Letter from the Chair

Dear Candidate

Thank you for your interest in the role of Chief Executive Officer at EEHA (Epsom & Ewell
Housing Association).

The Association was formed in1949 by a group of local people who saw a need for housing in the
Borough of Epsom and Ewell for elderly people of limited means. We own and manage 91 units
of high-quality sheltered accommodation for older people. Our properties are located in an area
of attractive housing within a conservation area which is less than ten minutes’ walk from Epsom
town center.

The Board of EEHA is committed to remaining independent and continuing to do the job that we
do so well. Our stock is in excellent condition, we are financially strong and our service to our
residents is very good.

We will continue to invest in the condition of our stock to ensure that it remains of the highest
standard and meets our residents’ needs. We have a three-year programme of renovation and
reinvestment to manage this work. We will also increase the number of homes we own as part of
this renovation programme.

The Board is in the process of producing its next five-year business plan. The CEO role is new to
EEHA and offers an opportunity to work closely with the Board to develop this long-term plan,
while at the same time ensuring the high-quality service continues to meet the needs of our
tenants.

We value the strengths of a small housing association like ours, which include close working
relationships with our tenants and principal stakeholders, matched by delivering quality and value
for money in the services we provide.

Amongst other qualities, we are looking for a Chief Executive who will be able to demonstrate a
professional background in social housing, Also, relevant professional qualifications and
experience in a senior management position in a similar organisation.

ABOUT US:
We own and manage 91 units of high-quality sheltered accommodation for older people. All complexes
provide sheltered accommodation complete with 24 hour alarm monitoring. Tenants are expected, on
taking up a tenancy, to be able to look after themselves and be fully ambulant; care is not provided
Management of the Association is the responsibility of the Board of Management, composed of up to 12
voluntary members, which determines the policy of the Association and oversees the work of the staff.

STAFF:
The Association employs a part-time Administrator, a Housing Services Manager and a Sheltered
Scheme Officer.
The accounting work, including payroll and the payment of invoices, is carried out by contract staff work-
ing from the Association’s office.
COVID-19: For 9 months at the start of the pandemic, staff largely worked remotely. An assessment
was made and measures taken to provide a safe working environment on-site and keep tenants safe.
Tenants were kept informed of the short-term steps to mitigate risk and the longer-term plans to mini-
mise this risk for the future.

TENANT CONSULTATION:
All tenants are invited to meetings twice a year and are provided with information about planned
developments and an opportunity to raise any questions. Unlike many housing associations, our Board
Members have regular contact with our residents enabling us to plan our strategy for the future on first-
hand knowledge and experience.

MAINTENANCE AND DEVELOPMENT:
All maintenance including plumbing, electrical work, redecoration and flat refurbishments is carried out
by contractors procured through competitive tendering ,

PLANS FOR THE FUTURE:
We will continue to invest in the condition of our stock to ensure that it remains of the highest standard
and meets our residents’ needs. This will also future proof it against changes in legislation or changing
customer expectations. We have a three-year programme of renovation and reinvestment to manage
this work. One of our current priorities is improving the heating systems for all our residents and to
complete the renovation of one of our blocks. We will also increase the number of homes we own as
part of this renovation programme.
We know that the demand for our stock and our services is very high and so whenever the opportunity
arises, we examine whether it is possible to increase the number of homes we own. The demographic
information for the area suggests that this demand will continue to grow.
Our aim for our housing services is to enable our residents to remain living independently with support
and signposting to specialist services for as long as they are able to . To support this ambition, we have
a programme to replace our existing telecare equipment to a more modern and intelligent system,
supporting our residents to live in their own home for longer.
We are in the process of producing our next five year business plan providing the detailed planning
based on this overall strategic direction.

Role Profile
JOB TITLE:                Chief Executive Officer

PART TIME:                3 days a week

SALARY:                   Dependent on experience but in the region of £65k pro rata
ACCOUNTABLE TO:           Chairman and Board of Trustees
RESPONSIBLE FOR:          A team of 3 staff and 1 contract consultant

LOCATION:                 The Trust head office is Coulthurst, 13 St. Martin’s Avenue, Epsom, Surrey
                          KT18 5HZ.
KEY RELATIONSHIPS: Chair of the Board, the Board of Trustees, staff, contractors, tenants, their
                   families or representative bodies and partner organisations.
SUMMARY OF POST           This is an exciting opportunity to make a key contribution to EEHA’s next
                          stage of development. The Association is financially strong, provides very
                          good services to our tenants and its stock is in excellent condition. Over
                          the last five years EEHA has worked hard to develop these things and is
                          now in an excellent position to look to the future of the Association. The
                          Trustees recognise the need for the organisation to develop a five-year
                          plan for its services and properties. The CEO role is new to EEHA and its
                          primary focus will be to develop this long-term plan in conjunction with the
                          Trustees, while at the same time ensuring the high-quality service to our
                          tenants continues.

KEY RESPONSIBILITIES

Governance and Regulation
Work with the Board to set out the strategic plan for the future of the Association.
Support the Chair to deliver sound governance and compliance with all regulatory expectations.
Ensure the Board has the information that they need to make informed decisions about compliance;
managing risk; and the future direction of EEHA
Inform the Board of any matters that present a risk or material concern to the business, its reputation or
viability.
Proactively promote and represent the organisation with existing and prospective tenants, partners
and other stakeholders
Ensure that appropriate risk management is embedded throughout the organisation
Maintain an understanding of legislation, regulation, politics, socioeconomic and other factors affecting
EEHA, proactively advising the Board on their implications
Develop and maintain a system for monitoring performance.
Act as lead officer for safeguarding for Epsom and Ewell HA across the operational business areas
establishing and implementing protocols for effective communication and liaison with the board and
agencies such as adult social care, the police and other agencies, as necessary.

Financial Management
To be responsible for Financial management of the organisation including the preparation of annual
budgets and liaison with auditors.

Undertake financial planning and monitoring to ensure that the sheltered housing service is adequately
 resourced.
 Ensure that robust financial controls and audit systems are in place to manage finance risks and ensure
 regulatory compliance.
 Provide accurate and timely reports on financial performance to the Board

 Delivery of Services

 To oversee a high-quality responsive customer focused service to potential tenants ensuring that
 EEHA’s service is customer centric, of high quality and meets the needs of our tenants, key partners and
 other stakeholders.
 To ensure the delivery of a positive tenancy management service to tenants living in EEHA properties,
 including the effective management of rent and service charge setting, managing rent and service
 charge arrears, allocations and voids, tenancy breaches, complaints, and Anti- Social Behaviour (ASB)
 in line with the Association’s policies and procedures.
 Develop and implement an Asset Management Strategy for the Association’s properties strategy for
 planned and cyclical programmes of work. Procurement Policy and Procedures will also need to be
 developed for this work
 Manage the Association’s responsive repair, maintenance and service contracts and a planned
 programme of work within the procedural framework, ensuring the provision of a high-quality service for
 the tenants.
 Ensure compliance by all personnel, tenants and contractors with all health and safety regulations
 Manage EEHA’s assets effectively, ensuring tenants’ homes meet all legislative requirements and that
 they meet the needs of our tenants now and in the future.
 Ensure tenants have access to appropriate support services through our relationships with external
 partners. Ensure services are responsive to tenants’ current and future needs.
 Ensure that customer insight informs the development of the business and our services through regular
 reviews, positive tenant engagement, and continuous service improvement.
 Develop a performance management system.

 Management and Supervision of Staff
 Provide effective and clear leadership for the team to ensure standards of performance are maintained,
 ensuring that annual appraisals and 121s are carried out timely and productively for all staff and that
 targets and objectives link to the organisation’s operational delivery and business plan.
 Advise, assist and mentor staff in their professional development and day to day service delivery.
 Recruit and induct new staff as and when vacancies occur
 Lead by example, empowering and developing staff to fulfil their potential, creating a culture that
 motivates and supports them to deliver high levels of performance, celebrating success and tackling
 performance issues as appropriate.
 Ensure positive and productive relationships between staff and the Board.

Health and Safety
 As Chief Executive, have overall responsibility for the Association’s health and safety provision and
 ensure that staff have adequate training and supervision to ensure their health and safety at work.

Experience of managing complex and sensitive communications in response to difficult situations.

Degree (or equivalent through relevant experience and training) or CIH professional qualification or other
management qualification eg MBA

Experience managing upwards presenting proposals and plans to senior/board level executives.
Strong decision-making experience in a changing environment
Excellent communicator, able to understand the needs of different audiences and adapt communication
skills to suit, able to listen to tenants, staff and stakeholders, excellent presentation skills.
Acts with integrity, is accountable and actively promotes and supports the aims of EEHA. Able to work
flexibly and proactively as part of a small staff team and to understand the nuances of working for a niche
service provider.

Knowledge of business planning and risk assessment.
Understands organisational priorities, wider social environment, regulatory and institutional constraints
and can translate these in to deliverable and sustainable deliverables.

TERMS OF EMPLOYMENT:
Starting Salary:   Depending on experience the salary is in the region of £65k pro rata for part
                   time working
Pension:           The Association operates a Defined Contribution pension scheme and will
                   contribute 5% of your qualifying earnings.
Hours:             Three days per week

Annual Leave:      28 days paid leave per leave year pro rata inclusive of public holidays. The
                   leave year is the calendar year.

Contract:          The post is offered subject to a six-month probationary period.
