July 16, 2018 Dear Candidate: The City of Cornwall will be accepting applications in order to create an eligibility list for Probationary Firefighters within the Cornwall Fire Services. We would like to welcome you to the Probationary Firefighter Eligibility List Recruitment Process. The Cornwall Fire Services and the Human Resources Department are providing you with this handbook to inform you about the process, and your responsibilities as a candidate. INTRODUCTION The recruitment procedure for the creation of a Probationary Firefighter Eligibility List is outlined in this booklet. The enclosed data provides information applicants require to undertake this process. A brief job description for the position of Firefighter is also included. We urge you to read this booklet carefully. Failure to follow directions or meet the deadlines at any of the stages of the recruitment process will result in your application being disqualified. The Suppression Division of the Cornwall Fire Services is multi-disciplinary and responds to fires, water and ice incidents, dangerous goods incidents, emergency medical responses and also performs public education and fire prevention initiatives. Summary of Probationary Firefighter Duties The Cornwall Fire Services Firefighter is responsible for performing a multitude of emergency incident operations such as fire extinguishment, search and rescue, ice and water rescue and salvage and overhaul. All of these functions are performed so that lives are protected and property and environmental impact is minimized. These activities are conducted under the direct supervision of Cornwall Fire Services company officers in accordance with established policies, guidelines and procedures. Firefighters also perform less glamorous tasks that help keep us ready to respond. Some of these tasks include equipment and apparatus maintenance and station duties. Page 4 of 9
City of Cornwall Fire Services Recruitment Process for Firefighters The Recruitment Process consists of the following stages and deadlines. Each stage is described in more detail later in this booklet. Stage 1 Application Documents accepted until Thursday, August 16, 2018 Stage 2 Orientation briefing and written testing Sunday, September 9, 2018 Stage 3 Formal interview October 9-12, 2018 and October 15-19, 2018 Stage 4 Cornwall Fire Services physical testing November 3, 4 & 10, 2018 Stage 5 Establishment of the list of eligible candidates January 1st, 2019 Eligibility List Candidates who pass Stage 1 through Stage 4 will be on an eligibility list for 18 months. The City of Cornwall reserves the right to conduct an earlier recruitment drive, should its needs change. As vacancies occur, eligible candidates will be contacted. Note: Candidates at each stage shall be required to produce photo identification Candidates will be disqualified if they do not meet the deadlines outlined or provide false or misleading information Page 5 of 9
Stage 1 Application 1. ❑ Current resume 2. ❑ Proof of formal education (certificate/diploma/degree/transcript) 3. ❑ Current Basic First Aid with CPR & AED certificate 4. ❑ Driver’s Abstract with less than six (6) demerit points accumulated (current, within 1 month of submission date) 5. ❑ Pleasure Craft Operators Card 6. ❑ Ontario Class D driver’s license with Z endorsement (or equivalent) Accepted until Thursday, August 16, 2018 Description: Candidates must electronically submit the above-noted documents by the stated deadline to careers@cornwall.ca. In person applications will not be accepted. Stage 2 Orientation briefing and written testing Date &Time: Sunday, September 9, 2018. Each session with be approximately three hours. Description: Candidates will be notified of the time and location for the written exam, as there may be more than one session. A certified cheque* or money order in the amount of $75 must be submitted upon arrival to the orientation briefing and testing. This is a multiple choice video-based test that assesses critical skills necessary to be a firefighter and includes the content areas of teamwork and human relations as well as mechanical aptitude, reading ability and basic math skills. The following are specific content areas of the testing. *A certified cheque must be obtained from your bank and made out to The Corporation of the City of Cornwall -Judgment -Teamwork -Public Relations -Professionalism in Difficult Situations -Chore Initiative -Ability to Live and Work Together -Interpersonal Relations -Mechanical Reasoning Test -Understanding Systems -Observation and Analysis -Mechanical Reasoning and Aptitude -Firefighter Standard Reading Level -Addition, Subtraction, Multiplication, Division and Proportions Note: Individuals are not allowed the use of calculators or any electronic assistance. Stage 3 Formal Interview Date &Time: Interviews will take place from October 9-12 and October 15-19, 2018. Those candidates selected for interviews will be contacted in order to schedule their specific interview time. Description: The formal interview will be conducted by a diverse panel of interviewers that will not all be fire services related. The candidates may be asked questions that follow up on the results of the Stage 2 testing. Note: At the time of the formal interview, the applicant must provide a Criminal Record and Vulnerable Sector check current within six (6) months. Stage 4 Cornwall Fire Services Physical Testing Date & Time: November 3, 4 & 10, 2018 starting at 7:00 am. Description: Candidates will complete the Canadian Forces Fire Marshal’s Firefighter Pre- Entry Fitness Evaluation and the four evolutions listed below. The cost will be $250, and must be given in cash to the evaluators directly prior to beginning the test. The physical test is further described in Appendix A. Note: Candidates that are invited to the physical test must have Appendix B - CFS Firefighter Recruitment Pre-Entry Fitness Evaluation completed by a physician prior to the beginning test. Acrophobia Test The acrophobia test requires candidates to climb a 100 foot aerial ladder, touching each rung, enter the bucket of the apparatus, look at the ground and identify items and then descend the ladder touching each rung. Attire shall be a T-shirt or long sleeve shirt, long pants and candidate supplied safety footwear. Protective equipment shall be provided and worn at all times and shall consist of a harness, helmet and leather firefighting gloves. The scenario will not be timed, however a pause longer than 10 seconds will result in disqualification. Failure will result if the candidate is: o Unable to climb to the top of the aerial apparatus o Unable to look down and identify the items Page 7 of 9
o Unable to climb back down the aerial apparatus Claustrophobia Test The claustrophobia test requires candidates to don a blacked-out face piece and find and properly assemble hardware within a specific time frame. Attire shall be a T-shirt or long sleeve shirt, long pants and candidate supplied safety footwear. Protective equipment shall be provided and worn at all times and shall consist of a SCBA face piece, helmet and leather firefighting gloves. Failure will result if the candidate is: o Unable to locate and properly assemble the hardware in the allotted amount of time o Unable to complete the task with the SCBA face piece on 100 Metre Swim The candidate must swim one hundred (100) metres without stopping, using a forward facing swim stroke and without any swim aids such as dive masks, fins, snorkel or flotation device. Stopping or standing up in the shallow end of the pool at any point during the exercise will constitute a failure of this evolution. Stamina Exercise – Treading Water for Fifteen Minutes Using no swim aids and wearing only a swimsuit, the candidate will stay afloat in a vertical position by treading water, drown proofing, bobbing or floating for fifteen (15) minutes, with hands out of the water for the last two (2) minutes. The inability to maintain a vertical position throughout the test and/or completing the final two minutes with both of their hands clearly out of the water shall constitute a failure of this portion of the test. Candidates will be required to answer a questionnaire following the completion of the acrophobia and claustrophobia tests. Candidates must follow the instructions and adhere to safety guidelines during all aspects of the physical testing. Failure to do so will result in elimination from the test and process. Page 8 of 9
Stage 5 Candidate Selection for Eligibility List With the successful completion of Stage 4, you will become eligible for a position as a probationary firefighter, should a position become available. You will be notified if you have been selected as a successful candidate and the hiring timeframe will be discussed. List of Qualified Candidates Candidates who successfully pass Stage 1 through Stage 4 will be on an eligibility list for 18 months. The City reserves the right to conduct an earlier recruitment drive, should its needs change. Candidates on the list shall be notified. As Probationary Firefighter vacancies occur, candidates on the Eligibility List will be contacted. Applicants must inform The Corporation of any telephone or email changes as they occur. Candidates from the Eligibility List that are contacted for potential employment may be recalled for another interview and must provide updated documentation at that time or at the time of offer of employment, for example First Aid/CPR/AED certificates, Criminal Record and Vulnerable Sector checks. Candidates that are offered employment shall have to pass the medical screening test outlined in Appendix C. The medical evaluation of candidates shall include a medical history, examination and any laboratory tests required to detect physical or medical condition(s) that could adversely affect their ability to safely perform the essential job tasks.
