EXECUTIVE
SUMMARY
Northern Territory Health (NT Health) is at an important and exciting juncture with the launch of its new
strategic plan that sets out an ambitious yet achievable set of priorities for the next five years. The plan aligns
with the uniqueness of the Northern Territory’s geography and population and has six overarching aims:
    • Prevent illness
    • Focus on each person
    • Redesign to improve access
    • Lift performance towards excellence
    • Embed research
    • Systematise effectiveness and efficiency

The Northern Territory (NT) covers an area of some 1,349,129 square kilometres and is sparsely populated
with approximately 228,833 people accounting for less than one per cent of the Australian population. Over
50 per cent of the population resides in Greater Darwin and approximately 27 per cent of the population are
Aboriginal people. The population demographic group has a higher birth rate and a lower life expectancy,
resulting in a considerably younger population age profile.

Over half of the Aboriginal population in the NT live in remote areas, compared with eight per cent of the non-
Aboriginal population. Over 43 per cent of the NT population reside in remote/very remote areas (22 per cent
nationally); 70 per cent of this cohort who live remotely are Aboriginal and reside in one of 600 communities
or remote outstations.

The Top End Health Service (TEHS) is the largest healthcare provider in the Territory and has an integral role
in the achievement of NT Health’s strategic priorities. It is a statutory body under the Northern Territory
“Health Services Act 2014” with an annual operating budget of $900m and approximately 4260 FTE. It delivers
the following public health services across the Top End region including Darwin, Tiwi Island, East Arnhem and
Katherine:
     • Hospital care through four hospitals – Royal Darwin, Palmerston Regional, Katherine and Gove
         Hospitals;
     • Primary Health Care through remote and community primary health clinics
     • Mental Health
     • Alcohol and Other Drugs
     • Oral Health
     • Hearing Health
     • Cancer Screening.

NT HEALTH
VISION: To be a world leader in the delivery of remote health,
through collaboration, excellence and innovation.
PURPOSE: Working together, as one system, to deliver better
health for all Territorians
The Northern Territory (NT) covers an area of some 1,349,129 square kilometres and is sparsely populated
with approximately 228,833 people accounting for less than one per cent of the Australian population. Over

over 200 languages spoken.

Overall NT has a young population with the slowest growth rate in Australia; this coupled with the highest
premature death rate across all of the population, and the distances involved presents many challenges for
service delivery. Social disadvantage is prevalent in many Aboriginal and non-Aboriginal communities in urban,
rural and remote settings. Social disadvantage is associated with poorer health, resulting in many people in
the NT with high healthcare needs.

Health services are provided through five public hospitals, the two largest being in Darwin and Alice Springs:
Royal Darwin Hospital (367 beds) and Alice Springs Hospital (183 beds) respectively, the others being
in Katherine District Hospital (60 beds), Gove District Hospital (32 beds) and Tennant Creek Hospital
(20 beds), with Palmerston Regional Hospital opening mid 2018 having 116 beds when fully operational.

Primary healthcare is provided across a range of clinics and Primary Health Centres (74) and for Aboriginal
communities in partnership with Aboriginal Community Controlled Health Organisations (ACCHOs). Other
providers include a private hospital, a day surgery centre, and many non-government organisations. The

   NT Health has recently published it NT Health Strategic
Directions 2018-2022 that responds to the Northern Territory’s

TOP END HEALTH SERVICE

centre of everything we do.

The Top End Health Service (TEHS) is the largest public healthcare provider in the Territory and will has an
integral role in the achievement of NT Health’s strategic aims. With the recent change of Government and
dissolution of the health service Boards, the Chief Operating Officer will report to the Department of
Health’s Chief Executive, Professor Catherine Stoddart PSM, and will be responsible for implementing the six
strategic aims of the plan as well as contributing to its Territory wide adoption.

Comprised of a number of hospitals and healthcare facilities, including the 367-bed Royal Darwin Teaching
Hospital, the TEHS service covers the areas of Darwin, Tiwi Islands, East Arnhem and Katherine. It has an
annual operating budget of $900m and 4260 FTE.

Within the TEHS network will also be the soon to open Palmerston Regional Hospital, detailed in the concept
drawing below. This is an exciting project for the Northern Territory as it is the first new public hospital to
open in almost 40 years.

The $170 million facility is jointly funded by the Australian and Northern Territory Governments and is
scheduled to open its doors to patients in August 2018. It will employ approximately 450 full time staff and
provide:

CHIEF OPERATING OFFICER
POSITION PURPOSE
The Chief Operating Officer’s Primary Objective is to provide strategic leadership and management of the
services, human, financial and physical assets and resources of the Top End Health Service and as a member
of the NT Health Executive actively contribute to the strategic development and operation of the Northern
Territory Public Health System.

KEY DUTIES AND RESPONSIBILITIES
1.  Provide the Top End Health Service (HS) with strategic leadership and management within the context
    of the Northern Territory (NT) Public Health System.
2. Lead the establishment and maintenance of governance and management systems for the HS ensuring
    safe, effective and efficient services, financial sustainability, management of risk internal controls and
    sound workforce practices.
3. Ensure compliance with the HS Service Delivery Agreement (SDA), any health service directives, system
    policy and relevant legislation
4. Establish and maintain best practice governance over the safety and quality of care and lead the HS to
    continuously improve the quality of services.
5. Lead the development of community and stakeholder engagement to build greater local involvement in
    health service delivery.
6. Develop and strengthen linkages across HS to ensure resources are used in an effective and equitable
    basis for the benefit of people of the NT.
7. Create an environment in which excellence in clinical care will thrive and where innovation, learning
    and professional growth are fostered.
8. Identify and manage corporate and clinical risks, including informing the Chief Executive Officer in a
    timely manner of issues of public concern or risks that may affect the HS.
9. Follow defined service quality standards, work health and safety policies and procedures relating to the
    work being undertaken in order to ensure high quality, safe services and workplaces
10. Foster a positive workplace culture through exemplary leadership practices and role modelling
    behaviour.
11. As a key member of the Department’s Executive Leadership Team, actively participate in initiatives to
    optimise strategy, planning and delivery of health services and projects in the NT

4.     Demonstrated high level communication, interpersonal, negotiation and change management skills

Desirable:
