND CARRIED BY A VOTE OF 5-0. MAYOR’S REPORT Mayor Hornek thanked Commissioners Morrow and Roberts for their commitment and dedication to the City of Meadow Vale. Commissioner Morrow has been a commissioner since 2016 and Commis- sioner Roberts began her service in 2014. Mayor Hornek reported that all funds have been moved to the KLC-PNC account from the Baird in- vestment account. The safety deposit box has been closed at Chase Bank as of December 18th and the articles are in the fireproof cabinet, located at City Hall. The KLC safety grant was approved for the Police Department’s accreditation and a check in the amount of $1,380.00 was received. The remaining amount of CARES funds is $21,980. Before year’s end, an additional $15,000 will be submitted for reimbursement. The Mayor made a recommendation to consider Phillip Mullins for the position of Commissioner. The recommendation will be put on the agenda for the January meeting. Mayor Hornek made a rec- ommendation to appoint Jenny Taylor to the Joint Board of Ethics. UPON MOTION OF COMMIS- SIONER ROBERTS, DULY SECONDED BY COMMISSIONER HAMMOND, THE RECOMMENDA- TION TO APPOINT JENNY TAYLOR TO THE JOINT BOARD OF ETHICS WAS APPROVED AND CARRIED BY A VOTE OF 5-0. Mayor Hornek administered the Oath of Office to Commissioners Hammond and Jones. They will serve another term as Commissioners for the City of Meadow Vale. Page 3
DEPARTMENT REPORTS Commissioner Hammond joined Joe Hornek and Jimmy Hogan on November 24th in setting up the Christ- mas decorations on the light poles throughout Meadow Vale. He commented that it was a very enjoyable evening working with these two fine residents and they imparted a lot of good knowledge and experience about getting the wreathes and red ribbon affixed around our City. The lights and signs are in good shape and there is no new graffiti on the berm wall or the signs. Commissioner Morrow had no report. She encouraged the Mayor to call her if she needed volunteers for future social events. Commissioner Roberts had no report. She thanked the Mayor and Commissioners for their commitment to the City of Meadow Vale. She was also grateful for the opportunity to give back to the city for these past 6 years. Commissioner Jones reported that the police department has been fully accredited. He and Police Chief Spann have been invited by Major Andrea Brown to tour the new 8th Division LMPD building on Tues- day, December 22, 2020. Since the Safety Commissioner for the City of Rolling Hills did not run for another term, we will lose the ability to receive a monthly crime statistics report. Commissioner Jones will look at other sources and contacts for this information. The Chief joined Santa for the city’s mini parade. MISCELLANEOUS Mayor Hornek presented the contract for Nature Scape Lawn Care. If renewed before January 1, 2021, the city will receive the discounted amount of $1,424.00 for services. UPON MOTION OF COMMIS- SIONER ROBERTS, DULY SECONDED BY COMMISSIONER JONES, THE CONTRACT FROM NA- TURE SCAPE LAWN CARE, IN THE AMOUNT OF $1,424.00 WAS APPROVED AND CARRIED BY A VOTE OF 5-0. The donation request from the Zachary Taylor Elementary School was tabled. The cost to update the LG&E lights within the city to LEDs is considerable. The discussion to leave the lights as they are until they need to be replaced was decided by consensus. During the research of this project, one large light fixture was brought into the conversation that may not be in the city limits. LG&E will research the issue and the city may be entitled to a 2-year reimbursement of funds. Com- missioner Roberts suggested the city do its own research on the matter. The Mayor will work with Kandie Atkinson and the Department of Transportation to bring additional areas of the berm into the city limits. The Mayor will talk with an arborist for help to determine which trees on the berm will need to be removed. Signs on the berm need to be updated and additional land- scaping will be considered. City Clerk Bryant reported that Business and Rental license renewal letters have been mailed. Mayor Hornek announced that City Attorney Ritsert will be leaving, effective December 31, 2020. She thanked her for her services. A new attorney has been acquired and will begin on the 1 st of January. Page 4 JANUARY—2021
